MY NAME IS RENEE ROLL. I LIVE AT 400 FREEDOM LANE IN TAYLOR. AND I'M HERE THIS MORNING TO ANSWER A QUESTION ABOUT WHETHER OR NOT NAVAJO COUNTY'S BEEN CLEANING THEIR VOTER ROLLS. BETWEEN DECEMBER AND MARCH, I SUBMITTED OVER 300 NAMES OF VOTERS WHO HAD NOT VOTED FOR OVER 10 YEARS THAT WERE LIKELY DECEASED, HAD OUT-OF-STATE REGISTRATIONS, OR WERE DUPLICATE REGISTRATIONS WITHIN THE STATE OF ARIZONA. THE CONCLUSION IS THAT NAVAJO COUNTY IS ATTEMPTING TO MAINTAIN THEIR VOTER ROLLS PROPERLY, BUT THE PROCESSES ARE INADEQUATE TO IDENTIFY AND REMOVE RECORDS INVOLVING DATA ERRORS OR NAME CHANGES, OR TO CONFIRM THAT VOTERS HAVE DIED. THE MOST SUCCESSFUL REMOVALS WERE IN THE CATEGORY OF, IN-STATE DUPLICATE REGISTRATIONS. MOST OF THESE INVOLVE VOTERS WHO LIKELY REGISTERED IN HIGH SCHOOL AND SUBSEQUENTLY CHANGED THEIR LAST NAME. IN OTHER CASES, RECORDS HAD NOT BEEN MATCHED DUE TO DATA ENTRY. ERRORS OF 65 PAIRS REPORTED 56 HAVE BEEN COUNSELED AND MERGED. THE SECOND CATEGORY FOR REMOVAL WAS VOTERS WHO'VE APPEARED TO HAVE A VOTER REGISTRATION IN ANOTHER STATE. SOME OF THESE DUPLICATES ALSO INVOLVE NAME CHANGES OF THE 123 REPORTED REGISTRATIONS. 24 HAVE NOW BEEN CANCELED AND 20 CHANGED TO INACTIVE STATUS. 79 REMAIN ACTIVE. THE ACTUAL NUMBER OF VOTERS WITH OUT-OF-STATE REGISTRATIONS IS MUCH HIGHER SINCE I DIDN'T HAVE ACCESS TO VOTER REGISTRATIONS FOR ALL STATES. THE FINAL CATEGORY IS DECEASED VOTERS. 122 REGISTRATIONS WERE REPORTED AS LIKELY DECEASED. 34 HAVE SINCE BEEN CANCELED. 11, MOVED TO INACTIVE STATUS AND 77 REMAIN ACTIVE, INCLUDING FOUR VOTERS ON THE EARLY THE ACTIVE EARLY VOTER VOTER LIST. THE NAMES THAT WERE SUBMITTED ALL HAVE NO RECORD OF VOTING IN AT LEAST THE LAST 10 YEARS, SOME OF WHOM APPEAR TO HAVE DIED OVER 20 YEARS AGO. BUT THE COUNTY HAS NO DOCUMENT DOCUMENTATION OF DEATH TO TRIGGER THE CANCELLATION. MY CONCLUSIONS ARE THAT THE COUNTY'S ATTEMPTING TO MAINTAIN ACCURATE VOTER ROLLS, BUT THE PROCESS TO IDENTIFY REGISTRATIONS THAT ARE NO LONGER ELIGIBLE VOTERS IS [00:05:01] INADEQUATE. THE COUNTY RELIES ON RETURN MAIL TO INDICATE A VOTER'S NO LONGER LIVING AT THEIR REGISTRATION ADDRESS BEHALF OF REGISTERED VOTERS DON'T RECEIVE MAIL AT THEIR HOME ADDRESS AND OFTEN MAIL IS THROWN AWAY INSTEAD OF RETURNED. I RECOMMEND THAT THE COUNTY OBTAIN A LEGAL OPINION ON WHETHER THEY CAN IMPLEMENT A PROCESS TO MAIL VOTERS WHO HAVE NOT VOTED IN SEVERAL ELECTION CYCLES AND NOTICE INDICATING THEIR VOTER STATUS WILL DEFAULT TO INACTIVE UNLESS THEY CONTACT THE COUNTY TO NOTIFY THEM THAT THE VOTER IS STILL LIVING AT THE REGISTRATION