The Board may vote to meet in a closed executive session to discuss certain matters and for legal advice on any item as indicated on the following agenda, pursuant to A.R.S. § 38-431.03(A)(3). Items on the agenda may be considered out of order at the Chairperson's discretion. WE'RE GRATEFUL FOR THIS BEAUTIFUL STATE THAT WE LIVE IN AND FOR THE BLESSINGS OF LIFE AND FOR THE BLESSINGS OF CHILDREN AND FOR THOSE WHO SERVE OUR COMMUNITIES AND THOSE WHO ARE WORKING AND SERVING OUR COUNTRY.

BRIAN SAYS JASON CONSISTENTLY JUMPS IN TO GET THINGS RESOLVED AND BRING HIS EXPERTISE AND EXPERIENCE TO BEAR IN A MYRIAD OF DIFFICULT AND SEEMINGLY UNRESOLVABLE SITUATIONS.

HE NEVER HESITATES TO STAND ALONGSIDE OR IN FRONT OF STAFF TO HANDLE DIFFICULT SITUATIONS AND IS ALWAYS READY TO HELP.

HE IS GREATLY APPRECIATED.

OSMOND FROM PUBLIC WORKS WAS NOMINATED FOR EMPLOYEE OF THE MONTH BY TASHA FROM PUBLIC WORKS.

TASHA SAYS HE WORKS WELL WITH OTHERS TO HELP THEM WITH PROBLEMS AND REACH A COMMON GOAL.

FOR EXAMPLE, WHEN REMODELING THE FRONT OFFICE, HE WORKED WITH EMPLOYEES TO CHOOSE PAINT COLORS, THEN TEXTURED AND PAINTED TO MAKE THEIR VISIONS COME TO LIFE.

HE ALSO HELPED THEM MOVE ALL THEIR FURNITURE

AND BELONGINGS BACK AND FORTH.

HE IS ACCOUNTABLE FOR HIS WORDS AND ACTIONS.

WHEN HE SAYS HE WILL DO SOMETHING A CERTAIN TIME OR BE SOMEWHERE A CERTAIN TIME, HE ALWAYS FOLLOWS THROUGH.

HE'S HONEST, TRUSTWORTHY, AND HARDWORKING.

HE TAKES PRIDE IN DOING A GOOD JOB THE FIRST TIME HE TAKES THE TIME TO GET TO KNOW PEOPLE AND CREATES STRONG WORK RELATIONSHIPS WITH COLLEAGUES.

THIS CREATES A CULTURE OF EXCELLENCE.

HE HAS ADVANCED KNOWLEDGE OF WHAT HE DOES AND USES THAT TO BETTER NAVAJO COUNTY.

ALAN IN PUBLIC WORKS WAS NOMINATED FOR EMPLOYEE OF THE MONTH BY NIKKI FROM THE MEDICAL EXAMINER'S DEPARTMENT.

SHE SAYS AL HAS ALWAYS BEEN ONE OF THE MOST ACCOMMODATING TEAM MEMBERS I'VE EVER HAD THE PLEASURE OF WORKING WITH.

HE WILL GO OUT OF HIS WAY TO HELP ME AND MY DEPARTMENT WHEN WE COME ACROSS VEHICULAR ISSUES.

AL ALWAYS HAS A SMILE ON HIS FACE AND GIVES 110% IN HELPING OTHERS.

AL IS ACCOUNTABLE FOR HIS ACTIONS AND DOES WHAT IS NECESSARY TO GET THE WORK DONE AND IN A PROFESSIONAL AND TIMELY MANNER.

AL'S WORK ETHIC IS SOMETHING YOU DON'T SEE OFTEN.

HE'S OFTEN THE ONE BEHIND THE SCENES THAT OTHERS DON'T REALIZE HOW HARD HE WORKS TO MAKE SURE WE ARE ALL SAFE IN OUR VEHICLES.

HE DOES AMAZING WORK AND YOU CAN TELL HE CARES ABOUT HIS JOB AND THE PEOPLE HE HELPS AL IS VERY INNOVATIVE WITH HIS WORK.

WHEN OTHER MECHANICS SAY IT CAN'T BE DONE, AL WILL FIND A WAY TO MAKE IT WORK.

I AM SO THANKFUL FOR HIM AND HOW HE TAKES CARE OF MY DEPARTMENT.

TO PAM SEARLES ON A RETIREMENT OF OVER 31 YEARS OF PUBLIC SERVICE TO NAVAJO COUNTY AND HIS RESIDENCE.

OKAY, GOOD MORNING, CHAIRMAN.

MEMBERS OF THE BOARD THIS MORNING.

WE HAVE THE OPPORTUNITY TO RECOGNIZE ONE OF OUR EMPLOYEES FOR HER YEARS OF SERVICE TO NAVAJO COUNTY AND HER RETIREMENT.

PAM, IF YOU WANT TO COME ON UP AND LUANN, IF YOU COULD COME UP AS WELL.

SKIPPED THIS ONE.

LUANN IS OUR COURT ADMINISTRATOR AND, UH, PAM WORKS OVER IN THE COURT SIDE OF THINGS WITH, WITH NAVAJO COUNTY, AND AGAIN, HAS PUT IN OVER 31 YEARS OF PUBLIC SERVICE TO THE RESIDENTS OF NAVAJO COUNTY.

PAM IS ONE OF THE CONSISTENT PROFESSIONALS THAT WE HAVE HERE AT NAVAJO COUNTY THAT JUST KIND OF DOES A FANTASTIC JOB BEHIND THE SCENES AND JUST HAS HER, HER

OFFICE RUNNING LIKE A WELL-OILED MACHINE AND JUST DOES A GREAT JOB AND WE'RE GONNA MISS HER AND WISH HER THE BEST IN HER RETIREMENT.

SHE'S OUR SUPERVISOR FOR COURT ENFORCEMENT AND SHE SUPERVISES THAT TEAM AND COURT ENFORCEMENT BASICALLY SUPERVISES, UM, THE ORDERS OF THE COURT BECAUSE IF THERE'S NO CONSEQUENCES THEN THERE'S NO JUSTICE.

AND ONE OF THE THINGS THAT, UM, SHE COLLECTS IS VICTIM RESTITUTION.

AND SO OVER THE 31 YEARS I CAN IMAGINE THAT SHE'S COLLECTED THOUSANDS AND THOUSANDS OF DOLLARS OF VICTIM RESTITUTION FOR OUR COUNTY.

UH, THE ONE THING I WANT TO SAY IS THAT I WOULD RATHER RECOGNIZE HER FOR WHO SHE IS THAN WHAT SHE DOES.

AND THROUGHOUT THE YEARS THAT SHE'S BEEN HERE, SHE'S BEEN AN EXAMPLE TO ALL COURT EMPLOYEES.

SHE HAS, UM, EXHIBITED INTEGRITY IN EVERYTHING THAT SHE DOES.

SHE'S ALWAYS ACCOUNTABLE FOR THE WORK THAT SHE DOES.

SHE MAKES SURE THAT EVERYONE ELSE IS ACCOUNTABLE FOR WHAT THEY DO AS WELL.

SHE'S TRAINED COUNTLESS EMPLOYEES WITH THE COURTS, MYSELF INCLUDED.

UM, AND THAT'S THE LEGACY THAT SHE WILL LEAVE WITH THE COUNTY.

ALL THAT INSTITUTIONAL KNOWLEDGE AND THE TRAINING AND THE EXAMPLE THAT SHE HAS SHOWN TO OTHER EMPLOYEES, UM, THAT WILL CONTINUE WITH NAVAJO COUNTY, UH, THAT AS THEY SEE HER WORK ETHIC, THAT THEY WILL CONTINUE THAT AS WELL.

SO YOU ALL KNOW THIS WELL, BUT THE ASSOCIATION IS A COLLABORATION OF 15 COUNTIES.

WE DO NON-PARTISAN RESEARCH AND POLICY WORK TO SUPPORT DECISION MAKING AT THE STATE AND FEDERAL LEVEL AS WELL AS THE LOCAL LEVEL.

THE COUNTIES CREATED CSAA LONG TIME AGO BECAUSE IT WAS EFFECTIVE TO CENTRALIZE THE WORK AND EVERY COUNTY BENEFITS FROM IT.

AND OUR DESIRE IS TO SUPPORT YOUR WORK IN SUPPORTING YOUR CONSTITUENTS.

THAT'S WHAT WE'RE ALL ABOUT.

