MY NAME IS MICHAEL PITT AND I'M HERE TODAY TO RESPECTFULLY DEMAND THAT THE NAVAJO COUNTY BOARD OF SUPERVISORS EXERCISE ITS EXISTING AUTHORITY UNDER A RS 11 DASH 8 33, TO IMPOSE AN IMMEDIATE MORATORIUM ON ALL NEW AND IMPENDING UTILITY SCALE, WIND, SOLAR, BATTERY STORAGE, AND DATA CENTER PROJECTS, WHILE STRONGER AND MORE PROTECTIVE REGULATIONS ARE DEVELOPED, THIS REQUEST IS NOT ABOUT STOPPING DEVELOPMENT FOREVER. IT IS ABOUT ENSURING THAT DEVELOPMENT OCCURS ONLY AFTER THE COUNTY HAS ADEQUATE SAFEGUARDS IN PLACE, PROTECT THE RESIDENTS, PROPERTY OWNERS, WATER RESOURCES, PUBLIC SAFETY, AND THE LONG-TERM CHARACTER OF OUR COMMUNITIES. RECENT ACTIONS, INCLUDING RESOLUTION ONE DASH 2025 AND RESOLUTION 17 DASH 2025 AND NAVAJO COUNTY HAVE WEAKENED PROTECTIONS THAT MANY RESIDENTS RELIED ON SIMILAR PROPOSED HEIGHT AMENDMENTS, REGULATORY CHANGES IN, IN NEIGHBORING APACHE COUNTY RAISE THE SAME CONCERNS BEFORE ADDITIONAL PROJECTS MOVE FORWARD. THE COUNTY SHOULD PAUSE APPROVALS AND CAREFULLY TO EVALUATE THE CUMULATIVE IMPACTS OF THESE INDUSTRIAL SCALE FACILITIES. A TEMPORARY MORATORIUM WOULD PROVIDE THE TIME NEEDED TO RESCIND RESOLUTION ONE DASH 2 5 20 25 AND RESOLUTION 17 DASH 2025, RESTORE THE PREVIOUS STANDARDS AND STRENGTHEN THEM WHERE NECESSARY. THIS REVIEW SHOULD ADDRESS SETBACKS, STRUCTURE, HEIGHTS, NOISE LIMITS, VISUAL IMPACTS, DECOMMISSIONING REQUIREMENTS, ROAD DAMAGE, FIRE, FIRE PROTECTION, ENVIRONMENTAL IMPACTS AND PROTECTIONS FOR NEIGHBORING LANDOWNERS. ONCE A LARGE SCALE ENERGY AND DATA INFRASTRUCTURE IS APPROVED AND CONSTRUCTED, THE CONSEQUENCES CAN LAST FOR DECADES. IF THESE RULES ARE INADEQUATE, THE PUBLIC BEARS THE BURDEN. IF THE RULES ARE STRONG, DEVELOPMENT CAN PROCEED WITH GREATER TRANSPARENCY, ACCOUNTABILITY, AND PUBLIC CONFIDENCE. THE BOARD ALREADY POSSESSES THE AUTHORITY TO PAUSE AND REASSESS WHEN CIRCUMSTANCES WARRANTED. THIS IS PRECISELY THE TYPE OF SITUATION WHERE THE AUTHORITY SHOULD BE USED. RESIDENTS DESERVE THE ASSURANCE THAT COUNTY REGULATIONS PLACE THE INTEREST OF LOCAL COMMUNITIES FIRST, AND THAT DECISIONS ARE BASED ON THOROUGH ANALYSIS RATHER THAN URGENCY AND OUTSIDE PRESSURE. I URGE YOU TO ACT IMMEDIATELY, IMPOSE A MORATORIUM UNDER A RS 11 DASH 8 33 ON ALL NEW AND PENDING WIND SCALE, PENDING UTILITY SCALE, WIND, SOLAR BATTERY, AND DATA CENTER PROJECTS, PAUL'S APPLICATIONS FOR WIND AND SOLAR FACILITIES, RESCIND RESOLUTION ONE DASH 2025 AND RESOLUTION 17 DASH 2025 AND RESTORE AND STRENGTHEN THE PROTECTIVE STANDARDS THAT EXISTED PREVIOUSLY. CHINO VALLEY, YAVAPI COUNTY, UNANIMOUS BAN ON NEW LARGE SCALE SOLAR AND WIND PROJECTS, SEPTEMBER OF 2025, STILL IN PLACE DESPITE INDUSTRY THREATS, MOJAVE AND YAVAPI COUNTY IMPOSED MORATORIUMS OR RESTRICTIVE ZONING ON LARGE SCALE RENEWABLES. HEY, COCHISE COUNTY, ADOPT STRICT DATA CENTER RULES, WATER USED POWER INFRASTRUCTURE, AND CONSIDERED MORATORIUMS MORANA, PIMA COUNTY AND TUCSON. PROHIBITED OR HEAVILY RESTRICTED POTABLE WATER USED FOR DATA CENTERS, COOLING PIMA COUNTY, REVIEWING BROADER INDUSTRIAL ZONING RESTRICTIONS FOR LARGE SCALE FACILITIES. I'M ASKING THAT YOU STOP INVITING THESE DEVELOPERS FROM OTHER COUNTIES TO OUR BEAUTIFUL MOUNTAIN ONLY TO DESTROY IT. IT'S ALL ON YOU GUYS. WELL, YOU KNOW, DATA CENTERS, SOLAR, UM, WIND, THEY ALL ARE GONNA SUCK OUT OF OUR AQUIFERS. WE DON'T EVEN HAVE THAT RIGHT NOW, LET ALONE, UH, IN THE FUTURE IF WE KEEP ADDING THESE DEVELOPMENTS. SO I'M, YOU KNOW, WHY NOT PURSUE, UH, THINGS LIKE, UH, DARK SKIES AND GET MAYBE, UM, AN OBSERVATORY HERE OR, UH, LURE ASTRONOMERS HERE. I KNOW THAT THE, UM, UH, PAINTED DESERT A FEW YEARS AGO HAD A STAR, A STARGAZING, UM, UH, EVENING, WHICH WAS STUNNING. UH, OUR SKIES ARE BEAUTIFUL. UM, WHY DO WE NEED TO PURSUE THE THINGS THAT ARE GONNA BENEFIT JUST A FEW PEOPLE WHEN THERE'S 107,000 PEOPLE IN NAVAJO COUNTY? UM, THE FEW PEOPLE THAT ARE GONNA BENEFIT, UH, SUCH AS AZTEC, WIND AND CATTLE AND OR LAND AND CATTLE, AND, UM, THE ROCKING CHAIR RANCH, MR. ELKINS, THERE'S A LOT OF 'EM. I COULD NAME 'EM. Y'ALL KNOW 'EM, BUT THERE'S OTHERS IN THIS COMMUNITY THAT, UM, NEED TO BE CONSIDERED. AND AS YOU'VE HEARD BY THE OTHER TWO PEOPLE, UM, I BELIEVE IT'S A RS 11 11 0 1. UH, IT GIVES THE BOARD OF SUPERVISORS THE ABILITY TO MAKE DECISIONS ON DEVELOPMENT AND MAKE SURE THAT IT DOES, UH, FOLLOW THE COMPREHENSIVE PLAN AND HONORS EVERYBODY. UH, DURING THE 28TH OF APRIL, UM, BOARD OF SUPERVISORS MEETINGS, YOU ALL WENT INTO EXECUTIVE SESSION AND THEN CAME OUT AND MR. UH, CARLE CAME OUT AND SAID, UNLESS IT'S THE, UM, HEALTH SAFETY AND WELFARE OF THE COMMUNITY, YOU ALL CAN'T STOP DEVELOPMENT. WELL, I THINK YOU CAN. IF YOU READ THAT A RS 11, 11 0 1, IT'S VERY, VERY CLEAR. UH, SO ANYWAY, I JUST THINK THERE'S, UH, LET'S HAVE A ROUND TABLE. LET'S SIT DOWN AND LET'S LOOK AT OTHER OPTIONS. AND I WANTED JUST TO HIGHLIGHT AND RECOGNIZE, UH, TWO AREAS IF I COULD REAL QUICK. UM, LOOKING AT PUBLIC WORKS, 93 ROAD SIGNS INSTALLED OR REPLACED TO HELP, UH, MAINTAIN THE SAFETY, UH, OF OUR ROADWAYS, [00:15:01] OVER 7,000 TIRES COLLECTED FOR RECYCLING. YOU KNOW, THOSE ARE TIRES THAT DON'T END UP IN OUR LANDFILL OR GETTING DUMPED IN OTHER PLACES. AND OVER 500 MILES OF ROADWAY WORKED ON OR GRADED IN JUST APRIL ALONE, WHICH IS ASTOUNDING. THE OTHER AREA I WANTED TO RECOGNIZE WAS PLANNING AND DEVELOPMENT SERVICES. THE BOARD A COUPLE YEARS AGO MADE AN INVESTMENT, UH, TO DIGITIZE AND MODERNIZE THE, THE SYSTEMS FOR PLANNING AND DEVELOPMENT SERVICES, LITERALLY TAKING IT FROM A, A PAPER AND PENCIL PROCESS TO A DIGITAL PROCESS. AND YOU CAN SEE THE RESULTS OF THAT. MANY PEOPLE CARE DEEPLY ABOUT, INCLUDING WATER, AGRICULTURAL, RENEWABLE ENERGY DEVELOPMENT, AND ECONOMIC OPPORTUNITY IN THE FUTURE OF OUR RURAL COMMUNITIES. I'VE ALSO HAD A NUMBER OF RESIDENTS ASK HOW THEIR CONCERNS CAN BE HEARD BY THE AGENCIES, ORGANIZATIONS, AND DECISION MAKERS, UM, RESPONSIBLE FOR THOSE THINGS THAT ARE IMPACTING NAVAJO COUNTY. AS A RESULT, I'VE BEEN COMMUNICATING, UM, SOME OF THOSE CONCERNS WITH THE APPROPRIATE