UH, THESE COMPREHENSIVE PLANS, UM, REQUIRE, ARE REQUIRED TO BE UPDATED READOPTED EVERY 10 YEARS.

YOU CAN SEE THE PURPOSE STATEMENTS, UM, ON THE SCREEN.

UH, THESE ARE VISIONARY PLANS.

THEY'RE LONG RANGE POLICY DOCUMENTS THAT ARE INTENDED TO, UH, PROMOTE HARMONIOUS DEVELOPMENT, UH, FOR EXISTING, UH, PRESENT, UH, GENERATION AS WELL AS INTO THE FUTURE.

UH, THERE'S OTHER THINGS, UH, WITH REGARD TO NATURAL RESOURCES, EFF UH, EFFICIENT EXPENDITURE OF PUBLIC MONIES, AND ULTIMATELY PROMOTING THE HEALTH, UH, SAFETY, WELFARE, CONVENIENCE OF THE PUBLIC, SIMILAR TO, UH, TO YOUR, TO YOUR ZONING ORDINANCE IN YOUR SUBDIVISION AS WELL.

UM, THIS PLAN THAT'S IN PLACE RIGHT NOW, YOUR COMPREHENSIVE PLAN WAS, UH, READOPTED IN 2023.

UH, BUT THE, THE COMP PLAN HAS NOT SEEN ANY MAJOR UPDATES IN ABOUT 20 YEARS.

SO IT'S BEEN VERY IMPORTANT THAT, UH, THE COUNTY GOES BACK TO THE COMMUNITY AND GETS A, A, A PULSE ON THE VISION AND VALUES OF THE COMMUNITY SO THAT, SO THAT YOU CAN UPDATE THAT, THAT COMPREHENSIVE PLAN.

SO, THAT'S WHAT WE'VE DONE IN THIS PROCESS.

UM, YOU'VE SEEN THIS, UH, PYRAMID BEFORE.

SOMETIMES IT'S A, AN UMBRELLA TO SHOW, UH, HOW YOUR COMPREHENSIVE PLAN FITS IN, IN, INTO YOUR SCHEME OF YOUR PLANNING AND DEVELOPMENT MATERIAL.

UH, THE COMPREHENSIVE PLAN IS WHAT WE CALL A, THE FOUNDATION OR THE 30,000 FOOT POLICY DOCUMENT.

EVERYTHING GETS MORE SPECIFIC, UH, FROM THAT POINT.

EVERYTHING IMPLEMENTS YOUR COMPREHENSIVE PLAN OR YOUR COMMUNITY'S VISION.

SO YOU CAN SEE YOUR ZONING CODE, UH, CORRIDOR PLANS, OR YOUR AREA PLANS.

WE'LL TALK ABOUT THOSE A LITTLE BIT.

YOUR SUBDIVISION REGULATIONS, THOSE IMPLEMENT YOUR CO YOUR COMPREHENSIVE PLAN.

YOU GET INTO YOUR SITE PLANS, YOUR PRELIMINARY PLATS, YOUR FINAL PLATS, AND THEN INTO YOUR BUILT ENVIRONMENT WITH YOUR BUILDING PLANS AND YOUR COOS.

SO, WHEN WE STARTED THIS PROCESS, UM, OF COURSE, WE'RE LOOKING AT THE ENTIRE 10,000 SQUARE MILES OF NAVAJO COUNTY.

UH, SO THE RIGHT HAND MAP, WE HAVE OUR STUDY AREA.

UH, AS YOU'RE AWARE, TWO THIRDS OF THAT STUDY AREA IS IN SOVEREIGN NATIONS.

UH, SO WE CREATED A FOCUS AREA MAP.

THIS FOCUS AREA MAP IS VERY SIMILAR TO WHAT YOU HAVE IN YOUR CURRENT COMPREHENSIVE PLAN.

THAT IS THE, THE MAIN AREA THAT WE'RE, WE'RE PLANNING LAND USES WITHIN, UH, WITHIN THAT AREA.