ADDRESS. THE US SUPREME COURT'S ALREADY RULED THIS PROCESS COMPLIES WITH FEDERAL STATUTES IN 2018 IN A CASE CALLED HUSTED VERSUS PHILIP RANDOLPH INSTITUTE. AND IF THE STATE LEGISLATURE OR SECRETARY OF STATE NEEDS TO CHANGE THE PROCESS IN ORDER TO CLOSE THE LOOPHOLE, ALLOWING PHANTOM REGISTRATIONS TO REMAIN ON THE VOTER ROLLS IN PERPETUITY, I RECOMMEND THAT THE COUNTY ADVOCATE FOR THOSE CHANGES. SO THIS IS THE SECOND PART. ALMOST THREE YEARS AGO, THE RECORDER AND THE ELECTIONS DEPARTMENT WERE GIVEN A REPORT THAT INFORMED THEM OF SIGNIFICANT GAPS IN THE VULNERABLE MAINTENANCE PROCESS, INCLUDING ERRORS WITH DATA ENTRY, NAME CHANGES, DUPLICATE VOTERS, AND DECEASED VOTERS. SINCE THAT TIME, MANY RECORDS HAVE BEEN REMOVED ONLY BECAUSE OF RESEARCH BY PRIVATE CITIZENS WITH LIMITED ACCESS TO DATA WHO'VE CONTINUED TO REPORT THESE ISSUES TO THE COUNTY. THIS IS NOT A SUSTAINABLE APPROACH TO CORRECTING VOTER RECORDS, PARTICULARLY WHEN RECORDS WITH DATA ERRORS CONTINUE DUE TO NO REQUIREMENT THAT THE REGISTRATION EXACTLY MATCHES A LEGAL NAME AND PERSONAL IDENTIFYING INFORMATION OR THAT THE ADDRESS IS WHERE THE, UH, WHERE THE VOTER RESIDES. WE DO NEED THE COUNTY TO ADVOCATE FOR CHANGES IN THE SYSTEM TO CLOSE THESE LOOPHOLES SO WE DON'T CONTINUE TO ADD FAULTY RECORDS WITH NO VIABLE WAY TO REMOVE THEM. UM, AS I MENTIONED IN 2018, THE US SUPREME COURT DECIDED AN ELECTION CASE WHERE A VOTER STATUS COULD BE CHANGED TO INACTIVE IF THE VOTER DID NOT REPLY TO A CONFIRMATION LETTER OR POSTCARD THAT WAS SENT AFTER FAILURE TO VOTE FOR SEVERAL ELECTION CYCLES. THEY AFFIRM THAT THE NATIONAL VOTER REGISTRATION ACT HAS TWO MAIN OBJECTIVES, INCREASING VOTER REGISTRATION AND REMOVING INELIGIBLE PERSONS FROM THE STATE VOTER REGISTRATION RULES TO ACHIEVE THE LATER GOAL. NVRA REQUIRES STATES TO CONDUCT A GENERAL PROGRAM THAT MAKES A REASONABLE EFFORT TO REMOVE THE NAMES OF VOTERS WHO ARE INELIGIBLE BY REASON OF DEATH OR CHANGE IN RESIDENCE. THE CURRENT SYSTEM OF KEEPING A NAME ON ACTIVE STATUS ON THE VOTER ROLL AFTER A DECADE OF NON-VOTING AND EXPECTING FAMILY MEMBERS OR STRANGERS TO RETURN OFFICIAL ELECTION MAIL INSTEAD OF THROWING AWAY, DOESN'T APPEAR TO BE WORKING ADEQUATELY. WE REQUEST THE COUNTY TO REVIEW THE INFORMATION THAT'S BEEN PROVIDED, UM, TO YOUR SECRETARY AND PETITION THE LEGISLATURE AND SECRETARY OF STATE TO IMPLEMENT A MORE PROACTIVE APPROACH TO VOTER ROLL MAINTENANCE SUCH AS THE ONE APPROVED BY THE SUPREME CO COURT SO THAT WE CAN CLEAR OFF THESE OLD REGISTRATION SYSTEMATICALLY INSTEAD OF REQUIRING A THOUSAND OF HOURS OF RESEARCH