AGENCIES AND ORGANIZATIONS BECAUSE I DO BELIEVE THAT IT IS IMPORTANT THAT THE LOCAL PERSPECTIVES ARE UNDERSTOOD WHEREVER DECISIONS ARE AFFECTING OUR COMMUNITIES AND ARE BEING MADE. ONE THING I WOULD REMIND, UH, THE ONE THING THAT I WAS REMINDED OF AS I'VE KIND OF WORKED THROUGH THIS IS THAT MANY OF THE ISSUES PEOPLE CARE ABOUT INVOLVE MULTIPLE LAYERS OF GOVERNMENT AND MULTIPLE DECISION MAKERS. WHILE I'M ALWAYS WILLING TO LISTEN AND ADVOCATE WHERE APPROPRIATE, I WANT TO ENCOURAGE RESIDENTS TO ENGAGE DIRECTLY WITH THOSE AGENCIES AND ORGANIZATIONS AS WELL. AND THEN, UH, A MONTH AGO WE DID HAVE A MEETING IN CANADA AS WELL, UM, FOR US, HIGHWAY 1 63, AND THAT'S MAINLY TO DISCUSS THE SAFETY THAT NEEDS TO BE INVOLVED, LIKE CROSSWALKS, PEDESTRIAN LIGHTS, AND, UM, ALSO DECREASE IN, UH, SPEED LIMIT. ON THE THIRD, I WENT TO, UH, CHINLE CHAPTER FOR THE SILVER JACKETS, UH, MEETING. THAT'S THE US ARMY CORPS OF ENGINEERING. UM, THEY DISCUSS, UM, THE FLOODING ISSUES. AND ONE OF MY CHAPTER IS ON THE LISTING ON BIRD SPRINGS. SO THAT WAS THE REASON WHY I ATTENDED, UM, EMERGENCY ACTION PLANS FOR WHAT THEY WERE DISCUSSING. AND WE, I, WE INVOLVED IN THOSE BECAUSE OF, I GUESS LONNA LAKE IS SORT OF, UM, BY THE LITTLE COLORADO RIVER AS WELL. SO THAT'S THE LITTLE COLORADO RIVER THAT FLOODS OUT HERE. AND THEN I ALSO, UH, WENT TOTO TO THEIR EVENT FOR, UM, HEALTHCARE. AND WE HAD A COUPLE OF PEOPLE OUT THERE, THE RECORDER'S OFFICE WAS THERE. UM, SHE'S THE VOTER'S REGISTRATION PERSON. UM, I DID GET A CHANCE TO HAVE A MEETING OR A BREAKFAST MEETING WITH THE CHAIRMAN, UM, MAYOR ERWIN FROM PINETOP LAKESIDE AND MAYOR LEACH FROM SHOW LOW. AND JUST BEING ABLE TO SIT DOWN AND TO, UM, TO LEARN ABOUT ONE ANOTHER, I GUESS TO DEVELOP [00:25:01] A FRIENDSHIP, WHICH IS ALWAYS IMPORTANT WHEN, AND I ALWAYS SAY THIS, UM, IF YOU HAVE HEARD ME SPEAK IN THE PAST, I TALK ABOUT THAT CUP OF SUGAR. VERY SMALL PROJECTS I WANTED TO BRING TO YOUR ATTENTION, WHICH I THOUGHT WAS REALLY EXCITING, WAS THE SR TWO 60 LION SPRINGS IMPROVEMENT PROJECT. THE PROJECT COST IS $76.2 MILLION IN THE ARIZONA DEPARTMENT OF TRANSPORTATION, COMPLETED THE FINAL DESIGN PHASE OF THE STATE ROUTE TWO 60 LION SPRINGS IMPROVEMENT PROJECT EAST OF PACEON CONSTRUCTION WILL BEGIN IN JUNE OF 2026. WHILE WE ALL KNOW THAT LION SPRINGS BOTTLENECK IS SOMETHING THAT IMPACTS ALL OF US, AND, UM, WHY I BRING THIS TO YOUR ATTENTION IS THAT, UM, PREVIOUSLY THROUGH, UM, THE WORK WITH THE WHITE MOUNTAIN REGIONAL TRANSPORTATION COMMITTEE THAT I, UM, CHAIRED WAS WE DID A LOT OF ADVOCATION, UM, WITH THE ARIZONA DEPARTMENT OF TRANSPORTATION BOARD IN ENSURING THAT THIS PROJECT, THERE WAS, UM, DISCUSSION THAT THIS PROJECT WOULD NOT CONTINUE TO BE ON THE FIVE YEAR PLAN. AND THIS PROJECT HAS BEEN PUSHED BACK MANY, MANY, MANY YEARS. UM, AND THERE ARE MANY PEOPLE WHO WERE PARTICIPATED IN THAT CONVERSATION. SO I REALLY WANT TO GIVE ACCOLADES TO THE COMMUNITY WHO PARTICIPATED IN THAT. THERE WERE LOTS OF INDIVIDUALS WHO WENT TO THE STATE BOARD OF TRANSPORTATION, JUST LIKE MANY OF YOU WHO COME HERE AND SPEAK, UM, AND TALKING ABOUT THE IMPORTANCE OF WHY THAT PROJECT SHOULD CONTINUE TO BE ON THE FIVE YEAR PLANT. AND SO THROUGH THAT ADVOCATION, UM, THAT I FEEL THAT WE WERE ABLE TO CONTINUE TO AT LEAST ALLOW FOR THE BOARD TO BE MINDFUL ABOUT WHY THAT WAS SO IMPORTANT TO US. UM, AND CERTAINLY THAT IMPACTS OUR PUBLIC SAFETY AND ALSO COMMERCE AND SO FORTH. UM, SO I JUST WANTED TO BRING THAT TO YOUR ATTENTION. UM, MANY LITTLE PROJECTS. AND SO IT'S GOING TO BE A VERY, UM, UH, AN ECONOMIC, UM, ENDEAVOR THAT HAS BEEN REACHED AND WHICH IS GONNA BE A BLESSING TO THE COMMUNITY. SO IT WAS VERY, UM, ENGAGING. AND THERE I HAD THE OPPORTUNITY TO, UM, VISIT WITH LOCAL LEADERSHIP AS WELL AS WITH, UM, PRESIDENT NIRE, WHO WAS ALSO A PART OF THE, UH, THE TOURING OF THIS CONSTRUCTION FACIL, THIS CONSTRUCTION OF THIS, UM, C-STORE. FOLLOWING THAT, ON THE 28TH, I WAS, UH, I PARTICIPATED IN THE WINSLOW INDIAN HEALTHCARE CENTERS 29TH ANNUAL, JUST MOVE IT, WHICH IS CONSISTS OF A 5K WALK RUN SERIES THERE IN WINSLOW. SO THAT AS PART OF PART PARTICIPATING AND ENGAGING WITH THE GENERAL PUBLIC, AND THEN AN OPPORTUNITY, UM, TO MEET WITH AND TO HEAR FROM MY CONSTITUENCIES, UM, FROM THE GREATER SOUTHWEST NAVAJO COMMUNITY. SO THESE EVENTS ARE HELD AND A TOTAL OF 10 EVENTS THAT ARE GONNA BE, THAT'S KICKED OFF ON THE 28TH, AND THEY'LL BE, HAVE BEING, BEING HELD ON EVERY THURSDAY UP UNTIL, UH, I BELIEVE THE LATTER PART OF JULY. SO I'M LOOKING FORWARD TO, UH, CORN, UH, PARTICIPATING IN IT. AND THEN ALSO JUST THIS PAST JUNE 4TH, UM, I WAS, UM, ASKED TO BE THE MC AT THEIR LOCAL EVENT IN THE COMMUNITY OF BIR SPRINGS AT LITTLE SINGER. SO IT WAS A PRIVILEGE AND AN HONOR TO ALLOW FOR ME TO ALSO ENGAGE WITH THE COMMUNITY TO [00:30:01] PARTICIPATE IN THE RUN AS WELL. AND THEN ALSO TO PROVIDE AN OUTREACH OPPORTUNITY THROUGH THE MICROPHONE IN EDUCATING NOT ONLY ABOUT HEALTH AND WELLNESS, BUT ALSO COUNTY UPDATES, DISTRICT UPDATES, AND THEN JUST EDUCATING THE LISTENERS THERE AS TO WHAT, UM, SOME OF THE SERVICES THAT WE DO PROVIDE, UM, AT NAVAJO COUNTY. AND THEN IN ADDITION TO THAT, ON THE 29TH, THE HOLBROOK, UM, COMMUNITY OF HOLBROOK STARTED OFF ITS, UM, HOLBROOK ROUTE 66 GUN SLINGER AND CAR SHOW. AND SO I HAD WAS, UM, TASKED WITH, UH, COORDINATING THEIR 5K RUN EVENT, WHICH WE UTILIZED THE COUNTY TRAIL. SO WE HAD OVER 11, UH, PARTICIPANTS THAT RAN AND THAT WALKED. AND SO IT WAS A GOOD OPPORTUNITY TO, TO ENGAGE AND ALSO TO EXPOSE, UM, THE, TO THESE, UH, FIRST ATTENDEES, THE TRAIL THERE AT THE, I GUESS ALSO KNOWN AS AN A ZONING COMMUNITY WALKING PATH. AND THEN IN ADDITION TO THAT, JUST CONTINUING TO PARTICIPATE IN SOME OF THE MEETINGS AS FAR AS NORTHERN ARIZONA COUNCIL OF GOVERNMENTS IN THE ECONOMIC DEVELOPMENT COMMITTEE. AND THEN FOLLOWING THAT, UH, ALSO PARTICIPATED IN SPEAKING ENGAGEMENTS AT, UH, GRADUATION RECEPTIONS, UH, IN THAT CAPACITY. BUT OVERALL, WE JUST CONTINUE TO MOVE FORWARD AND THEN WORK ONLINE VIRTUALLY