AND WHEN YOU LOOK ON THE RIGHT, YOU SEE THE VARIOUS ENTITIES THAT YOU AS COUNTY OFFICIALS HAVE TO DEAL WITH AND YOU CAN SEE WHY IT'S HELPFUL TO HAVE A HUB THAT CAN CONNECT WITH ALL OF THOSE ENTITIES.

UH, OUR BOARD ARE ALL 61 SUPERVISORS IN THE STATE.

YOU KNOW THAT, UM, WE'RE VERY GRATEFUL FOR THE ENGAGEMENT OF THIS BOARD.

WE SEE YOU AT OUR BOARD MEETINGS, OUR SMALL COUNTIES MEETINGS, OUR MANAGERS MEETINGS.

AND UM, THESE ARE THE COUNTY PROFESSIONAL GROUPS THAT WE WORK WITH CLOSELY.

IT HELPS BREAK DOWN SILOS, THE MANAGERS GROUP, THE PLANNERS, FINANCE DIRECTORS, OTHERS.

AND I JUST WANT TO EXTEND MY APPRECIATION TO YOUR COUNTY MANAGER.

UH, AND PARTICULARLY FOR ROCHELLE OPPA FOR HER ENGAGEMENT WITH US.

THEY'RE IN THE SAME COMPLEX AS US AND THAT CREATES A NICE PARTNERSHIP AS WELL.

MOVING ON TO SOME OF THE ACTIVITIES, BRIEFLY HIGHLIGHTING OUR COUNTY DATA INITIATIVE.

WE HAVE BEEN BUILDING A DATA AND ANALYTIC FUNCTION, WHICH IS ESSENTIALLY A MOUNTAIN OF DATA.

IT'S NORTH OF 4 MILLION DATA POINTS NOW AND CONTINUES TO GROW.

THE WHOLE INTENT IS TO BE ABLE TO BRING THAT FORWARD FOR DECISION MAKING.

YOU'VE SEEN IT IN A LOT OF THE PRODUCTS THAT WE'VE PROVIDED.

WE ARE CURRENTLY BUILDING THAT OUT FURTHER TO INCLUDE COUNTY BUDGETARY DATA AT A LEVEL THAT WE DIDN'T HAVE PREVIOUSLY AS WELL AS COURT RELATED DATA.

AND SO THAT'S BEEN A, A, A SOMETHING WE'RE VERY PROUD OF AS WE BUILD IT OUT TO SUPPORT ALL OF YOU.

THE NEXT SLIDE COVERS A COUPLE OF OUR STRATEGIC INITIATIVES.

OUR ORGANIZATION HAS SECURED $1.4 MILLION IN GRANTS FROM THE ARIZONA BOARD OF REGENTS TO DO UNIVERSITY BASED RESEARCH INTO KEY COUNTY ACTIVITIES.

WE SUPPORTED AND PROVIDED PROJECT MANAGEMENT WORK FOR A GRANT RELATED TO PUBLIC SAFETY RECRUITMENT AND RETENTION.

WE CURRENTLY HAVE PARTNERED WITH THE ARIZONA, UH, SHERIFF'S ASSOCIATION TO WORK ON A SIMILAR STUDY JUST FOR DETENTION OFFICERS.

SO THAT'S JUST KICKED OFF AND THAT'S ONGOING.

AND WE ALSO HAVE A STUDY THAT WE'RE DOING RELATED TO PROCUREMENT ON THE, UH, THAT WILL LOOK AT EFFICIENCIES AND BEST PRACTICES ACROSS COUNTIES AND METRICS TO IMPROVE THAT FUNCTION.

AND SO WE'RE VERY PROUD OF THE COLLABORATION WE'VE DEVELOPED WITH THE UNIVERSITIES TO BRING ADDITIONAL INFORMATION TO SUPPORT DECISION MAKING.

I ALSO WANTED TO HIGHLIGHT ON THE RIGHT HOW WE'RE BUILDING OUT, UM, WHAT WE CALL INFORMATION KITS TO INFORM KEY POLICY AREAS.

EXPENDITURE LIMIT RESOURCE GUIDE WAS RE UH, RELEASED OVER THE LAST YEAR THAT WAS INFORMED HEAVILY BY THE WORK MANY YEARS AGO THAT I REMEMBER DOING WITH THIS COUNTY WHEN YOU ALL REBASED YOUR EXPENDITURE LIMIT.

NOW OTHER COUNTIES ARE FOLLOWING SUIT, WILL CONTINUE TO BUILD OUT KITS LIKE THIS IN OTHER AREAS THAT ARE PARTICULARLY RELEVANT IN THE NEXT YEAR.

YOU'LL RECALL THAT WE'VE BEEN WORKING ON STABILIZING THE PUBLIC SAFETY PENSION SYSTEM AND THE CORRECTIONS OFFICER'S RETIREMENT PLAN FOR SOME TIME.

UH, I JUST WANT TO COMMEND YOU FOR YOUR COLLABORATIVE EFFORTS WITH YOUR COLLEAGUE COUNTIES.

SEVEN YEARS AGO, WE AS AN ORGANIZATION SET A STRATEGIC INITIATIVE TO TRY TO GET CONTROL OF THIS AND SAVE TAXPAYER DOLLARS.

AND I THINK WE'VE COME A LONG WAY.

WHAT YOU SEE HERE IS THE IMPROVED FUNDED STATUS.

WE'VE SECURED RESOURCES FROM THE STATE.

WE'VE IMPROVED DECISION MAKING AT THE P-S-P-R-S BOARD OF TRUSTEES IN TERMS OF THEIR ASSUMPTIONS.

AND WE'VE WORKED ON STRATEGIES WITHIN THE COUNTY TO PAY DOWN THAT DEBT.

THAT'S ALL INFORMATION SHARING.

OUR KEY NOW IS TO MAKE SURE THAT WE DON'T ROLL BACKWARDS, THAT WE PROTECT THOSE TAXPAYER ASSETS AND THAT WE LINK WHAT WE KNOW FROM WHAT WE'VE GONE THROUGH WITH DECISIONS THAT THE SU LEGISLATURE MAY MAKE GOING FORWARD.

AND SO THIS IS A REAL SUCCESS STORY AND IT REALLY CAME TO MY ATTENTION BECAUSE WHEN WE SAT IN PINAL COUNTY LAST TIME FOR OUR POLICY SUMMIT, WE WERE MUCH FARTHER DOWN ON THE, UH, UNFUNDED LIABILITY CURVE.

AND THAT'S WHEN WE SET THE STRATEGIC INITIATIVE.

THE NEXT SLIDE, I'LL SHOW YOU A LITTLE BIT ABOUT, UH, BROADBAND.

UH, WE ALL, WELL, FOR SEVERAL YEARS, WE AS AN ORGANIZATION HAVE BEEN CALLING ON THE LEGISLATURE FOR LEADERSHIP, ASKING FOR GRANT PROGRAMS, A CA TO GET OUT AHEAD WORKING WITH NACO TO SUPPORT FEDERAL RESOURCES.

THAT'S COME A LONG WAY MORE THAN WE WOULD'VE THOUGHT.

AND WE ARE WORKING WITH YOUR COUNTY MANAGEMENT TO SUPPORT YOUR NEEDS HERE LOCALLY.

AND AGAIN, I WANT TO COMMEND THE WORK THAT ROCHELLE'S BEEN DOING IN THAT WE'RE ON THE PHONE A LOT AS WELL AS GLEN KEPHART.

WE ARE ALL TRYING AS 15 COUNTIES TO OPTIMIZE THIS UNIQUE OPPORTUNITY.

SO I'LL MOVE A LITTLE BIT IN THE LEGISLATURE AND YOU ALL SAT THROUGH OUR POST SESSION BRIEFING, SO I JUST WANT TO HIT SOME HIGH POINTS.

UM, FIRST OFF, YOU ALL KNOW THAT THERE ARE HUNDREDS OF BILLS AT TOUCH COUNTY OPERATIONS.

OUR JOB IS TO TRIAGE THOSE, GET FEEDBACK FROM YOU AND YOUR PROFESSIONAL STAFF ON HOW TO ENGAGE LAWMAKERS CONTEXTUALLY.

UH, WE'VE HAD A VERY GOOD RELATIONSHIP WITH MANY LAWMAKERS AT THE STATE CAPITOL AS WELL AS THE GOVERNOR'S OFFICE.

UM, BUT THERE HAVE BEEN A LOT OF BILLS THAT HAVE BEEN OF CONCERN.

