IT IS CURRENTLY ZONED A GENERAL, AND AS FAR AS THE GENERAL PROJECT DESCRIPTION, IT WOULD BE TO ALLOW FOR EVENTS TO BE HELD ON THE FRONT LAWN OF THE RESIDENCE THAT EXISTS HERE ON THE PROPERTY, AS WELL AS THE CONSTRUCTION OF AN EVENT BARN LOCATED IN THE SOUTHEAST CORNER. IN REVIEWING THIS [00:05:01] PROPOSAL, THIS MEETS THE ZONING ORDINANCE OF NAVAJO COUNTY. THIS ALSO MEETS ALL RELEVANT GOALS AND POLICIES OF THE COMPREHENSIVE PLAN. THE PROPERTY ITSELF IS LOCATED WITHIN THE RECREATION CHARACTER AREA OF THE COMPREHENSIVE PLAN, AND THAT AREA CALLS OUT SPECIFICALLY NOTING FOR USES OF RECREATION FOR GUEST LODGINGS, RESORTS, HOTELS, AND TOURIST ORIENTED COMMERCIAL USES. BASED UPON THOSE FACTORS OF THIS MEETING, THE ORDINANCE IN THE COMPREHENSIVE PLAN STAFF IS RECOMMENDING APPROVAL OF THIS PROJECT SUBJECT TO THOSE 14 CONDITIONS LISTED ON THE SCREEN. UM, SO OBVIOUSLY THIS IS ALREADY MENTIONED THAT THIS DOES MEET THE COUNTY GOALS, UM, AND WE ARE A SPECIAL ENTERPRISE, UM, WHICH WOULD BE ALLOWABLE FOR THIS EVENT VENUE IN THAT AREA. OH, YEP. OKAY. SO, UM, UPON DOING MY RESEARCH, UM, HONESTLY, I I'M NOT, I'M NOT A PROPERTY DEVELOPER NOR A BIG CORPORATION, SO I HAD TO LEARN A LOT ABOUT, UM, WHAT IT MEANT, WHERE I WAS ZONED. AND, UM, AS CODY MENTIONED, UH, THIS IS A GENERAL ZONING, WHICH I FOUND OUT WHERE OUR PROPERTY IS ALLOWS FOR A LOT OF FLEXIBLE USES. UM, SO WITH THAT BEING SAID, UH, I WAS KIND OF SHOCKED AT HOW MANY THINGS WE CAN DO ON THE PROPERTY CURRENTLY AS IT'S ZONED FOR. I HIGHLIGHTED A COUPLE, UM, THAT I THINK, UH, MANY WOULD AGREE FARMS GOLF COURSES, WHICH INCLUDE CLUBHOUSES FOR GOLF COURSE PARKS AND CHURCHES ARE VERY COMMON USES ALREADY FOR EVENTS. UM, AND WEDDINGS AS WELL, WHICH WOULD BE THE PRIMARY TYPE OF EVENT THAT WOULD BE REQUESTED TO DO AT OUR PROPERTY. NOW, I DID RESEARCH INTO OTHER COMPARABLE VENUES IN NAVAJO COUNTY. WHAT WAS INTERESTING IS THERE'S REALLY NOT A LOT UP HERE. UM, AND THE TWO I COULD FIND ONLINE WERE BOTH IN THE PINETOP LAKESIDE AREA AND I DID A QUICK SIDE BY SIDE COMPARISON. UM, WHEN YOU LOOK AT THE SIZE AND PROXIMITY TO RESIDENTIAL AREAS, UM, SO YOU CAN SEE OURS, UM, IN THOSE TWO METRICS OF DISTANCE TO RESIDENTIAL WERE ROUGHLY OVER 420 FEET, UM, FROM SINGLE FAMILY RESIDENTIAL AREAS, WHEREAS YOU COMPARE IT TO THESE OTHER VENUES AND THEY'RE WITHIN 130 TO 240 FEET. AND ONCE AGAIN, OUR PROPERTY IS 5.02 ACRES. THESE OTHER VENUES ARE ALMOST HALF THE SIZE. UM, AND THEN WE WENT, WHAT WE FELT WAS A MODEST PROPOSAL OF 125 GUESTS WHEN COMPARED TO THESE VENUES WITH 125 COMPARED TO ONE 20 AND 1 75. UM, THERE WE GO. I JUST PULLED A QUICK, UM, AERIAL VIEW FROM THE COUNTY ASSESSOR PAGE OF FIRST THE GREENHOUSE ON WOODLAND TO GIVE AN ILLUSTRATION. YOU CAN SEE IT'S LIKE SMACK DAB IN THE MIDDLE OF A TON OF HOUSES, UM, WITH THAT BEING UNDER 