I DRAW YOUR ATTENTION TO THE, THE MUNICIPALITIES.

THE INCORPORATED AREAS, UH, INCORPORATED AREAS IN SOVEREIGN NATIONS ARE NOT GOVERNED BY THIS PLAN.

IT'S ONLY THE UNINCORPORATED COUNTY, ONCE AGAIN.

UH, WE STARTED WITH OUR KICKOFFS, UH, PROJECT KICKOFF WITH, WITH THE TEAMS IN, UH, JANUARY, GOING THROUGH OUR EXISTING CONDITIONS ANALYSIS, THE COMMUNITY ENGAGEMENT IN, IN PHASE THREE AND FOUR, UH, WERE RELATIVELY CONCURRENT.

SO YOU CAN SEE THAT, UH, WE MOVED THROUGH THESE, THIS COMMUNITY ENGAGEMENT, PUBLIC PARTICIPATION, I'LL, I'LL GO OVER SOME HIGHLIGHTS OF THAT.

AND THEN DRAFTING OF THE PLAN.

SO AS WE DRAFTED COMPONENTS OF THE PLAN, WE BRING IT BACK TO THE COMMUNITY, TALK TO 'EM ABOUT THAT, GET THEIR FEEDBACK, AND THEN CONTINUE DRAFTING.

UP UNTIL THE POINT THAT WE SEE THE STAR, WE'RE AT THE ADOPTION PERIOD.

WE GO THROUGH THE LEGISLATIVE PROCESS TO YOUR BODY, ASK FOR A RECOMMENDATION.

YOU MAKE A RECOMMENDATION TO THE BOARD OF SUPERVISORS.

BOARD OF SUPERVISORS HAS THE ULTIMATE, UH, ABILITY TO APPROVE OR DENY THE PLAN.

IF ADOPTED, IF APPROVED, THEN IT BECOMES FINAL AND IT WILL BE FINAL.

UH, AND YOUR GOVERNING GOVERNING DOCUMENT IN JANUARY OF, OF NEXT YEAR.

UH, THIS IS A STATUTORY REQUIREMENT AS WELL.

SO WITHIN TITLE IX, THERE'S A REQUIREMENT FOR BROAD-BASED PUBLIC PARTICIPATION.

UM, WE CREATED THIS PLAN WITH YOUR PROJECT TEAM, UH, TO ASSERT, UM, EVERYTHING THAT YOU SEE ON THE, ON THE LEFT HAND SIDE OF, OF THINGS THAT WE ARE GOING TO DO FOR PUBLIC ENGAGEMENT, TO MAKE SURE THAT THERE WAS A BROAD REPRESENTATION OF PEOPLE, UH, WITHIN ALL OF YOUR SUPERVISOR DISTRICTS AND DIFFERENT VENUES FOR PEOPLE TO BE ABLE TO PARTICIPATE, BE IT VIRTUAL OR IN PERSON.

UH, STARTED THAT UPFRONT.

UM, CAME TO THIS BODY, UH, IN MARCH AS WELL AS THE BOARD OF SUPERVISORS ASKED, UH, KIND OF WENT THROUGH OUR STRATEGY, ASKED FOR ACCEPTANCE AND RECEIVED THAT, AND THEN STARTED LAUNCHING INTO THAT, UH, PUBLIC ENGAGEMENT CAMPAIGN.

I'M GONNA GO THROUGH EACH OF THESE FACETS.

SO WE HAVE A PROJECT WEBSITE.

I'M SURE ALL OF YOU HAVE BEEN TO THAT, UH, SEVERAL TIMES.

UM, IT'S BEEN UP AND RUNNING FROM THE VERY BEGINNING.

WE MET WITH THIS GROUP AT THREE STRATEGIC TIMES DURING THE PROCESS.

UM, THEY PARTICIPATED IN, IN ALL, ALL COMPONENTS OF THIS PLAN, THEY SET THE FOUNDATION FOR WHAT WE BROUGHT TO THE PUBLIC AS WELL.

