I'M GONNA BE WALKING YOU THROUGH, UH, HOW DECREASED FUNDING HAS FORCED US TO MAKE SOME DIFFICULT DECISIONS IN PUBLIC HEALTH, HOW THAT'S IMPACTING OUR COMMUNITY AND WHY YOUR SUPPORT AS ADVOCATES FOR PUBLIC HEALTH IS MORE CRITICAL NOW THAN EVER.

SO I'D JUST LIKE TO ASK THAT IF YOU REMEMBER, UM, NOTHING ELSE TODAY THAT YOU WOULD AT LEAST REMEMBER THESE THREE TAKEAWAY THINGS.
UM, THERE ARE FUNDAMENTAL CHANGES AND CONTINUED UNCERTAINTY IN PUBLIC HEALTH.
THERE HAVE BEEN SERVICE REDUCTIONS AND ELIMINATIONS THAT DIRECTLY IMPACT INDIVIDUALS AND ECONOMIES AND ADVOCACY IS NEEDED TO SHAPE THE FUTURE OF RURAL PUBLIC HEALTH.
UH, I KNOW THIS IS A LOT OF INFORMATION, SO PLEASE BEAR WITH ME.
MY PRESENTATION IS A LITTLE BIT LENGTHY, UH, BUT THESE ARE IMPORTANT THINGS TO COVER SO THAT YOU CAN UNDERSTAND.
UM, THESE UNPRECEDENTED FUNDAMENTAL SHIFTS WE'VE BEEN EXPERIENCING SINCE THE 1ST OF JANUARY.
THEY MARKED THE MOST SIGNIFICANT DISRUPTION IN OUR HEALTH DISTRICT'S HISTORY, AND WE'VE LOST ESSENTIAL STAFF HAD TO HALT CORE PROGRAMS AND ARE RAPIDLY ADJUSTING TO A SERVICE MODEL WITH LESS REACH, UM, DURING A TIME THAT WE HAVE MORE NEED THAN EVER.

SO ON JANUARY 20TH, UM, THE UNITED STATES WITHDREW FROM THE WORLD HEALTH ORGANIZATION AND ISSUED A COMMUNICATION FREEZE, UH, FOR THE HEALTH AND HUMAN SERVICES AND THE CDC.IN FEBRUARY, FEDERAL WORKERS, UM, WERE RE THERE WAS A WORKFORCE REDUCTION IN RE RESTRUCTURING THAT IMPACTED OVER 5,000 FEDERAL EMPLOYEES, UM, THAT FILTERED DOWN TO STATES.
AND THIS ENDED UP, UM, A DHS HAVING TO LET GO OF 57 INFECTIOUS DISEASE INVESTIGATOR AND, UM, LABORATORY EMPLOYEES.
UH, WE MET WITH OUR STAFF, UM, WHO WERE PAID FROM GRANTS THAT WE WERE WORRIED MIGHT BE AT HIGH RISK FOR BEING DEFUNDED TO GIVE THEM A HEADS UP THAT WE MAY HAVE TO DO A REDUCTION IN FORCE IF THAT FUNDING WAS CUT.
ON MARCH 26TH, MULTIPLE FEDERAL GRANTS RECEIVED STOP WORK ORDERS AND THOSE DIRECTLY IMPACTED US WITH THE LOSS OF OUR HEALTH DISPARITIES GRANT, OUR ELC SURVEILLANCE GRANT AND FIVE DIFFERENT IMMUNIZATION GRANTS.
WE DIDN'T RECEIVE THIS STOP WORK ORDER UNTIL TWO DAYS AFTER IT HAD ACTUALLY GONE INTO EFFECT.
AND SO WE QUICKLY HAD TO ENTER, UM, ISSUE REDUCTION IN FORCE NOTICES TO OUR STAFF.
ON MARCH 27TH, THE HEALTH AND HUMAN SERVICES SECRETARY ANNOUNCED, UH, THAT HRSA, SAMHSA AND CDC WERE GOING TO BE RESTRUCTURED AND BECOME A PART OF THE ADMINISTRATION FOR A HEALTHY AMERICA OR THE A HA.
THIS IMPACTED ANOTHER 10,000 FEDERAL PUBLIC, UM, HEALTH WORKER POSITIONS.
UM, AND THEY WERE ELIMINATED ON JULY 4TH.
THE BIG BEAUTIFUL BILL WAS SIGNED INTO LAW.
THIS INCLUDED ELIMINATION OF MANY PUBLIC HEALTH PROGRAMS AND A TRILLION DOLLAR CUTS TO MEDICAID, WHICH WILL HAVE A HUGE IMPACT ON OUR RURAL HEALTHCARE SYSTEM.
ON AUGUST 7TH, UH, THE PRESIDENT ISSUED AN EXECUTIVE ORDER REGARDING OVERSIGHT OF FEDERAL GRANTS.
THE, THE LANGUAGE IN THIS EXECUTIVE ORDER IS, UH, VERY RESTRICTIVE AND WILL IMPACT THE STABILITY AND THE WAY, UM, WE HANDLE FEDERAL GRANTS MOVING FORWARD.
AND THEN ON AUGUST 27TH, UH, THE NEWLY APPOINTED CDC DIRECTOR WHO HAD BEEN APPOINTED BY THE TRUMP ADMINISTRATION, UM, AFTER ONLY 29 DAYS IN HER POSITION, UH, WAS RELEASED DUE TO REFUSING TO, TO SIGN OFF ON PROJECTS.
THAT RECOMMENDATIONS WERE NOT ROOTED IN SCIENCE AND NOT ON THE TIMELINE, UM, BUT THAT WE'VE JUST RECEIVED NOTICE OF IN THE LAST COUPLE OF DAYS.
UM, THERE IS A POSSIBILITY ON SEPTEMBER 30TH THAT WE COULD RECEIVE ADDITIONAL STOP WORK ORDERS FOR OUR PUBLIC HEALTH IMPROVEMENT GRANTS, OUR OVERDOSE PREVENTION GRANTS, AND EVEN OUR WIC GRANT.