THE GOVERNOR HAS LARGELY VETOED BILLS THAT WERE PARTISAN.

AND SO THAT'S REALLY CREATED PRESSURE FOR COLLABORATION AT THE LEGISLATURE, BUT IT'S ALSO LED TO MORE REFERRALS TO THE BALLOT BY THE MAJORITY OF THE LEGISLATURE.

AND YOU'VE SEEN SOME OF THAT ON THIS NEXT SLIDE.

WE FOCUSED A LOT ON THE BUDGET BECAUSE WHEN WE MET LAST OCTOBER, WE KNEW THAT WE HAD A SEVERE BUDGET SITUATION AT THE STATE AND OUR BIGGEST WORRY WOULD BE THAT THAT WOULD ROLL DOWNHILL.

UM, SO YOU ALL WORKED WITH YOUR COLLEAGUES FROM ACROSS THE STATE TO COMMUNICATE TO LAWMAKERS DON'T SHIFT COSTS TO THE COUNTY TAXPAYER.

AND LARGELY THEY DID NOT DO THAT.

THERE'S A LOT OF CONTENT HERE, BUT BASICALLY THE WAY THE LEGISLATURE SOLVED ITS BUDGET IS LISTED FOR YOU HERE.

FUND TRANSFERS ONE TIME SPENDING CUTS, ONGOING SPENDING CUTS LARGELY WITHIN, UH, THE FRAMEWORK OF THE STATE BUDGET.

THEY DID MAINTAIN THE RAINY DAY FUND OF ABOUT $1.5 BILLION, SO THAT'S A GOOD THING.

UM, BUT WE WERE VERY WORRIED THAT THERE MIGHT BE SOME SHIFTING, BUT YOUR LEGISLATORS, GOVERNOR AND MANY OTHERS MADE SURE THAT DIDN'T OCCUR.

ON THE NEXT SLIDE, I'LL JUST, UH, I JUST WALK YOU THROUGH A LITTLE BIT MORE ABOUT HOW THE STATE DID THAT.

UM, WATER INFRASTRUCTURE FINANCE AUTHORITY LOST A LOT OF RESOURCES.

SO A LOT OF THE COMMITMENT FOR IMPROVING WATER SUPPLIES WAS LOST.

YOU'RE AWARE OF THE OPIOID SETTLEMENT MONIES THAT DIDN'T TOUCH THE COUNTY ALLOCATION.

IT DID TOUCH THE STATE AND SOME COUNTIES HAD BEEN SECURING GRANTS OUT OF THAT.

AND OF COURSE, MANY AGENCIES SAW ACROSS THE BOARD CUTS.

THE NEXT SLIDE, I'LL WALK YOU THROUGH SOME OF THE KEY ITEMS THAT WERE OF CONCERN.

SO WE WERE PLEASED WITH HOW THE LEGISLATURE PROTECTED THE COUNTIES GENERALLY, BUT THERE WERE SOME ITEMS WE'RE STILL WORKING ON AND THEY'RE LISTED FOR YOU HERE.

THEY HAVE NOT SOLVED THE SITUATION OF PROVIDING ONGOING FUNDING FOR STATE FUNDED PROBATION OFFICERS.

WE ASKED FOR THAT TO BE FUNDED.

THE COURTS ASKED FOR THAT TO BE FUNDED.

MANY LAWMAKERS WERE AWARE OF IT, BUT IN THIS CONTEXT, THEY DID NOT PUT IN PLACE A SOLUTION.

THE GOVERNOR'S OFFICE DID COME FORWARD AND WE ARE TOLD THEY WILL PROVIDE ABOUT $10 MILLION TO PATCH THAT IN THE NEXT FISCAL OR THE CURRENT FISCAL YEAR THAT LEAVES THAT CLIFF IN THE NEXT FISCAL YEAR.

AND SO THAT'S A PROBLEM WE'RE GONNA HAVE TO MONITOR.

IT'S NOT HITTING THE COUNTY YET, AND WE NEED TO FIND A PATH WHERE THE STATE WILL PICK UP ITS COMMITMENT.

WE DID SEE AN INCREASE IN COURT RELATED COSTS, UH, AS WE OFTEN DO.

AND THIS ONE OCCURRED, UH, AS IT RELATES TO SUPERIOR COURT JUDGE SALARIES AND JP SALARIES.

AND SO LATE IN THE SESSION IN THE BUDGET, UH, SOLUTION, THEY DID PROVIDE SALARY INCREASES IN THE COURT SYSTEM.

THEY ESTIMATED THAT AT ABOUT $800,000 TOTAL FOR THE STATE AND IT WAS PASSED INTO THE BUDGET.

OUR ANALYSIS SHOWS THAT THAT'S ABOUT $7 MILLION TO THE COUNTIES.

AND SO THAT'S SOMETHING WE WERE VERY CONCERNED WITH ABOUT A LAST MINUTE AMENDMENT TO THE BUDGET.

NOT SO MUCH THE POLICY CHOICE, BUT THE LACK OF TRANSPARENCY AND THE LACK OF FINANCIAL ASSISTANCE FROM THE STATE.

SO WE'RE GONNA HAVE TO WORK ON THIS AND WE'LL BE SENDING A LETTER TO THE GOVERNOR ASKING FOR FUNDING, UH, FOR THIS FUNCTION AS WELL.

LOT OF STUFF HERE.

I JUST WANTED TO SHOW THIS TO YOU.

THESE ARE ITEMS THAT WERE PROTECTED IN THE BUDGET.

I TOLD YOU THAT I WAS WORRIED THEY WOULD SHIFT COSTS OR REMOVE THINGS.

THESE ARE A BUNCH OF COUNTY TOUCHPOINT THINGS THAT WE'VE WORKED ON.

A LOT ARE LISTED UNDER PRIOR COUNTY APPROPRIATIONS PROTECTED.

AND THESE ARE THINGS THAT YOU ALL HELPED WITH IN INDIGENT DEFENSE FUNDING, JUVENILE DEPENDENCY FUNDING, EOR RELIEF, AND L LOTTERY.

UH, THOSE WERE ALL SECURED OVER THE LAST FEW YEARS.

WE DIDN'T LOSE THEM AND THAT WAS A GOOD THING.

THEY COULD HAVE BEEN EASY PICKINGS FOR THIS BUDGET SITUATION.

TRANSITION A LITTLE BIT INTO BILLS AND I JUST HAVE A COUPLE OF SLIDES FOR YOU THERE.

OVERWHELMINGLY, WHAT OUR TEAM DOES IS WHAT WE CALL REACTIVE ADVOCACY.

THIS IS WORKING ON, IN STAKEHOLDER GROUPS AND DEALING WITH BILLS THAT ARE IN THE PROCESS AND ARE BROUGHT FORWARD.

THERE ARE HUNDREDS.

THIS JUST GIVES YOU A SAMPLING OF THE POLICY AREAS AND THE PROFESSIONAL DIVERSITY THAT OUR TEAM HAS.

UM, WE GET INVOLVED IN A LOT OF ACTIVITIES, YOU KNOW, BETTER THAN ANYBODY THE SCOPE OF RESPONSIBILITIES YOU HAVE, AND THEY'RE ALL TOUCHED IN STATE LAW.

THIS SHOWS YOU A LITTLE BIT ABOUT BILLS THAT WERE PASSED.

AND OVERWHELMINGLY ITEMS WERE AMENDED OUT BECAUSE OF THE GOVERNOR'S VETO THREAT.

WHERE THERE WERE MIGHT HAVE BEEN CONCERNS.

WE WORKED ON A LOT OF BILLS THAT UH, MAYBE WE DIDN'T LIKE AT THE BEGINNING, BUT WE WERE ABLE TO GET TO A GOOD SOLUTION WITH LAWMAKERS.

IN THE UPPER LEFT ARE THE PROACTIVE BILLS THAT WE TOOK.

WE MADE POLICY CHANGES AND THESE WERE AUTHORIZED BY OUR BOARD MADE POLICY CHANGES TO THE ARIZONA CRIMINAL JUSTICE COMMISSION, AND WE WORKED ON THE

SOLUTION AS IT RELATED TO THE AUTOMATIC RECOUNT WITH ACO.

THEY LED ON THE ISSUE AND WE FILLED IN.

IT WAS A GREAT COLLABORATIVE EFFORT AND WE WERE PLEASED WITH THAT RESULT.

THERE ARE MANY BILLS NOW THAT WE'RE LOOKING AT IMPLEMENTATION.

