UM, FLASHING LIGHTS, UH, THIS TOWER IS A HUN UNDER 199 FEET.
SO THE FAA IS NOT GONNA REQUIRE THAT THERE BE FLASHING LIGHTS ON THIS SITE AND NOR IS THAT IN THE DESIGN.
UM, JUST KIND OF FOR THE, THE INFO OF THE COMMENTER IF THEY'RE HERE.
AND THEN THEY, UH, WORRIED ABOUT THE SECURITY LIGHTING, WANTING IT TO BE DOWNWARD AND MEET INTERNATIONAL DARK SKY REGS.
UM, SO WE, WE TYPICALLY REQUIRE DOWNWARD INWARD AND CONTAINED ON THE PROPERTY.
SO THAT IS VERY TYPICAL OF ALL PROJECTS THAT GO THROUGH FOR A SPECIAL USE PERMIT.
UM, THERE WERE CONCERNS OVER GENERAL HARM TO PROPERTY VALUES JUST DUE TO THE ADJACENCY.
UH, THERE WERE ALSO CONCERNS AS SOME OF THE MEMBERS OF THE PUBLIC NOTED THAT THEY HAVE BUILT HOUSES SPECIFICALLY FOR THEIR NEEDS AND DISABILITIES.
UM, AND IT COULD POTENTIALLY VERY MUCH DEVALUE THIS BASED ON THOSE BEING, UH, VERY SPECIALIZED HOMES, UM, THAT DO NOT WANT TO BE NEAR WIRELESS COMMUNICATION FACILITIES.
THERE WERE REQUESTS FOR AN ENVIRONMENTAL IMPACT ASSESSMENT, UM, BECAUSE THIS IS REGULATED BY THE FCC THAT WOULD GO THROUGH THE FEDERAL GOVERNMENT, NOT OUR LOCAL GOVERNMENT.
THERE WERE CONCERNS OVER THE LOCATION'S ADJACENCY TO SCHOOL BOXES AS WELL AS WHERE THE CHILDREN ARE PICKED UP FOR THE SCHOOL BUS.
THERE WAS, UH, QUESTIONS AS TO IF THE APPLICANT COULD MOVE THE SITE TO THE EASTERN PORTION OF THIS PROPERTY AS WELL.
AND THEN THERE WERE CONCERNS OVER THE 120 FOOT HEIGHT.
I'VE TOUCHED ON THE REGULATION THAT'S THERE FOR HEIGHT AND COMMERCIAL RESIDENTIAL ZONING OVERALL.
UM, ONE OF THE MEMBERS OF THE PUBLIC DID PROVIDE A NOTE FROM THEIR DOCTOR, UM, STATING THAT THIS TOWER CAN MAKE THE MILL AND HAVE EFFECTS ON THEM.
THAT'S INCLUDED IN YOUR PACKET AS WELL.
AND THEN THERE WERE CONCERNS OVER IF PESTI PESTICIDES WOULD BE DEPLOYED ON THE SITE WHEN THEY GO THROUGH FOR CONSTRUCTION AS WELL.

THEY HAD A SITE, UH, ABOUT FOUR MILES SOUTHEAST OF HERE UP ON THE HILL THAT CAME IN FRONT OF THE COMMISSION FOR APPROVAL.
UM, THERE IS ALSO AN EXISTING POLE ABOUT THREE MILES SOUTHWEST OF HERE, UH, BETWEEN THE THREE SITES.
THE GOAL IS TO COVER THE ENTIRETY OF CONCHO HIGHWAY FROM THE CITY, UH, TO ABOUT FOUR TO FIVE MILES EAST OF THE POLE THAT'S ON THE EAST OF THE HILLTOP THERE.
UM, THIS IS AN OVERALL PLAN THEY CAME UP WITH, AND THAT'S KINDA WHY THIS SITE WENT WHERE IT WENT.
UH, THE ENGINEERS ASKED THAT IT BE PLACED AT THE INTERSECTION OF CONCHO HIGHWAY AND WHITE ANTELOPE ROAD.
UH, WHEN WE WENT TO LOOK FOR A SITE, UH,