THAT NOBODY'S GOT THE TIME FOR. UM, I I FOUND SOMETHING THOUGH THAT, THAT DISTURBS ME. UM, THE COUNTY REACHED OUT ABOUT A MONTH AGO TO BOTH THE PARTY LEADERSHIPS OF THE REPUBLICAN AND THE DEMOCRAT PARTY. WELL, THE REPUBLICANS ARE KNOWN AS ELEPHANTS. THEY'RE HARD AND STUBBORN. AND THE DEMOCRATS, WHILE THEY'RE JACKASSES , WE, WE CAN WORK TOGETHER WITH THE THIRD PARTY. THE LIBERTARIANS. THERE'S A ROUGHLY, I HAVEN'T LOOKED AT THE VOTER ROLL FOR THIS LAST YEAR TO GIVE YOU AN EXACT NUMBER, BUT WE HAVE A VERY LARGE NUMBER OF LIBERTARIAN VOTERS IN THIS COUNTY THAT DESERVE EQUAL REPRESENTATION BEFORE THIS BOARD. UM, AND ALSO WITHIN OUR VOTING. UH, CURRENTLY THE LIBERTARIAN PARTY DOES NOT HAVE BALLOT ACCESS IN THIS COUNTY. UNLIKE THE OTHER TWO PARTIES WE'RE REQUIRED TO GO OUT AND GET ABOUT 15,000, UH, SORRY, 1500 SIGNATURES OR SO EACH, EVERY TWO YEARS FOR EVERY ELECTION CYCLE, JUST SO WE CAN HAVE OUR, OUR, OUR CANDIDATES ON THE BALLOT. THAT'S WHY THERE HAS NEVER BEEN A LIBERTARIAN CANDIDATE IN THIS COUNTY. IT'S NOT BECAUSE THERE AREN'T LIBERTARIANS IN THIS COUNTY, IT'S BECAUSE IT'S MADE ALMOST IMPOSSIBLE TO GET US ONTO THE BALLOT. UM, CONSIDERING THAT I WOULD LIKE AT LEAST THAT OUR BOARD OF SUPERVISORS GIVES EQUAL REPRESENTATION TO EVERY PARTY, WHETHER IT BE REPUBLICAN, DEMOCRAT, LIBERTARIAN, GREEN PARTY, WHATEVER PARTY, AND SOME ANARCHISTS WANTED TO MAKE A PARTY, THEY SHOULD HAVE EQUAL REPRESENTATION TO EVERYONE. UM, THAT'S, THAT'S DEMOCRACY. THAT'S A REPRESENTATIVE REPUBLIC. UM, AND I HOPE THAT IN THE FUTURE THAT UM, YOU'LL UNDERSTAND THAT THE LIBERTARIAN ANIMAL IS THE PORCUPINE. A 2018 NATIONAL SURVEY FOUND THAT 80% OF AMERICANS BELIEVED THAT CURRENT VOTING SYSTEMS MAY BE VULNERABLE TO HACKERS. 10, ACCORDING TO 10 INDEPENDENT CYBERSECURITY EXPERTS SPECIALIZING IN VOTING SYSTEMS AND ELECTIONS FOUND OVER 35 SYSTEMS HAD BEEN LEFT ONLINE AND THEY WERE CONTINUOUSLY FINDING MORE. AS MY FRIEND, JURY, I THINK HIS NAME IS SAID, NBC NEWS REPORTED THE LARGEST MANUFACTURERS OF VOTING MACHINES OR ES AND S, DOMINION AND HEART, ALL OF THEM ACKNOWLEDGED THEY PUT MODEMS IN THEIR TABULATORS AND SCANNERS. THOSE MOTORS MODEMS CONNECT TO CELL PHONE NETWORKS, WHICH IN TURN ARE CONNECTED TO THE INTERNET. ONCE A HACKER STARTS TALKING TO THE VOTING MACHINE THROUGH THE MODEM, THE HACKER CAN JUST CHANGE ELECTION RESULTS. THEY COULD PROGRAM THE VOTING MACHINES TO CHEAT ON FOR, FOR FUTURE ELECTIONS. IF NAVAJO COUNTY DECIDES TO CONTINUE THE USE OF ELECTRONIC VOTING VOTING MACHINES, THEY SHOULD AT LEAST REQUIRE THE MODEMS BE REMOVED. UM, SO