WE ARE 75% GRANT FUNDED AND HEAVILY RELIANT ON THESE FUNDS TO PROVIDE SERVICES TO OUR COMMUNITY.
ON MARCH 26TH, THAT STOP WORK ORDER ALONE IMPACTED 20 OF MY STAFF, SEVEN OF WHICH, UM, WERE PERMANENTLY LOST WHEN WE HAD TO DO OUR REDUCTION IN FORCE.
MEDICAID THREATS, UM, ARE MEDICAID CUTS ARE A THREAT TO RURAL COMMUNITY HEALTHCARE ACCESS.
MEDICAID FUNDING REDUCTIONS ARE LIKELY TO HAVE FURTHER SIGNIFICANT IMPACTS ON OUR LOCAL HOSPITALS AND HEALTH CLINICS.
AND UNCERTAINTY AROUND STABILITY OF OTHER FUNDING, UM, IS ALSO A CONCERN TO US.
WITH THE NEW FEDERAL RESTRUCTURING, MANY ADDITIONAL GRANT PROGRAMS ARE AT A RISK OF DEEP CUPS ARE BEING COMPLETELY ELIMINATED AND SCIENTIFICALLY PROVEN.
PUBLIC HEALTH APPROACHES ARE BEING THREATENED BY POLITICAL OPINIONS.
THIS IS CREATING INSTABILITY AND PLANNING AND PREVENTING US FROM CONFIDENTLY SUSTAINING SERVICES AND BEING ABLE TO FILL, UH, VACANT POSITIONS.
SO, UM, WE'RE, WE ARE WORRIED ABOUT ALWAYS OUR WORKFORCE.
WE CAN'T BE SUCCESSFUL WITHOUT OUR TEAM MEMBERS.
AND SO, UM, TO, TO BE REALISTIC IN WHAT WE CAN PROVIDE WITH FEWER STAFF IN REDUCING FUNDING, WE'RE HAVING TO REDESIGN OUR SERVICE MODEL.
WE'VE HAD TO LET GO OF CRITICAL POSITIONS, INCLUDING THREE PUBLIC HEALTH NURSE POSITIONS THAT IMPACTS OUR ABILITY TO PROVIDE CLINICAL SERVICES LIKE IMMUNIZATIONS, INFECTIOUS DISEASE INVESTIGATIONS AND RESPONSE, AND PERFORM CANCER SCREENINGS.
UM, WITH THE FUNDING THAT WE LOST ON MARCH 26, 26, THAT EQUATED TO $984,900, AND WE HAVE ADDITIONAL CUTS.