UM, THINGS LIKE THE, UH, WELL-KNOWN TAMALE BILL, WHICH CHANGES FOOD REGULATION AS IT RELATES TO TAMALES.

THEY DID MAKE POLICY CHANGES RELATED TO LEGISLATIVE VACANCY APPOINTMENTS.

AND SO, UH, PLEASE LET'S WORK TOGETHER TO MAKE SURE THAT WE, WE COMPLY WITH THE NEW MODIFICATIONS THAT THEY PUT IN PLACE.

AND THEY ADDED A REQUIREMENT FOR COUNTIES AND CITIES TO REPORT OUT PERMITTING TIMELINES AND PROCESSES.

WE WERE A LITTLE BIT CONCERNED ABOUT HOW THIS WAS DRAFTED.

IT WAS A LAST MINUTE ADDITION TO A BILL, UM, BECAUSE IT REALLY DIDN'T SHOW THE REAL, UH, NATURE OF, OF PERMITTING AND PLATTING.

BUT WE HAVE WORKED WITH YOUR PROFESSIONALS AND OTHERS TO PUT TOGETHER A BETTER FRAMEWORK BECAUSE WE VIEW THIS AS A DATA OPPORTUNITY.

WE WANT TO SEE WHAT IT LOOKS LIKE BECAUSE WE WANNA LOOK FOR PROCESS IMPROVEMENTS TOO.

AND SO KNOW THAT THAT'S OCCURRING AS WELL.

AND WE'LL BOUNCE OVER THIS ONE, MELISSA ONE MORE.

AND I JUST WANTED TO HIGHLIGHT THIS AT THE END.

UM, WE WRAP UP SESSIONS BY PUTTING TOGETHER A LOT OF REPORTS FOR YOUR STAFF TO LOOK AT IMPLEMENTING NEW LAWS, UNDERSTANDING WHAT WAS DONE AT THE STATE, BOTH POLICY-WISE AND FISCALLY.

THESE ARE THE FOUR REPORTS THAT HAVE BEEN DISTRIBUTED.

THE EFFECTIVE DATE OF NEW LAWS IS SEPTEMBER 14TH.

AND SO WE KNOW A LOT OF FOLKS ARE LOOKING AT THESE NEW BILLS AND JUST SAYING, ALL RIGHT, WHAT'S THE ORIGIN STORY HERE? WE'RE AVAILABLE TO HELP WITH THAT.

AND THE REWARD FOR FINISHING A LEGISLATIVE SESSION IS WE HAVE TO DO IT ALL OVER AGAIN.

AND SO ON THE NEXT SLIDE, I JUST WANTED TO, UH, OH, NO, I JUMPED AHEAD.

WE WERE REALLY EXCITED ABOUT HIS EFFORT THERE.

THEY DIDN'T ADD ANY OF THE PARKING.

ONCE AGAIN, WE ADDED THAT 17% MARKET FACTOR FOR THE AREA.

I HAVE MADE A CHANGE ON THIS ONE.

THE DEPARTMENT REVENUE HAS A REQUIREMENT THAT WALK-IN COOLERS.

WHAT WE'VE BEEN WORKING ON THE LAST THREE OR FOUR YEARS.

UH, IT'S REALLY SPED UP IN THE LAST 18 MONTHS TO 12 MONTHS WITH A COUPLE GRANTS THAT WE'VE RECEIVED FROM A CJC, UM, AND SOME DIFFERENT INITIATIVES.

DON WILSON, WHO'S NOT HERE WITH US, HAS KIND OF BEEN ONE OF THE EARLY FOUNDERS THAT, THAT HAS WORKED ON THIS.

UM, AND THEN OF COURSE, UH, LIEUTENANT PETERSON, WHO WAS HERE EARLIER, UH, DEPUTY CHIEF GARCIA AND OTHERS THAT WORK WITH THEM IN THE JAIL, HAVE REALLY BEEN INSTRUMENTAL IN PUTTING ALL THIS TOGETHER.

SO YOU'VE SEEN THESE DIFFERENT GRANT, UH, PROPOSALS THAT WE BROUGHT BEFORE THE BOARD, UM, IN DIFFERENT PIECES THAT HAVE COME FORTH.

SO WHAT WE HOPE TO DO HERE TODAY IS TO KIND OF GIVE YOU THE COMPLETE STORY OF WHERE WE STARTED, WHAT WE'RE DOING, UM, WITH A FEW SLIDES HERE TO TELL THE WHOLE STORY OF, OF WHY WE'RE DOING THIS.

UH, WE'VE BEEN WORKING ON THIS FOR SEVERAL YEARS AND, AND REALLY TRULY THE, THE, THE COMPOUNDING ISSUE IS, IS, YOU KNOW, A SUBSTANCE ABUSE DISORDER AND OUR OPIOID PROBLEM THAT WE'RE HAVING.

UH, WE'VE REALLY, REALLY SEEN THAT THERE'S BEEN AN UPTAKE ON IT AND WHAT WE NEED TO DO WITHIN LAW ENFORCEMENT AS A PUBLIC SAFETY PERSPECTIVE.

HOW WE CAN GO ABOUT MAKING A DIFFERENCE FROM OUR ANGLE.

UH, MELISSA, YOUR, UH, SO WE'VE BEEN DISCUSSING OVER THE PAST THREE YEARS THE BIGGEST, UH, EPIDEMIC AND HOW, HOW WE'RE GONNA CREATE, UH, PROGRAMS AND HOW WE'RE GONNA CREATE SOME WAY OF INTERCEPTING THOSE WITH, WITH DISORDERS AS THEY'RE COMING INTO THE JAIL.

SO THE FIRST THING WE HAD TO LOOK AT IS HOW THE SHERIFF'S OFFICE AND THE JAIL SPECIFICALLY INTERACTS WITH OTHER SERVICES, UH, FOR THOSE THAT HAVE SPECIFIC NEEDS.

SO, IF YOU LOOK AT THIS REAL QUICK, IT'S A BASIC MODEL THAT JUST TALKS ABOUT IF YOU'RE NOT INCARCERATED, YOU'RE NOT ENGAGED WITH, WITH LAW, WITH SOMEBODY WITH, FROM WITHIN LAW ENFORCEMENT.

YOU HAVE SEVERAL SERVICES THAT ARE AVAILABLE TO YOU, UH, THROUGHOUT THE COMMUNITY.

UH, IF BY CHANCE YOU DO ENGAGE IN CONTACT WITH LAW ENFORCEMENT, WE HAVE, UH, OPPORTUNITIES TO DO PRE-ARREST DIVERSION THROUGH THE COPE PROGRAM, UH, THROUGH OTHER TYPES OF DIVERSION, UH, PROGRAMS THAT ARE AVAILABLE, UH, FROM THE INITIAL INTAKE.

UH, BUT FOR THOSE THAT, THAT, UH, ARE ACTUALLY ARRESTED AND BROUGHT INTO THE NAVAJO COUNTY JAIL, UM, THOSE SERVICES KIND OF WANED.

UM, SO WHAT WE HAVE DONE IS WE'VE GONE BACK AND LOOKED AT WHERE'S, WHERE'S THE MODEL? HOW

CAN WE CREATE, UH, THE BIGGEST, UH, IMPACT WHILE WE HAVE THEM IN CUSTODY? 'CAUSE YOU CAN SEE AS YOU, AS YOU LOOK AT IT, WE HAVE 'EM FROM, UH, THE HEARING TO THE INITIAL, UH, DETENTION, UH, THROUGH THE COURT PROCESS.

AND THEN EVEN THROUGH TRANSITION BACK INTO COMMUNITY, WE SERVE THE BIGGEST PART OF THAT MODEL.

UH, FOR THOSE THAT, UH, HAVE, UH, IN WHO THOSE THAT ARE INVOLVED IN THE INCARCERATION PROCESS.

WHY IS THAT IMPORTANT? IF YOU LOOK AT IT FROM A MACROSCOPIC PERSPECTIVE, THOSE THAT HAVE SUD OR SUBSTANCE ABUSE DISORDERS? UM, THE GREATEST IMPACT IS IN JAILS WHERE WE HAVE THE MOST AMOUNT.

WE USUALLY HAVE WITHIN OUR CUSTODY.

MORE THAN 60% OF 'EM HAVE SOME TYPE OF SUBSTANCE ABUSE DISORDER AS COMPARED TO, UH, WITHIN A COMMUNITY WHERE YOU HAVE MORE, LIKE 5% OF A NON-CAR SETTING.