THE FIRST CHECK, IT'S THIS LOGIC AND ACCURACY TESTING THAT WE, THAT WE DO. SO THIS IS DONE PRE-ELECTION. YOU TAKE A SAMPLE, UH, STACK OF BALLOTS. LET'S SAY WE HAVE A SET OF BALLOTS OF 800 YESES, 200 NOS, RIGHT? UM, THOSE ARE, UM, HAND COUNTED FIRST TO MAKE SURE THAT WE KNOW EXACTLY WHAT THAT BALLOT SET IS. AND THEN WE HAVE FOLKS FROM, UH, THE POLITICAL PARTIES, REPUBLICANS AND DEMOCRATS THAT NOT ONLY WITNESS IT, BUT THEY ACTUALLY HELP US DO THIS TEST. UH, THEY'RE USING THE EQUIPMENT, AND THAT MUST PASS WITH 100% ACCURACY. THERE CAN BE NO ERRORS IN THAT TO MOVE ON. THE SECOND TEST IS THE PHYSICAL SECURITY. THE EQUIPMENT IS BOXED, SEALED. I SHOWED YOU THE, THE SEALS THAT ARE ON THERE TO PREVENT TAMPERING AND IDENTIFY POTENTIAL TAMPERING. THE THIRD CHECK IS THE HAND COUNT AUDIT. SO THE, AGAIN, THE SATURDAY AFTER EVERY ELECTION, WE DO A HAND COUNT, UH, FOR THE MACHINES SPECIFICALLY, WE TAKE ALL THE VOTES FROM ONE RANDOM, UH, VOTE CENTER THAT HAD A ON-SITE TABULATOR, AND WE RUN THOSE THROUGH AND COUNT 'EM. AGAIN, IT MUST PASS WITH 100% ACCURACY. THERE CAN BE NO ERRORS. IT HAS TO COME OUT EXACTLY. AND THEN AFTERWARDS, UM, WE DO ANOTHER LOGIC AND ACTUARY TEST WHERE WE TAKE A SAMPLE SET OF BALLOTS AND RUN IT THROUGH AGAIN. SO YOU SAY WE HAVE, WE HAVE MULTIPLE BATCHES OF DIFFERENT TYPES OF BALLOTS THAT ARE RUN THROUGH THAT MUST RECEIVE A HUNDRED PERCENT ACCURACY EVERY SINGLE TIME. SO WE ALSO RECEIVED A LOT OF QUESTIONS ABOUT THE VOTER RATE, VOTER REGISTRATION LIST. UM, RENEE TALKED A LOT ABOUT THAT. WE APPRECIATE RENEE. RENEE IS A HUGE HELP, UH, PROVIDES US A LOT OF INFORMATION. BUT AS SHE DESCRIBED, THERE IS A LOT OF FEDERAL RESTRICTIONS, STATE RESTRICTIONS ON WHAT, HOW PEOPLE CAN BE REMOVED OFF THIS LIST, HOW IT'S MAINTAINED. THE THREE MAIN WAYS HERE. ONE, YOU DIE , WE GET, UM, A DOWNLOAD FROM THE STATE ABOUT THAT. UH, IF YOU'RE CONVICTED AS A FELONY OR FOUND MENTALLY INCAPACITATED, WE GET THAT INFORMATION FROM THE COURTS. WE TAKE IT OFF, UH, OR AN ADDRESS CHANGE. WE CAN GET THAT FROM THE POSTAL SERVICE, UH, FROM THE VOTER THEMSELVES. UM, WE ALSO HAVE A SYSTEM THAT OPERATES IN 31 OTHER STATES IN THE DISTRICT OF COLUMBIA THAT KIND OF HELPS US MAKE WHERE, SO WE GOT A LOT OF DIFFERENT TOOLS THAT HELP US. UM, BUT IT'S A MANUAL PROCESS. NONE OF THOSE, UM, ITEMS HAVE DIRECT ACCESS TO OUR LIST. IT COMES TO US IN REPORTS, AND THEN WE MAKE THOSE CHANGES MANUALLY. SO, SOME PARTICULAR QUESTIONS THAT WE, WE GOT ON THIS WAS, UM, YOU KNOW, HOW CAN THE NUMBER OF REGISTERED VOTERS EXCEED THE NUMBER OF VOTING AGE ADULTS RECORDED