UH, THIS IS A GENERAL SITE PLAN OF THE PROJECT, UM, BECAUSE THIS IS A MASTER DEVELOPMENT PLAN AMENDMENT, UM, THIS WILL HAVE TO COME FORWARD WITH A TENTATIVE PLAT THAT WILL SECURE THE FORMAL SITES. THAT CLOSELY MIRRORS QUITE A FEW OF OUR ZONING DISTRICTS THAT WE HAVE HERE. AND THEN TYPICAL SETBACKS FOR THE TOWNHOUSES WHERE THEY WOULD'VE THE SHARED WALLS AND THEY WOULD KEEP TO THE STRUCTURES THEMSELVES HAVING THE SAME SETBACKS AS A HOUSE, JUST WHERE THEY WOULD'VE THE CONNECTIONS THROUGH THE TOWN HOMES. UM, FOR THE INFORMATION OF THE COMMISSION, THIS IS AN EXISTING TENTATIVE PLAT THAT'S ON FILE. UM, AS NOTED, IT HAS ALREADY BEEN APPROVED FOR THE, THE 80 SINGLE FAMILY UNITS. THIS WAS THE TENTATIVE PLAT THAT CAME THROUGH AS A PART OF THAT PREVIOUSLY, UM, WITH THE COMMISSION AND BOARD OF SUPERVISORS. UM, SO THIS IS JUST KIND OF FOR INFORMATIONAL OF WHAT THE, THE ORIGINAL LAYOUT OF THIS WAS BEFORE THE PROPOSED AMENDMENT. ALRIGHT, SO WHEN THIS ITEM, IT HAD COME TO THE CHAMBERS WITH THE PLANNING AND ZONING COMMISSION, IT WAS RECOMMENDED FOR APPROVAL LAST JULY. UM, THEN IN AUGUST ON THE 27TH, THIS ITEM WAS TABLED BY THE BOARD OF SUPERVISORS. UM, THERE WERE A FEW CONCERNS THAT THEY WANTED TO MAKE SURE WERE WERE WRAPPED UP. THE TWO MAJOR CONCERNS THAT WERE THERE WAS THE WILLS SERVE FROM CHOLO. THERE SEEMED TO BE SOME CONFUSION. IT ENDED UP THAT REALLY WAS JUST SOME CONFUSION ON THE, THE COMMUNICATION THEY HAD ISSUED A WILLS SERVE, UM, PIERCE. SOME MEMBERS MAY NOT HAVE BEEN AWARE OF THAT. SO, UH, THE DEVELOPERS SCHEDULED A MEETING TO MAKE SURE THEY WERE ALL IN ORDER AND THEY, THEY DO IN FACT HAVE A WILL SERVE. AND, AND ALL PARTIES ARE ARE PLEASED WITH THAT AND EVERYONE IN SHOW LOW IS AWARE OF THAT AS WELL. NOW. AND THEN THE OTHER CAME TO A QUESTION OF THE ROADWAYS THERE TO THE SOUTH GOING THROUGH RIM ROAD. UM, SOME OF THE QUESTION WAS, UH, UH, REGARDING THE ALIGNMENT OF WHAT WAS ON PAPER AS FAR AS THE ROAD VERSUS WHAT WAS PHYSICALLY THERE WITH THE FORD APACHE RESERVATION. UM, JUST BROUGHT INTO QUESTIONS OF LOOKING AT WHERE THE ROAD WAS LOCATED AND WHAT FEASIBLE TRAFFIC OPTIONS THERE COULD BE FOR THIS PROJECT. AS A PART OF A RESUBMITTAL, THE APPLICANT DID PUT TOGETHER A FULL TRAFFIC STUDY LOOKING AT IMPROVEMENTS THAT THEY COULD DO TO WAGON WHEEL LANE. UM, THIS HAS BEEN FULLY REVIEWED BY PUBLIC WORKS VETTED THROUGH ITERATIONS AND THEY HAVE ACCEPTED THE FINDINGS OF THESE THAT IT'S APPROPRIATE WITH THE RIGHT OF WAY. UM, WHERE AT A THRESHOLD THEY WOULD ADD A LEFT TURN LANE AND THEN THERE WOULD BE A RIGHT, UH, THROUGH AND TURN LANE FOR THE RIGHT HAND LANE. CURRENTLY WHAT YOU HAVE IS TWO LANES. SO IF YOU'RE GOING LEFT, IT'S LEFT RIGHT OR THROUGH IS THE ONE LANE. WITH THIS, THIS WOULD ADD YOUR ACTUAL LEFT LANE AND THEN YOU WOULD HAVE THE OPTION