WITH A LOT OF OUR TRIBAL PARTNERS IN CHAPTER COMMUNITIES THROUGH EMAIL COMMUNICATIONS. SO IT IS A BLESSING THAT WE DO HAVE THE TECHNOLOGY AND WE'RE ABLE TO AT LEAST COMMUNICATE EFFECTIVELY AND THEN ALSO TO MOVE A LOT OF PROJECTS, UM, IN THAT METHOD AS WELL AND SO FORTH. THEY HAVE, UH, THE CEMETERY OF PINEDALE HAS 14 BIG JUNIPER, UH, BIG PONDEROSA PINES THAT NEED TO COME DOWN AND TRYING TO DO THAT, UH, SO THAT WE DON'T HERD ANY, UH, HEAD STONES AND THINGS THERE. IT TAKES A LITTLE BIT OF TECHNICAL EXPERTISE TO GET THAT. SO WE'VE WORKED ON THAT. UH, HAD THE OPPORTUNITY OF SITTING DOWN YESTERDAY WITH THE FIRE CHIEF AND TO TALK ABOUT THEIR PROPOSED BOND, THAT THEY HAVE $25 MILLION BOND. AND TO UNDERSTAND THE IMPORTANCE OF THE SAFETY, THE IMPORTANCE OF WHAT THAT HAS ON OUR FIRE IMPACT IN THE AREA OF, OF THAT FIRE DISTRICT. AND SO THAT'S BEEN A GREAT PROJECT. A LOT OF THAT LITTLE COMMUNITY OVER THERE HAS WORKED TOGETHER. AND THE PATRIOTISM THAT THAT WILL SHOW AS PEOPLE COME IN ON THE TWO 60 TO BE ABLE TO RECOGNIZE THAT THE WHITE MOUNTAINS BELIEVE IN PATRIOTISM. AND I THINK THAT'S A, A GREAT PROJECT THAT'S HAPPENED. WE, UH, WE HAVE SIX SINGLE FAMILY HOME PLANS THAT HAVE BEEN DESIGNED AND ARE AVAILABLE FOR ANYONE TO USE TO BUILD THEIR HOME WITHIN NAVAJO COUNTY'S JURISDICTION. AND THESE PLANS ARE AVAILABLE, UH, FOR USE AT NO COST WITHIN NAVAJO COUNTY. UM, THIS ITEM WASN'T MANDATED FOR, UH, COUNTIES. IT, IT, IT WAS A, A STATE MANDATE FOR MUNICIPALITIES, BUT WE'VE BEEN TALKING ABOUT IT FOR A LONG TIME. NOW, BEFORE WE HAD ANY STATE MANDATES TO DO IT, BECAUSE THE COUNTY DID PAY FOR THE PLANS, UM, THE ARCHITECT AGREED TO ALLOW US TO USE THE, THE PROVIDED FREE OF CHARGE, UH, TO ANYONE BUILDING WITHIN NAVAJO COUNTY. UH, BUT THAT ALLOWED, UM, THE MUNICIPALITIES TO KIND OF PIGGYBACK ON THIS. SO WE, WE, WE PAID A, A PRETTY HEFTY UPFRONT. I MEAN, IT WASN'T HORRIBLE, BUT WE, WE PAID A, A MUCH LARGER COST UPFRONT. SO ALL THE MUNICIPALITIES THAT HAVE THE, UM, MANDATED, UM, BY JULY 1ST TO HAVE THESE AVAILABLE, THEY WERE ABLE TO PIGGYBACK ON IT WITH THE SAME ARCHITECT AND, AND THEY GOT 'EM FOR A MUCH LOWER, LOWER COST. BUT THEY, THEY ALSO HAVE TO PROVIDE A, A COUPLE ADDITIONAL PLANS. UM, THEY HAVE TO HAVE SOME ADU, UM, DESIGNED, UH, TO GO ALONG WITH THAT. BUT ALSO BECAUSE WE, UH, WE'VE ALREADY REVIEWED THEM. SO WE'LL GET, WE'LL GET INTO 'EM. I'LL, I'LL HAVE LEAH PULL UP SOME OF THE PLANS. THE BASEBALL FIELD IS LESS THAN A MILE FROM LOVE'S. THERE IS NO SIDEWALKS OR THINGS TO THERE. ONE OF THE CONCERNS HAS BEEN THAT THE SCHOOL HAS SUMMER SPORTS, SUMMER SUMMER CAMPS, FOOTBALL, BASEBALL, THAT DIFFERENT SUMMER CAMPS. ONE OF THE REASONS THESE PEOPLE THAT COME OUT OF THE VALLEY TO THIS SCHOOL IS THERE IS NO LIQUOR IN OUR COMMUNITY. AND THAT IS ONE OF THE REASONS THESE SCHOOLS COME UP. IT'S A SMALL COMMUNITY THAT THEY HAVE CONTROL OF THEIR STUDENTS IN THERE. UM, OTHER COMMUNITY MEMBERS HAVE SUPPORTED THIS. UM, WE DO NOT WANT LIQUOR SOLD IN OUR COMMUNITY. AND YOUR PETITION HAS DONE A SMALL GROUP, MOSTLY ONLINE THAT, UH, SAYS THAT WE DO NOT HAVE A 24 7 OFFICER IN OUR COMMUNITY. UM, AND THAT'S MORE THAN 3,225 PEOPLE WHO HAVE ACCESS TO ALCOHOL OR WOULD HAVE ACCESS TO ALCOHOL. NOW, UM, I, UH, UNDERSTOOD COMING HERE. I THOUGHT THAT THIS WAS FOR A, UM, WINE AND BEER BAR APPLICATION, EVEN AS A, WITH A, AS A STORE. UM, LEGALLY THEY CANNOT CONSUME ALCOHOL IN THE STORE WHERE THEY BUY IT, BUT THE PARKING LOT IS NOT CONSIDERED PART OF THE PREMISES, ALTHOUGH IT'S STILL ILLEGAL TO, TO SEE TO DRINK IN THE PARKING LOT. IT WOULD BE STILL AN OPPORTUNITY FOR THEM TO DO THAT. UM, OF THOSE VEHICLES, NEARLY HALF ARE SEMI TRUCKS AND, UM, NIGHTLY, THEY'RE 58 PARKING SPOUTS THERE AND IT'S NEARLY A HUNDRED PERCENT OCCUPATION EVERY NIGHT OF TRUCKS PARKING THERE. AND BECAUSE THERE'S NOT THAT MANY PARKING SPOTS, AND THERE ARE A LOT OF PEOPLE, AND THIS IS THE MIDWAY POINT BETWEEN THE WEST COAST AND PLACES FARTHER EAST, WE HAVE A LOT OF PARKING ON THE OFF THE ROAD AND ON THE ON-RAMPS AND OFF RAMPS OF THE, OF THE FREEWAY. AND THAT'S ALSO A PLACE WHERE THEY COULD CONSUME THE, THE ALCOHOL, UM, PEOPLE DRIVING THROUGH. SO THAT AS AN ADDED LAYER, LAYER OF SAFETY PROBLEMS FOR THE THE COMMUNITY. UM, YEAH, I SEARCHED THE PAINTED DESERT TRIBUNE'S ARCHIVES FOR SHERIFF'S OFFICE REPORTS OF CRIME IN AND AROUND JOSEPH CITY SINCE MAY, 2011 AND JUNE 3RD, 2026. AND OF THE ARTICLES I WAS ABLE TO ACCESS, I FOUND 15 INCIDENTS DIRECTLY RELATED ONLY TO ALCOHOL. UM, DUI OPEN CONTAINER UNDERAGE DRINKING, AND I SUSPECT THAT A LOT MORE OF THOSE INCIDENTS HAVE A COMPONENT OF ALCOHOL TO THEM THAT WERE COMMITTED IN THOSE TIMES. UM, IN ADDITION, 21 VIOLENT CRIME [00:55:01] INCIDENTS WERE REPORTED DURING THIS TIME PERIOD. UM, AND I'VE HAD ACCESS TO AN AVERAGE, THE AVERAGE CAD CALL RESPONSE TIMES BY PRIORITY REPORT THAT WAS PREPARED BY THE, THE SHERIFF'S OFFICE FOR THE YEAR OF 2025. AND IF I READ THE THREE MINUTES IS UP, JEAN. OH, DANG IT. , CAN YOU SUBMIT THE TIME WE CONTINUE ON? SO YOU HAVE MY TIME. THE SHERIFF'S DEPARTMENT RESPONDED TO 168 CALLS THAT FELL UNDER THE EMERGENCY OR URGENT PROMPT PRIORITY CATEGORIES. THE RESPONSE TIMES FOR THOSE CALLS RANGE FROM APPROXIMATELY 12 TO 20 MINUTES. STUDIES SHOW THAT LEGALIZING ON-PREMISES ALCOHOL SALES IN PREVIOUSLY DRY OR RESTRICTED RURAL AREAS LEADS TO AN IMMEDIATE 10% TO 25% INCREASE IN VIOLENT CRIME. THE APPROVAL OF A SINGLE LIQUOR LICENSE TYPICALLY RESULTS IN 3.6 TO FIVE ADDITIONAL VIOLENT CRIMES PER YEAR IN THAT COMMUNITY. THIS INCREASE WILL REPLACE AN ADDED BURDEN TO THE SHERIFF'S DEPARTMENT, WILL PUT THE RESIDENTS IN GREATER DANGER. UM, IF YOU WANNA LOOK ON THE LAST PAGE, SOME PICTURES WHICH INDICATE KIND OF HOW, HOW CLOSE, UM, THE STORE IS TO THE, UH, THE COMMUNITY TO THE SCHOOL. THAT THERE ARE NO SIDEWALKS ALONG THERE AND A LOT OF PEOPLE WALK UP AND DOWN THERE WITH INCREASED TRAFFIC, UM, THAT MAY COME WITH AN ALCOHOL LICENSE. AND THE PROBLEM OF HAVING ALCOHOL AVAILABLE. I ENJOYED SEEING THEM