UM, AND WHAT WE WERE TRYING TO DO IS GET A FOUNDATION OF WHAT PEOPLE, YOU KNOW, YOU, YOU CAN SEE ON THERE.

WHAT, WHAT DO YOU LIKE, WHAT, WHAT DO YOU, WHAT DON'T YOU LIKE, WHAT NEEDS TO BE CHANGED? WHAT ARE OBSTACLES TO GROWTH, WHAT NEEDS TO BE IMPROVED? THAT SORT OF THING.

UM, THAT HELPED US, UH, GET INTO THE GUIDING PRINCIPLES, AND I'LL TALK ABOUT THAT IN A MOMENT.

THE ASPIRATIONS OF NAVAJO, NAVAJO COUNTY AS A WHOLE, AND THEN ALSO INTO THE GOALS OF THE TOPIC AREAS.

SO, GLEANING, UH, THIS INFORMATION, UH, FROM THIS SORT OF THING, THAT'S NOT THE ONLY THING THAT WE DID, BUT THIS WAS A COMPONENT OF WHAT WE DID ONLINE, AND ALSO PAPER COPIES FOR FOLKS, COMMUNITY INTERVIEWS.

UH, WE WENT OUT, UM, WE, WE GENERATED A LIST WITH A PROJECT TEAM OF ABOUT 40 ENTITIES AND INDIVIDUALS.

UH, WE INDIVID PEOPLE TO, TO TALK TO US.

WE HAD 16, UH, COMMUNITY INTERVIEWS THAT WE, WE HELD THEM VIRTUALLY, STATE DEPARTMENTS, UTILITIES, UH, PUBLIC, UH, PUBLIC, UH, DEVELOPMENT COMPANIES, AS WELL AS, UM, UH, UH, PEOPLE'S VOICE COMMITTEE AND THAT SORT OF THING.

SO WE HAD A LOT OF, LOT OF ACTIVITY, A LOT OF, UM, INTERESTING CONVERSATIONS WITH FOLKS IN EDUCATING WHAT THE PROCESS WAS AND WHAT THEIR ASPIRATIONS WERE FOR THE FUTURE.

WE HELD, UH, TWO SERIES OF COMMUNITY EVENTS.

UM, AND WE HAD EIGHT, UH, EIGHT IN-PERSON EVENTS WHERE WE ENGAGED, UH, OVER 922 PEOPLE.

UH, LOT OF FUN EVENTS WHERE WE, WE, WE BROUGHT OUR GUIDING PRINCIPLES THAT WE CRAFTED WITH THE PROJECT TEAM BROUGHT TO THIS BODY.

WE BROUGHT THOSE INTO BO IN BOARDS, INTERACTIVE BOARDS, AND HAD PEOPLE COMMENT ON THOSE.

UH, GOT GOOD COMMENTS, GOT PEOPLE TWEAKING.

UM, YOU KNOW, THE, THE, THE COMMENTS AND THE, AND THE GUIDING PRINCIPLES, GIVING US SOME, SOME FEEDBACK AND DIRECTION ON THAT.

UM, YOU CAN SEE THAT, UH, WE HAD A, A GOOD NUMBER OF PEOPLE AT THESE, MEANT A LOT OF FUN.

COUNTY, UH, PRO PRODUCED SOME SWAG, YOU KNOW, SO PEOPLE AND, AND KIDS WERE ABLE TO WIN T-SHIRTS AND ALL SORTS OF, UH, DIFFERENT PRIZES AND THINGS LIKE THAT.

SO IT WAS A FUN LITTLE EVENTS THAT WE, THAT WE HELD.

ARE THEY, ARE THEY DOING WHAT THEY SAID THEY WERE GONNA DO? FOR EXAMPLE, AS I KNOW THE PRO THE WIND FARMS THAT HAVE ALREADY BEEN UP, THEY WERE, ALL OF THE PEOPLE THAT LIVED THERE WERE TOLD THAT THE LIGHTS WOULD NOT BLINK, UM, EXCEPT FOR WHEN THERE WAS A PLANE COMING BY.