POSITIONS ARE BEING HELD VACANT DUE TO UNSTABLE FUNDING, UM, AND UNCERTAINTY WITH OUR WIC PROGRAM, OUR PUBLIC HEALTH EMERGENCY PREPAREDNESS PROGRAM, AND OUR SUBSTANCE USE FUNDING.THEN THIS IS PUTTING ADDITIONAL STRAIN ON OUR SHRINKING WORKFORCE.
UM, EFFECTIVE OCTOBER 1ST, UH, ONE OF THE, THE, UM, FUNDING POTS THAT HAS BEEN COMPLETELY ELIMINATED IS THE USDA SNAP EDUCATION NUTRITION FUNDING.
WE HAD WRITTEN AN APPLICATION AND RECEIVED NOTICE OF AWARD THAT WE WOULD BE REINSTATED WITH THE PROGRAM.
AND THEN WE RECEIVED NOTICE THAT THEY WERE COMPLETELY DEFUNDING IT.
SO COME OCTOBER 1ST, OUR TRIBAL COMMUNITIES HAVE STILL BEEN RECEIVING SERVICES THROUGH THAT FUNDING.
THEY HAD THAT, AND THAT FUNDING WILL STOP.
SO THERE WILL BE IMPACTS TO NUTRITIONAL PROGRAMS ON TRIBAL LANDS EFFECTIVE OCTOBER 1ST.
UM, SO THIS IS JUST KIND OF A SUMMARY OF THINGS THAT HAVE ALREADY BEEN ELIMINATED AND THAT WE'VE HAD TO STOP WORKING ON DUE TO THE LOSS OF THAT FUNDING.
SO, HEALTH DISPARITIES WORK, UM, OUR NUTRITION PROGRAMS THAT WE WERE, UM, GETTING READY TO, TO REINSTITUTE CHRONIC DISEASE PREVENTION.
UM, WE'VE HAD TO ELIMINATE OUR COMMUNITY OUTREACH LIAISON POSITIONS AND STOP WORK ON MENTAL HEALTH FIRST AID AT RISK FOR, UM, FURTHER BEING REDUCED.
OUR, OUR ABILITY TO PROVIDE ONSITE SCHOOL IMMUNIZATION CLINICS AND VACCINE OUTREACH, UM, LIMIT OUR NALOXONE DISTRIBUTION, EMERGENCY MITIGATION AND RESPONSE.
SO THINGS LIKE TABLETOP EXERCISES AND EMERGENCY PLANS, PUBLIC HEALTH IMPROVEMENT AND WORKFORCE DEVELOPMENT ACTIVITIES, UH, ESPECIALLY OF CONCERN TO US ARE THE MEDICAID CUTS AND THE DEVASTATING IMPACT TO THE RURAL HEALTHCARE SYSTEM ACROSS THE UNITED STATES.
UM, THE BIG BEAUTIFUL BILL CUT MEDICAID BY $1 TRILLION.
UM, ACROSS THE NATION, OVER 11 MILLION AMERICANS ARE AT RISK OF LOSING MEDICAID COVERAGE.
AND THAT, UM, IS ESTIMATED TO IMPACT 12,274 PEOPLE HERE IN NAVAJO COUNTY, UH, THAT WOULD STAND TO LOSE THEIR ACCESS BENEFITS OR HAVE THEIR COVERAGE REDUCED.
60% OF OUR RESIDENTS ARE CURRENTLY COVERED BY MEDICAID AS THEIR INSURANCE.
IT'S ESTIMATED IN NAVAJO COUNTY ALONE THAT WE COULD BE AT RISK OF LOSING 1,408 HEALTHCARE WORKER JOBS.
THAT'S EVERYTHING FROM PUBLIC HEALTH JOBS TO DOCTORS, NURSES, UM, SUPPORT STAFF AT HOSPITALS AND CLINICS.
ACCESS CURRENTLY SUPPORTS 90% OF ARIZONA'S BEHAVIORAL HEALTH SYSTEM.
AND SO CUTS TO ACCESS WILL RESULT IN HUGE NEGATIVE IMPACTS TO OUR SERIOUS CITIZENS WHO EXPERIENCE MENTAL HEALTH ISSUES AND SUBSTANCE USE DISORDER.
UH, SPECIALTY UNITS SUCH AS OB COULD BE AT RISK, UM, IS WHAT OUR LOCAL HOSPITALS HAVE TOLD US.
UH, THEY'RE CONCERNED ABOUT INCREASED EMERGENCY, UM, DEPARTMENT COSTS WITH IF THEY END UP WITH, UM, UNINSURED, UM, PATIENTS.
AND THEY ARE ESTIMATING THAT HERE IN NAVAJO COUNTY, IN OUR TWO NON-TRIBAL HOSPITALS ALONE, THAT COULD COST US $4 MILLION A YEAR STRAINING OUR LOCAL HOSPITALS.
700 HOSPITALS ACROSS THE UNITED STATES, UM, ARE AT RISK FOR CLOSURE.
THEY'RE ALL RURAL HOSPITALS, AND THAT'S A THIRD OF ALL RURAL HOSPITALS ACROSS THE US.
UM, SO THAT COULD IMPACT OUR RURAL HOSPITALS AS WELL.
THESE ARE THE FIVE AREAS THAT WERE, UM, IDENTIFIED BY OUR CITIZENS DURING OUR COMMUNITY HEALTH, UM, SURVEY THREE YEARS AGO AS BEING THEIR PRIORITIES, UM, FOR HEALTH ISSUES IN OUR COUNTY, SOCIAL DETERMINANTS OF HEALTH.
AND SO THAT WILL BE IMPACTED BY, UM, LOSING DISPARITIES FUNDING LIMITS, OUR ABILITY TO PROGRESS ON NUTRITION, HOUSING AND CHILDCARE INITIATIVES THAT WE WERE WORKING ON SUBSTANCE USE FUNDING, UM, ON CERTAIN OPIOID FUNDING IMPACTS, UM, OUR ABILITY TO DO EPIDEMIC RESPONSE AND TARGET SPECIFIC, UM, ISSUES.
MENTAL HEALTH, THE LOSS OF THAT FUNDING DISC AND ITS DISCONTINUATION HAS STALLED OUR PREVENTION EFFORTS, PREVENTION PROGRAMS BEING ELIMINATED HAVE HAD US HAVE TO SHIFT OUR PARADIGM AROUND HOW WE'RE APPROACHING CHRONIC DISEASE MANAGEMENT AND SURVEILLANCE.
AND PUBLIC HEALTH EMERGENCY PREPAREDNESS FUNDING CUTS LIMIT OUR ABILITY TO DO OUTBREAK RESPONSE.
SO LIKE DURING COVID, UM, AND REDUCE PREVENTION CAPACITY.
SO, UM, IMPACTS CORRELATED JUST WITH THE LOSS OF FUNDING THAT WAS EARMARKED ONLY FOR NUTRITION, MENTAL HEALTH AND SUBSTANCE USE.
SO ONLY THOSE THREE POTS OF MONEY WOULD HAVE THESE IMPACTS TO OUR COMMUNITY.
SNAP CUTS ARE PROJECTED TO RESULT IN A LOSS OF 2,400 JOBS IN ARIZONA FROM PLACES LIKE GROCERY STORES AND FOOD MANUFACTURERS.