TRAIN IN OUR FACILITY IN THE, IN THE HIGH SCHOOL THIS PAST WEEK, WHICH WAS REALLY COOL. BUT I DO AM VERY CONCERNED ABOUT THE RESPONSE TIME AND THE EXTRA INDIVIDUALS THAT COME ONTO THE SCHOOL PREMISES THAT WE HAVE TO ESCORT OFF, THEY'RE INTOXICATED. THEY ARE USUALLY BELLIGERENT AND NOT VERY FRIENDLY, AND IT'S ALWAYS ACCOMPANIED BY A PHONE CALL TO THE SHERIFF'S OFFICE. ADDITIONALLY, UM, WE HAVE HAD TO HAVE, INVOLVE LAW ENFORCEMENT IN REMOVING PEOPLE FROM OTHER PUBLIC SPACES LIKE CHURCH BUILDINGS AND STUFF LIKE THAT. AND ALMOST EVERY ONE OF THEM HAS BEEN INTOXICATED. AND SO THERE'S A, FOR ME, THERE'S A CORRELATION HERE OF WHAT IS IS HAPPENING. BUT IF THERE ARE OBJECTIVE FACTS THAT CAN SHOW A ADVERSE IMPACT TO A COMMUNITY, THEN THEY MIGHT LISTEN TO IT. UH, ONE OF THE EXAMPLES THAT I HAVE, UH, BEEN A PART OF AND SEEN IN THE PAST WAS THE SELLING OF ALCOHOL IN THE SANDERS CHAMBERS AREA. THE COMMUNITY GATHERED A LOT OF DATA ON THE IMPACT OF THOSE SALES, OF LIQUOR, THE ISSUES THROUGH THE LAW ENFORCEMENT SHOWING PUBLIC INTOXICATION, ASSAULTS, AND OTHER THINGS TO HELP JUSTIFY WHY A LICENSE SHOULD NOT HAVE BEEN TRANSFERRED IN THAT CASE. SO, IF I'M UNDERSTANDING CORRECTLY, PART OF THE DIFFERENCE IN THIS, WE'RE NOT THE DECISION MAKING BODY. SO WHAT WE'RE BEING ASKED TO DO IS GAUGE THE TEMPERATURE, THE DECISION MAKING BODY IS THE LIQUOR BOARD. THEY'LL MAKE A DECISION ON THAT OR NOT. WE ARE ABLE TO ELEVATE THEN SOME OF THE CONCERNS. SO WE COULD SUBMIT ALL THESE THINGS AS WELL AS WHY WE HAVE CONCERNS. YES. BUT IF THAT'S THE DIRECTION THE BOARD WISHED TO GO WITH A RECOMMENDATION OF DENIAL, IT WOULD, I I WOULD STRONGLY URGE THAT THE PETITION SHE RECEIVED BE A PART OF THAT PACKAGE TO THE LIQUOR BOARD. ANY, I FORGET WHAT THE LADY'S NAME, WHO WENT TO THE RECORDS FOR LAW ENFORCEMENT IN THAT AREA. I BELIEVE OUR SHERIFF'S DEPARTMENT IS ALSO AT THE CORRECTION. ONE OF THE BOARD MEMBERS GENERATED SOME OF THAT INFORMATION FOR THE LAST YEAR OR SO TO INCLUDE THAT. AND THEN AN OBJECT, AN ANALYSIS OF THAT OBJECTIVE DATA TO SAY WHY IF A MAJORITY OF THIS BOARD BELIEVES IT WOULD BE NOT A GOOD THING TO HAVE TO EXPLAIN, MAYBE EMPHASIZE THAT. GREAT. 'CAUSE I THINK ONE OF THE THINGS THAT IS UNIQUE HERE IS THAT YOU ARE PROBABLY ONE OF THE ONLY COMMUNITIES, UM, MAYBE WITHIN ARIZONA THAT IS A DRY TOWN. UM, THAT IN ITSELF, UM, IS HISTORICAL THAT, YOU KNOW, IN, SO IN PROTECTING THAT IN SOME WAY, UM, EVEN IF IT WAS, WHAT IF ARIZONA HAD THE ONE DRY TOWN IN THE NATION, YOU KNOW, SOMETHING TO THAT 150 YEARS, 150 YEARS, YOU KNOW, THOSE THINGS ARE IMPORTANT. HISTORY IS IMPORTANT, AND THE PEOPLE WHO LIVE WITHIN THE COMMUNITY, UM, THAT YOU MAKE UP THE COMMUNITY. BUT THEN IN ADDITION TO THAT, ONE OF THE OTHER AREAS I THINK THAT WASN'T LOOKED INTO, UM, AS I'M AWARE AND HAVE DRIVEN THE ROAD, IS THERE'S A, THE COMMUNITY OF JOSEPH CITY HAS A 13 MILE STREET TO TERRITORIAL ROAD THAT BELONGS TO THE COUNTY THAT ENTERS THE SOUTH, UH, THE MIDDLE PART OF THE NAVAJO NATION. AND AS WE ARE AWARE, THE NAVAJO NATION SOUTH IS, UM, IS, DOES NOT HAVE THE, UM, THE ABILITY TO SELL ALCOHOL WITHIN THE NAVAJO NATION. HOWEVER, AT ITS RESPECTIVE CASINOS, WHOM I BELIEVE ARE ON FEE LANDS, UM, HAVE A, HAVE A LENIENCY IN WAIVING, IN WAIVING THAT. AND ONE OF THE AREAS THAT MY PEOPLE IN MY TRIBAL COMMUNITIES FACE IS THE, THE CONTINUATION OF ALCOHOL, DUI, TRAFFIC, ACCIDENTS AND SO FORTH. AND THAT BEING A TERRITORIAL ROAD AND THE VISIBILITY OF NO LAW ENFORCEMENT ON THAT ROAD IS SORT OF GOING TO SORT OF LIKE BE A GATEWAY FOR, SORRY, FOR THE LACK OF A BETTER TERM, BOOTLEGGERS TO TRANS, TO FIND ANOTHER ALTERNATIVE ROUTE, UM, TO ENTER THE NAVAJO NATION, UM, TO, TO MAKE SUCH, UM, SALES AND SO FORTH WITH THE VISIBILITY OF OFFICERS DPS SHERIFF ON NAVAJO ROUTE SIX, OR NAVAJO ROUTE 77 OR HIGHWAY 77 NORTH FROM THE TRUCK STOP OFF OF I 40, AND THEN HIGHWAY 87 NORTH OF, UM, WINSLOW INTO THE NAVAJO NATION. THOSE ARE HIGH, HIGHLY VISIBLE. AND, BUT WHEN THE, THAT IS MY CONCERN AS A SUPERVISOR, AND I DO RESPECT AND I DO UNDERSTAND WHERE THE COMMUNITY IS COMING FROM. AND THEN WHEN I LOOKED AT IT FURTHER AND UNDERSTANDING THAT IT'S GOING TO BE CREATING ANOTHER GATEWAY FOR AREAS THAT AREN'T, UM, HIGHLY MONITORED WITH LOCAL, WITH LOCAL LAW ENFORCEMENT AND AN EASIER AVENUE FOR THEM TO BYPASS STATE ROUTES AND THEN TO GO USE A TERRITORIAL ROAD. AND I DO UNDERSTAND THAT. UM, I ALSO KNOW THAT THIS, UM, THIS, UH, THE TARGETED PLACEMENT OF THIS, UH, OF THIS LIQUOR OUTLET, UM, IS, LIKE I SAID, IS NEAR, THAT IS NEAR THE NAVAJO NATION, NOT LIKE LESS, PROBABLY LESS THAN 15 MILES, UM, FROM THE RESERVATION LINE. BUT I BELIEVE IF YOU RUN THAT ROUTE, IT'S MORE LIKE A HALF A MARATHON ROUTE, UM, THAT HAVE NAVAJO COMMUNITIES AND, AND, AND, UM, CONSTITUENTS AND FOR A LOT OF AREAS, UM, UH, WE HAVE HAD HISTORICALLY SUFFERED FROM DIS UM, PROPORTION AND ALCOHOL RELATED HARM. AND SO I FEEL THAT IS MY STANCE, UM, ON IT. UM, I KNOW THAT WE SHOULD HAVE LOOKED INTO THE OTHER AVENUES AS FAR AS WHAT ARE THE TRIBAL STATISTICS AS WELL, ALSO, RATHER THAN WHAT HAS BEEN PROVIDED BY THE SHERIFF'S DEPARTMENT, WHAT HAS BEEN PROVIDED, THE ARIZONA DEPARTMENT OF PUBLIC SAFETY. BUT I, THAT IS WHERE I AM AT THE MOMENT. BUT AS FAR AS THE, I, I JUST LIKE TO THANK THE COMMUNITY FOR, FOR, FOR THE INFORMATION AND FOR THEM SPEAKING UP. SO, UM, I THINK, UM, RIGHT HERE I VOTED WITH MY COLLEAGUES ON LIQUOR LICENSES, NOT BECAUSE I BELIEVE IN LIQUOR LICENSES BEING GIVEN, HANDED OUT LIKE HOTCAKES. I JUST, UM, FIGURED THAT, YOU KNOW, IT'S THEIR OWN, UM, VENUE AND THEY'LL TAKE CARE OF IT. HAVING TO DEAL WITH THE UNSAFE HARM, THE CRIME, I KNOW PEOPLE THAT WOULD PROBABLY DRINK RIGHT AS SOON AS THEY GET OUTSIDE THE DOOR INTO THEIR VEHICLE, EVEN THOUGH THEY'RE NOT SUPPOSED TO, AND IT'S AGAINST THE LAW. WHEN YOU LOOK AT IT FROM THE VIEWPOINT OF JUST A SINGLE ENTITY, OUR COMMUNITIES CAN BE MORE ATTRACTIVE TO BUSINESSES AND INDUSTRY WHEN THEY UNDERSTAND THAT THEY CAN DRAW FROM A MUCH LARGER WORKFORCE AND OR HAVE A MUCH