ELSEWHERE, WHICH COULD ACCOMMODATE INCREASED LEVELS OF TRAFFIC AT DIFFERENT THRESHOLDS. UM, SO THIS HAS BEEN REVIEWED BY ENGINEERING. UM, THEY HAVE SAID THAT THIS IS A, A FEASIBLE PLAN TO WORK FORWARD WITH IN ORDER TO ACCOMMODATE THE TRAFFIC WITHIN THE AREA BASED ON THE COUNTS AND THE STUDY DONE. UM, THAT STUDY WAS DONE ACCORDING TO THEIR NEW, UH, DEVELOPMENT STANDARDS AND GUIDELINES THAT WAS APPROVED BY THE BOARD OF SUPERVISORS THIS YEAR, WHICH GIVES, UH, GUIDELINES AS FAR AS AT WHAT LEVEL, WHAT TYPES OF TRAFFIC STUDIES ARE NECESSARY. UM, BECAUSE THOSE ITEMS WERE TABLED AT THE BOARD OF SUPERVISORS, IT WAS TABLED BY VICE CHAIR WEINGER, THIS IS HER DISTRICT. UM, SHE FELT THAT THE CHANGES COULD BE SUBSTANTIAL ENOUGH THAT THE COMMISSION SHOULD HAVE A CHANCE TO RECONSIDER, SEE IF THEY HAD ANY OTHER QUESTIONS AND MAKE SURE THAT THEY WERE COMFORTABLE. UM, MAINLY WITH KIND OF THE, THE WILL SERVE, MAKING SURE WE WERE WRAPPED UP. AND THEN THE, THE TRAFFIC STUDY THAT ENGINEERING HAD TIME TO REVIEW AND BRING THIS BACK TO THE COMMISSION. SO THAT'S WHY YOU'RE SEEING IT BACK IN FRONT OF YOU AT THIS POINT, AS VICE CHAIR WEINGER REQUESTED IT BE SENT BACK TO THE COMMISSION FOR CONSIDERATION AND IF THE COMMISSION MAKES A RECOMMENDATION FOR APPROVAL OR DENIAL, THEN IT WOULD REENTER THE CHAMBERS OF THE BOARD OF SUPERVISORS. CODY, IF I MIGHT ASK, UM, SO IT, TONIGHT'S HEARING IS ALL THAT THIS COMMISSION IS ALLOWED TO REALLY REVIEW IS, IS THE, THE WILL SERVE LETTERS AND THE ROADWAYS AND, UM, THAT'S IT. THERE'S NOT ANYTHING ELSE THAT CAN BE BROUGHT UP. YEAH. AS A CONCERN THAT IS THE PURPOSE OF THE HEARING TONIGHT IS JUST TO LOOK AT THOSE TWO NEW CONSIDERATIONS. UM, NO OTHER PORTIONS OF THE PROJECT HAVE CHANGED AS A RESULT OF THIS. THOSE WERE BASED ON THE, THE FEEDBACK FROM THE, THE VICE CHAIRWOMAN AT THAT POINT IN TIME. SO THOSE ARE THE, THE ITEMS FOR THE COMMISSION TO [00:10:01] CONSIDER WITH THE, THE RECOMMENDATION. UM, YOU CAN CONSIDER OTHER FACTS OF THE CASE THAT WERE ORIGINAL TO IT SINCE IT'S REENTERED THE CHAMBERS. UM, SO CODY WAS, WASN'T, UH, PINETOP LAKESIDE SANITARY DISTRICT INVOLVED IN THAT TOO? YES. THEY'RE INVOLVED IN THE WASTE PORTION OF IT AND THERE IS A, THERE IS A WILL SERVE FROM THEM AS WELL. OKAY. THERE WAS NO CONFUSION WITH THEIR, UH, THEIR TOWN THERE. SO WE, THAT ONE WAS VERY STRAIGHTFORWARD FOR US WITH IT. UM, WE DID, JUST TO KIND OF WRAP UP ON MY PORTION HERE AND THEN I CAN JUMP INTO ANY QUESTIONS AND WE CAN HIT THE PUBLIC HEARING. UM, WE ORIGINALLY RECEIVED 13 COMMENTS REGARDING THIS PROJECT. UH, THE VAST MAJORITY OF THOSE COMMENTS WERE RELATED TO THINGS LIKE, UH, DRAINAGE AND FLOOD AND TRAFFIC, UM, OF WHICH THERE'S THE UPDATED TRAFFIC STUDY AND THERE ARE PRELIMINARY, UH, FLOOD STUDIES ON THIS AS WELL THAT HAVE GONE THROUGH. THAT WILL HAVE TO