ESTIMATED TO INCREASE CHRONIC SCHOOL ABSENTEEISM BY 5.4%.IN ARIZONA, HUNGRY CHILDREN STRUGGLE TO CONCENTRATE AND FOCUS ON THEIR SCHOOLWORK.
POOR NUTRITION LEADS TO AN INCREASE IN CHRONIC DISEASE COMPLICATIONS, HIGHER HEALTHCARE COSTS, AND DECREASED LEARNING.
SO THE EXPECTED ECONOMIC IMPACTS INCLUDE JOB LOSSES AND LONG-TERM DECREASES IN WORKFORCE PRODUCTIVITY FROM, UH, THE, THE MENTAL HEALTH AND SUBSTANCE USE FUNDING, UM, DISCONTINUATION INVESTING IN COMMUNITY-BASED PUBLIC HEALTH PROGRAMS. IT HAS BEEN PROVEN, UM, TO BE MORE EFFECTIVE THAN INCARCERATION.
FUNDING PUBLIC HEALTH APPROACHES FOR INMATES REDUCES RECIDIVISM BY 43%.
EVERY DOLLAR SPENT ON REENTRY PROGRAMS HAS A RETURN OF INVESTMENT OF $6 AND 73 CENTS.
EXPECTED ECONOMIC IMPACTS FOR OUR AREA INCLUDE INCREASED RATES OF RECIDIVISM, RESULTING IN INCREASED TAXPAYER BURDEN FOR INCARCERATION COSTS, AND FEWER INDIVIDUALS BEING ABLE TO SUCCESSFULLY, UM, INTEGRATE BACK INTO THE WORKFORCE.
UM, I WANT TO SHARE HOW THE LOSS OF PUBLIC HEALTH FUNDING IMPACTS OUR LOCAL ECONOMIC DEVELOPMENT.
EVERY DOLLAR INVESTED IN PUBLIC HEALTH PROGRAMS HAS A RETURN OF INVESTMENT OF $14 AND 30 CENTS.
UM, AND THAT SAVES US MONEY THROUGH REDUCED HEALTHCARE COSTS AND IMPROVED WORKFORCE PRODUCTIVITY.
PUBLIC HEALTH IMPACTS THE STABILITY OF OUR WORKFORCE.
REDUCTIONS IN PUBLIC HEALTH AND MEDICAID FUNDING RESULT IN DIRECT LOSSES TO SKILLED WELL-PAYING HEALTHCARE JOBS AND REDUCE ACCESS TO QUALITY HEALTHCARE.
A ROBUST PUBLIC HEALTH SYSTEM ENSURES OUR RURAL SUSTAINABILITY HEALTHCARE JOBS ARE AMONG THE BEST PAYING JOBS IN NAVAJO COUNTY, AND THEY HELP ENSURE OUR ABILITY TO MAINTAIN SAFE AND HEALTHY LIFESTYLES.
RURAL AREAS WITHOUT STRONG HEALTHCARE SYSTEMS ARE LESS ATTRACTIVE TO BUSINESSES AND FAMILIES.
AND THESE CHALLENGES DON'T JUST AFFECT HEALTH SERVICES.
THEY STRIKE AT THE HEART OF OUR LOCAL ECONOMY, AND THEY LIMIT PEOPLE'S ABILITY TO BUILD A LIFE IN OUR RURAL COMMUNITIES.
UH, SO PUBLIC HEALTH IS AT THE CENTER OF OUR COMMUNITY.
WE INTERSECT AND SUPPORT WITH OTHER COMMUNITY PRIORITIES SUCH AS ECONOMIC GROWTH, EDUCATION, AND PUBLIC SAFETY.
AND RIGHT NOW THAT INFRASTRUCTURE IS IN SERIOUS JEOPARDY.
SUSTAINING AND SUPPORTING OUR PUBLIC HEALTH INFRASTRUCTURE IS ESSENTIAL.
IT'S FOUNDATIONAL TO BUILDING HEALTHY, THRIVING COMMUNITIES AND WITHOUT GREATER ATTENTION AND ADVOCACY, OUR PUBLIC HEALTH SYSTEM RISKS BECOMING INCREASINGLY UNSTABLE UNDER ITS CURRENT TRAJECTORY.
SO WE'RE ASKING YOU TODAY IF YOU WILL ENGAGE WITH US IN THE FOLLOWING WAYS, IF YOU WILL SUPPORT US.

SO MORE DEMANDS ON OUR PUBLIC DEFENDER'S OFFICE, OUR CONTRACT ATTORNEYS, THE PROSECUTORS IN MY OFFICE, MORE DEMANDS ON THE CLERK OF THE SUPERIOR COURT AND THE JUSTICE COURTS AS THEY HAVE TO PROCESS MORE CASES, MORE DEMANDS ON OUR PROBATION DEPARTMENT.

UH, ONE OF THE BIG THINGS THAT'S REALLY HURTING US RIGHT NOW IS THAT WE HAD SIX BEFORE AND WE'VE HAD TO CUT THAT DOWN TO THREE FOR THREE COUNTIES.
WE WENT TO A ONE-STOP OPERATOR.
WE COULDN'T USE ONE OF THE BIGGER, BETTER COMPANIES WE HAD.
BUT WE HAD TO, TO BE MORE CREATIVE, UH, TO BRING THAT CONTRACT DOWN FROM $140,000 DOWN TO $87,000.
UH, THIS IS AN EXPLANATION OF OUR FUNDING.