IN THE CENSUS? AND THERE'S A COMBINATION OF FACTORS THAT MAY COME IN PLAY HERE. ONE IS, LIKE MANY OTHER ENTITIES, ESPECIALLY RURAL ENTITIES, WE'RE VERY CONCERNED THAT WE WERE UNDER COUNTED IN THE CENSUS. YOU RECALL THAT THE CENSUS HAPPENED DURING COVID, VERY DIFFICULT. [01:05:01] UH, WE BELIEVE THAT WE ARE UNDER COUNTED THERE. UH, TWO, NAVAJO COUNTY HAS A LARGE NUMBER OF PART-TIME OR SNOWBIRD SEASONAL HOMEOWNERS THAT MAY HAVE REGISTERED TO VOTE HERE IN NAVAJO COUNTY, BUT WERE COUNTED DURING THE CENSUS IN ANOTHER, UH, ANOTHER HOME, ANOTHER AREA. AND THEN THIRDLY, UH, THERE'S 17 YEAR OLDS ON OUR VOTING LIST. AND THAT IS ENTIRELY LEGAL. AND IT'S, AND THERE'S A PATHWAY FOR THAT, UM, IN STATE STATUTE. AND WHAT THAT IS, IS THAT'S A REFLECTION OF US TRYING TO BE PROACTIVE IN GETTING OUT TO SCHOOLS. WE TRY TO GO TO SCHOOLS AND HIT THE SENIORS AND TO EDUCATE THEM ON THE IMPORTANCE OF VOTING, BEING INVOLVED IN THEIR COMMUNITIES. AND SO, STATE STATUTE ALLOWS, IF YOU'RE 17, TURNING 18, BEFORE THE NEXT GENERAL ELECTION, YOU CAN BE REGISTERED TO VOTE. UM, YOU'RE PLACED IN SUSPENSE, UH, STATUS. SO YOU CAN'T ACTUALLY VOTE UNTIL YOU TURN 18, BUT YOU'RE TECHNICALLY ON THE ROLLS. SO A FEW WAYS THAT, UM, THE NUMBER OF REGISTERED VOTERS CAN EXCEED THE NUMBER OF VOTING AGE ADULTS THAT WERE CAPTURED IN THE CENSUS. SO FOLKS CAN BE REMOVED FROM THE LIST IF THEY'VE BEEN ACT IN INACTIVE STATUS FOR TWO GENERAL ELECTION CYCLES. AND WE DO A LOT OF, UH, ADDRESS VERIFICATION. WE MAIL FOLKS OUT, UH, IN A NOTICE 90 DAYS BEFORE THE ELECTION. THAT NOTICE IS NOT AFFORDABLE. SO IF IT'S RETURNED AS UNDELIVERABLE, WE SEND OUT A NOTE, ANOTHER NOTICE THAT IS AFFORDABLE, AND THEN, UM, LOOK TO GET A RESPONSE BACK FROM, FROM THAT VOTER. IF WE GO 35 DAYS WITHOUT A RESPONSE, WE CAN PLACE THEM IN INACTIVE STATUS. BUT AGAIN, AS RENEE SAID, THERE'S A LOT OF RULES AND, UM, RESTRICTIONS ON IF WE CAN REALLY TAKE A PERSON OFF THE ROLL OR NOT. UM, A LOT OF CHALLENGES THERE. SO, UH, ANOTHER THING THAT WE HEARD A LOT ABOUT IS, AND, AND EVEN TODAY IS GO BACK TO JUST A, A HAND COUNT. SO MOJAVE COUNTY ACTUALLY LOOKED AT THAT JUST THIS LAST YEAR. THEY TRIED A SAMPLE OF 850 BALLOTS WITH THEIR STAFF TO COUNT. AND, UM, UH, SOME TAKEAWAYS THERE. ONE IS CONFIDENTIALITY. UH, TO SUCCESSFULLY CONDUCT A HAND COUNT, WE WOULD NEED A LOT MORE PEOPLE. THAT'S WHAT MOJAVE COUNTY ACKNOWLEDGE. THEY NEED A LOT MORE PEOPLE INVOLVED. AND JUST HUMAN NATURE. IF YOU HAVE A LOT MORE PEOPLE, IT'S GONNA BE HARDER TO KEEP THE RESULTS CONFIDENTIAL, ESPECIALLY IF IT'S ITERATIVE OVER THE COURSE OF