THE FIRST THING SHE WANTED TO DO WAS DO SCHOLARSHIPS FOR GRADUATING HIGH SCHOOL SENIORS. AND SHE THOUGHT THAT WOULD BE AN AWESOME THING TO DO. AND SO, UH, DUE TO HER COMMITMENT AND WORK WITH THAT, WE WANTED TO DEDICATE THAT TO HER. SO WE NAMED, WE NAMED IT AFTER HER. SO WE HAD EIGHT NOMINATIONS THIS YEAR, UH, WHICH WAS QUITE A FEW. WE'VE, UH, WE ACTUALLY HAD TO REREAD AND REREAD THE, THE LETTERS THAT THE, THE STUDENTS DID. UH, PART OF THE REQUIREMENTS IS THEY DO AN ESSAY OF 300 WORDS OR LESS OF SOMETHING IN NAVAJO COUNTY THAT MEANS SOMETHING IMPORTANT TO THEM. AND IF YOU NOTICED, UH, TWO OF THEM, UH, MENTIONED THEIR GRANDPARENTS' HOUSES. AND I THOUGHT THAT WAS KIND OF COOL THE WAY THAT THEY HAD DONE THAT. AND THEN THE YOUNG MAN FROM SNOWFLAKE HAD MENTIONED THE S UH, HIKING TOUR AND THE WHAT WAS IMPORTANT TO THEM. AND SO WE'RE GRATEFUL TO BE ABLE TO PROVIDE SCHOLARSHIPS FOR THE, FOR YOUNG PEOPLE. WE ALSO OPENED IT UP THIS, THIS LAST YEAR TO ALSO INCLUDE, UM, STUDENTS THAT ARE FIRST, SECOND, OR THIRD YEAR STUDENTS IN COLLEGE AS WELL. AND SO IN ORDER FOR US TO DO THAT, THE CARE COMMITTEE, OBVIOUSLY WE APPRECIATE THOSE. UM, A NUMBER OF YEARS AGO WE STARTED WHAT WAS CALLED THE DOLLAR CAMPAIGN. AND WHAT THAT DOES IS, UH, PEOPLE, EACH PAYCHECK CAN DONATE A DOLLAR MORE PER PAYCHECK. AND THAT GOES INTO OUR BASICALLY GENERAL FUND. AND WE USE THAT FOR ALL THE THINGS THAT WE DO, INCLUDING OUR SCHOLARSHIP FUND. SO WE HAVE A BUDGET DESIGNED FOR THAT, BUT WE ALSO HAVE A NUMBER OF PEOPLE THAT DECIDED WITH THAT DOLLAR CAMPAIGN UNDER JANA'S DIRECTION TO DONATE TO THE SCHOLARSHIP FUND. AND SO BECAUSE OF THAT, WE WERE ABLE TO, TO DO THREE SCHOLARSHIPS THIS YEAR INSTEAD OF TWO. SO WE'D LIKE TO, AS A CARE COMMUNITY, THANK THOSE WHO DONATE EACH EACH PAYCHECK TO HELP US DO THE THINGS THAT WE DO. PRIOR TO THAT, IT WAS BASICALLY A HANDSHAKE AGREEMENT. AND WE'VE ENJOYED A VERY, UH, A VERY HEALTHY RELATIONSHIP AND FRIENDSHIP, UH, WITH THE WHITE MOUNTAIN APACHE TRIBAL POLICE DEPARTMENT, UH, DATING BACK PRIOR TO THE SEVENTIES. UM, I PERSONALLY HAVE WORKED, UH, WORKED WITH THE POLICE DEPARTMENT DOWN THERE, THERE MY ENTIRE, UH, CAREER STARTING BACK IN, UH, THE EARLY NINETIES. UH, BASICALLY THE, UH, THIS, THIS IS A, UH, THIS IS A, A FORMAL DOCUMENT OUTLINING THE MUTUAL RESPECT, RESPECT FOR THEIR TRIBAL SOVEREIGNTY, AND THE PARTNER AND PARTNERSHIP, AND PROVIDING PUBLIC SAFETY FOR ALL CITIZENS HERE IN, IN THE COUNTY. UH, WE HAVE A, UH, AT THE END