AND THEN OUR RAPID RESPONSE, OUR LAYOFF AVERSION LAYOFF ASSISTANCE, WHICH I CAN CORRELATE TO THE PRIOR, UH, UH, PRESENTATION.UH, WHEN THEY LAID OFF THOSE WORKERS WITH NEVILLE COUNTY, MY TEAM WAS THE ONE THAT RESPONDED THROUGH THIS TYPE OF FUNDING.
UH, ADDITIONAL GRANT OPPORTUNITIES.
RIGHT NOW WE'RE WORKING WITH ARIZONA DEPARTMENT OF VETERAN SERVICES, AND HOPEFULLY NOVEMBER OF THIS NOVEMBER, WE'RE GONNA BE APPLYING FOR A HUNDRED THOUSAND DOLLARS GRANT THAT WILL BE ELIGIBLE FOR ANY VETERANS IN OUR AREA, UH, TO RECEIVE ADDITIONAL TRAINING THAT WE, WE NORMALLY WOULD NOT HAVE THE BUDGET FOR.
AND THIS IS TO GIVE A GLIMPSE OF WHERE WE'RE SITTING RIGHT NOW WITH NORTHEASTERN ARIZONA, ARIZONA AT WORK.
UH, WE, WE, THIS IS JUST GOING BACK FROM 23 TO TODAY, AND YOU CAN SEE THAT CONSISTENT.
THEY DID GIVE US $500,000 FOR RAPID RESPONSE.
UNFORTUNATELY, THE STATE WORKFORCE ADVISORY COUNCIL TOOK THAT MONEY BACK.
UH, BASICALLY THE STATE TOOK THE MONEY BACK.
SO WE ARE NOW DOWN TO $195,000 FOR THREE INDIVIDUALS TO PROVIDE SERVICES.
UH, AND OVERALL, THIS IS AN OVERALL REDUCTION OF 12%.
UH, THIS IS ACTUALLY ONE OF OUR HIGHEST YEARS WE'VE HAD.
UH, AND IT JUST, WE'RE EXPECTING MORE.
I WANT TO POINT IN SOME OF OUR, OUR IMPACTS OF OUR RE REDUCED BUDGET.
UH, RIGHT NOW WE HAVE A REDUCED NUMBER OF, UH, JOB COACHES, WHICH IS WHAT WE TALKED ABOUT EARLIER.
WE HAD SIX, NOW WE'RE DOWN TO THREE FOR THREE COUNTIES.
UH, IT'S REDUCING OUR ACCESS TO THE FUNDING.
WITHOUT THAT JOB COACH, THEY CANNOT ACCESS THE TRAINING FUNDS, THEREFORE, THEY CANNOT GET THOSE TRAINING NEEDS MET.
AND AGAIN, I WANNA REITERATE, THIS IS NOT JUST FOR ARIZONA WORK, NORTHEASTERN ARIZONA.
THIS IS GOING TO BE ACROSS THE BOARD FOR THE ENTIRE STATE.
UH, THIS AFFECTS ALL LOCAL WORKFORCE AREAS AND WORKFORCE PROGRAMS. UH, WE HAVE A REDUCED ONE-STOP OPERATOR COST.
UH, WITH THAT REDUCED BUDGET THAT WE HAD, WE HAD TO, UH, OR WE AWARDED, IT REDUCED OUR TRAVEL COSTS.
SO NOW WE DON'T HAVE THOSE EYES IN THE JOB CENTER, WHICH IS PUTTING MORE STRAIN ON OTHER POSITIONS TO GO IN THERE AND OBSERVE WHAT'S HAPPENING.
IN THE BY FEDERAL LAW, WE HAVE TO OBSERVE, UH, IT, IT IS REDUCING IT, UH, REDUCING IN PERSON CONNECTION.
THE PRESENCE OF THE JOBS, UH, JOB CENTER, UH, AND CONTRACTED OVERSIGHT HAS BEEN DIMINISHED.
UH, SERVICE PROVIDER CONTRACT DECREASE.
UH, OUR OLD CONTRACTOR WAS AWARDED $775,000.
AND WITH THAT, WERE THOSE THOSE REDUCTIONS IN TRAINING DOLLARS? UH, WE'VE HAD TO MATCH OUR POLICY, WHICH IS UNFORTUNATE TO THOSE OUT THERE FROM $6,000, UH, TRAINING ACCOUNT DOWN TO A $3,000 TRAINING ACCOUNT.
TO PUT IN PERSPECTIVE, A CDL, UH, CLASS COSTS $5,000.
WE CAN NO LONGER AFFORD TO SEND PEOPLE TO CDL SCHOOLS.
IT'S JUST NOT WITHIN OUR SCOPE.
IT'S NOT WITHIN OUR, OUR TRAINING BUDGET.
WE HAVE BEEN, THIS IS HOW BADLY WE'VE BEEN REDUCED, UM, JOB CENTER COSTS.
UH, WE'VE LOST A JOB CENTER ALREADY.

IT KEEPS FUNDING WIA AT THE SAME LEVEL WITH ONLY A 1% REDUCTION, WHICH MY TEAM HAVE.
WE, WE CAN MEET THAT WE, WE CAN MAKE IT WORK.
UH, ON THE HOUSE SIDE, HR 50 53 0 4, UH, IT DOES REDUCE, UH, THE STATE GRANT BY $1.7 BILLION, LEAVING 1.3 FOR THE ENTIRE COUNTRY.

UH, THE WOA ADULT, UH, TRAINING REDUCED REDUCTION IS 713 MILLION FROM THE 2024 LEVEL LEAVING 174 MILLION.
BASICALLY WHAT THAT'S TELLING ME IS THAT I'M, I CAN TAKE MY ADULT FUNDING AND CUT IT IN HALF.
AND THAT'S ALL I HAVE LEFT FOR THREE COUNTIES.
WITH ECONOMIC GROWTH COMES HIGHER TAX, YOU KNOW, MORE TAX INCOME, MORE REVENUE.
AND IT SUPPORTS OUR COUNTIES, OUR NA, OUR GOVERNMENTS, IT, IT SUPPORTS US IN GENERAL.
WE ARE A GROWING, GROWING AREA, AND WE REALLY, REALLY NEED SUPPORT FROM ANY WAY, SHAPE, OR FORM.
REAUTHORIZATION IS ONE OF THE MOST CRITICAL THINGS THAT EVERYBODY'S IGNORED OVER THE YEARS.
CONGRESS HAS YET TO PASS THIS LEGISLATION.
UM, EV WE ARE ASKING FOR ADVOCACY TO THE FEDERAL ELECTED OFFICIALS WHO FUND WIA, UH, WIA IS A CRITICAL FOR ALL THREE COUNTIES, BUT I WANNA TAKE IT FURTHER.