LARGER, UM, POPULATION OR CUSTOMER BASE TO MARKET THEIR GOODS TO. AND WHILE AT TIMES IT HAS BEEN CONSIDERED ADVANTAGEOUS TO UTILIZE AN OUTSIDE NONPROFIT ENTITY TO HELP REALIZE THE COUNTY'S GOALS, WE HAVE ULTIMATELY DETERMINED THAT WE ARE BETTER OFF WITHOUT A SEPARATE NONPROFIT ENTITY. AS SUCH, THE NONPROFIT ENTITY RELAY WAS DISSOLVED BY A VOTE OF ITS GOVERNING BODY. CAN I GET ONE MORE? THERE YOU GO. UM, NAVAJO COUNTY AND THE OTHER LOCAL GOVERNMENT ENTITIES REVERTED TO A REGIONAL PARTNERSHIP MODEL, AND NAVAJO COUNTY HAS SINCE CONDUCTED ALL FINANCIAL, IT'S NOW EXITING ALL IT'S NAVAJO COUNTY HAS SINCE, UM, UH, CONDUCTED ALL FINANCIAL TRANSACTIONS AND FURTHERANCE OF ITS ECONOMIC DEVELOPMENT EFFORTS AS AN OPERATIONAL ACTIVITY OF THE COUNTY. GO ONE, TWO MORE, LEAH. ONE MORE. UM, DUE TO ITS ESTABLISHED RECOGNITION, THE DECISION WAS MADE TO CONTINUE TO USE THE BRANDING AND THE LOGO. LEMME GET ONE MORE. AND SO, AS DIRECTED BY THE BOARD OF SUPERVISORS, STAFF PERFORMED AN ASSESSMENT OF THE STRUCTURE AND OPERATIONS OF THE ECONOMIC DEVELOPMENT DEPARTMENT, INCLUDING THE USE OF REAL LAZY BRANDING. AS A RESULT OF THAT ASSESSMENT, STAFF IDENTIFIED THREE AREAS TO MORE CLEARLY FORMALIZE AND CLARIFY THE REGIONAL ECONOMIC DEVELOPMENT PARTNERSHIP. SO FIRST, UM, THE REGIONAL PARTNERSHIP CURRENTLY OPERATES WITHOUT A FORMAL AGREEMENT AMONG THE PARTICIPATING ENTITIES. AND SO THE ACTION THERE THAT WE'RE BEGINNING IS TO DEVELOP AND EXECUTE AN AGREEMENT TO FORMALLY DEFINE THAT PARTNERSHIP, ITS ROLES, ITS RESPONSIBILITIES, AND ITS GOVERNANCE. [01:25:01] ALSO, IT, IT WAS EVIDENT THAT SOME ELEMENTS OF THE PARTNERSHIP, UH, ESPECIALLY IN THE MEETING FORMAT, STILL REFLECTED THAT FORMER NONPROFIT MODEL. THERE WAS SOME CARRY OVER THERE. UH, SO THE ACTION THERE WOULD BE TO DISCONTINUE THOSE LINGERING ELEMENTS OF THE NONPROFIT MEETING FORMAT AND TRANSITION THAT FULLY TO A MORE RECOGNIZABLE AS JUST A REGIONAL PARTNERSHIP MODEL AND STEP AWAY COMPLETELY, UM, FROM ANY LINGERING ELEMENTS OF THE NONPROFIT. AND THIRDLY, THE REAL Z BRAND DOES NOT CLEARLY DISTINGUISH THE CURRENT ECONOMIC DEVELOPMENT PARTNERSHIP FROM THE FORMER NONPROFIT ENTITY. THAT BECAME CLEAR. SO WE ARE MOVING FORWARD TO UPDATE THE BRANDING TO CLARIFY ITS ROLE AS AN ECONOMIC DEVELOPMENT PARTNERSHIP AND NOT THE FORMER NONPROFIT. AND SOME OF THAT BRANDING ALSO CAN CARRIED OVER INTO, OR YOU COULD STILL SEE IN JUST THE, THE VOCABULARY AND THE NOMENCLATURE USED BY THE COUNTY. UH, EVEN IN ITS BUDGET DOCUMENTS, YOU'LL, YOU'D SEE THE TERM RELAY Z WE'RE UPDATING THAT TO SAY ECONOMIC DEVELOPMENT DEPARTMENT AND MOVE AWAY FROM THAT. ANY OF THOSE ELEMENTS THAT STILL KIND OF, UM, SEEM TO IDENTIFY THE NON-PROFIT THAT'S STILL LINGER HERE IN THE ORGANIZATION. SO MOVING FORWARD WITH THAT, THE PARTNERSHIP, UM, IS A REGIONAL PARTNERSHIP. UH, IT IS NOT A STANDALONE PUBLIC BODY. IT IS, IT IS NOT A LEGAL ENTITY. IT HAS NO INDEPENDENT LEGAL STATUS AND IS NOT A REGULATORY AUTHORITY AS A REGIONAL PARTNERSHIP, UH, FOR GOVERNMENT ENTITIES, ACTIVITIES ARE CARRIED OUT BY EMPLOYEES AND ELECTED OFFICIALS WHO ACT IN THEIR OFFICIAL CAPACITIES. AND NOW, AND UNDER THIS, UM, UNDER THIS STRUCTURE, UH, AS, AS WITH THE NONPROFIT, NO SEPARATE EMPLOYMENT, COMPENSATION OR AUTHORITY IS DERIVED FROM THE PARTNERSHIP. UM, CURRENTLY THIS BOARD HAS DECIDED THAT STAFF WILL PARTICIPATE IN THE DAILY FUNCTIONS AND MANAGEMENT IN THIS PARTNERSHIP, NOT ELECTED OFFICIALS. THIS REGIONAL APPROACH ENABLES PARTICIPATING GOVERNMENTS TO ACHIEVE OUTCOMES THAT WOULD BE DIFFICULT INDEPENDENTLY INCLUDING COORDINATED REGIONAL MARKETING TO SITE SELECTORS AND INVESTORS, PROVIDING TECHNICAL ASSISTANCE FOR BUSINESS RECRUITMENT AND EXPANSION, AND INDUSTRY ATTRACTION AND SITE READINESS SUPPORT, AND ALSO THE BUSINESS TO BUSINESS AND PRI PUBLIC PRIVATE NETWORKING BOARD. UM, WE'RE ALSO RECOMMENDING SOME HA ENHANCEMENTS, SO SOME AI REDACTION SOFTWARE WITH WITHIN THE COUNTY ATTORNEY'S OFFICE TO HELP THEM, UM, WITH THEIR, WITH THEIR CASES, UM, VEHICLE TRACKING SOFTWARE IN THE ASSESSOR'S OFFICE AS THEY SEND PEOPLE OUT INTO THE COUNTY SO THAT THEY'RE A LITTLE, FEEL A LITTLE BIT MORE SAFE. AND THEN WITH OUR IT SYSTEMS, WHICH IS, YOU KNOW, MORE MOVING, UM, OFF OF PHYSICAL SERVERS AND, AND MOVING THINGS INTO THE CLOUD AND MAKING OUR WEBSITE A DA COMPLIANT. UM, WE DO HAVE SOME NEW POSITIONS THAT WE'RE GONNA BE FUNDING IN FISCAL 27. UM, THERE'S THREE IN THE GENERAL FUND. UM, SO THERE'S A, A COUPLE OF PART-TIME POSITIONS IN OUR JUSTICE COURTS. UM, ONE IN THE COUNTY ATTORNEYS AND ONE WITH OUR PUBLIC FIDUCIARY. WE HAVE THREE AND A HALF IN OUR HEALTH, UM, DISTRICT. UM, THOSE ARE ALL GRANT FUNDED WITH A NEW GRANT THAT THEY'RE, THAT THEY'VE RECEIVED THAT STARTED HERE IN JUNE. AND THEN ONE, A FULL-TIME EMPLOYEE FOR THE BENEFITS TRUST FUND TO, TO HELP, UM, MANAGE THOSE BENEFITS FOR, FOR OUR EMPLOYEES. AND THEN LASTLY, UM, EXCUSE ME, JUST TO HIGHLIGHT THE COMPENSATION, WE'RE RECOMMENDING A 5% INCREASE IN EM EMPLOYEE PAY, AND THAT'S GONNA BE BROKEN UP BETWEEN A 3% COST OF LIVING ADJUSTMENT ACROSS THE BOARD. AND THEN THERE WILL BE AN ADDITIONAL 2% FOR PERFORMANCE PAY. UM, WE'VE ALSO LOOKED AT SOME MARKET ADJUSTMENTS JUST TO STAY COMPETITIVE WITHIN DIFFERENT MARKETS, UM, AND TARGETING SPECIFIC JOB TITLES AND SUPPORTING THAT. AND THEN WE'RE ALSO LOOKING AT BRINGING BACK THE $500 ONE TIME PAYMENT THAT WE MAKE AT THE END OF NOVEMBER. SO THIS IS THE SUMMARY SCHEDULE OF THE, OF, OF THE BUDGET DOCUMENT THAT INCLUDES THE DIFFERENT FUND TYPES. SO ACROSS THE TOP, YOU SEE WE HAVE THE GENERAL FUND, UM, THEN WE HAVE MULTIPLE SPECIAL REVENUE FUNDS, A COUPLE OF DEBT SERVICE FUNDS, AND A COUPLE OF CAPITAL PROJECTS FUNDS. SO ACROSS THAT TOP LINE, LEAH, JUST TO HIGHLIGHT THAT, UM, SO THAT'S, THAT'S LAST YEAR'S BUDGET. AND YOU CAN SEE, UM, THERE'S ABOUT 68.4 MILLION IN THE GENERAL FUND, 140.6 MILLION IN THE SPECIAL REVENUE FUNDS, 2.3 IN OUR DEBT SERVICE AND ABOUT 35.2 IN CAPITAL PROJECTS FOR A TOTAL BUDGET OF ABOUT $246.6 MILLION. SO WITH THIS