AND THAT'S SOUNDS PRETTY RISKY AND IT DIDN'T HAPPEN.

SO I WOULD JUST LIKE TO SEE WHAT THINGS WERE PROMISED, AND WHETHER THEY HAPPENED OR NOT, WHETHER

IT'S CALLED THE BIGGEST LITTLE FARM.

AND THEN FROM THERE WE GO UP TO THE ZONING ORDINANCE, WHICH IS THE GOAL THAT IS NEXT HERE.

WE DO CURRENTLY HAVE A WIND ENERGY ORDINANCE IN THE COUNTY THAT HAS BEEN ADOPTED.

WE HAVE BEEN INSTRUCTED BY THE BOARD OF SUPERVISORS TO GO THROUGH AND AUDIT THE ENTIRETY OF THAT ORDINANCE AS WELL AS LOOKING, ADOPTING AN ORDINANCE SPECIFICALLY FOR SOLAR ENERGY.

UH, ON TOP OF THAT, UM, THAT WE DON'T CHANGE ORDINANCES WHILE IN THE MIDST OF A COMPREHENSIVE PLAN UPDATE BECAUSE IF THIS COMPREHENSIVE PLAN WAS ADOPTED, UH, WE DON'T WANNA MAKE ANYTHING THAT'S GONNA BE IN CONFLICT WITH IT IMMEDIATELY AFTER AND GO BACK AND CHANGE.

UM, AND IF IT'S NOT ADOPTED, WE DON'T WANT ANYTHING IN CONFLICT WITH WHAT SITS THERE ON THE RECORD.

SO AT THIS POINT IN TIME, WE'RE JUST TRYING TO SEE THE COMPREHENSIVE PLAN WORK THROUGH THE PROCESS, WHICHEVER WAY THAT

I CAN CERTAINLY TRY TO ENGAGE WITH THEM AND SEE IF THEY WOULD LIKE TO ENGAGE WITH THE COMMISSION DIRECTLY.

THERE WERE 300 TOTAL SINGLE FAMILY UNITS THAT WERE APPROVED.

UM, WHAT WE'RE LOOKING AT TONIGHT IS WHAT WAS PROPOSED AS PHASE TWO, THREE AND FOUR WHERE THE CHANGE IS REQUESTED.

UM, SO THE FIRST PHASE HAS BEEN CONSTRUCTED.

THERE WERE 84 LOTS CREATED OUT OF THAT, LEAVING 216 LOTS WITHIN THE MASTER DEVELOPMENT PLAN THAT COULD BE PLATTED AND DEVELOPED, WHICH YOU HAVE IN FRONT OF YOU TONIGHT IS TO AMEND FROM THOSE 216 REMAINING SINGLE FAMILY UNITS TO THE PROPOSAL THAT YOU JUST CREATED.

THE SUMMARY ON FOR A TOTAL OF 290 MAXIMUM RESIDENTIAL UNITS WITH 24 OF THOSE BEING SINGLE FAMILY RESIDENTIAL ON APPROXIMATELY FIVE AND A HALF ACRES, 133 MANUFACTURED ON APPROXIMATELY 23.9 ACRES AND 133 MULTIFAMILY RESIDENTIAL ON APPROXIMATELY 7.38 ACRES.

OF NOTE, AS OF NOTED AND SHOWN THERE IS THE EXISTING GOLF COURSE WITHIN HERE, APPROXIMATELY THREE ACRES AND INTERSPERSED, UM, THE DEVELOPER HAS PROPOSED AN UNDISTURBED CREEK BED AREA ON THE EASTERN BOUNDARY OF THAT PROPERTY.

I, UH, NOTED THAT THAT SEPARATES FROM ONE OF THE SUBDIVISIONS IN THE AREA AND THAT'S APPROXIMATELY 16 TOTAL ACRES THAT THEY PROPOSED TO LEAVE UNDISTURBED.