THIS IS THAT LITTLE GIRL WHO SITS IN THAT CLASSROOM AND SAYS, I WANNA BE A NURSE.

WHEREAS THE NAVAJO COUNTY IS COMMITTED TO ENSURING THE SAFETY AND SECURITY OF ALL THOSE LIVING IN NAVAJO COUNTY AND VISITING.
AND WHEREAS FIRE REMAINS A SERIOUS PUBLIC SAFETY CONCERN BOTH LOCALLY AND NATIONALLY AND THE PRESENCE OF LITHIUM ION BATTERIES IN MANY HOUSEHOLDS, DIVI HOUSEHOLD DEVICES INTRODUCES UNIQUE FIRE RISKS.
WHEREAS MOST OF THE ELECTRONICS USED IN HOMES DAILY INCLUDES SMARTPHONES, TABLETS, LAPTOPS, POWER TOOLS, E-BIKES, SCOTERS AND

TOYS.THEY'RE POWERED BY LITHIUM ION BATTERIES, WHICH IF MISUSED, DAMAGED OR IMPROPERLY CHARGED, CAN OVERHEAT START A FIRE OR EXPLODE.
WHEREAS THE NATIONAL FIRE PROTECTION AID ASSOCIATION REPORTS AN INCREASE IN BATTERY RELATED FIRES, UNDERSCORING THE NEED FOR PUBLIC EDUCATION ON THE SAFE USE OF LITHIUM ION BATTERIES.
AND WHEREAS RESIDENTS SHOULD FOLLOW THESE THREE CALLS TO ACTION BY ONLY LISTED PRODUCTS, CHARGE BATTERIES SAFELY AND RECYCLE THEM RESPONSIBLY TO PREVENT BATTERY RELATED FIRES.
AND WHEREAS LITHIUM ION BATTERIES STORE A LARGE AMOUNT OF ENERGY IN A SMALL SPACE AND IMPROPER USE, SUCH AS OVERCHARGING, USING OFF-BRAND CHARGERS WITHOUT SAFETY CERTIFICATION OR EXPOSING BATTERIES TO DAMAGE CAN RESULT IN FIRE OR EXPLOSION.
AND WHEREAS THE PROPER DISPOSAL AND RECYCLING OF LITHIUM ION BATTERIES HELP PREVENT ENVIRONMENTAL HAZARDS AND REDUCE FIRE RISKS IN THE HOME AND COMMUNITY.
AND WHEREAS NAVAJO COUNTY FIRST RESPONDERS ARE DEDICATED TO REDUCING THE OCCURRENCE OF FIRES THROUGH PREVENTION, SAFETY, EDUCATION, AND COMMUNITY OUTREACH.
WHEREAS THE 2025 FIRE PREVENTION WEEK THEME CHARGE INTO FIRE SAFETY LITHIUM ION BATTERIES IN YOUR HOME SERVES TO REMIND US FOR THE IMPORTANCE OF THE USING CHARGING, RECYCLING LITHIUM ION BATTERIES SAFELY TO REDUCE THE RISK OF FIRES IN HOMES AND COMMUNITIES.

UH, THE TWO PROJECTS THAT WE ARE RECOMMENDING FOR FUNDING, UM, ARE BOTH SHERIFF'S OFFICE PROJECTS.
ONE IS REQUESTING A TOTAL COST OF THREE THOUSAND THREE HUNDRED FOURTEEN THOUSAND EIGHTY TWO DOLLARS AND 32 CENTS OVER A THREE YEAR TIME PERIOD.
UH, WITH A PURPOSE AIM TO CONNECT PEER SUPPORT STAFF WITH INCARCERATED INDIVIDUALS IDENTIFIED AS HAVING SUBSTANCE USE DISORDER OR CO-OCCURRING, UH, DISORDERS, SUCH AS ALSO IN COMBINATION WITH A MENTAL HEALTH DIAGNOSIS WHO ARE IN THE GENERAL POPULATION NOT ALREADY ENGAGED IN.
UM, THE CUSTODY OF THE SHERIFF'S DEPARTMENT, UM, RESIDENTIAL PROGRAM AND THE PROGRAM WILL PROVIDE RECOVERY ORIENTED SERVICES IN CUSTODY WITH LIMITED RESOURCES UTILIZING PEER SUPPORT STAFF.
THEIR SECOND PROJECT PROPOSAL WAS FOR A 90 DAY, UH, WOMEN IN CUSTODY SUBSTANCE USE TREATMENT PROGRAM.
THEY'RE REQUESTING A TOTAL COST OF 468,000 OVER A TWO YEAR TIMEFRAME, UM, WITH AN INTENT TO OPERATE A 90 DAY IN-CUSTODY SUBSTANCE USE TREATMENT PROGRAM FOR WOMEN.
AND THEN THE THIRD REQUEST WE RECEIVED WAS FOR A PROJECT THAT HAD ALREADY BEEN BROUGHT BEFORE YOU AND APPROVED FOR FUNDING THROUGH NAVAJO COUNTY PUBLIC HEALTH.
UM, AND WE AWARDED THEM 300,000 OVER A THREE YEAR TIME PERIOD.
UH, THERE'S NO REQUEST FOR ADDITIONAL FUNDS, UH, BUT DUE TO THEM LOSING ONE OF THEIR GRANTS, UH, SUBSTANCE USE DISORDER FUNDING THAT THEY WERE LEVERAGING TO, UM, COMPLETE THAT PROJECT DESIGN, UM, THEY HAVE REQUESTED TO AMEND THEIR PROJECT SO THAT IT WILL FIT WITHIN THE AVAILABILITY OF FUNDS.
UM, THEY NEED TO RESCALE THAT IN.