OF THIS WEEK, UH, STARTING AT ABOUT THURSDAY, WE'RE GONNA HAVE A LARGE CONTINGENCY OF NAVAJO COUNTY SHERIFF'S OFFICE STAFF. BOTH, BOTH, UH, PATROL, UH, DETECTIVES, UH, VOLUNTEER GROUPS THAT ARE DOWN IN THE WHITE RIVER AREA FOR THEIR ANNUAL WHITE MOUNTAIN APACHE TRIBAL FAIR AND RODEO. UH, SO THEN THAT'LL RUN THROUGH THE, THROUGH THE WEEKEND. UH, WE'LL HAVE A COMMAND POST SET UP THERE AND WORK RIGHT HAND IN HAND WITH THE TRIBAL POLICE DEPARTMENT. SO THAT'S THIS, UH, THIS AGREEMENT HERE IS, UH, PERFECT TIMING FOR, UH, FOR, FOR SUCH A, SUCH A, UH, AN AWESOME EVENT. IT IS, [00:30:01] AS YOU'VE JUST NOTED THERE, THERE'S THE ASSISTED LIVING HOMES, ADMINISTRATIVE PROCEDURES, AS WELL AS, UH, PROVISIONS FOR GUEST HOUSES AND EX SLASH ACCESSORY DWELLING UNITS. UH, IF YOU HEAR THROUGHOUT THIS PRESENTATION, THOSE ARE INTERCHANGEABLE TERMS, AND THAT WILL BE EXPLAINED WITH OUR DEFINITIONS UPDATE AS WELL. UH, SO AS FAR AS THE ASSISTED LIVING HOME ADMINISTRATIVE PROCEDURES, SORRY. THANK YOU. UM, SO THIS IS A LAW THAT'S ALREADY BEEN PASSED IN ARIZONA. IT'S A RS 11 DASH EIGHT 20.02. AND IT REQUIRES THAT IF A COUNTY HAS ZONING REGULATIONS THAT RESTRICT THE DISTANCE BETWEEN ASSISTED LIVING HOMES, THAT THE COUNTY SHALL HAVE AN ADMINISTRATIVE PROCEDURE IN WHICH SOMEONE MAY GRANT A VARIANCE FROM THAT SEPARATION REQUIREMENT IN ORDER TO BE GRANTED AS A REASONABLE ACCOMMODATION, UH, FOR THE AMERICANS WITH DISABILITIES ACT AND FAIR HOUSING ACT. UM, FOR THE PURPOSES OF THIS LAW, JUST FOR THE SUPERVISOR'S INFORMATION, THE ASSISTED LIVING HOME IS NOT A, A BROAD REACHING DEFINITION WHERE IT COVERS ALL TYPES OF HOMES THAT WOULD BE THERE. UM, THESE ASSISTED LIVING HOMES ARE THOSE SPECIFICALLY DESIGNATED UNDER STATUTES FOR HEALTH, UH, THAT RELATE SPECIFICALLY TO THOSE THAT ARE DISABLED. UM, WITHIN THE COUNTY. WHERE THIS WOULD APPLY WOULD BE GROUP HOMES FOR THE DISABLED, WHICH BY OUR DEFINITION ARE HOMES BETWEEN SEVEN AND 10 RESIDENTS, UH, THAT ARE DISABLED THAT CAN APPLY FOR ADMINISTRATIVE PERMIT. THE COUNTY DOES CURRENTLY HAVE PROVISIONS FOR A 1200 FOOT SEPARATION FOR THESE HOMES. THAT'S VERY TYPICAL FOR COUNTIES AND CITIES WITHIN THE STATE OF ARIZONA. THAT SEEMS TO BE THE STANDARD OVERALL. UM, SO WHAT WE'VE RECOMMENDED IN ORDER TO BRING COMPLIANCE WITH THAT STATUTE IS THAT WE ADD A SECTION NAMED REASONABLE ACCOMMODATIONS UNDER OUR GROUP HOMES FOR THE DISABLED, IN WHICH SOMEONE CAN SUPPLY A LETTER SHOWING THAT THEY MEET THE INTENT. IT, IT WON'T HAVE