BE FINALIZED AS PLATS PROCEED. UM, WE HAVE RECEIVED NO FURTHER COMMENTS AT THIS POINT IN TIME WITH THIS REENTERING THE CHAMBERS FOR THE COMMISSION. SO JUST WANTED EVERYONE TO BE AWARE OF THAT. AND THEN IF WE CAN GO TO THE NEXT SLIDE. UM, SO WE DID ORIGINALLY ANALYZE THIS WITH A COMPREHENSIVE PLAN. UH, WE'VE GONE BACK, TAKEN A LOOK AT THIS AGAIN, IT IS COMPLIANT WITH THE COMPREHENSIVE PLAN. IT'S COMPLIANT WITH USES IN THE AREA WHERE YOU HAVE SINGLE AND MULTIPLE FAMILY DWELLINGS. UM, THEY PROVIDED ADEQUATE STUDIES AT THIS POINT IN TIME FOR A MASTER DEVELOPMENT PLAN AMENDMENT. AND SO BASED UPON THOSE FACTS, WE HAVE RECOMMENDED APPROVAL OF THIS. UH, THE ONLY CHANGE WE MADE AS FAR AS OUR RECOMMENDATIONS HERE IS 0.7 REGARDING ACCESS IMPROVEMENTS. UM, JUST BECAUSE THE PREVIOUS SPECIFICALLY CALLED OUT RIM ROAD IS THAT THE ACCESS IMPROVEMENTS TO THE SITE SHALL BE REQUIRED AT THE EXPENSE OF THE DEVELOPER AND SHALL BE ACCORDING TO AN ACCEPTED FINAL TRAFFIC IMPACT ANALYSIS FROM PUBLIC WORKS. AND SO THAT IS JUST TO MAKE SURE THAT EVEN WHEN THIS IS ALL SAID AND DONE, THAT PUBLIC WORKS GETS ONE FINAL REVIEW ON THIS AND THAT THE DEVELOPER WILL BE FINANCIALLY RESPONSIBLE FOR ANY IMPROVEMENTS TO ROADWAYS. UM, SO WE JUST TOOK THAT FROM THE, THE RIM ROAD PORTION AND WANTED TO GIVE THE FULL OVERVIEW TO THE, THE PUBLIC WORKS DEPARTMENT AS A PART OF THIS REVIEW. SO EACH PLAT IS, GOES TO THE SEPARATE CHAMBERS FOR ONE HEARING ON THIS. UM, BUT THEY WOULD NEED A TENTATIVE PLAT APPROVAL FROM THE COMMISSION IN ORDER TO MOVE FORWARD WITH A FINAL PLAT WITH THE BOARD. OKAY. AND AT THE TIME WE GET THAT THERE WILL BE, THE TRAFFIC IMPACT ANALYSIS WILL BE DONE. AND OBVIOUSLY FROM, UM, WHAT WE'VE ALL EXPERIENCED IN THE LAST SIX MONTHS AND FIRES IN ONE THING IN ANOTHER. YEAH. THERE'S A CONCERN FOR ME, I'VE BEEN BACK IN THERE TWICE NOW MM-HMM . AND WITH THE AMOUNT OF HOMES THAT ARE ALREADY IN THERE AND THEN THIS DEVELOPMENT GOING IN, I JUST DON'T HAVE A GOOD FEELING ABOUT HOW THAT'S GONNA LOOK WITH AN EVACUATION NOTICE GOING OUT AND ALL OF THOSE PEOPLE WITH LIMITED, YOU KNOW, LIMITED ROADWAYS TO GET OUT OF THERE. AND THEN YOU'RE GONNA HAVE PEOPLE FROM THE VALLEY THAT AREN'T FULL-TIME RESIDENTS RUSHING UP HERE TO GET THEIR STUFF OUT OF THEIR PLACES SO THAT THEY CAN EVACUATE. SO I GUESS IS THERE A CHANCE THAT I I I'M ASSUMING THE TRAFFIC, YOU KNOW, THE TRAFFIC STUDY IS GOING TO IMPLEMENT THAT NUMBER OF THE, THE POTENTIAL NUMBER OF PEOPLE THAT COULD BE USING THAT IN AN EMERGENCY SITUATION AND IT WOULD BE ABLE TO ACCEPT THAT FLOW OF, OF NEED TO GET PEOPLE EVACUATED OUT OF THERE? CORRECT. YEAH. SO THE, THE TRAFFIC STUDY WILL LOOK AT THE, UH, THE DAILY TRIPS AND THE EXPECTED TRIPS HERE AS WELL AS THE CURRENT CONDITIONS OF THE ROAD TO NOTE ANY IMPROVEMENTS NEEDED, [00:15:01] LIKE