AND SO LOOKING FORWARD TO PARTICIPATING, UM, TO THAT, JUST TO ENGAGE WITH THE COMMUNITY AND THEN ALSO, UM, TO RECRUIT WITH, UH, ELECTED LEADERSHIP THAT I WILL ALSO BE PARTICIPATING IN THAT AREA.

THEN FOR THE REMAINDER OF THE WEEK, JUST, UM, PARTICIPATING IN A LOT OF VIRTUAL MEETINGS, UM, I KEPT MY COMMENTARY, UM, TO A MINIMUM, WELL, ACTUALLY I DIDN'T WANT TO COMMENT UNTIL NOW, BUT ALSO LIKE TO EXTEND, UH, SAME REMARKS.AND I KNOW THAT JANELLE'S PROBABLY, OR SHE'S IN THE BACK.
UM, BUT WITH THE NATIONAL ASSOCIATION OF COUNTIES, UM, THEY'VE BEEN KEEPING US, UM, INFORMED OF ALL THESE, UH, FEDERAL BUDGETARY, UM, IMPACTS.
UM, NOT ONLY JUST AT, AT THE NATIONAL LEVEL, BUT ALSO THROUGH THE STATE BEING A PART OF THE HEALTH STEERING, THE HEALTH STEERING COMMITTEE, AND THEN THE RULE ACTION CAUCUS, AND THEN ALSO BEING A MEMBER ON THE WINSLOW AND HEALTHCARE BOARD OF DIRECTORS.
UM, WE'VE BEEN KEPT, UM, UM, INFORMED OF ALL THE LATEST INFORMATION THAT HAS BEEN COMING UP, AND THEN ALSO MEETING WITH THE, UM, U OF A COOPERATIVE EXTENSION.
UM, MARINA WILL BE SCHEDULING A MEETING.
SO SHE, THEY WERE VERY PROACTIVE IN THEIR, UM, IN REACHING OUT TO ALL THE STAKEHOLDERS THAT OUR COOPERATIVE EXTENSION OFFICE HERE IN HOLBROOK HAD ESTABLISHED WITH, NOT, WITH BOTH OFF RESERVATION AND ON RESERVATION ORGANIZATIONS AND THESE IMPACTS.
AND THEY WERE VERY, UM, TRYING TO FIGURE OUT SOME OF THE COMMITMENTS THAT THEY HAVE MADE AND HOW SOME OF THE, UM, I I, I, I GUESS YOU COULD SAY, COALITION MEMBERS OR STAKEHOLDERS THAT THEY HAVE ESTABLISHED AND WITHIN THEIR NETWORK, JUST HOW THEY WOULD BE PROVIDING SUPPORT.
AND THEN ALSO STEPPING IN, IN, IN THESE AREAS THAT SOME OF THESE POSITIONS THAT HAVE BEEN DONE, UM, ELIMINATED.
AND SO IT WAS GREAT TO SEE WINSLOW AND THEN HEALTHCARE CENTER, UM, STEP IN TO TAKE SOME OF THAT, UM, RESPONSIBILITY, UM, FROM THE COOPERATIVE EXTENSION IN, IN, I GUESS IN A TEMPORARY, IN A TEMPORARY, UM, TIME UNTIL THEY FULLY, UM, IDENTIFY ALL THE OTHER STAKEHOLDERS AS TO WHERE THEY CAN STEP IN AND START PROVIDING SOME OF THOSE RESOURCES AND SERVICES THAT WILL NO LONGER BE RENDERED THROUGH THE COOPERATIVE EXTENSION.
SO, UM, ON THAT PART, BUT OTHER THAN THAT, WE JUST CONTINUED TO MOVE ON, UM, WITHIN DISTRICT TWO AND ATTENDING LOCAL COMMUNITY EVENTS, UH, SENIOR CENTERS, VETERANS MEETINGS, AND OTHER REQUIRED MEETINGS THAT I AM ASKED TO ATTEND TO, UM, AS DISTRICT TWO SUPERVISOR.
THAT'S ALL THAT I HAVE AT THIS TIME.

UM, UM, MY REPORT, UM, LAST WEEKEND I ATTENDED THE WESTERN NAVAJO AGENCY COUNCIL, WHICH WAS A 10 HOUR SESSION, EIGHT OF WHICH I WAS PRESENT.
AND, UM, AS WELL AS, UM, PARTICIPATING IN, UM, HORSE TRAIL RIDERS, UM, THAT COME ACROSS THE RESERVATION AND MADE, UM, SEVERAL, UM, SPEECHES ALONG THE WAY, UM, ENCOURAGING THEM, UM, TO BE PARTICIP, PARTICIPATING IN ADVOCACY.
AND THEN HAD, UM, CON, UM, WORK WITH, UM, NO WITH THE ROADS AROUND, UM, MOSTLY AROUND BLACK MESA REGION BECAUSE THAT'S WHERE OUR, UM, COUNTY, COUNTY, UH, GRADER IS LOCATED.
AND THEN ALSO, UH, ALSO GRAVEL WORK AWAIT.
WE'RE DOING GRAVEL WORK IN BLACK MESA AND, UH, WE'RE AWAITING, UM, NAVAJO NATION PRESIDENT'S SIGNATURE FOR THE IGA AND THEN ANOTHER PROJECT IN CANTA, UM, FOR A BRIDGE.
AND ALSO, UM, WE'RE LOOKING AT GRANTS WITH, UM, ROAD GRANTS FOR, FOR A COUPLE OF ROADS THAT, UM, BEEN COM COMMUNICATING WITH IN DOC FOR, FOR, AND THERE ARE OTHER PROJECTS, UM, GOING AROUND WITH A O AS WELL ALONG THE US HIGHWAY ONE 60 AND 1 63 AND STATE ROUTE, UH, 98, NOT 98, 89, ALWAYS GET THAT.
AND THEN I'M WORKING WITH THE CHAPTERS, UM, WITH THE STRICT FUNDS AND ALSO, UM, MEETING WITH, UM, VETERANS THAT, UM, INVITE ME OVER TO COME TO THEIR MEETING.
AND I'VE DELIVERED, UM, SENIOR CENTER CHECKS AND AWAITING AND THOSE THAT I ENCOURAGE TO MAKE SURE THEIR DOCUMENTS ARE RETURNED.