DAYS OR WEEKS. AND, UH, CONFIDENTIALITY IS REQUIRED BY STATE LAW. SO THAT WAS JUST A CONCERN THAT THEY BROUGHT UP. AND NUMBER TWO IS THE TIMING YOU SEE THERE. UM, THERE'S VERY STRICT TIMELINES FOR PRIMARY ELECTIONS. UH, PRE PRESIDENTIAL PREFERENCE ELECTIONS AND GENERAL ELECTIONS. MOJAVE COUNTY ESTIMATED THAT THEY WOULD NEED TO HIRE, TRAIN, AND DEPLOY HUNDREDS, UH, LIKELY ABOUT 500 NEW EMPLOYEES AND VOLUNTEERS TO SUPPORT THIS EFFORT. UH, NAVAJO COUNTY, WE'D BE KIND OF IN THE SAME SPOT. WE'D NEED TO HIRE AND DEPLOY A LOT OF NEW PEOPLE. SO, UM, HIRING THREE, FOUR, OR 500 PEOPLE IS A MONUMENTAL UNDERTAKING. UM, YOU SEE IN JUST TRAINING VOLUNTEERS, IT'S NOT JUST, HEY, COME IN AND TRAIN WORK. THERE'S A LOT OF TRAINING, A LOT OF MATERIAL THAT NEEDS TO BE UNDERSTOOD TO DO, COLLECT ELECTIONS CORRECTLY. SO THAT DOES TAKE TIME. IT TAKES EFFORT. TO GIVE YOU SOME PERSPECTIVE, WE HAVE JUST OVER 600 EMPLOYEES IN THE COUNTY. AND SO HIRING AND TRAINING, 3, 4, 500 NEW EMPLOYEES, UH, OR VOLUNTEERS, UH, UH, WOULD BE A, AN UNDERTAKING. AND TYPICALLY, RIGHT NOW, WE ASK, ASK VOLUNTEERS TO WORK ONE DAY. AND SO IF WE DID A HAND COUNT, A FULL HAND COUNT, WE WOULD NEED MULTIPLE DAYS, CONSECUTIVE DAYS, POSSIBLY EVEN WEEKS. AND SO THAT'S A MUCH DIFFERENT ASK OF PEOPLE. UM, IF THERE IS CAPACITY WITHIN THE COMMUNITY, RIGHT? IF THERE ARE PEOPLE THAT ARE WILLING AND ABLE, FANTASTIC, PLEASE, PLEASE COME AND HELP US TODAY. WE COULD USE YOUR HELP TODAY. GO ON THE ELECTIONS WEBSITE. WE HAD SOME COMMENTS. IF THERE'S SOME THINGS THAT WE COULD DO BETTER AS FAR AS ADVERTISING, WE WILL DO THAT. UM, AND WE'LL LOOK INTO THAT. I APPRECIATE THAT INSIGHT. WE'LL TAKE A LOOK AT THAT AND SEE WHAT WE CAN DO BETTER. UM, THE THIRD CONCERN THAT, UH, MOJAVE COUNTY EXPRESSED WAS ACCURACY. SO IN THEIR STUDY OF 850 BALLOTS, THEY FOUND 46 ERRORS, A 5.4% ERROR RATE. UH, NYE COUNTY, NEVADA ATTEMPTED TO HAND COUNT IN 2022 AND EXPERIENCED AN ERROR RATE OF 25%. THE FIRST DAY. IT GOT BETTER AS FOLKS HAD MORE PRACTICE DOING IT OVER DAYS. BUT WHEN YOU'RE TALKING ABOUT TENS OF THOUSANDS OF VOTES, AND EVEN A 5.4% ERROR RATE IS TREMENDOUS. SO, CONCERN, UM, ESPECIALLY WHEN WE CONSIDER IT, WE WANT, YOU KNOW, THERE'S CONCERN OF EVERY VOTE COUNTY. THAT'S TOUGH. UM, AND THE FOURTH CONCERN IS LOGISTICS AND COST. UH, SIMILAR TO NAVAJO COUNTY, UH, TO MOJAVE COUNTY, WE DO NOT HAVE A VENUE THAT WE COULD PLACE HUNDREDS OF PEOPLE TO WORK ALTOGETHER. RIGHT NOW, THE CLOSEST THING WOULD BE THE FAIRGROUNDS. UH, MOJAVE COUNTY HAD SOMETHING SIMILAR. THEY LOOKED AT IT, WE'D NEED SIGNIFICANT IT