UH, VERY SPECIFIC TO NAVAJO COUNTY.

UH, WITH HELP FROM THE PUBLIC HEALTH DEPARTMENT, THEY GAVE US SOME, SOME FACTS AND FIGURES.

IF YOU LOOK AT THAT WITHIN THE PAST TWO YEARS, UM, HOW MANY PEOPLE WE'VE HAD WITH OVERDOSES, AND THEN THOSE THAT HAVE HAD OVERDOSES, HOW MANY WE'VE HAD WITH DEATHS.

NOW GRANTED FROM THAT MACROSCOPIC VIEW, IT, IT DOESN'T SEEM LIKE A LOT, BUT HOWEVER, ANY ONE INDIVIDUAL WHO DIES FROM AN OVERDOSE IS, IS SIGNIFICANT IN, IN OUR EYES, IN OUR PERSPECTIVE, FROM A PUBLIC SAFETY SETTING.

SO THAT'S WHERE WE TOOK IT.

AND WE COME UP WITH, UH, BASICALLY THIS CONCEPT OF FROM FRONT DOOR TO BACK DOOR, UM, WHICH MEANS AS THEY WALK INTO THE JAIL FROM THE VERY FRONT ENTRANCE, UM, HOW DO WE SERVE THEM THROUGHOUT THAT PROCESS AND CONTINUE AS THEY WALK OUT OUR, OUR DOOR UPON RELEASE.

SO, REAL QUICKLY OR SLOWLY, UM, HERE'S WHAT IT LOOKS LIKE IN A, IN A MODEL, YOU HAVE BOOKING, CUSTODY, RELEASE, WHAT ARE WE DOING AT EACH DIFFERENT LEVEL? UH, AND THEN WE HAVE A LITTLE BIT MORE OF A BREAKDOWN.

SO INITIALLY, UH, WE HAVE INITIAL BOOKING.

SO THIS IS WHERE WE'RE DOING OUR ASSESSMENTS.

WE'RE DOING COMPREHENSIVE ASSESSMENTS RELATED TO MENTAL HEALTH, SUBSTANCE ABUSE, AND THOSE SOCIOECONOMIC NEEDS, UH, ARE DO THEY WORK? DO THEY NOT WORK? DO THEY HAVE FAMILY SUPPORT? DO THEY NOT HAVE FAMILY SUPPORT? DO THEY HAVE A HOME? ARE THEY HOMELESS? HOW, HOW ARE THEY IMPACTED WITHIN THE COMMUNITY? AND HOW DO WE PROVIDE THOSE SERVICES? UM, AS WE'RE, AS THEY'RE BUILDING THEIR CASE MANAGEMENT, THEY'RE LOOKING AT IT, THEY'RE LOOKING AT THEIR OVERALL, HOW DO WE MAKE THOSE DETERMINANTS FOR THEIR HEALTH? HOW ARE WE GONNA, WHAT ARE THEIR GREATEST NEEDS AND WHAT WE CAN PROVIDE THEM WITHIN OUR INCARCERATED SETTING? I APPARENTLY, UH, AND THEN ONCE WE'VE IDENTIFIED WHAT, WHAT PROGRAMS AND WHAT NEEDS THEY HAVE, UM, WE ENGAGE THEM IN FACILITATING THOSE SERVICES THROUGH, UH, IN CUSTODY TREATMENT WITH, UH, WE EVEN PROVIDE, WE'RE WORKING TO PROVIDE, UH, THOSE MAT SERVICES WHERE WE'RE PROVIDING MEDICATION FOR THOSE WHO, UM, ARE AT GREATEST RISK, UH, WITH OPIOID ADDICTIONS.

UH, SO THIS IS WHERE WE'RE WORKING THROUGH GETTING 'EM IN CUSTODY, GETTING SOME TYPE OF TREATMENT INITIATED AND OR COMPLETED WHILE THEY, WE HAVE THEM.

UM, AND THEN AS WE MOVE THAT FORWARD, THEN WE'RE LOOKING AT, UH, WE NEED TO START MAKING THOSE MEANINGFUL CONNECTIONS.

'CAUSE WE HAVE PEOPLE WHO GO FROM, UH, IN CUSTODY OUTSIDE TO RELEASE.

SO THAT'S WHERE WE START ENGAGING THEM IN, UH, PROPER PLANNING AND CASE MANAGEMENT FOR RELEASE BACK INTO SOCIETY.

OKAY.

ONE FOOT.

THERE WE GO.

UH, AND THEN OUR LAST STAGES IS GOING BACK TO IS THAT REINTEGRATION IN WITHIN THE COMMUNITY.

WE START DEVELOPING, UH, MORE PEER SUPPORT.

WE LOOK FOR, UH, MENTORS AND OTHER PEERS THAT CAN CREATE AN ENVIRONMENT WHERE AS THEY WALK OUT, UH, THEY, THEY HAVE THAT CONTINUITY OF SERVICE, WHETHER IT'S THROUGH, UH, OUR LOCAL COMMUNITY PARTNERS LIKE CBI OR CHANGEPOINT, UH, OR IT'S CONNECTING THEM WITH THE REER OR WITH THEIR, WITH THEIR LOCAL FAMILY, UH, UH, RELIGIOUS PARTNERS.

IT'S SOME TYPE OF CONNECTION TO HELP THEM BE MORE SUCCESSFUL AND, AND, UH, INCREASE THEIR, THEIR ABILITY TO BE SOBER.

SO LASTLY, ONE OF THE BIGGEST THINGS THAT WE'VE BEEN ABLE TO DO IS, IS THAT TO, TO CREATE THIS TYPE OF ENVIRONMENT WITHIN A CUSTODY SETTING.

IT'S CULTIVATING PARTNERSHIPS, WHETHER IT'S WITH DON AND, AND MR. CARLINE, THE, THE COUNTY ATTORNEY'S OFFICE.

IT'S, YOU KNOW, OUR COMMUNITY JUSTICE PROGRAMS. IT'S SOLICITING FOR, UH, OUR FUNDING SOURCES.

AND WE'VE, WE'VE BEEN ABLE TO BE VERY SUCCESSFUL WITHIN THIS PAST YEAR OF SECURING, UH, MULTIPLE GRANTS TO HELP US PROVIDE THOSE SERVICES AND CREATE A WHOLE PROGRAMS DIVISION THAT IS SOLELY DEDICATED TO DEALING WITH OUR, OUR SUD AND OUR BEHAVIORAL MENTAL HEALTH ISSUES THAT WE'VE HAD COMING INTO THE JAIL.

AND THIS IS KIND OF WHAT WE'VE BEEN ABLE TO START DEVELOPING AND CREATING.

THAT'S, IT'S A SUBSET OF THE JAIL, BUT IT'S ITS OWN DIVISION WITHIN THE JAIL THAT, THAT IS SOLELY FOCUSED ON, UH, SUCCESSFUL REENTRY OR COORDINATED REENTRY SERVICES, UH, TO PROVIDE SUCCESSFUL REENTRY BACK IN THE COMMUNITY.

WELL, AND THEN THE LAST THING I WANTED TO, TO ENGAGE YOU IN IS, IS THAT, UH, WE HAVE DONE A LOT, BUT WE'RE NOT DONE.

UH, WE'RE JUST IN THE, IN THE INFANCY.

AND WE'RE JUST START TAKING THOSE FIRST FEW STEPS.

WE'RE LOOKING AT MOVING FORWARD, WHAT IS THE GREATEST NEED, UH, IN STAFFING AND BUILDING AND FUNDING? UH, SO WE'VE STARTED LOOKING AT, UH, WE NEED TO FIND A WAY OF BUILDING OR CREATING A COORDINATED RELEASE CENTER WHERE WE COULD BRING PEOPLE TOGETHER, UH, BRING IN, UH, OUTSIDE RESOURCES AND, AND VOLUNTEERS TO COME IN AND ACTUALLY MAKE CONNECTIONS AS PEOPLE ARE WALKING OUT THE DOOR, INSTEAD OF WALKING 'EM TO THE GATE, OPENING THE GATE, LETTING 'EM OUT, AND THEN WALKING DOWN THE PARKING LOT.

HOW DO WE MAKE IT EVEN MORE SUCCESSFUL FOR THESE INDIVIDUALS? UH, CREATING MORE PEERS, MORE MENTORS.

UH, WE NEED TO, UH, ALSO LEARN, UH, HOW OUR OUTCOMES ARE.

WE NEED A BETTER DATABASE TO TRACK THOSE.