ANY NEGATIVE IMPACTS IN ORDER TO GRANT A REASONABLE ACCOMMODATION TO REDUCE THAT 1200 FOOT DISTANCE. UM, THAT IS RELATIVELY MINOR. IT'S A, IT'S A VERY MINOR STATUTE AS WELL AS FAR AS THE AMOUNT OF TEXT CONTAINED. UM, BUT WHILE WE WERE LOOKING AT STATUTORY REQUIRED UPDATES, THIS WAS ONE THAT CAUGHT OUR, CAME ONTO OUR RADAR AND THAT WE WANTED TO ADDRESS WITH THE BOARD TODAY. THE NEXT ITEM HERE IS GUEST HOUSE AS AN ACCESSORY DWELLING UNIT. UM, SO AT THE LAST MEETING, YOU, YOU MAY HAVE HEARD FROM CSA, AND YOU MAY HAVE BEEN ADVISED OVER THIS PAST YEAR, HOUSE BILL 29 28 WAS INTRODUCED THIS PAST YEAR. IT WENT THROUGH THE HOUSE, THE SENATE, AND WAS SIGNED INTO LAW BY THE GOVERNOR. UM, THIS NEW LAW WILL CREATE A RS 11 DASH EIGHT 10.01. UH, THESE NEW PROVISIONS AFFECT ACCESSORY DWELLING UNITS OR GUEST HOUSES WITHIN COUNTIES. THERE'S ALSO A LAW THAT APPLIES TO CITIES AND TOWNS WITHIN ARIZONA, WHICH COMPLETES THE, UM, THE VERY SAME REGULATIONS HERE. UM, OF NOTE WITH THIS LEGISLATION, IT WILL TAKE EFFECT ON SEPTEMBER 26TH, 2025, WHICH IS 90 DAYS AFTER THE LEGISLATIVE SESSION ENDED THIS YEAR. UM, SO WHAT I WANT TO GO THROUGH WITH THE BOARD IS THE REQUIREMENTS OF THIS STATUTE. UM, SO THERE ARE PROVISIONS FOR WHAT COUNTIES SHALL DO, WHAT COUNTIES MAY NOT DO, AND THEN WE HAVE THE RECOMMENDATIONS OF STAFF TO STAY WITHIN THOSE CONFINES WITH THE, THE PROPOSED UPDATE TO THIS ORDINANCE AND MOVE US FORWARD. UM, SO WE SHALL ADOPT ON ANY LOT OR PARCEL WHERE SINGLE FAMILY RESIDENTIAL IS ALLOWED THAT ONE ATTACHED AND ONE DETACHED GUEST HOUSE BE ALLOWED ON THE PROPERTY. UM, FOR THOSE PROPERTIES THAT ARE ONE ACRE OR GREATER IN SIZE, THE COUNTY MUST ALLOW ONE ADDITIONAL DETACHED UNIT. SO FOR THOSE PARCELS THAT ARE ONE ACRE OR GREATER IN SIZE, THE COUNTY MUST ALLOW TWO DETACHED AND ONE ATTACHED ACCESSORY DWELLING UNIT ON A PROPERTY. UH, AND THIS IS THE BIG PART OF THE STATUTE THAT'S VERY RELEVANT FOR THE SUPERVISOR'S INFORMATION. WE MUST PASS AN ORDINANCE AND REGULATIONS BY JANUARY 1ST, 2026. IF WE FAIL TO ADOPT THOSE REGULATIONS, GUEST HOUSES SHALL BE ALLOWED WITHOUT ANY RESTRICTION OR REGULATION FROM THE COUNTY. UM, SO THIS IS ONE OF THOSE ORDINANCES WITH THE STATUTE WHERE TIME IS OF THE ESSENCE FOR NAVAJO COUNTY. COUNTIES MAY NOT GO THROUGH AND PROHIBIT THE USE OF SINGLE FAMILY, UH, DWELLINGS HERE FOR LONG-TERM RENTAL HOUSING. WE MAY NOT REQUIRE ANY TYPE OF RELATIONSHIP BETWEEN THE OWNER OF A SINGLE FAMILY HOME AND AN ACCESSORY DWELLING UNIT