THEY HAVE PROPOSED SOME STORAGE AND PARKING AND I'LL HAVE A MAP SHOWING ALL OF THIS IN JUST A MOMENT.

UH, IT'S VERY DIFFICULT TO SEE OF COURSE ON THIS, WE'LL ZOOM IN, BUT THERE IS A DASH LINE THAT INDICATES PROPERTIES THAT THEY WOULD BE PROPOSING TO AGE RESTRICT ADJACENT TO THE, UH, THE VISTAS HERE AS WELL AS JUNIPER RIDGE.

THIS GIVES YOU A SLIGHTLY BETTER VIEW OF THE, THE LEGEND AS WE HAVE IT.

SO IN THE YELLOW, DIRECTLY ADJACENT TO WHERE YOU HAVE THE SINGLE FAMILY HOMES WITH THE WHITE MOUNTAIN LAKE VISTAS, THE DEVELOPER HAS PROPOSED SINGLE FAMILY LOTS, UH, ADJACENT AND KIND OF THE TANISH COLOR I GUESS YOU WOULD SAY HERE.

UM, ALONG HERE YOU HAVE MANUFACTURED HOMES PROPOSED ADJACENT TO THE JUNIPER RIDGE RV AND PARK MODEL RESORT.

UH, UP TOWARDS THE FRONT, AS YOU GET UP HERE TO THE MAIN ROAD, YOU HAVE THE STORAGE AND PARKING AREA PROPOSED AND THEN THE MULTIFAMILY IS, UH, LIMITED TO THE INTERIOR OF THIS PROPERTY AS WELL AS THAT DISCUSSED CREEK BED UNDISTURBED AREA.

SO ONE OF THE MAJOR CONCERNS WE RECEIVED FROM THE COMMUNITY, UH, WAS THE PROPOSED DENSITY FEELING THAT THERE WAS, UH, TOO MUCH OF AN INCREASE IN THE DENSITY FROM THE 216 LOTS THAT WERE APPROVED TO THE 290.

UM, WE JUST WANTED TO GO THROUGH AND, AND SHOW WHAT WE HAD FOR DENSITY FOR THE EXISTING PLAN, WHAT REMAINED, UM, WHAT IS PROPOSED HERE AND SOME OF THOSE NEIGHBORHOODS THAT I'VE NOTED THAT ARE DIRECTLY ADJACENT TO THIS PROPOSAL.

UM, SO WITH THE EXISTING, YOU HAD JUST OVER THREE DWELLING UNITS PER ACRE WITH THIS, UM, ABOUT ONE DWELLING UNIT PER ACRE, GREATER AT 4.32.

IF YOU LOOK AT WHAT'S BEEN PLATTED IN JUNIPER RIDGE RESORT, YOU HAVE 3.81 DWELLING UNITS PER ACRE.

WHITE MOUNTAIN LAKE VISTA'S 3.82, THEY WENT VERY SIMILAR ON THE DENSITIES.

AND THEN WITHIN WHITE MOUNTAIN LAKE UNIT THREE ACROSS FROM THAT CREEK ON DISTURBED AREA 3.11 DWELLING UNITS PER ACRE.

SO THIS SLIDE WILL BE A LITTLE LONG.

UM, JUST 'CAUSE THERE'S A LOT OF INFORMATION FOR IT.

THE APPLICANTS DID HOST A COMMUNITY MEETING AS REQUIRED BY US AHEAD OF TIME THIS YEAR ON AUGUST 22ND.

THEY ADVERTISED THAT MEETING ON AUGUST 6TH, 55.

COMMUNITY MEMBERS UTILIZED THE SIGN IN SHEETS THAT THEY HAD THERE ON SITE.

THE, UH, THE DEVELOPERS ESTIMATE THAT THERE WAS APPROXIMATELY 60 PEOPLE, SO A FEW I THINK JUST DIDN'T WANT TO SIGN IN.