200 FEET TO THE NEAREST RESIDENTIAL [00:10:01] USE HOUSES, UM, FROM WHERE THEY PUT ON THE EVENTS. UM, AND THEN NEXT THE GATHERING PLACE, ONCE AGAIN, 200 TO 370 FEET TO THE NEAREST HOUSES. AND YOU CAN SEE OUR PROPERTY IS ROUGHLY 420 FEET WHEN LOOKING WESTWARD TOWARDS THE PINE DELLA ESTATES AREA. UM, NOW THIS IS A VIEW OF OUR FRONT LAWN WHEN YOU LOOK WEST TOWARDS THE PINEDALE ESTATES. UM, I THINK, UH, THIS IS IMPORTANT TO SEE BECAUSE YOU CAN SEE THERE'S A LOT OF FOLIAGE, A LOT OF TREES, A LOT OF BRUSH. IT PROVIDES BOTH A VISIBLE, NATURAL, NATURAL BARRIER, UM, AS WELL AS HELPS DAMPEN SOUND, UM, AND HELPS PROVIDE THE PRIVACY. I KNOW, I, I KNOW IT, IT'S FUNNY 'CAUSE WE HAVE HAD, UM, IT IS A VACATION RENTAL AND I DON'T KNOW IF I MENTIONED THAT ALREADY, UM, CURRENTLY, BUT THERE HAS BEEN ONE OR TWO GUESTS, UM, THAT HAVE BEEN LOUDER THAN THEY SHOULD HAVE. AND I CAN ASSURE YOU THAT WE'VE TAKEN EVERY EFFORT TO ADDRESS ANY OF THOSE ISSUES. SO, UM, I TOOK A LOOK AT BOTH IN OUR COMMUNITY MEETING, UM, THAT WE HELD AND ANY OF THE COMMENTS THAT WERE SUBMITTED, UM, AND SUMMARIZED THEM INTO WHAT I FELT LIKE WERE THE FOREMOST, OR NOT FOUR, BUT THE MOST COMMON ISSUES THAT WE SAW. AND ONCE AGAIN, I'M TRYING TO BE A GOOD NEIGHBOR. I REALLY WANT TO ADDRESS THESE ISSUES. I'M NOT JUST HERE SAYING, OKAY, I WANT THIS AND LET'S RAM IT DOWN EVERYBODY'S THROATS. UM, I TOOK THEM AND I REALLY DID TRY TO SEE WHAT WE COULD DO TO BEST MITIGATE THESE ISSUES. SO, UM, WITH THAT BEING SAID, NOISE, I KNOW THAT'S THE NUMBER ONE THING, UM, THAT HAS BEEN BROUGHT UP. THIS IS WHAT WE DO CURRENTLY AS A VACATION RENTAL. WE DO AUTOMATE MESSAGING PRIOR TO ANYBODY ARRIVING. WE DO HAVE SIGNAGE AS SHOWN IN THAT PICTURE RIGHT BELOW BY ALL OF THE DOORS LEADING TO THE OUTSIDE REQUESTING ANY GUESTS THERE TO KEEP NOISE AT A RESPECTABLE LEVEL. AND THEN I HAVE GIVEN UP MY PHONE, PHONE NUMBER, MY PERSONAL CELL PHONE NUMBER TO A NUMBER OF NEIGHBORS ASKING IF THEY FEEL LIKE NOISE IS NOT RESPECTABLE TO PLEASE TEXT ME AND I WILL SHUT IT DOWN AS QUICKLY AS I CAN. UM, NOW AS FAR AS THIS EVENT VENUE, OF COURSE, AS MENTIONED, WE'RE LOOKING TO BUILD AN INDOOR BARN VENUE, WHICH WE FEEL LIKE WILL COMPLETELY MITIGATE THE NOISE CONCERN, UM, WHICH ONCE AGAIN WOULD BE LIMITED TO 125 GUESTS, UH, OUT OUTDOOR ACTIVITIES WOULD HAVE TO END BY 10 O'CLOCK. AND THEN WE DO PLAN ON HAVING AN EVENT MANAGER ON SITE TO MAKE SURE THAT COMPLIANCE IS BEING FOLLOWED DURING ANY EVENT. UH, SO WITH THAT BEING SAID, I KNOW ROAD USAGE IS ANOTHER CONCERN. THIS IS A COUNTY MAINTAINED ROAD, UH, ON RIM ROAD GETTING TO OUR PROPERTY. WE DID PAY A SUB, A SUBSTANTIAL AMOUNT OF MONEY FOR A, UH, PROFESSIONAL ENGINEERING FIRM, IRONSIDE ENGINEERING AND DEVELOPMENT, UM, TO CONDUCT A TRAFFIC STUDY. I BOLDED AND UNDERLINED THEIR MAIN POINT HERE THAT