PRESENTATION, WE KIND OF WANNA HIGHLIGHT, UM, THE PROPERTY TAXES, SO SPECIFICALLY OUR PRIMARY PROPERTY TAX IN THE GENERAL FUND AND THEN OUR SECONDARY PROPERTY TAXES IN, IN THE SPECIAL REVENUE FUNDS. UM, AND THEN, UM, WE'RE GONNA HIGHLIGHT, UM, SOME OTHER REVENUES OTHER THAN PROPERTY TAXES, BOTH IN THE GENERAL FUND AND IN THE SPECIAL REVENUE FUND. AND THEN AT THIS POINT, UM, WE DO WANNA HIGHLIGHT, UM, THAT WE ARE, WE, YOU KNOW, WE TALK ABOUT FINANCIAL STABILITY AND FINANCIAL HEALTH IS BEING ABLE TO RECOGNIZE THAT WE DO, UH, HAVE A SET ASIDE OF ABOUT 11.3 MILLION THAT'S MAINTAINED FOR FUTURE FINANCIAL STABILITY. AND THEN ALSO TO HIGHLIGHT, WE, WE'LL MENTION SOME TRANSFERS, BUT JUST TO POINT OUT THAT OUR TRANSFERS IN AND OUT BETWEEN THE FUNDS ARE, OUR BALANCE IS ABOUT $8.7 MILLION. AND SO THAT'S HOW WE FUND, UM, OUR, OUR DEBT SERVICE. AND, AND THEN THERE'S SOME INDIRECT COSTS THAT WE CHARGE GRANTS AND STUFF LIKE THAT THAT MOVE BETWEEN THE FUNDS. AND SO REALLY WHAT THAT LEADS US DOWN TO IS THE, THE LAST LINE ITEM, UM, WHICH IS THE, THE FISCAL 27 BUDGET. SO, UM, OVERALL IT IS INCREASING. SO IN THE, IN THE GENERAL FUND, UM, WILL BE ABOUT $72.6 MILLION SPECIAL REVENUE FUNDS IN TOTAL ABOUT 150.2. UM, THAT SERVICE ABOUT 2.3 CAPITAL PROJECTS, 33 MILLION FOR A TOTAL BUDGET OF ABOUT $258.2 MILLION. UM, WE THOUGHT WE WOULD KIND OF TAKE A LOOK. UM, SO WE'RE GONNA FIRST FOCUS ON THE, ON THE GENERAL FUND, AND WE KIND OF THOUGHT WE'D KIND OF TAKE A LOOK AT OUR HISTORICAL BALANCES. AND SO THE, THE WHITE LINE REPRESENTS CASH AND THE BLUE LINE KIND OF REPRESENTS FUND BALANCE. AND SO WHAT THIS SHOWS US FOR AN ORGANIZATION, THE OUR SIZE, UM, GOING INTO FISCAL 18, 19 AND 20, UM, KIND OF CONSIDER THAT UNHEALTHY THO THOSE THAT THE CASH IN THE FUND BALANCE REALLY WEREN'T ADEQUATE FOR AN ORGANIZATION OF OUR SIZE. UM, BUT AS THE BOARD HAS KIND OF DIRECTED STAFF AND WE'VE MADE STRATEGIC DECISIONS, UM, FROM, FROM, FROM YOU AND AND BOARD AND THE STAFF HAS EXECUTED THOSE WE SEE STARTING IN FISCAL 21, WHERE, WHERE WE START TO KIND OF [01:50:01] FISCALLY GET A LITTLE BIT HEALTHY. AND SO, AND, AND THE OTHER THING IS, IS WHAT REALLY WHAT WE LIKE TO SEE BETWEEN THE CASH AND FUND BALANCE, WHICH REALLY KINDA SHOWS THIS VISUALLY, IS YOU KINDA LIKE TO SEE THOSE REALLY CLOSELY ALIGNED TO ONE ANOTHER. AND SO THAT ALSO KINDA SHOWS THAT, YOU KNOW, FROM A FISCAL PERSPECTIVE, THE GENERAL FUND IS, IS, IS VERY HEALTHY AT, AT THIS POINT GOING INTO FISCAL 27. SO, UM, THE GENERAL FUND SOURCE OF FUNDS, SO THERE'S A, A LOT OF DIFFERENT THINGS THAT GO INTO THE GENERAL FUND. SO, UM, THE FIRST IS SALES TAX. SO WE RECEIVE A, A SHARE OF STATE SHARED SALES TAX, AND THEN WE ALSO HAVE A DESIGNATED COUNTY SALES TAX, AND THEN WE ALSO COLLECT PROPERTY TAX, UM, THERE. AND SO THOSE FIRST THREE REPRESENT ROUGHLY ABOUT 77% OF THE REVENUES COLLECTED IN THE GENERAL FUND. UM, WE ALSO HAVE SOME OTHER THINGS LIKE VEHICLE LICENSE TAX, SOME FINES AND FEES, UM, PAYMENTS IN LIEU OF TAX, SOME INTERGOVERNMENTAL REVENUES AND SOME MISCELLANEOUS WHICH INCLUDES INTEREST. BUT OVERALL, UM, SO WE'RE PROJECTING ABOUT $52.4 MILLION OF REVENUE IN THE, IN THE GENERAL FUND. SO JUST KIND OF LIKE TO KIND OF TAKE A LOOK AT OUR, AT THOSE THREE, UM, MAIN REVENUE SOURCES. AND SO THERE ON THE LEFT WE HAVE OUR STATE SHARED SALES TAX AND ON THE RIGHT OUR COUNTY SALES TAX. AND YOU CAN SEE FOR THE MOST PART YEAR OVER YEAR, OUR ACTUALS HAVE EXCEEDED OUR, OUR BUDGET AMOUNTS, UM, FOR THE PAST TWO YEARS IN, IN WHAT WE'RE PROJECTING IN THE CURRENT YEAR. AND SO FOR OUR STATE SHARED SALES TAX, UM, WE PROJECTED TO COLLECT ABOUT 19.4 MILLION, AND THAT'S KIND OF WHERE WE'VE SET OUR FISCAL 27 BUDGET AMOUNT OF ABOUT 19.4 MILLION. AND THEN COUNTY SALES TAX AGAIN, UM, WE'RE PROJECTING THAT TO BE AT ABOUT 11.1 MILLION AND WE'RE PROJECTING, UM, THE FISCAL 27 BUDGET TO BE, UM, JUST UNDER 11.44 MILLION THERE. UM, BUT KIND OF REALLY HAPPY, KIND OF LOOKING AT THAT, AT THE PACE OF WHERE OUR, OUR SALES TAX REVENUES ARE, ARE, ARE TRENDING. UM, THIS NEXT SLIDE IS DESIGN IS DESIGNATED TO OUR PROPERTY TAX. AND SO WHAT THIS GRAPH KINDA SHOWS IS WHAT THE COUNTY, UM, COULD LEVY AND WHAT THE COUNTY HAS LEVIED. SO THE, THE DARK RED KIND OF SHOWS KIND OF WHERE THE, THE MAXIMUM ALLOWABLE LEVY HAS BEEN HISTORICALLY. AND THEN THE, THE LIGHTER RED OR THE PINK COLORS KINDA SHOWS WHERE THE COUNTY HAS CHOSEN TO, TO LEVY THE PROPERTY TAXES. AND SO, UM, STATE STATUTE LIMITS THE AMOUNT THAT PROPERTY TAX CAN INCREASE YEAR OVER YEAR. UM, AND SO WITH KEEPING THAT PROPERTY TAX RATE FLAT, WHICH IS 0.8114, AND WHICH IS THE FOURTH LOWEST IN THE STATE, UM, THE MAXIMUM ALLOWABLE LEVY FOR FISCAL 27 IS 9.8. AND SO, UM, BY KEEPING THE, THE LEVY FLAT, THAT PROPERTY TAX LEVY WILL AMOUNT WILL BE JUST ABOUT 9.2, JUST UNDER $9.3 MILLION, UM, FOR FISCAL 27. SO HOW, HOW WE SPEND THE, THE, THESE FUNDS, SO THERE ON THE LEFT WE HAVE USE BY FUNCTION, AND SO WE HAVE ABOUT 25% THAT'S USED FOR PUBLIC SAFETY AND THAT INCLUDES THE SHERIFF OFF PROBATION, JUVENILE DETENTION, AND OUR CONSTABLES ABOUT 23.8% IN CRIMINAL JUSTICE. SO THAT'S OUR COUNTY ATTORNEY'S OFFICE, OUR COURTS, WHICH INCLUDES BOTH THE SUPERIOR COURT AND OUR JUSTICE COURTS AND OUR PUBLIC DEFENDER, OUR MANDATED SERVICES ARE ABOUT 22.6%. AND SO THAT INCLUDES, UM, DEPARTMENTS LIKE ELECTIONS, OUR ELECTED OFFICIALS, THE RECORDER, TREASURER, ASSESSOR AND CLERK OF THE COURT AND SUPERINTENDENT OF SCHOOLS. AND THEN IT ALSO INCLUDES THE COUNTY'S ALLTECH AND ACCESS PAYMENTS THAT ARE MANDATED SERVICES. AND THEN IN COUNTYWIDE SERVICES WE HAVE OUR INFORMATION TECHNOLOGY, WHICH INCLUDES THEIR OPERATIONAL AND CAPITAL BUDGET, UH, FACILITIES MANAGEMENT, FLEET MANAGEMENT, AND THEN THERE'S SOME MONEY THERE FOR, UH, AID TO OTHER GOVERNMENTS AND NOT-FOR-PROFITS. AND THEN WE ALSO HAVE ABOUT 6% THERE, UM, WHICH INCLUDES THE ADMIN, FINANCE, HR, THE BOARD OF SUPERVISORS, CLERK OF THE BOARD, AND IT ALSO INCLUDES OUR PROCUREMENT TEAM AND, AND GRANTS. AND THEN YOU CAN SEE WE HAVE ABOUT 4, 4 