INFRASTRUCTURE AND LEG LOGISTICAL INFRASTRUCTURE TO ACCOMMODATE THAT MANY PEOPLE IN THERE. WE'D NEED ADDITIONAL SECURITY GUARDS, HR STAFF, UH, TO BRING FOLKS ON. MOJAVE COUNTY SAID THAT WOULD COUNT AS, UH, AS MUCH AS $1.1 MILLION TO DO A FULL HAND COUNT. NOW, WE STEP BACK FOR JUST A MOMENT, AS COMPARED TO OUR CURRENT PROCESSES. ONE, WE DON'T EXPERIENCE CONCERNS [01:10:01] WITH CONFIDENTIALITY. WE DON'T EXPERIENCE CURRENT CONCERNS WITH MEETING THE STATE, UH, DEADLINES. UH, WE HAVE WITNESSED AND AUDITED 100% ACCURACY IN OUR COUNT RIGHT NOW. HAVING BEEN VOTING SINCE I TURNED 18 YEARS OLD IN NAVAJO COUNTY, UM, STARTED OFF WITH PAPER BALLOTS, THEN I SLOWLY TRANSITIONED INTO USING THE EXPRESS, UM, UM, VOTE. BUT KNOWING THE, THE DETAILS ON HOW YOU PRESENTED THE INFORMATION, UM, AS FAR AS, UM, COVERING BOTH MAIL-IN BALLOTS AS WELL AS IN-PERSON BALLOTS, AND THEN HAVING THE, UM, ALLOWING FOR OUR VOTERS TO VOTE IN ANY, UM, IN VOTE CENTERS WITHIN NAVAJO COUNTY WAS A PLUS WHEN THAT HAD HAPPENED. UM, ESPECIALLY ON NAVAJO WHERE PEOPLE ARE ABLE TO GO TO A VOTE CENTER RATHER THAN HAVING TO REPORT BACK TO THEIR CHAPTER. BUT THE, THE, LIKE I SAID, THE COMPREHENSIVE, UM, PRESENTATION THAT YOU DID FROM, FROM THE BEGINNING, UM, OF THE, OF, OF THE ELECTION PRIOR TO THE ELECTION, THE ELECTION NIGHT, AND THEN AFTER THE ELECTION ACCOUNT AND EVERYTHING, IT'S BEEN, IT'S BEEN AN EYE-OPENER TO ME KNOWING THAT WE HAVE MUCH SECURITY AND I DO TRUST AND HAVE THE FAITH IN WHAT HAS, UH, OUR ELECTIONS, UH, TEAM DOES AS WELL AS THOSE THAT ARE ON POLL WORKERS AS WELL. UM, ME HAVING MYSELF GOING INTO THERE AND SEE AND CASTING MY, MY, MY VOTE DURING THE PPE WAS VERY, UM, UM, VERY, HOW THE SETUP IS, IS AS YOU HAD EXPLAINED, THAT'S WHAT I WENT THROUGH AS A VOTER, HAVING TO PROVIDE MY IDENTIFICATION. AND THEN THEY PROVIDED ME, UM, WHAT I NEEDED TO GO AND CAST MY BALLOT. AND OVERALL, UM, AND I'M NOT TRYING TO SAY ANYTHING BAD ABOUT HOW WE VOTE ON NAVAJO WITH OUR TRIBAL ELECTIONS, BUT THEIRS IS, UH, VERY SIMPLE, BUT YET, UM, RAISING A LOT OF CONCERNS NOW WITH HOW MUCH MORE SECURE, UM, OUR COUNTY, OUR STATE FEDERAL ELECTIONS ARE COMPARED TO THOSE ON THE NAVAJO NATION. SO BEFORE THE ELECTION HAPPENS, THE AUDIT THAT OCCURS OF THE EQUIPMENT, WHO'S, WHO'S ALL THERE FOR THAT? SO WE DO HAVE OUR ELECTION STAFF. WE HAVE REPRESENTATIVES FROM THE DEMOCRAT AND REPUBLICAN PARTY. UH, WE ALSO HAVE LAW ENFORCEMENT THAT'S OBSERVING. AND THEN WE ALSO HAVE FOLKS FROM THE STATE THAT ARE OBSERVING AS WELL. SO THEY COME IN AND THEY AUDIT IT, THEY CHECK THE EQUIPMENT OUT OR