THEY DO SEE, UM, OUR PROPOSAL AS HAVING A MINIMAL IMPACT ON RIM DRIVE . UM, I KNOW ANOTHER CONCERN IS WATER. YEAH, YEAH, GO AHEAD. WELL, AS AM I, UM, AND THERE HAS BEEN WATER PRESSURE ISSUES, UM, IN THE PAST. SO I DID A LOT OF RESEARCH, UM, TALKING TO THE, UM, WATER AUTHORITY THERE. SORRY, THAT'S KIND OF POINT TOWARDS, THERE WE GO. THAT'S THE TRICK. OKAY. SO IT IS ON A COMMUNITY, WELL, AS I MENTIONED, UM, AND SO I, I AM AWARE THAT AT TIMES WHEN THERE'S A LOT OF WATER USAGE, THERE IS WATER PRESSURE ISSUES. AND OBVIOUSLY I UNDERSTAND THE CONCERN OF HAVING AN EVENT VENUE THAT THAT COULD EXACERBATE THAT ISSUE. UM, BUT WITH THAT BEING SAID, IN MY RESEARCH, TALKING TO THE WATER AUTHORITY, THE GOOD NEWS IS THERE IS A NEW PERMIT THAT'S BEEN RECEIVED AND NEW WELLS HAVE BEEN DRILLED. UM, AND IN TALKING TO THEM, THEY HAVE TOLD ME THAT PARTIAL COMPLETION WILL BE DONE BY SPRING OF 2025, AND THEY BELIEVE THIS WILL SOLVE THE MAJORITY OF ANY WATER PRESSURE ISSUE. AND THEN BY THE END OF 2025, THEY WILL BE INSTALLING, UM, A 62,000 GALLON HOLDING TANK, WHICH THEY SAY WILL ABSOLUTELY A HUNDRED PERCENT SOLVE THIS WATER ISSUE AND THIS SHOULD NOT BE A CONCERN ANYMORE. AND I DID ASK TO CLARIFY IF WATER VOLUME WAS A A PROBLEM, AND THEY SAID, NO, IT IS REALLY TRULY THE WATER, UH, PRESSURE ISSUE. NOW, I DID JUST TO TAKE PROACTIVE AND PRECAUTIONARY MEASURES TO, UM, COME UP WITH SOLUTIONS FOR THIS. SO THIS WAS ACTUALLY AN IDEA FROM THE WATER COMPANY. THEY MENTIONED WE WOULD BE MORE THAN HAPPY TO WORK WITH YOU TO INSTALL [00:15:01] A HOLDING TANK WITH BOOSTER PUMPS THAT WOULD FILL OFF, FILL UP DURING OFF PEAK HOURS THAT YOU WOULD USE DURING AN EVENT, AND IT WOULD NOT AFFECT THE COMMUNITY'S WATER PRESSURE PRESSURE. UH, AND THEN SECONDLY, IF WE FELT THE NEED THERE WOULD BE WE, WE'D BE MORE THAN HAPPY TO BRING IN A PORTA-POTTY TYPE SETUP. SO THERE WOULD NOT BE WATER USAGE FROM, UH, A BATHROOM. UM, ONCE AGAIN, BY THE TIME THIS WERE TO BE CONSTRUCTED, I THINK THESE WATER PRESSURE ISSUES WOULD ALL BE, UM, RESOLVED. AND, UH, AS I MENTIONED FROM WHAT I'VE BEEN TOLD BY THE WATER AUTHORITY THERE. AND THEN LASTLY, DURING CONSTRUCTION, WE UNDERSTAND WE'RE IN ARIZONA, WE WANNA CONSERVE AS MUCH WATER AS POSSIBLE. WE CAN ASSURE YOU WE WOULD INSTALL AS MUCH LOW WATER USAGE AMENITIES AS POSSIBLE. OKAY, SO LASTLY, I KNOW THERE WAS A LOT OF, UM, COMMENTS IN REGARD TO OFF-ROAD VEHICLES AND FIRE CONCERNS. UM, AS I MENTIONED BEFORE, THIS IS ALREADY A VACATION RENTAL. I PUT THESE TWO KIND OF TOGETHER BECAUSE I DO FEEL LIKE BY GETTING A SPECIAL USE PERMIT, I DON'T SEE ALL OF A SUDDEN A HUGE INCREASE, UH, OF THIS BEING A CONCERN, UM, OFF-ROAD VEHICLES. IN FACT, I WOULD ASSUME PEOPLE COMING TO A WEDDING AREN'T BRINGING IN QUADS AND SIDE BYSIDE. UM, NOR, UH, DO I FEEL LIKE, WELL, LET ME GO BACK.