4 0.3%, UM, IN, IN CAPITAL, UM, PURCHASES OUT, OUT OF THE GENERAL FUND. SO, UM, SPEAKING OF CAPITAL, JUST TO KIND OF HIGHLIGHT THAT, THAT TOTAL INVESTMENT IS ABOUT $2.3 MILLION. AND SO WE HAVE ABOUT $757,000 IN BUILDING IMPROVEMENTS, UM, 632,000 IN INFORMATION SYSTEMS AND SOFTWARE. UM, THAT AMOUNT IS SPECIFICALLY DESIGNATED FOR THE ASSESSOR AND THE TREASURER FOR THE UPGRADE OF THEIR SYSTEM, UM, THAT WE'RE WORK THAT WE'VE BEEN WORKING WITH ABOUT $500,000, UM, PURCHASING IN VEHICLES, 253,000 IN OFFICE EQUIPMENT. AND THEN WE DO HAVE A COMPUTER REPLACEMENT PROGRAM THAT'S ANNUALLY ABOUT $223,000. SO WE'RE ABLE TO CYCLE OUT OUR EMPLOYEES COMPUTERS AND THAT'S ON A FOUR TO FIVE YEAR CYCLE. SO OUR TECHNOLOGY IN REMAINS FRESH AND, [01:55:01] AND OUR, OUR EMPLOYEES ARE ABLE TO CONTINUE TO, TO DO THEIR JOB. SO KIND OF SWITCHING OUT OF THE GENERAL FUND, THAT'S, SO, SO THAT'S KIND OF THE GENERAL FUND HIGHLIGHTS. UM, WE KINDA WANNA TALK A LITTLE BIT ABOUT OUR SPECIAL REVENUE FUNDS AND KIND OF HIGHLIGHT OUR SECONDARY PROPERTY TAXES. SO THE COUNTY COLLECTS SECONDARY PROPERTY TAXES FOR THE PUBLIC HEALTH DISTRICT, THE FLOOD CONTROL DISTRICT AND THE LIBRARY DISTRICT. AND WE'RE RECOMMENDING, UM, THERE NO CHANGE TO THOSE, TO THOSE TAX RATES. UM, SO NO, NO DIFFERENCE THERE. UM, AS THE BOARD OF SUPERVISORS, YOU ALSO ACT AS, AS THE BOARD FOR, UM, SOME SPECIAL ASSESSMENT DISTRICTS THAT HAVE SOME PROPERTY TAX. AND SO WE HAVE SOME, SOME ROAD DISTRICTS IN TIMBERLAND ACRES AND WHITE MOUNTAIN LAKES, THE SILVER CREEK FLOOD PROTECTION DISTRICT. AND THEN WE HAD SOME ROAD MAINTENANCE DISTRICTS WHICH ARE OPERATING EXPENDITURES. AND SO YOU CAN SEE FROM 2026 TO 2027 THAT THOSE ARE ALL DECREASING. AND THEN THERE'S SOME WHAT WE CALL SPECIAL DI DISTRICTS. SO WE HAVE A RECREATION DISTRICT, UM, THAT'S BASED OFF OF PARCEL. UM, WE HAVE SOME DOMESTIC WATER IMPROVEMENT DISTRICTS AND, AND THOSE ARE ALL DEBT RELATED, SO BASED OFF OF DOLLAR AMOUNTS. AND THEN JUST TO HIGHLIGHT THE JOSEPH, UH, CITY STREET LIGHTING DISTRICT, THAT'S THE ONLY ONE THAT'S REALLY INCREASING. AND BECAUSE IT'S A STREET LIGHTING DISTRICT, UM, WE, AS WE KIND OF LOOK AT THAT, THE COST OF ELECTRICITY IS GOING UP AND IT KIND OF GOES UP YEAR OVER YEAR. SO TYPICALLY THAT'S THE ONLY ONE THAT REALLY KIND OF INCREASES YEAR OVER YEAR IS THE COSTS THAT ARE ASSOCIATED WITH THAT STREET LIGHTING DISTRICT INCREASE BECAUSE THEY ARE PAYING, PAYING THAT ELECTRIC BILL. SO FIRST WE'D JUST LIKE TO FOCUS ON OUR HEALTH DISTRICT. SO THERE TO THE LEFT WE HAVE, UM, SOURCE OF FUNDS AND YOU CAN SEE THE MAJORITY OF THEIR, THEIR REVENUES COME ABOUT 78% COME OUTTA PROPERTY TAX, WHICH IS ABOUT A LITTLE UNDER $3.3 MILLION. UM, THEY DO HAVE SOME TRANSFERS IN, SO THEY DO CHARGE AN INDIRECT RATE FOR A LOT OF THE GRANTS THAT THEY HOLD. AND THEN, UM, THE GENERAL FUND DOES CONTRIBUTE A LITTLE BIT THERE TOO WITH A MAINTENANCE OF EFFORT TRANSFER. UM, THEY HAVE SOME INTEREST IN FEES AND LICENSES, UM, USED BY CATEGORY. SO THE, THE TOTAL EXPENDITURES ABOUT $5.8 MILLION. UM, A LOT OF THAT IS IN PERSONNEL AND ERE COSTS. UM, YOU CAN SEE THAT THE MEDICAL EXAMINER, ANIMAL CONTROL, UM, GENERAL HEALTH SERVICES ARE, ARE ALSO PAID OUT OF THERE IN CAPITAL. AND THEN THEY HAVE A HEALTHY CONTINGENCY OF ABOUT 42%. UM, JUST TO HIGHLIGHT SOME OF THE PUBLIC HEALTH GRANTS BECAUSE, UM, PUBLIC HEALTH IN ADDITION TO THAT PROPERTY TAXES REALLY SUPPORTED A LOT BY GRANTS. UM, SO WHAT WE'VE DONE, OR IS WE'VE KIND OF HIGHLIGHTED THERE ON THE LEFT IS THE LISTING OF GRANTS THAT ARE ALL OVER A HUNDRED THOUSAND DOLLARS. UM, THEY, THEY HAVE MULTIPLE GRANTS. I THINK THEY HAVE ABOUT 20 TO 25 GRANTS. AND SO, UM, THEIR TOTAL OF THEIR GRANTS IS JUST UNDER $3.2 MILLION THAT THEY SUPPORT IN, IN GRANT FUNDING WITH THE HEALTH DISTRICT. UM, THE NAVAJO COUNTY FLOOD CONTROL DISTRICT, YOU CAN SEE THE, THE MAJORITY OF THEIR INCOME COMES FROM A PROPERTY TAX, 97.7%, AND THAT LEVY IS GONNA BE ABOUT $2.3 MILLION, JUST UNDER $2.4 MILLION. UM, THEY DO RECEIVE A LITTLE BIT OF INTEREST IN MISCELLANEOUS FEES, BUT THE PROJECTS THAT THEY HAVE ON TAP FOR FISCAL 27 IS THE LINDEN TRAILS DRAINAGE POND DRIVE. WE HAVE AN IGA WITH THE SILVER CREEK, UM, FLOOD, FLOOD CONTROL DISTRICT, AND THEN THERE'S SOME MONEY SET ASIDE FOR COMMUNITY PARTNERSHIPS, UM, IN THEIR FLOOD CONTROL. AND THEN WITH OUR LIBRARY DISTRICT, AGAIN, THE, THE MAJORITY OF THEIR FUNDING COMES FROM THAT PROPERTY TAX. IT'S JUST UNDER 95%, SO JUST OVER A A MILLION DOLLARS. THEY DO HAVE SOME LOCAL GOVERNMENT CONTRACTS AND THEN SOME INTEREST, AND THEN THEY DO GET SOME PAYMENTS IN LIEU OF TAXES, UM, THERE. AND REALLY THAT LIBRARY DISTRICT IS THERE TO, TO SERVE OUR RESIDENTS AND TO IMPROVE AND EXPAND THOSE LIBRARY SERVICES AS THEY WORK WITH THE COMMUNITY LIBRARIES, UM, THROUGHOUT THE COUNTY. AND SO BEING ABLE TO ASSIST THEM AND, AND HELP THEM DELIVER MATERIALS AND, AND BOOKS TO OUR RESIDENTS. SO OUR JAIL DISTRICT, UM, KIND OF BROKE THIS UP INTO, INTO TWO DIFFERENT SECTIONS. SO FIRST I'D KIND OF JUST LIKE TO HIGHLIGHT, UM, THAT TABLE THERE ON THE RIGHT. SO THE, THE JAIL DISTRICT HAS A DESIGNATED SALES TAX, AND SO WE CAN SEE OUR SALES TAX NUMBERS, UM, OVER THE YEARS HAVE INCREASED, UM, FROM ABOUT 6.3 TO WHAT WE'RE ESTIMATING, JUST A LITTLE OVER $7 MILLION, UM, FOR, TO BE COLLECTED IN FISCAL 26. AND THAT'S WHERE WE'VE SET OUR FISCAL 27 BUDGET, UH, RIGHT, RIGHT THERE, ABOUT $7.1 MILLION. UM, THE JAIL DISTRICT ALSO DOES COLLECT SOME OTHER MONEY WITH SOME TRANSFERS OF ABOUT 1.5 MILLION THAT'S MADE UP OF, UH, MAINTENANCE OF EFFORT TRANSFER FROM, FROM THE GENERAL FUND. THAT'S, THAT'S, UM, REQUIRED BY STATUTE. AND THEN THEY ALSO, UM, HAVE, UM, A JAIL INMATE FUND WHERE WE CHARGE OTHER AGENCIES TO HOLD INDIVIDUALS FOR THEM. AND SO THERE'S SOME REVENUE THERE, BUT THAT GETS TRANSFERRED INTO THE JAIL DISTRICT. AND THEN THERE'S A GRANT THAT, A SIGNIFICANT GRANT THAT TRANSFERS SOME MONEY IN, BUT THEN THERE'S SOME OTHER THINGS THAT, THAT THEY DO RECEIVE SOME FUNDS FOR. SO THEY, THEY, THEY OPERATE