UH, WE NEED MORE COMMUNITY SERVICE.

HOW ARE WE GONNA GET THAT? YOU KNOW, WE NEED TO ENHANCE SUPPORT AND DIVERSIONARY PROGRAMS. WE NEED, UH, MORE VOLUNTEERS.

UH, WE NEED TO PROMOTE THOSE CONNECTIONS TO TREATMENT WHILE THEY'RE IN CUSTODY.

AND AS THEY'RE MOVING OUT, WORKING WITH OUR LOCAL PARTNERS IN THE COMMUNITY.

I KILLED THE BATTERY.

UH, AND ALWAYS WE'RE LOOKING AT, UH, SECURING FUNDS.

AND ONE OF THE BIGGEST ISSUES THAT WE SEE, AND IT'S VERY PROBLEMATIC TO PUBLIC SAFETY, IS, UH, HOUSING.

HOUSING SEEMS TO BE THE BIGGEST, BIGGEST DEFICIT WE HAVE FOR PEOPLE WHO ARE, UH, LEAVING THE FACILITIES AND MOVING BACK INTO THE COMMUNITY IS FINDING THAT THAT HOUSING, WHICH, YOU KNOW, IF YOU GO BACK TO THAT BASIC HIERARCHY OF NEEDS, THAT'S ONE OF YOUR BASIC LEVELS THAT WE NEED TO, TO CREATE.

UM, YOU KNOW, I JUST CAN'T THANK ALL THOSE THAT WORK ON THIS AND ALL THOSE NAMES THAT YOU HAD MENTIONED, UM, THERE'S, THERE'S AN ENTIRE TEAM THAT'S BEHIND COMING UP WITH THESE DIFFERENT IDEAS AND SOLUTIONS.

FIVE YEARS AGO, UM, WHEN ERNIE AND I FIRST STARTED LOOKING AT THIS, I TALKED TO HIM ABOUT WHAT TYPE OF PROGRAMS DO WE HAVE IN THE JAIL? YOU KNOW, 'CAUSE THESE THINGS ARE NOT REQUIRED BY LAW.

AND YOU SAW THAT, UH, WE, WE VISITED MOJAVE PINAL, UH, YAVAPI, UH, COCONINO, AND NOW US, UH, THAT ARE STARTING THESE TYPE OF REENTRY PROGRAMS. AND YOU KNOW WHAT, WHAT I ALWAYS LIKE TO REMIND PEOPLE IS, YOU KNOW, THE CRIMINAL JUSTICE SYSTEM IS THERE FOR ACCOUNTABILITY.

AND THIS IS NOT TO DISMISS ACCOUNTABILITY FOR THOSE THAT THAT COMMIT THOSE CRIMES.

IF YOU FOLLOW WHAT A LOT OF OUR KINE INTERDICTION TEAMS ARE DOING THIS IS THESE PROGRAMS ARE NOT MEANT FOR THOSE THAT ARE TRAFFICKING.

EARLIER THIS WEEK, WE STOPPED A CAR WITH A HUNDRED THOUSAND PILLS, RIGHT? UH, HAD A STREET VALUE OF AROUND $800,000.

THIS IS NOT THE TYPE OF PROGRAMS THAT THAT IS GEARED TOWARDS THOSE INDIVIDUALS, THOSE PEOPLE ARE THE ONES THAT WE'RE GONNA WORK WITH THE COUNTY ATTORNEY'S OFFICE FOR ACCOUNTABILITY.

YOU'VE SEEN THOSE RISE IN, IN, UH, VIOLENCE, THAT THEY'VE TAKEN ASSAULTS AGAINST THEIR DEPUTIES.

THOSE PEOPLE ARE GONNA BE HELD ACCOUNTABLE.

BUT EVERY YEAR WE HAVE AROUND 4,000 BOOKENDS INTO OUR JAIL.

AND YOU TAKE 20% OF THOSE, THEY'VE BEEN BOOKED INTO OUR JAIL BEFORE.

AND IF YOU TAKE SOME OF THOSE 20%, YOU CAN IDENTIFY SEVERAL THAT HAVE BEEN BOOKED IN NUMEROUS TIMES IN THE SAME CALENDAR YEAR INTO OUR JAIL.

WHAT, AND THERE ARE THESE LOW LEVEL CRIMES THAT ARE, THAT ARE RECYCLING THROUGH THE COMMUNITY.

THE COMMUNITY'S FRUSTRATED.

LAW ENFORCEMENT IS FRUSTRATED.

THE COURTS ARE FRUSTRATED BECAUSE YOU HAVE THESE ADDICTION CYCLES THAT THEY'RE NOT COMMITTING DANGEROUS FELONIES IN THE STREET.

THEY'RE JUST, I DON'T WANNA SAY THE WORD NUISANCE, BUT THEY'RE JUST THIS, THIS RE-OFFENDING TYPE OF BEHAVIOR THAT THE CRIMINAL JUSTICE SYSTEM WAS NOT DESIGNED TO ADDRESS ADDICTION.

AND SO NOW WE HAVE THESE, THESE ADDICTED THAT WE HAVE FOUND THAT IT'S, IT'S THE CHEMICAL MAKEUP, WHAT THE DRUGS HAVE DONE TO THE BRAIN, RIGHT? THAT THEY'RE NOT UNDERSTANDING ACCOUNTABILITY.

THEY'RE NOT UNDERSTANDING THE, THE, UH, THE CRIMINAL JUSTICE SYSTEM.

AND IF WE, WE REENTER THEM INTO SOCIETY.

I LOOK AT IT, LOOK AT ALL THE NEEDS THAT WE HAVE IN THE LABOR FORCE WHERE WE KNOW THERE'S A JOB SHORTAGES EVERYWHERE.

IF I COULD TAKE A HUNDRED OF THESE THAT ARE CONTINUALLY REFUNDING, THEY GET TREATMENT AND THEN THEY'RE NOW WORKING AND THEY'RE EMPLOYING NOW THEIR FATHERS OR MOTHERS AGAIN, THEY'RE GOING TO GET AN EDUCATION.

THEY'RE WORKING AGAIN, I THINK NAVAJO COUNTY, THIS IS THE BEST, UH, THAT WE, WE TRY TO END THAT CYCLE OF THOSE 25 THAT HAVE BEEN BOOKED INTO THE JAIL TIME AND TIME AGAIN EVERY YEAR.

AND SO THAT'S, THAT'S WHAT THESE, THESE, UH, FINE PEOPLE, THESE, UH, ERNIE AND HIS STAFF HAVE FOUND.

LET'S, LET'S WORK ON THAT DECK FOR THE COURSE.

UH, WE SPOKE TO THIS, OR I COVERED THIS BRIEFLY IN, IN JULY AT THE CAPITAL PROJECTS UPDATE.

BUT, SO THIS, THIS IS A STRUCTURE THAT THE COUNTY OWNED STRUCTURE THAT WAS BUILT IN 1939 OR DESIGNED IN 1939 AND COMPLETED IN 1942.

UM, THIS FACILITY OPERATED CONTINUOUSLY AS A, AS A SCHOOL FOR THE LOCAL COMMUNITY THERE.

WELL, INTO THIS CENTURY, INTO THE, INTO THE EARLY TWO THOUSANDS.

UM, THE, THE STRUCTURE IS EXPERIENCING SOME, SOME DECAY AND SOME AGING, YOU KNOW, UM, SO THIS, THIS PROJECT LOOKS TO RESTORE THAT.

SO THE, THE, THE FACILITY IS HISTORICALLY REGISTERED ON THE NATIONAL REGISTER OF HISTORIC BUILDINGS.

IT WAS REGISTERED IN 2002.

SO THAT KIND OF FURTHER, UM, SOLIDIFIES ITS SIGNIFICANCE, UM, TO THE COMMUNITY.

TO THE COMMUNITY.

IT'S CULTURALLY SIGNIFICANT.

IT WAS, UM, IT STILL IS TO THIS DAY, USED AS THEIR COMMUNITY CENTER WHERE THEY MEET FOR TOWN MEETINGS, UM, SOCIAL GATHERINGS, FUNDRAISERS, THOSE TYPES OF THINGS.

SO, UM, ABOUT A YEAR AND A HALF AGO, THE COUNTY LOOKED, UH, FOR SOME FUNDING THAT WE COULD LEVERAGE, UH, GRANT FUNDING THAT WE COULD LEVERAGE TO START A RESTORATION PROJECT TO, TO PRESERVE THIS FACILITY FOR THAT COMMUNITY.