UM, THIS MAP IS WHAT WAS ORIGINALLY PRESENTED TO THE COMMUNITY AND SO WITH THAT PRESENTATION THEY WENT, THEY LISTENED TO CONCERNS, UM, AND THEY GAVE US A REPORT.

UH, IT'S INCLUDED IN ALL OF YOUR PACKETS.

AS FAR AS WHAT WAS SAID, WHAT CONCERNS CAME FROM THE COMMUNITY AND DISCUSSED OPTIONS MOVING FORWARD.

UM, THE CONCERNS RAISED ARE VERY SIMILAR TO THOSE THAT STAFF HAS RECEIVED AGAINST THIS PROPOSAL AS A PART OF THIS HEARING PROCESS.

UM, SO I MAY END UP REPEATING THESE OVER A COUPLE OF SLIDES, BUT TO MAKE SURE THEY'RE ADDRESSED.

UM, THERE WAS CONCERNS OVER THE CAPABILITY OF WATER, FIRE, SEWER, MEDICAL POLICE IN THE AREA.

UM, THE OVERALL CONSTRUCTION AND THE AESTHETICS OF THE DEVELOPMENT CONCERNS OVER THE IMPACT TO WILDLIFE.

LACK OF AGE RESTRICTION ON THE PROJECT, UM, BECAUSE THERE ARE SOME EXISTING DEED RESTRICTIONS, I WILL JUST REMIND THE, THE COMMISSION THAT THE COUNTY NOR THE COMMISSION, UM, NO ONE IN THE GOVERNMENT ENFORCES DEED RESTRICTIONS.

THOSE ARE ALL PRIVATELY ENFORCED.

IT'S A PRIVATELY AGREED TO DOCUMENT.

UM, NONETHELESS WAS A CONCERN BROUGHT UP.

AND I DID POINT OUT THAT THAT AGE RESTRICTED THAT THEY'VE PROPOSED HERE.

UH, THERE WAS CONCERNS OVER THE ROADWAY INFRASTRUCTURE IN THE CAPACITY WITHIN THE AREA, UM, DEVIATION FROM THE ORIGINAL MASTER DEVELOPMENT PLAN, WHICH WAS SOLELY SINGLE FAMILY AND AGE RESTRICTED, UH, DENSITY, LIGHT POLLUTION IMPACT TO WATER RETENTION IMPACT TO THE LAKE POLLUTION POTENTIALLY THROUGH THE, THE CREEK AREA THERE AS WELL.

UM, AND AS YOU CAN SEE HERE, TYPES OF USES PROPOSED SUCH AS CAMPING AND STORAGE.

UM, SO YOU CAN SEE ON THIS MAP WHEN THEY WENT THROUGH, THEY HAD PROPOSED A CAMPING AREA ALONG THE CREEK.

UH, I CAN CERTAINLY GO BACK TO THE OTHER MAP TO SHOW YOU.

ALL OF THIS HAS BEEN SHOWN TO BE UNDISTURBED.

THEY'VE REMOVED THAT BASED ON THE COMMENTS THAT THEY HAD RECEIVED FROM THE PUBLIC.

UM, SO I WANTED TO TOUCH ON A FEW OF THOSE CONCERNS FROM WHERE UH, STAFF ADDRESSES THESE.

AND THEN WHERE THE APPLICANT MAY HAVE ADDRESSED THEM OR COULD ADDRESS THEM IS WE DO HAVE A, WILL SERVE FROM TIMBER, MESA FIRE AND MEDICAL SERVICE FOR THIS PROJECT.

UM, THEY DO HAVE A FIRE STATION THERE IN WHITE MOUNTAIN LAKE AS WELL.

UH, THERE ARE CONDITIONAL WILL SERVES FROM THE WATER AND SEWER COMPANY IN THE COMMUNITY.

UH, WE WILL HAVE A LATER SLIDE FOR ANY TYPES OF THOSE SYSTEMS. WE REQUIRE FULL DESIGN AND REPORTS.

WE'RE AWARE OF CONCERNS OVER THE, UH, THE LIMITATIONS AND CAPACITY OF THOSE.