LOOK INSIDE THE EQUIPMENT. IS IT OPENED UP TO WHERE YOU CAN LOOK AT THE EQUIPMENT WHEN THEY DO THAT? DO YOU KNOW? NO, SIR, I DON'T BELIEVE SO. UH, IT'S, WE CREATE A SAMPLE SAMPLE BALLOT DECK, AND THEN THEY RUN THAT THROUGH IN DIFFERENT COMBINATIONS, USUALLY ABOUT 10 DIFFERENT TIMES TO MAKE SURE THAT WE'RE GETTING A CONSISTENT RESULT. SO THEY HAVE A CHANCE TO BE ABLE TO DO THAT. AND THEN WHAT HAPPENS WITH IT FROM THAT POINT UNTIL IT COMES OUT? IS THAT SEALED OR SOMETHING LIKE THAT? YEAH, EXACTLY SIR. SO IT IS SEALED. ONE, WE HAVE THE PHYSICAL PRODUCTION OF THE ELECTIONS BUILDING, AND THEN WITHIN THAT THE EQUIPMENT IS BOXED. WE HAVE THE SEALS THAT GO ON IT AS WELL TO PREVENT, IDENTIFY TAMPERING. AND THEN IT'S ALL BEHIND LOCK AND KEY AT THAT POINT. UNTIL THE ELECTION DAY. UNTIL THE ELECTION DAY IS WHAT IS WHEN IT DOES. AND THEN YOU TALKED ABOUT POST-ELECTION, ANOTHER AUDIT THAT HAPPENS, AND WHO'S ALL AT THAT? SO, UH, THE SATURDAY AFTER EVERY ELECTION WE DO THE HAND COUNT AUDIT. AND SO AGAIN, IT'S THE SAME FOLKS. WE INVITE FOLKS FROM THE, WE REQUIRE TO HAVE FOLKS FROM THE REPUBLICAN PARTY, THE DEMOCRAT PARTY, WE HAVE STAFF, WE HAVE LAW ENFORCEMENT OBSERVING AT THAT POINT. THEY COME IN AND HELP WITH THAT. OKAY. I JUST WANNA MAKE SURE THAT I HEARD THAT CORRECTLY AND THAT'S KIND OF WHAT YOUR PROCESS IS. AND, AND THANK YOU FOR SHARING THE INFORMATION. UM, DO YOU MIND KIND OF ONE, ONE MORE TIME GO OVER THAT REAL QUICK WHY THAT'S NOT A CONCERN FOR THE, THE EFFECTIVENESS OF CHANGING ALTERING VOTES? UM, IT WOULD NOT BE VERY EFFECTIVE GOING THROUGH THE MACHINES. THE KIND OF THE, THE LINCHPIN IS THAT THE SECRETARY OF STATE WILL ONLY RECEIVE VOTE DATA FROM NAVAJO COUNTY THROUGH A SPECIFIC SOURCE. SO IF THESE WERE TO BE COMPROMISED IN SOME WAY, UM, IT COULD TRY TO TRANSMIT IN A WAY, BUT THE SECRETARY OF STATE THAT IS COMPLETELY FIREWALLED AND IT CAN, WE WILL ONLY ACCEPT INFORMATION FROM ONE SOURCE FROM NAVAJO COUNTY. UM, AND ALSO WE HAD DO HAVE THE SEALS THERE TO CHECK, UM, THE CONNECTIONS ARE EITHER THROUGH USB OR A HARD LINE CONNECTION. SO THERE'S NO WIFI OR BLUETOOTH OR, UM, ELECTRONIC TRANSMISSIONS KIND OF OVER THE AIR UNSECURED LIKE THAT. AND THEN I KNOW WE'RE SHORT ON TIME NOW OR TOWARDS THE END OF IT, AND I CAN FOLLOW UP WITH SOME OF MY QUESTIONS WITH YOU, UM, LATER. THE BOARD OF SUPERVISORS HAS NO AUTHORITY TO ALTER THE MAIL-IN BALLOTS, WHETHER TO DO IT OR NOT, THAT IS CONTROLLED BY THE STATE. IT'S PART OF ONE WAY THAT WE CAN PROVIDE A DA ACCESSIBILITY, UH, TO CERTAIN VOTERS. AND SO THAT IS IN STATE STATUTE. OKAY.