UM, WE WERE SUCCESSFUL IN THE PURSUIT OF A, A GRANT FROM THE ARIZONA STATE PARKS BOARD, UM, FOR, FOR HISTORIC PRESERVATION PROJECTS.

SO WE ARE LEVERAGING THAT GRANT FOR THIS PROJECT.

THE, THE STRUCTURE OF THE GRANT AS IT IS, WE BROKE THE PROJECT INTO TWO PHASES.

SO THIS IS PHASE ONE OF THE PROJECT, AND IT'S, UH, THE STAFF'S INTENT TO, TO PURSUE THIS GRANT AGAIN ONCE THIS PROJECT'S COMPLETE TO COMPLETE PHASE TWO OF THE PROJECT.

SO THIS PHASE IN THIS CONTRACT THAT WE HAVE BEFORE YOU HERE TODAY WILL BE FOR REPLACING THE ROOF ON THE BUILDING, UM, AND, AND REPAIRING SOME STRUCTURAL ELEMENTS OF THE ROOF THAT ARE, THAT ARE ROTTING AND DECAYING.

THE, THIS WILL ALSO, WE'RE GONNA REMOVE TWO CONTEMPORARY PORCHES ON THE BUILDING THAT WERE ADDED MUCH LATER AFTER THE FACT TO, UH, RESTORE THE BUILDING TO ITS ORIGINAL FORM.

AND THEN WE HAVE A LOT OF, NOT A LOT, WE HAVE WATER DAMAGE AND, AND WATER SEEPING INTO THE BUILDING DUE TO POOR GRADING AND DRAINAGE AND SIDEWALKS BUILT ABOVE THE STEM WALL.

SO WE'RE GONNA, UH, FIX ALL THAT DRAINAGE ISSUES ON THIS PRO WITH THIS PROJECT AND RECONSTRUCT, UM, ACCESSIBLE PATHWAYS, UH, A DA ACCESSIBLE PATHWAYS.

UM, SO WE WENT OUT TO BID FOR THE PROJECT.

WE RECEIVED ONE BID.

UM, IT'S A LOCAL CON, LOCAL NAVAJO COUNTY CONTRACTOR.

UM, THE BIDS WERE ASTONISHINGLY VERY CLOSE TO THE ARCHITECT'S ESTIMATE ON THIS PROJECT.

SO THE PROJECT WILL BE NEARLY ENTIRELY ALL FUNDED WITH THE GRANT AND, AND WITH OUR LOCAL MATCH.

UH, WE, UM, SO WE'RE, WE'RE JUST GRATEFUL AND THANKFUL TO BE ABLE TO DO THIS OR TO PRESENT THIS CONTRACT TO YOU GUYS TO HOPEFULLY BE ABLE TO DO THIS PROJECT FOR THE COMMUNITY AND TO PRESERVE THIS BUILDING FOR THEM, FOR, UH, FOR THEIR FUTURE USE AND WELL INTO THE FUTURE.

SO WITH THAT, UM, STAFF IS RECOMMENDING APPROVAL OF, OF THIS CONTRACT, UH, FOR THE BASE BID PLUS BOTH ADD ALTERNATES ONE AND ADD ALTERNATE TWO.

AND THIS IS ONE OF THOSE PROJECTS.

SO THIS PROJECT IS ENTIRELY FUNDED BY THE COMMUNITY DEVELOPMENT BLOCK GRANT.

UM, A PORTION OF THAT OF THE COUNTY'S, UM, CDBG FUNDS.

SO THIS PROJECT IS VERY TIMELY FOR THIS, FOR THIS STRUCTURE.

UM, THE, THE EXISTING ASPHALT SHINGLE ROOF WILL BE REPLACED WITH A STANDING SEAM METAL ROOF.

UM, THE, THERE'S BEEN SOME PATCHWORK PUT ON THE ROOF OF THIS BUILDING.

THERE'S, THERE'S PATCHES, THERE'S AREAS WHERE SHINGLES ARE COMPLETELY MISSING AND, AND TARPS OVER THE ROOF.

SO VERY TIMELY WITH, WITH THIS FUNDING AND WITH THIS PROJECT.

UM, IT, THERE'S THIS, THE, THERE WE WENT OUT TO BID AND RECEIVED THREE BIDS ON THE PROJECT.

UM, THE, THE LOW BID ON THIS PROJECT IS BELOW THE ALLOCATED CDBG AMOUNT THAT'S ALLOCATED FOR THIS PROJECT.

AND, UM, THE REMAINING CDBG FUNDS OF ABOUT $16,000 WILL BE RETAINED FOR, UH, ANY CONTINGENCY OR POSSIBLE CHANGES ON THE PROJECT THROUGHOUT CONSTRUCTION.

UH, THE NORTHERN BLUE PORTION IS WHERE THE SINGLE FAMILY HOUSING WILL BE PLANNED AND THEN THE UH, RED PORTION IS WHERE THOSE TOWN HOME UNITS WILL BE LOCATED.

UH, THERE ARE ACCESS POINTS THERE TO THE NORTH.

AND THEN THERE IS A SOUTHERN CONNECTION POINT THAT WILL BE REQUIRED TO BE PAVED AND CONNECT TO WAGON WHEEL.

AND THEN BASED ON THE UNITS, THERE'S THE AVERAGE HOUSEHOLD.

AND WITH THAT THEY'LL ESTIMATE THE AVERAGE DAILY TRIPS AND ANY INCREASE THAT COULD CREATE FOR TRAFFIC AND, UH, POTENTIAL UTILIZATION OF THE INFRASTRUCTURE.

AND UTILIZING THAT ESTIMATED INCREASE, THEY WILL THEN CALCULATE IF WE NEED TO ADD ALTERNATIVE ROUTES LIKE THE EXTENSION OF RIM ROAD HERE IN ORDER TO PROPERLY ACCOMMODATE THAT TRAFFIC.

AND ALSO TO FIND OUT IF ANY IMPROVEMENTS ARE NECESSARY FOR THOSE EXISTING ROADS TO ACCOMMODATE THAT INCREASE ON THE AVERAGE DAILY TRIPS.

UH, WE WERE CONTACTED BY JUSTIN TRIAS, THE PLANNING DIRECTOR ON BEHALF OF THE CITY OF SCHOLA THIS LAST FRIDAY, UH, WITH SOME COMMENTS FROM THE CITY, UH, WHICH WE TOOK TIME FRIDAY AND YESTERDAY TO VET AND GO THROUGH ON THIS, UM, WITH WHAT THEY HAD PROVIDED TO STAFF HERE, UH, THEY NOTED THAT THEY HAD PROVIDED THE WILL SERVE, BUT WHEN THAT WILLS SERVE WAS GRANTED, THEY WERE UNAWARE OF THE INCREASE OF 43 UNITS FOR THIS DEVELOPMENT.

AS A PART OF THAT, THEY REQUESTED, UM, THEY REQUESTED THAT THE COUNTY REQUIRED AND NOTED THAT AS A PROVIDER THEY WOULD REQUIRE AN ENGINEERED STUDY OF THE CAPABILITIES OF THE WATER SYSTEM TO ACCOMMODATE ANY INCREASE.

AND THAT IF THE SYSTEM WAS UNABLE TO ACCOMMODATE THAT INCREASE, THAT THE APPLICANTS WOULD BE FINANCIALLY RESPONSIBLE FOR ANY IMPROVEMENTS TO THEIR SYSTEM NECESSITATED BY THE REPORT.

UM, THAT IS SOMETHING THAT WE ALSO HANDLE THROUGH THIS.

UM, I WOULD LIKE TO NOTE THAT IN THIS INTERGOVERNMENT AGREEMENT, IT IS AGREED THAT THIS, THESE FUNDS WILL BE PAID BACK TO THE COUNTY BY MARCH 31ST, 2025, WHICH IS IN THE, THE SAME FISCAL YEAR THAT THE MONEY WILL BE PROVIDED TO THEM.

SO IT DOESN'T MAKE US FEEL COMFORTABLE.

THAT PROMISES, UH, WILL BE TREATED RESPECTFULLY AFTER CONSTRUCTION HAS ALREADY STARTED.

THE WIND FARMS AREN'T NECESSARILY ATTRACTIVE.

AND WE HAVE QUITE A FEW IMPACTS THAT ARE HAPPENING.

NOT JUST THE BIRDS, BUT ALSO THE RATTLESNAKES AND TARANTULAS.