UM, SO IMPROVEMENTS WOULD CERTAINLY NEED TO BE MADE.

UH, AS FAR AS THE, THE TRAFFIC AND THE ROADWAYS, TRAFFIC STUDIES ARE REQUIRED FOR ALL

IT HAS TO BE FOLLOWED FOR ALL DEVELOPMENTS.

UM, TRY TO LIMIT AS MUCH LIGHT POLLUTION AS WE CAN HERE WITHIN THE COMMUNITIES.

UH, THE APPLICANT HAS, AS I NOTED, INCLUDED A PORTION OF THEIR, THEIR PROJECT AS BEING AGE RESTRICTED.

UH, THE APPLICANT AS NOTED AGAIN, HAS REMOVED ALL CAMPING FROM THIS SITE, UH, AND LEFT THE CREEK BED AREA UNDISTURBED.

UH, THEY HAVE SLIGHTLY DECREASED THE DENSITY.

THEY'VE TAKEN, UH, SORRY, THEY'VE TAKEN 17 UNITS OFF OF THE MULTIFAMILY.

UH, THEY'VE ADDED THREE TO THE MANUFACTURED FOUR TO THE SINGLE FAMILY.

SO THERE'S A LITTLE BIT OF BALANCING, UM, BUT THEY HAVE SLIGHTLY DECREASED THAT DENSITY WITH THEIR PROPOSAL.

UM, AS A PART OF THIS, AS WITH ALL PROJECTS, WE BROUGHT THIS PROJECT TO ARIZONA GAME AND FISH DEPARTMENT AND THEY RECOMMENDED HAVING AS LITTLE IMPACT AS POSSIBLE ON THE RIP WASH AREA, WHICH THE DEVELOPER HAS SHOWN TO THAT THEY WILL LEAVE UNDISTURBED.

AND THEY ALSO NOTED TO AVOID DISTURBING BALD EAGLES, WHICH NEST NORTH OF WHITE MOUNTAIN LAKE, SO NOT QUITE IN THE VICINITY.

THEY JUST DON'T WANT ANYONE MESSING WITH THEM IF THEY CAN AVOID IT.

STEPH HAS ANALYZED THIS PROPOSAL.

IN THE ANALYSIS STAFF HAS FOUND THAT THIS PROJECT MEETS ALL OF THE REQUIREMENTS OF THE EXISTING COMPREHENSIVE PLAN AS WELL AS THE ZONING ORDINANCE.

BASED ON STAFF ANALYSIS OF THIS PROJECT, OUR RECOMMENDATION WOULD BE APPROVAL SUBJECT TO THE 10 CONDITIONS SHOWN UP THERE ON SCREEN.

AS OF WRITING THE STAFF REPORT, WE HAD RECEIVED 11 COMMENTS AGAINST THIS PROJECT.

AS OF TONIGHT, WE HAVE RECEIVED 24 COMMENTS AGAINST THIS PROJECT.

SOME OF THESE WILL BE REPETITIVE, BUT I WANT THEM NOTED.

UH, SO THE LACK OF AGE RESTRICTION, MANUFACTURED HOMES BEING PROPOSED IN THE AREA, MULTIFAMILY APARTMENTS NOT BEING DESIRABLE OR NEEDED IN THE COMMUNITY, NOT NEEDING ADDITIONAL RBM VEHICLE STORAGE IN THE COMMUNITY, HAVING CAMPING ON SITE, WHICH HAS BEEN REMOVED.

UH, ABILITY FOR EXISTING ROADWAYS TO HANDLE TRAFFIC IMPACT ON WATER AND SEWER INFRASTRUCTURE, AND THEIR CAPABILITY TO HANDLE ANY IMPROVEMENTS WITHIN THE COMMUNITY DENSITY IMPACT ON WILDLIFE AND ENVIRONMENT LIGHT POLLUTION, A PERCEPTION THAT CRIME WOULD INCREASE IN THE AREA WITH MORE PEOPLE PRESENT AS WELL AS NOISE.