YOU, VICE CHAIR.UH, WE WERE RECENTLY ABLE TO HAVE A TRANSPORTATION MEETING WITH THE WHITE MOUNTAIN APACHE TRIBE, WHERE WE'RE A, WE ARE LOOKING AT BREAKING UP, UH, MY DISTRICT OVER SEVERAL COMMUNITIES.
SO IN MY DISTRICT THERE IS, UM, THE CITY Q COMMUNITY, THE WHITE RIVER COMMUNITY, WHICH INCLUDES, UM, HONDA, UM, EAST FORK AND OTHER SURROUNDING SMALL COMMUNITIES, AND PINETOP LAKESIDE.
AND SO IN THINKING OF ABOUT TRANSPORTATION PARTNERSHIP, HOW DO WE DO THAT IN AN EFFECTIVE WAY TO SUPPORT, UM, THOSE SMALL COMMUNITIES IN THEIR NEEDS? UM, SO THIS UPCOMING YEAR, THE FOCUS WILL BE ON CBI Q, UM, AND PROVIDING SUPPORT, UM, WITH SOME OF THE PROJECTS THAT THEY'RE ALREADY LOOKING AT.
UH, WE ARE BEING GRATEFUL TO THAT.
UM, SOME OF THAT PARTNERSHIP HAS TAKEN A LONG TIME, UH, AS YOU KNOW, THAT RELATIONSHIPS, RELATIONSHIPS, UM, TAKE QUITE A WHILE AND THEN WHEN YOU HAVE, UM, PEOPLE CHANGING AND SO FORTH, BUT I'VE BEEN GRATEFUL THAT WE'VE BEEN ABLE TO CREATE A, A STRONG PARTNERSHIP WHERE WE CAN REACH OUT TO ONE ANOTHER.
UM, AND BEING ABLE TO OFFER SUPPORT.
YOU HAVE MADE, YOU MIGHT HAVE SEEN THAT WE HAD WORKED ON A BUS TURNAROUND, UM, THAT WAS A VERY SMALL PROJECT.
IT TOOK A LONG TIME TO GET OFF THE GROUND.
UM, BUT I THINK AS A RESULT OF THOSE CONVERSATIONS, THAT IT, IT'S ALLOWED TO BUILD A STRONGER FOUNDATION.
SO I, I AM THANKFUL TO EVERYONE WHO'S PARTICIPATED IN THAT BECAUSE IT, IT WAS A LOT OF, A LOT OF PEOPLE WHO WERE HAVING, UM, CONVERSATIONS AND BEING ABLE TO MOVE THAT FORWARD.
SO WE'LL CONTINUE THOSE EFFORTS TO BE ABLE TO SUPPORT, UM, OUR LOCAL COMMUNITIES IN THE WAYS OF TRANSPORTATION.
UM, I WAS ABLE TO ATTEND THE SMALL COUNTIES, UM, MEETING LAST WEEK, AND I BRING THIS UP ONLY BECAUSE, UM, THIS CONVERSATION OF, UM, RURAL HEALTHCARE, UM, WAS SOMETHING THAT WAS DISCUSSED IN TRYING TO BRING IT TO THE ATTENTION OF OUR, UM, OTHER COUNTIES AND BEING ABLE TO CREATE A COLLECTIVE VOICE AROUND THE NEED FOR, UM, ADVOCATION FOR RURAL HEALTHCARE AND WHAT IS THE LOCAL IMPACT GOING TO BE.
UM, I KNOW THAT ROCHELLE HAS SPENT A LOT OF TIME, UM, INVESTIGATING THIS AND SUPPORTING, UM, AND LOOKING NOT ONLY AT OUR LOCAL, UH, ORGANIZATION OF NAVAJO COUNTY, BUT ALSO SUMMIT HEALTHCARE.
UM, AND WHAT IS THAT IMPACT GOING TO LOOK LIKE SO WE CAN HAVE A COLLECTIVE STORY.
I KNOW THAT THERE'S LOTS OF WORK LIKE THAT THAT'S ALREADY OCCURRING WITHIN THE COMMUNITY, AND I'M GRATEFUL FOR ALL OF THOSE EFFORTS.
UM, AND THIS KIND OF JUST ALLOWS FOR ANOTHER VOICE TO BE A PART OF THAT.
WE HAVE REACHED OUT TO, UM, GALLEGOS OFFICE, MARK KELLY'S OFFICE, UM, AND I WAS HOPING THAT BLACK MEN AND SENATOR HATLEY WOULD BE AVAILABLE FOR THE DISCUSSION ON THURSDAY, BUT WE'LL CONTINUE TO REACH OUT TO OUR LAWMAKERS TO MAKE THEM AWARE OF RURAL HEALTHCARE AND ITS POTENTIAL IMPACT ON OUR COMMUNITIES.