ON A PROPERTY. WE MAY NOT REQUIRE THAT A LOT HAVE ADDITIONAL PARKING FOR AN ACCESSORY DWELLING UNIT OR REQUIRE FEES IN LIEU OF THOSE ADDITIONAL PARKING SPACES. WE MAY NOT REQUIRE THAT THE ADUS MATCH AS FAR AS DESIGN AS COMPARED TO THE ORIGINAL SINGLE FAMILY DWELLING ON A LOT. WE ALSO MAY NOT SET RESTRICTIONS FOR THE DWELLING UNITS THAT ARE MORE RESTRICTIVE THAN THOSE FOR SINGLE FAMILY WITHIN THE SAME ZONING DISTRICT. UM, WE MAY NOT SET REAR SIDE YARD SETBACKS THAT ARE GREATER THAN FIVE FEET IN DISTANCE FROM A PROPERTY LINE. UM, NOW FOR THE INFORMATION OF THE BOARD, JUST COMPARATIVELY WITHIN NAVAJO COUNTY, WE DO REQUIRE THAT ACCESSORY BUILDINGS BE AT LEAST FIVE FEET FROM ANY REAR OR SIDE LOT LINE, AND THAT THEY MEET THE FULL FRONT YARD SETBACK, WHICH IS WHAT WE WOULD PROPOSE HERE TO STAY WITHIN THE CONFINES. AND THOSE FIVE FEET FROM THE PROPERTY LINES, UM, [00:35:01] AT THE VERY LEAST, STILL DOES ALLOW FOR SOME FIRE SEPARATION, WHICH MEETS ADOPTED FIRE CODES. SO THERE IS STILL THE, THE SAFETY ASPECT THERE, DESPITE WHAT IS BEING MANDATED BY THE LEGISLATURE WITH THIS, WITH THIS NEW STATUTE. UM, WE ALSO CANNOT REQUIRE IMPROVEMENTS TO PUBLIC STREETS UNLESS THE IMPROVEMENTS COME AS A RESULT OF DAMAGE FROM THE CONSTRUCTION WHEN THESE ACCESSORY DWELLING UNITS ARE BEING CONSTRUCTED. AND THEN WE MAY NOT REQUIRE ANY TYPE OF RESTRICTIVE COVENANT ON A PROPERTY REGARDING ACCESSORY DWELLING UNITS. AND SO, AS FAR AS THAT PROVISION WITH THAT IS SAYING IS THAT THE COUNTY CANNOT REQUIRE A PROPERTY OWNER GO THROUGH AND PUT IN A DEED RESTRICTION OR CCNRS ON A PROPERTY, UM, THAT'S COMPLETELY SEPARATE FROM HOAS OR OTHER ENTITIES THAT ARE THERE. THIS IS ONLY RESTRICTING COUNTIES AS FAR AS THIS LAW. SO, AS A SUMMARY OF CHANGES, WHAT WE'VE PROPOSED TO SECTIONS 5 0 2, 6 0 2 AND 7 0 2 OF THE ZONING ORDINANCE, WHICH ARE SINGLE MULTIFAMILY AND COMMERCIAL RESIDENTIAL ZONING DISTRICTS, IS ADDING GUEST HOUSES AND ALLOWED USE THAT REQUIRES AN ADMINISTRATIVE PERMIT. FUNCTIONALLY SINGLE FAMILY RESIDENTIAL ZONING IS THE ONLY THAT CURRENTLY DOESN'T ALLOW THESE IN THE COUNTY. UM, MULTIFAMILY AND COMMERCIAL HAVE NOT REQUIRED THESE BECAUSE THEY ALLOW MULTIPLE BUILDINGS, UH, MULTIPLE RESIDENCES ON THE PROPERTY. BUT IN ORDER TO ENSURE THAT NAVAJO COUNTY STAYS WITHIN THE STRICT CONFINES OF THIS NEW LAW, UM, WE FELT IT WAS BETTER SAFE THAN SORRY IN THIS INSTANCE, THAT WE ADD THOSE IN SO THAT THERE WAS NO WAY THAT THE COUNTY COULD BE VIEWED AS VIOLATING THE