UM, THAT CONCLUDES MY PRESENTATION.

UH, YOU WILL NOTE WITH QUITE A FEW OF THESE CONDITIONS HERE, WE REQUIRE FOR ANYTHING WHERE THERE COULD BE CONCERNS OVER THE POTENTIAL FOR INFRASTRUCTURE, THAT THERE HAVE TO BE REPORTS AND PLANS THAT ARE DESIGNED AND GONE THROUGH ANY IMPROVEMENTS WOULD BE THE RESPONSIBILITY OF THE DEVELOPER.

I THINK THE GENERAL CONCEPT OF AN AGE RESTRICTED COMMUNITY IS A COMMUNITY THAT IS GATED FOR ONE THING, AND ALL THE RESIDENTS IN THAT COMMUNITY ARE AGE RESTRICTED.

WHAT THEY'RE PROPOSING IS JUST HAVING HOMES ON THE WEST SIDE OF THE EXTENSION OF PASSAGE DRIVE, BEING AGE RESTRICTED.

THAT MEANS THAT THE HOUSE ON THE WEST SIDE OF THE STREET WILL BE AGE RESTRICTED, BUT THEIR NEIGHBORS ON THE EAST SIDE OF THE STREET WON'T BE AGE RESTRICTED.

DOES, ARE THESE PEOPLE GOING TO ASSUME THAT THEY CAN COME OVER TO OUR PRO SHOP AND PLAY THE 18 OR ARE THEY JUST GONNA PLAY ON THOSE TWO FAIRWAYS? SO, UH, I'M NOT HAPPY ABOUT THE, UM, THE APARTMENTS.

I THINK THAT THE DENSITY, THE FIRE PROBLEMS, WE JUST LOST OUR FIRE INSURANCE BECAUSE IT'S A HIGH RISK AREA FOR FIRE.

AND SO WE'RE HAVING TO PERSONALLY REDO OUR FIRE ASSUR INSURANCE IN JUNIPER RIDGE.

SO WHO'S GONNA BUILD SCHOOLS IN WHITE MOUNTAIN LAKES IF THERE'S GOING TO BE ANOTHER THOUSAND PEOPLE? UH, 2000 PEOPLE.

IF EVERY ONE OF THESE UNITS PLUS THESE OTHER TWO IS A FAMILY OF FOUR, THERE'S INFRASTRUCTURE THAT'S JUST CRAZY ABOUT ALL OF THESE PROPOSALS.

WE'VE HAD SOME DISCUSSION WITH MESA FIRE AND THERE'S CONCERN TO PUT ALL THE ADDITIONAL TAPS INTO THEIR SYSTEM AND THAT CAN THEY MAINTAIN THE WATER PRESSURE? THERE'S A CONCERN THAT WE, IF THEY HAVE A MAJOR FIRE, THE WATER PRESSURE WILL BE SO LOW THEY CAN'T REALLY HANDLE THE FIRES.

AND WE'VE TALKED TO 'EM A COUPLE THREE TIMES ON UH, UH, HOW THEY COULD DO THAT.

BUT THERE'S GOTTA BE SOME, SOMETHING'S GOTTA BE EXPANDED AND ALLOW IN ORDER TO ALLOW THAT TO HAPPEN.

HOW DO YOU PUT THAT MANY HOMES IN TO A SYSTEM THAT'S ALREADY TAXED AND EVERYTHING? THE OTHER THING I WANT TO TALK ABOUT IS, UH, SEWER SYSTEM.

UH, WE, WE CURRENTLY ARE, UH, WITH VOYAGER, I THINK IT IS A WATER SYSTEM.

AND UH, IT'S A SMALL WASTEWATER TREATMENT PLANT THAT WE HAVE UP THERE IN SILVER CREEK.

AND THE INTENT IS TO DEVELOP, OR WE UNDERSTAND IT'S TO TAP INTO THAT RIGHT NOW THERE AT MAXIMUM CAPACITY.