WHAT ARE ALSO, THEY'RE ALSO IMPORTANT, YOU KNOW, UM, AND LIKE LISA SAID, THE HUMAN IMPACT, UH, NEURODIVERGENT PEOPLE ARE VERY SENSITIVE TO THE THINGS THAT ARE HAPPENING WITH THESE WIND FARMS. AND WE HAVE BETTER WAYS NOW.

UH, TO SUMMARIZE, FEDERAL LAW, THE OFFICER OF ELECTIONS NEEDS TO PRESERVE ELECTION RECORDS FOR 22 MONTHS BY VIRTUE OF THE WIDESPREAD USED MAIL-IN BALLOTS.

THE USPS IS AN OFFICER OF ELECTION AND IS THEREFORE MANDATED TO MAINTAIN ALL RECORDS IN MAIL-IN BALLOTS, PASSING THROUGH ALL ITS FACILITIES FOR A PERIOD OF 22 MONTHS.

AND THE OFFICE OF INSPECTOR GENERAL ELECTIONS READINESS REPORT FOR 2024.

IT HAS STATED THAT THE POSTAL SERVICE PERSONNEL DID NOT ALWAYS COMPLY WITH THE ELECTION AND POLITICAL MAIL POLICIES AND PROCEDURES AND THAT EVER HALF THE FACILITIES VISITED WERE NOT MAINTAINING THE ELECTION AND POLITICAL MAIL LOGS IN NAVAJO COUNTY.

WITNESSES REPORTED MAIL BINS OF BALLOTS THAT WERE DELIVERED WITHOUT ANY CHAIN OF CUSTODY, PAPERWORK, OR THE BALLOTS BEING COUNTED UPON RECEIPT.

THE STRUCTURAL PROBLEMS AT THE USPS MAKE IT AN UNRELIABLE BALLOT DELIVERY SERVICE.

THE USPS DOES NOT MAINTAIN ADEQUATE RECORDS TO SERVE AS A CONDUIT FOR VOTERS BALLOTS.

THE USPS IS A FEDERALLY FUNDED AGENCY AND SHOULD NOT SERVE IN THE CAPACITY OF A POLL WORKER OR ANY OTHER TYPE OF ELECTION MIDDLEMAN.

THE USPS SERVES UNDER THE AUTHORITY OF THE PRESIDENT OF THE UNITED STATES AND SHOULD NOT SERVE AS A MIDDLEMAN FOR A PRESIDENTIAL ELECTION.

THE USPS HAS PROVEN SO UNRELIABLE THAT THE GENERAL PUBLIC CANNOT BE CONFIDENT IN THE CHAIN OF CUSTODY FOR MAIL-IN BALLOTS, THERE IS A GREATER CHANCE OF FRAUD BEING PERPETRATED USING MAIL-IN BALLOTS.

THIS WAS CLEARLY EVIDENT BY THE 60 PLUS PEOPLE TURNED AWAY LAST MONTH AT THE PRIMARY IN PINON ALONE, TELLING THEM THAT THEY HAD ALREADY VOTED BY MAIL.

THERE WERE REPORTS FROM OTHER POLLING PLACES WITH SIGNIFICANT NUMBERS OF VOTERS BEING TURNED AWAY.

SUPERVISOR WHITING RESPONDED SAYING THEIR REMEDY WAS VOTING PROVISIONALLY IN PINON.

THERE WAS A LINE THAT WAS AN HOUR AND A HALF PROCESS PER BALLOT FOR THE 16 PEOPLE WHO VOTED PROVISIONALLY ADD THE 60 DISENFRANCHISED VOTERS.

THAT'S 90 MORE HOURS WITHOUT THE FAILED MAIL-IN VOTING SYSTEM, THESE, THESE VOTERS WOULD NOT HAVE BEEN DISENFRANCHISED.

IN ORDER TO INCREASE THE SPEED OF PROVISIONAL VOTING, WE SHOULD VOTE AT THE PRECINCT LEVEL WITH ONLY ONE BALLOT STYLE, WHICH ELIMINATES THE LENGTHY CALLS TO THE COUNTY.

WHILE WE'RE VOTING IN PERSON BY PRECINCT ON ELECTION DAY, WE CAN HAND COUNT QUICK AND EASILY NAVAJO COUNTY OFFICIALS, YOU ARE FAILING THE CITIZENS AND DISENFRANCHISING VOTERS.

I WOULD SAY THAT YOU'RE NOT REPRESENTING YOUR PEOPLE WHEN WE SEE THIS.

UM, I HEAR THAT BRIAN OVER THERE HAS BEEN INTERVIEWING POLL WORKERS WHO SAW THINGS AT THE ELECTION, UM, ON THE 30TH OF JULY, THE PRIMARY ELECTION.

AND, UM, IS DISAPPOINTED THAT NOBODY CALLED THE COUNTY TO SAY THAT THERE WERE PROBLEMS. BUT I DON'T REMEMBER HEARING DURING ANY OF THE TRAINING THAT WE WERE TOLD TO CALL THE COUNTY PERSONALLY AND PICK UP OUR PHONES TO SAY THAT THERE WAS SOMETHING THAT WAS GOING AWRY.

UM, ESPECIALLY AT THE END OF THE DAY WHEN THE CHAIN OF CUSTODY, UM, FOR THE DROPBOX OF THE BALLOTS IN WHITE RIVER WAS NOT, UM, HONORED.

UM, I JUST, UH, IF THERE WAS SOME KIND OF A SURVEY THAT COULD BE SUBMITTED TO THE POLL WORKERS, UH, HOW HARD WOULD THAT BE SO THAT EVERYBODY WHO WORKED IN THE POLLS COULD HAVE AN OPPORTUNITY TO PUT SOMETHING IN WRITING AND TURN IT INTO YOU? I DON'T THINK THAT WOULD BE SOMETHING THAT WOULD BE, UH, UM, ABNORMAL REQUEST.

THE 13,000 BALLOTS WERE COMPRISED OF 570 RACES AND INITIATIVES AND INCLUDED THE 132 BALLOTS PREVIOUSLY REJECTED BY THE ES AND S TABULATOR.

DUE TO THE VOTER INTENT AS REQUIRED BY STATE LAW NOT BEING READ, THE AUDITOR CHOSE TO SAVE THE BALLOT IMAGES.

DESPITE CONTROVERSY WITH STATE OFFICIALS, SHE LOOKED AT WHAT WOULD BE THE DIFFERENCE BETWEEN THE TABULATOR AND THE HEAD COUNT HAND COUNT.

THE 50 VOLUNTEERS COMPLETED THE ONE DAY AUDIT WITH HALF OF THEM TRAINED ON THE DAY OF THE AUDIT.

THE AUDIT ENDED UP WITH A NEW OFFICIAL COUNT.

THE VOLUNTEER COST OF $6,500

WAS BECAUSE MOST OF THE VOLUNTEERS SIGNED A WAIVER FROM GETTING PAID USING THEIR 2020 ELECTION DATA OF OVER 92,000 BALLOTS AND THEIR 2024 VOLUNTEER COST.

I ESTIMATED THAT IT WOULD ONLY COST 45,600 TO DO A HUNDRED PERCENT HAND COUNT FOR 92,000 BALLOTS.

THE AUTO STATED THAT THE FOLLOWING, THE TABULATOR RECOUNT TOOK ALMOST AS LONG AS THE HAND COUNT RECOUNT.

I WOULD SAY THAT IT COSTS WAY MORE TO RUN THE TABULATOR DUE TO LOTS OF TRAINING, TESTING, AND HIGH COST OF THE TABULATOR SYSTEM.

THERE IS SO MUCH COST THAT GOES INTO A TABULATOR SYSTEM.

SHE RESPONDED TO A COMMISSIONER'S QUESTION ON DOING A HUNDRED PERCENT HAND COUNT FOR THE 2024 GENERAL ELECTION WITH A YES.

WE DO HAVE THAT CAPABILITY.

PEOPLE IN THE AUDIT PROCESS ENJOYED BEING PART OF THE PROCESS.

IT'S A GOOD WAY TO BUILD TRANSPARENCY.

SHE STRONGLY BELIEVES IN USING BOTH SYSTEMS TO DO AN AUDIT AS IT HOLDS PEOPLE ACCOUNTABLE AND VERIFIES THAT YOU CAN TRUST THE SYSTEM.

OTHERS STATED THE FOLLOWING, HAVING THE CAST VOTE RECORD AND BALLOT IMAGES TURNED ON IS AN IMPORTANT PIECE OF THE POST-ELECTION AUDITS.