REGULATIONS IMPOSED BY THE LEGISLATURE. NOW, AS FAR AS THE, THE SUMMARY OF THE PROPOSED CHANGES THAT WE HAVE HERE, IT WOULD BE ADDING IN THOSE PROVISIONS FOR GUEST HOUSES TO BE PERMITTED ANYWHERE WHERE A SINGLE FAMILY RESIDENCE IS PERMITTED AS WELL. UM, WITH THAT MEETING, THOSE SIZE REQUIREMENTS, SO AT LEAST ONE ATTACHED IN ONE DETACHED GUEST HOUSE FOR ANY PROPERTY WHERE RESIDENTIALS ALLOWED. AND THEN THE ADDITIONAL GUEST HOUSE FOR ANY OF THOSE THAT ARE ONE OR A ONE ACRE OR GREATER IN SIZE. UM, WE HAVE ALSO PROPOSED REMOVING THE ALLOWED ZONING DISTRICTS FOR GUEST HOUSES, UM, WHERE THOSE ARE PERMITTED TO MAKE SURE THAT THERE IS NO ISSUE WITH COM, UH, MEETING THE CONFINES OF THIS LAW. UM, CURRENTLY WHAT WE HAVE IS, YOU KNOW, A GENERAL RU ALL OF THESE ARE ALLOWED ZONING DISTRICTS. WE'VE REVISED THAT LANGUAGE JUST TO SAY THAT THESE ACCESSORY DWELLING UNITS WILL BE ALLOWED ANYWHERE WHERE SINGLE FAMILY RESIDENCES ARE ALLOWED WITHIN NAVAJO COUNTY. UM, WE'VE HAD TO REMOVE THE MINIMUM LOT SIZE REQUIREMENTS AS A PART OF THIS BECAUSE ANY SINGLE FAMILY RESIDENTIAL PROPERTY, UM, MUST ALLOW THESE ACCESSORY DWELLING UNITS. WE CURRENTLY HAVE A PROVISION WHERE GUEST HOUSES REQUIRE LOTS OF 10,000 SQUARE FEET OR GREATER, APPROXIMATELY A QUARTER ACRE. UM, BUT THE COUNTY DOES ALLOW, ALLOW FOR SMALLER LOTS, UM, THAT ALLOW FOR SINGLE FAMILY RESIDENTIAL. SO WE'VE HAD TO GO THROUGH AND REMOVE THAT, THAT MINIMUM SIZE REQUIREMENT ON THIS. UM, WE HAVE RECOMMENDED REMOVING SIZE LIMITATION REQUIREMENTS FOR THESE GUEST HOUSE HERE TO ENSURE THAT WE STAY WITHIN THE CONFINES OF THIS NEW LAW AS WELL. AND, AND ANY ADDITIONAL THAT MAY BE PASSED. UM, WE HAVE LOOKED TO ADD THOSE PROVISIONS FOR THE GUEST HOUSES REQUIRING THAT, UM, THEY BE AT LEAST FIVE FEET FROM REAR END SIDE YARD SETBACKS, KEEPING THEM AT THE FULL FRONT YARD SETBACK FOR ANY ZONING DISTRICT, SIMILAR TO THE ACCESSORY BUILDINGS THAT ARE PERMITTED WITHIN THE COUNTY. UM, AND THAT IS ALSO TO ENSURE COMPLIANCE WITH THIS LAW. UH, WE HAVE PROPOSED REMOVING ADDITIONALLY REQUIRED INFORMATION, UH, THAT WE'VE HAD WITHIN FOR OUR GUEST HOUSES. UM, ONE OF THESE IS JUST NOT USEFUL FOR OUR SIDE, WHICH IS A PROPOSED VALUATION OF THE GUEST HOUSE. THAT'S NOT USEFUL FOR PLANNING, BUT THAT IS A REQUIREMENT FOR BUILDING THAT COMES THROUGH FOR BUILDING PERMIT FEES. UM, SO WE FELT THAT THAT WAS NOT POTENTIALLY ALLOWED BY THIS LAW AND IT, IT WASN'T NECESSARY ON OUR SIDE. AND THEN REMOVING THE REQUIREMENT