UH, WE LANDED ON THE WILLIS RANCH PROPERTY.
AS STAFF MENTIONED, THIS SITE NOT ONLY MEETS BUT KIND OF EXCEEDS THE ORDINANCE STANDARDS.
UH, AS STAFF MENTIONED, WE'RE OVER THE ONE-TO-ONE SETBACK THAT WOULD NORMALLY BE NEEDED FOR 120 FEET.
UH, PART OF THE REASON FOR THAT IS WHEN WE PUT THE SITE IN, UH, WE DIDN'T WANNA LOCATE IT RIGHT AT THE CORNER, WHICH WOULD ACTUALLY BE CLOSER TO THE MAILBOXES AND EVERYTHING.
UH, WE, WE TRIED TO PUSH IT A LITTLE BIT AWAY FROM THAT CORNER AND THERE'S ACTUALLY A WASH THAT, UH, RUNS ALONG THE EAST SIDE OF WHERE OUR COMPOUND IS GOING TO BE.
SO WE TRIED TO GET IT, OUR SITE AS CLOSE TO THAT WASH AS POSSIBLE.
UM, THIS ALLOWS IT TO STAY A GREAT DISTANCE FROM NEARBY HOUSES.
IT'S OVER 2200 FEET FROM THE HOMES TO THE EAST.
UH, WE DIDN'T WANT TO REALLY GET ANY FURTHER TO THE EAST ON THIS PROPERTY.
IT'S 51 ACRES, SO IT DOES HAVE, I BELIEVE, 1800 FEET OF FRONTAGE, BUT GOING ANY FURTHER EAST JUST PUTS IT CLOSER TO HOUSES.
UH, AND THE ENGINEERS ASKED THAT WE GO AS CLOSE TO THIS INTERSECTION AS WE COULD.

UM, ONE IS A TWO BEDROOM, THE OTHER THREE IS ONE BEDROOM.
SO THEY WERE BUILT SEMI SAFE, FAIRLY CHEMICALLY FREE.
THEY ARE NOT SUPER SAFE AS SOME OF THOSE INDIVIDUAL HOMES ARE.
BUT AS FAR AS A COMMUNITY, AND THERE'S A WAITING LIST.
THEY'VE, THEY'VE HAD A WAITING LIST.
I'VE HAVE BEEN TOLD SOME TWO YEARS FOR A WAITING LIST TO GET INTO THESE DUPLEXES JUST BECAUSE PEOPLE ARE SCRAMBLING, TRYING TO FIND SAFE HOUSING.
I'M BEING A REAL ESTATE AGENT AGENT, I GET CALLS CONSTANTLY, PEOPLE LOOKING FOR SAFE HAVENS, SAFE PLACES THAT HAVE GOOD, SAFE GREEN HOMES THAT ARE BUILT CHEMICALLY FREE.
AND THIS AREA IS GOOD BECAUSE IT DOESN'T GET THE PESTICIDES, IT DOESN'T HAVE A LOT OF WIFI.
THERE'S, THE SMART METERS HAVE BEEN OPTED OUT FROM A PS, THERE'S NO SMART METERS UP THERE.
UM, SO THAT'S, THOSE DUPLEXES WERE A VERY SPECIAL BUILD THAT THE STATE SAW A NECESSITY FOR BECAUSE THERE JUST ISN'T ENOUGH HOUSING FOR THESE ILL PEOPLE.
ARE THEY MANAGED BY THE STATE CURRENTLY? NO.
I THINK OCAC MIGHT STILL BE MANAGING THEM.
IS THAT TRUE OCAC? YES, OCAC IS MANAGING IT, BUT THEY'RE UNDER A COMPLIANCE CONTRACT WITH THE STATE.
OKAY, SO THE STATE IS STILL INVOLVED.
AND MY, JUST FOR CLARIFICATION IN, IN MY MIND I SEE A SEPARATION BETWEEN EMF SENSITIVITY AND CHEMICAL SENSITIVITY.
THERE'S SOME PEOPLE ARE JUST CHEMICALLY SENSITIVE.