ADDITIONS OF TURN LANES OR FURTHER IMPROVEMENTS TO THE ROADWAY FOR THE TYPICAL. UM, BUT A LOT OF THE MAJOR CONCERNS WERE FLOOD AND WE DO HAVE THE PRELIMINARY FLOOD STUDIES ON THIS AND THERE WILL HAVE TO BE FINALIZED AS WELL. THERE WAS CONCERNS ON THE TRAFFIC, WHICH WE'VE RECEIVED THOSE AS WELL. UM, THERE WERE CONCERNS ON THE DENSITY, WHICH WILL BE BOUNDED BY THE INFRASTRUCTURE. UM, WE DID ANALYZE THIS WHEN THIS INITIALLY CAME THROUGH, AND THIS IS A SIMILAR DENSITY TO THAT REGION OVERALL, UM, EVEN WITH THE, THE AMENDMENT THAT'S THERE. UM, BUT ULTIMATELY IF, IF INFRASTRUCTURE OR SAFETY BECOMES A LIMITING FACTOR, THEN IT WOULD ELIMINATE UNITS FROM THIS IF IT, IT CAN'T BE JUSTIFIED THROUGH STUDIES AND IMPROVEMENT PLANS, UM, ON THAT SIDE OF THINGS. SO WE, WE'VE ADDRESSED THEM TO THE LEVEL THAT WE'RE ABLE TO WITH THE PUBLIC. TO ME AS A PARENT, IT MUST NOT BE A CONCERN ANYMORE BECAUSE THERE'S NOBODY HERE, NOBODY ONLINE. SO, WELL LIKE I I THINK PART OF THAT, PART OF THAT IS, IS BECAUSE OF THE ONLY ASPECT OF WHAT WE CAN DISCUSS TONIGHT. HERE'S THE DEAL THOUGH. THEY KEEP THEIRS CLEAN. THE, WELL, I I I'VE BEEN IN THERE TWICE AND LOOKED OVER THE EDGE AND THERE'S A LOT OF, A LOT OF BEETLE TREES AND THERE'S A LOT OF OVERGROWTH. UM, WE'RE RUNNING INTO TERRIBLE PROBLEMS AND OVER GUARD INSURANCE COMPANIES HAVE DROPPED INSURANCE. IF YOU ARE ON THE SOUTH SIDE OF HIGHWAY TWO 60, YOU'RE HAVING A VERY HARD TIME GETTING HOUSE INSURANCE. IS THERE ANY EXPOSURE FOR THE, THE COUNTY ON THIS TO APPROVE BUILDING IN THERE? AND THEN THESE PEOPLE COME, THESE DEALS GET BUILT AND BECAUSE THEY'RE BACKING UP TO, TO UM, INTERFACE, YOU KNOW, WILDLAND INTERFACE THAT THEY'RE NOT GONNA BE ABLE TO GET INSURANCE. AND DOES THAT POSE ANY KIND OF A PROBLEM FOR THE COUNTY? 'CAUSE WE APPROVED THE SUBDIVISION SO IT WOULDN'T POSE ANY ISSUES SPECIFICALLY FOR THE COUNTY. OKAY. HOWEVER, WE, WE DO HAVE RESOURCES THROUGH OUR EMERGENCY MANAGEMENT AND OTHERWISE TO WORK FOR FIREWISE, UM, FOR INDIVIDUAL PROPERTY OWNERS TO WORK FOR THINNING ON THEIRS. AND THEN IF DEVELOPERS WISH TO WORK WITH IT, UM, WE, WE HAVE ANOTHER PROJECT FOR EXAMPLE THAT'S, WELL, WELL IN THE PRE-DEVELOPMENT STAGE, BUT THEY MET WITH A LOCAL FIRE DEPARTMENT, UM, DISCUSSING THEIR PLANS OVER THE NEXT, YOU KNOW, FIVE YEARS OR SO AS THEY GO IN AND THEY MET AND WENT THROUGH WITH THEM TO DO A THINNING PROGRAM SPECIFIC FOR THAT PROPERTY. UM, SO FIRE DOES HAVE THE ABILITY TO WORK THROUGH WITH, I KNOW THAT DOESN'T SOLVE INSURANCE AS A, AS A REGION. YEAH. BUT AT LEAST FOR THE PROPERTY, FOR THE SAFETY WHERE IT, IT MAY LOWER, UM, SOME OF THE CONCERNS FROM INSURANCE COMPANIES. WE DO OFFER SOME RESOURCES FOR HOMEOWNERS OR DEVELOPERS WHERE THEY CAN REACH OUT AND TRY TO MAKE A BETTER WILDLAND URBAN INTERFACE ON THAT SIDE WITH THINGS.