A COMMISSARY, WHICH IS ABOUT $54,000 AND ABOUT $94,000 IN INTEREST [02:00:01] AND THEN, AND THEN SOME OTHER FINES AND FEES FOR ABOUT $25,000. SO THAT, SO JUST TO KIND OF GO OVER, I'M NOT QUITE SURE WHAT HAPPENED WITH THIS SLIDE. UH, SO I, I APOLOGIZE FOR THAT. I'M NOT QUITE SURE WHAT HAPPENED HERE. BUT WE WERE TALKING ABOUT USE OF FUNDS AND I DON'T HAVE THE INFORMATION RIGHT IN RIGHT IN FRONT OF ME, BUT, UM, THE USE OF FUNDS THAT, THAT FIRST PART RIGHT THERE IS PERSONNEL AND ERE, ABOUT 46%. UM, THAT NEXT PART REP IN RED REPRESENTS THE, BASICALLY THE JAIL MEDICAL, WHICH IS A, ANOTHER, ANOTHER BIG PORTION OF, OF THE EXPENSE IN, IN OUR, UM, IN OUR JAIL. THAT BLACK PORTION I BELIEVE REPRESENTS THE CONTINGENCY FUNDS. SO THEY DO HAVE A LITTLE BIT OF FUN BALANCE. AND THEN I BELIEVE THAT WHITE PART, AND I, SORRY, I DON'T HAVE THE SUPPLIES AND SERVICES. AND SO A TOTAL BUDGET OF ABOUT $30 MILLION. AND SO WITH OUR PUBLIC WORKS HERF, A BIG PORTION OF OF THAT GOES TO ROAD MAINTENANCE AND UPKEEPING OF, OF THE COUNTY ROADS. AND SO THAT'S CHIP FOG AND SLURRY SEAL TREATMENTS. UM, THEY DO HAVE SOME MONEY IDENTIFIED FOR GUARDRAIL AND IN TREATMENTS. UM, AND THEN SOME SPECIFIC PROJECTS AT MCCAW ROAD, THE PORTER CREEK CULVERT, THE CONCHO HIGHWAY STARLIGHT PAVEMENT RECONSTRUCTION IN THE SILVER CREEK BRIDGE. AND THEN WITH THAT CAPITAL, UM, THEY'RE LOOKING AT BUYING A SERVICE TRUCK WITH A CRANE, A FEW BELLY DUMP TRACTORS WITH TRAILERS, A WATER TRUCK, A FORKLIFT. AND THEN THEY DO HAVE SOME MONEY KIND OF SET ASIDE FOR BUILDING AND YARD IMPROVEMENTS AT THE DIFFERENT COUNTY YARDS, UM, FOR FISCAL 27. UM, DO WANNA KIND OF TALK ABOUT THE COUNTY'S DEBT A LITTLE BIT? UM, SO AS YOU CAN SEE HISTORICALLY WHERE WE'VE, WHERE WE'VE BEEN, SO IN FISCAL 20 OR FISCAL 16, WE HAD JUST A LITTLE OVER $15 MILLION OF DEBT AND THAT CONTINUED TO ABOUT FISCAL 21 WHERE WE ISSUED, UM, SOME REVENUE BONDS FOR ABOUT 15 TO $16 MILLION. UM, AND THAT WAS TO COVER THE COUNTY'S, UM, PENSIONS SPECIFICALLY WITH OUR, OUR SHERIFF'S DEPUTIES AND OUR DETENTION OFFICERS. AND WE'LL KINDA SHOW THE REASON WHY THERE, BUT YOU CAN KIND OF SEE THAT DOWNWARD TREND AS WE'VE BEEN PAYING OFF THE, THE PRINCIPAL AMOUNTS OF, OF THAT DEBT. AND THEN, UM, THE NEXT SLIDE WILL SHOW KIND OF WHY WE ISSUED THOSE PENSION BONDS. SO WHAT THIS TABLE SHOWS, IF YOU LOOK AT THE, THE, THE GRAPHIC THERE, THE BLUE PLUS THE GREEN, SO PENSION DEBT WAS, UM, WE WERE REQUIRED TO BE A HUNDRED PERCENT FUNDED BY THE YEAR 2038. AND KIND OF HOW THAT WORKED IS P-S-P-R-S WOULD GIVE US THE RATE THAT WE WERE TO PAY BASED OFF OF OUR PAYROLL. AND THAT WAS UPWARDS OF ABOUT 50 SOMETHING PERCENT, I THINK IT WAS LIKE HIGH FIFTIES, 57, 50 8%. AND SO WE, UM, LOOKED AT THAT AND DECIDED THAT THAT WAS NOT MANAGEABLE FOR US. AND WE HAD THE OPPORTUNITY WHEN INTEREST RATES WERE LOW IN 2022, THAT WE COULD FINANCE THAT DEBT, UM, THAT WE HAD TO PAY OVER THROUGH 2038. AND SO THAT BLUE PART KIND OF REPRESENTS THE, THE FINANCING PART OF THAT. AND SO THAT LEVELED OUT TO ABOUT $1.2 MILLION A YEAR. AND THAT GREEN PART REPRESENTS THE SAVINGS THAT WE EXPECT TO, TO, TO RECEIVE BY NOT PAYING IT THROUGH PAYROLL, BY PAYING IT THROUGH, THROUGH, UM, THROUGH A DEBT ISSUANCE. AND SO YEAR TO DATE, WE'VE SAVED JUST ABOUT $1.1 MILLION. IN FISCAL 27, THAT SAVINGS WILL BE ABOUT $624,000. AND SO REALLY THE KICKER HERE IS, YOU KNOW, WHEN WE TALK ABOUT DEBT, YOU'RE ALWAYS IN IT FOR THE LONG RUN IS LIKE THE ESTIMATED SAVINGS THROUGH [02:05:01] FISCAL 38. INSTEAD OF PAYING THIS THROUGH OUR PAYROLL AND PAYING IT THROUGH THAT DEBT ISSUE WOULD BE ABOUT $11 MILLION THROUGH FISCAL, UM, 38. SO, UM, THAT FIRST COLUMN KIND OF REPRESENTS THAT PENSION BOND. SO PRINCIPAL AND INTEREST, TOTAL PAYMENTS IN FISCAL 27, ABOUT $1.2 MILLION. THE REFINANCING BOND THAT WE HAD, WHICH WAS FOR THE, THE JAIL UPGRADE AND EXPANSION AND, AND THE PUBLIC WORKS BUILDING, WHICH THE PUBLIC WORKS BUILDING, THE WAY THAT THE DEBT WAS STRUCTURED, THAT PART'S KIND OF PAID OFF, BUT THAT, BUT THAT'S STILL KIND OF THERE, UM, IS ABOUT $900,000. SO A TOTAL DEBT PAYMENT THIS YEAR OF ABOUT 2.1. UM, SO WHEN WE LOOK AT THE REMAINING, UM, DEBT ASSOCIATED WITH EACH OF THOSE, UM, THERE'S ABOUT PRINCIPAL AND INTEREST IN THE PENSION BOND OF ABOUT $13.5 MILLION. AND LIKE I SAID, THAT'S GONNA BE PAID THROUGH 2038. AND THEN WITH OUR REFINANCING BOND, UM, PRINCIPLE AND INTEREST ABOUT 3.5 AND THAT DEBT ISSUANCE ENDS IN 2031. SO ON THE BOOKS, WE STILL HAVE ABOUT $17 MILLION OF, OF DEBT ASSOCIATED TO, TO ATTRIBUTED TO THE COUNTY. SO, AND JUST TO KIND, UM, FINISH UP, WE DO KIND OF WANNA HIGHLIGHT SOME CAPITAL PROJECTS. SO REALLY IN OUR CAPITAL PROJECTS FUNDS, THE MAJORITY OF THAT IS THE WINSLOW LEVEE PROJECT. SO, UM, WE DID GET AN APPROPRIATION FROM THE STATE, UM, ABOUT $20 MILLION AND THE COUNTY HAS CONTRIBUTED SOME MONEY AND THEN THAT IS EARNING SOME INTEREST. AND SO THAT, THAT, UM, PROJECT WITH THE ARMY CORPS OF ENGINEERS GOING IN WITH WINSLOW, WE, WE DO HAVE BUDGETED ABOUT $31.1 MILLION, UM, THERE FOR, FOR THAT PROJECT. AND THEN OUTSIDE OF THAT, UM, THE CAPITAL PROJECTS A A COUPLE OF BIG THINGS THAT ARE OUTSIDE OF THE GENERAL FUND. UM, I DON'T KNOW IF YOU SEE THE EMAILS, BUT EVERY ONCE IN A WHILE OUR FUEL SYSTEMS GO DOWN BECAUSE OF THE SOFTWARE IS, IS OLD AND AND AGING. AND SO THAT NEEDS TO BE UPDATED. AND, AND AS WE'RE LOOKING AT THAT SOFTWARE THAT KIND OF MANAGES OUR, OUR, OUR FUEL PURCHASE, OUR OUR, THE FUEL EXPENDITURES, UM, WE, WE'VE LOOKED AT OUR FUEL TANKS AND, AND RECOGNIZE THAT THOSE ARE FAIRLY OLD TOO. AND IT'S PROBABLY TIME TO, TO PUT SOME MONEY INTO THERE AND TO UPGRADE THOSE FUEL TANKS. SO WE BUDGETED ABOUT 2 MILLION THERE. AND THEN ALSO HERE, UM, WITH COUNTY FACILITIES AND WITH THE JAIL, WE'RE LOOKING AT A SECURITY MONETIZATION PROJECT. UM, AND WE BUDGETED ABOUT $2 MILLION OF THAT GOING INTO THE FISCAL, UM, 27 TO, TO UPGRADE THIS, THE SECURITY AND MODERNIZE, YOU KNOW, UM, THE, THE FACILITY A LITTLE BIT ALONG WITH THE JAIL TO, TO KEEP PEOPLE SAFE.