THAT, UH, OWNERS SHOW US THAT THEY'RE ABLE TO MOVE FORWARD WITH CONSTRUCTION WITHIN SIX MONTHS OF APPLYING FOR THEIR PERMITS ON THESE, UM, THE NEW LAW DOES NOT ALLOW US TO, TO GO OUTSIDE AND ADD THOSE EXTRA PROVISIONS THERE. SO WE HAD RECOMMENDED STRIPPING THAT AWAY AS WELL. AND THEN, UH, WE HAD WANTED TO GO THROUGH AND CLARIFY THAT FOR THE GUEST HOUSE PERMITS, SEPARATE GUEST HOUSE PERMITS ARE NOT REQUIRED FOR THOSE ATTACHED ACCESSORY DWELLING UNITS. THEY ARE STILL REQUIRED THROUGH THE, THE BUILDING SIDE OF THINGS, UM, BUT NOT FOR THE, THE ADMINISTRATIVE PERMITTING OF PLANNING. SO THERE'S A KIND OF A CASCADE EFFECT THAT COMES THROUGH WITH OUR, OUR DEFINITIONS AS A RESULT OF THE, THE CHANGES THAT HAVE COME THROUGH WITH THE ORDINANCE AS PROPOSED IN ORDER TO MEET THIS STATE LAW. UM, WE HAVE PROPOSED BETTER DEFINING GUEST HOUSE TO BE THE EXACT SAME DEFINITION AS HAS BEEN PROPOSED WITH THIS LAW. IN ORDER TO PREVENT ANY CONFUSION OR ANY VIOLATION OF THIS LAW, WE HAVE INTRODUCED ACCESSORY DWELLING UNIT AS BOTH OF THOSE TERMS ARE USED WITHIN THE LAW AND WITHIN OTHER JURISDICTIONS TO BE THE EXACT SAME AS THAT GUEST HOUSE TO ALSO PREVENT ANY FURTHER CONFUSION FOR ANYONE VIEWING AND GOING THROUGH OUR ORDINANCE. AND THEN WE HAVE HAD TO AMEND THE DEFINITIONS FOR, UH, MANUFACTURED HOME PARKS AND RECREATIONAL VEHICLE PARKS TO NOT INCLUDE THOSE GUEST HOUSES [00:40:01] THAT GO THROUGH AS THERE ARE SOME WAYS THAT, UH, UM, THROUGH TECHNICALITIES IT, IT COULD TRIGGER ADDITIONAL PERMITTING FOR THOSE TYPES OF USES WITH GUEST HOUSES THAT ARE NOT ALLOWED WITH THIS LAW. UM, I CAN CERTAINLY GO THROUGH WHAT THOSE ARE WITH THE BOARD. IT, IT'S A LITTLE BIT CONVOLUTED, BUT FUNCTIONALLY WHAT IT SAYS IS, IF THROUGH THIS NEW ALLOWED REGULATION AND LAW IT WERE TO TRIGGER THOSE THRESHOLDS FOR THE MANUFACTURED HOME AND RV PARK SPECIFIC TO THE GUEST HOUSES, WE CANNOT REQUIRE ADDITIONAL PERMITTING DUE TO WHAT IS THERE IN EXISTS IN STATE LAW. BASED ON ALL OF THE INFORMATION THAT HAS BEEN PROPOSED AND WHAT WE HAVE PUT TOGETHER HERE, STAFF IS RECOMMENDING APPROVAL OF THIS. SO MY NAME IS NOT ROGER GORE, BUT THE PERSON WHO WAS WRITING THIS IS, HE LIVES IN HEBREW AND HE'S WITH THE CIVIC INTEGRITY ALLIANCE. YOU HAVE BEEN PRESENTED WITH THE BACKGROUND OF THE PROBLEM, THE HISTORY OF THE PROBLEM AND SOLUTIONS TO THE ISSUE WE HAVE WITH THE RESOLUTION 17, 20 25, AND NAVAJO COUNTY ZONING ORDINANCE ARTICLE 12. MY PURPOSE IS TO PROVIDE THE RATIONALE FOR THIS PRESENTATION AND ASK A QUESTION TO THE THREE BOARD OF SUPERVISORS NATIVE AMERICAN MEMBERS. THE PURPOSE OF THE GRIEVANCE LETTER SENT TO YOU TO SELECTED NAVAJO COUNTY EMPLOYEES, TWO ELECTED STATE AND FEDERAL LEGISLATORS, WAS TO MAKE ALL AWARE THAT THERE IS A NEED TO REVISE THE STUDY AS THE PROCESS OF NOTIFYING THOSE WHO ARE GOING TO BE DIRECTLY IMPACTED. THAT THE, THAT THE CURRENT PROCESS IS FLAWED AND UNWORKABLE. HERE IS ONE EXAMPLE NOT YET MENTIONED. PLACING A STRUCTURE WITH A 654 FOOT PYLON AND 188 FOOT BLADES WITHIN 1,325 FEET OF A HOME IS NOT A RATIONAL CONCLUSION. THIS IS LIKE A 60 PLUS STORY SKYSCRAPER BUILDING NEXT TO YOU IN A RURAL AREA, ZONED FOR TWO STORIES, MAXIMUM HEIGHT. MY QUESTION TO THE THREE MEMBERS REPRESENTING THE NATIVE AMERICANS IN THE COUNTY, WHY IS THERE NO EFFORT TO HAVE THE WINDMILLS ON RESERVATION LAND WITH A REPORTED COUNTY INCOME FROM EXISTING WINDMILLS BEING 10% OF THE COUNTIES A HUNDRED PLUS MILLION DOLLAR BUDGET? THAT WEALTH COULD BE COMING TO YOUR CONSTITUENTS BY HAVING WINDMILLS IN YOUR DISTRICTS. OBVIOUSLY, YOU HAVE A GOOD REASON FOR NOT WANTING THEM ON YOUR LAND. THOSE OF US WHO SIGNED THE GRIEVANCE LETTER, BELIEVE AS WE BELIEVE YOU DO, THERE NEEDS TO BE RESPECT FOR THE LAND, FOR THE ANIMALS ON THE LAND, THE BIRDS IN THE AIR, AND THE PEOPLE LIVING ON THE LAND. AS YOU HOLD THE MAJORITY VOTE, WE ASK YOU TO RECONSIDER YOUR DECISION AND VOTE FOR REVISING THE STUDY AND REOPENING THE DISCUSSIONS. IN CLOSING, PLEASE DO TAKE INTO CONSIDERATION THE RECENT DECISION BY THE ARIZONA UTILITIES COMMISSION AND A PS TO DELAY IMPLEMENTATION OF THE NET ZERO CARBON MANDATE. YOU GET A BETTER UNDERSTANDING OF WHAT WE'RE LEGALLY REQUIRED TO DO, HOW WE ACTUALLY DID FOLLOW THAT, AND SO THAT YOU HAVE AN UNDERSTANDING OF WHERE YOU SHOULD BE LOOKING FOR THAT INFORMATION TO MAKE SURE THAT YOU'RE AWARE OF IT AND WHEN IT HAPPENS. THE SECOND THING THAT I WOULD ENCOURAGE YOU TO DO IS TO GO AND TALK TO STAFF ABOUT HOW WE WENT ABOVE AND BEYOND WHERE WE GAVE ALL KINDS OF OPPORTUNITY FOR PEOPLE TO COME AND GATHER AND PUBLICLY SPEAK AS WELL AS FOR THOSE THAT DIDN'T HAVE AN OPPORTUNITY TO BE ABLE TO GO TO THOSE, TO SHARE THEIR VOICE AND MAKE SURE THAT THOSE WERE ALL CONSIDERED AS A PART OF THIS PROCESS AND HOW IT TOOK OVER A YEAR TO COME TO THIS PLACE. AND NOW YOU'RE COMING AFTER THE YEAR OF GATHERING THAT INFORMATION AND SAYING THAT PEOPLE WEREN'T HURT. I WOULD ENCOURAGE YOU TO LISTEN AND GO ASK YOUR QUESTIONS, GO FIND THE ANSWERS.
