HOWEVER, TODAY I ECHO THE CONCERNS OF WHAT I BELIEVE, YOU KNOW, TO BE A MASSIVE NUMBER OF CITIZENS IN THIS COUNTRY, MOST PARTICULARLY THE STATE.

WE HAVE RECEIVED ABSOLUTELY NO SIGNALS FROM YOU THAT YOU HAVE ANY INTENTIONS OF ANSWERING TO US OR RECEIVING SUGGESTIONS AND EXCELLENT ADVICE FROM CITIZENS THAT ARE, HAVE ACTUAL SOLUTIONS THAT WOULD SOLVE THE ISSUES THAT LEAD, THAT LED TO CORRUPTION DISCOVERED BY THE EVIDENCE THAT HAS BEEN PRODUCED EVEN WITHIN THE LAST FEW MONTHS AND THE LAST YEARS.
WHO WOULD IT HURT OR WHAT WOULD IT HURT TO LOOK CLOSELY AT THE COUNTY

PROCESSES? SECTION THREE OF THE NAVAJO COUNTY ELECTIONS TRAINING MANUAL THIS YEAR STATES THAT EACH VOTING LOCATION MUST HAVE AT LEAST ONE CELLULAR, ONE WIFI UNIT THAT CAN COMMUNICATES TO THE NAVAJO COUNTY ELECTIONS OFFICE.IT STATES THAT WE HAVE TO HAVE WIFI AT EVERY POLL LOCATION.
YET WE HAVE BEEN SHOWN VERY CLEAR, CONCISE, ABSOLUTE EVIDENCE THAT THIS PROVIDES A BACKDOOR IN TO OUR ELECTION FOR HACKERS.
THE DROPBOX CONCERNS FOR OUR SECURITY, THEIR SECURITY.
AREN'T THEY SUPPOSED TO BE UNDER 24 HOUR VIDEO SURVEILLANCE COUNTY SUPE, UH, SPENDING $19 MILLION TO HAVE FIBER OPTIC CABLES INSTALLED ACROSS THE RESERVATIONS, BUT THEY WON'T SPEND JUST $150 FOR SUCH A CAMERA TO BE PUT AT A DROP.
EACH DROPBOX, A BATTERY OPERATED TRAIL CAMERA WOULD TAKE A PICTURE WHENEVER THERE'S MOVEMENT OF DROPBOX, THEN SD CARDS CAN BE REMOVED AND MONITORED.
WILL THE NAVAJO COUNTY, GOP AND DEMOCRAT CHAIRMAN OBTAIN A LIST OF ALL MEMBERS OF THEIR PARTY WHO WILL BE WORKING AT THE POLLING STATIONS AND THE COUNTY ELECTIONS OFFICE BEFORE, DURING, AND AFTER ELECTION DAY TO PROVIDE CONFIDENCE THAT THEY HAVE AN EQUAL REPRESENTATION AND THE E SYSTEM NEEDS TO BE GOTTEN RID OF? THERE ARE GAPS, PROBLEMS, INEFFICIENCIES THROUGHOUT THE E SYSTEMS, AND YET WE STILL USE IT.
I THINK I'VE HEARD THAT OTHER COUNTIES HAVE DETERMINED HOW, HOW NOT TO USE IT.
I'M ASKING TODAY THAT NUMBER ONE, NOT ONLY AN ELECTION INTEGRITY TASK FORCE BE ADDED TO THE NEXT BOARD MEETING AGENDA, BUT I'M ASKING YOU IF YOU COULD ALL ATTEND IN PERSON.

IN SPITE OF EFFORTS TO DISPOSE OF THESE BOOKS WITHOUT THROWING THEM AWAY, WE STILL HAVE A LARGE QUANTITY OF THEM LEFT EVERY YEAR.
UH, NAVAJO COUNTY LIBRARY DISTRICT RECOMMENDS HOLDING AN ANNUAL BOOK SALE TO DISPOSE OF THESE BOOKS AND STILL BENEFIT LIBRARY USES.

THE BOOKS SALE PROCEEDS WOULD GO DIRECTLY BACK INTO PURCHASING MORE LIBRARIES, MATERIALS AND SERVICES FOR THE DISTRICT.

AND PRIORITY ONE, TWO, AND THREE PRIORITY ONE LOOKS LIKE OUR COAL COMMUNITY TRANSITION AS EVERYBODY KNOWS, WE'VE GOT A, A, A POWER PLANT IN, UH, IN NAVAJO COUNTY THAT'S CLOSING.
WE'VE GOT TWO MINES IN NAVAJO COUNTY THAT WERE COAL MINES THAT HAD HAVE CLOSED.
AND WE'VE GOT TWO MORE IN OUR NEIGHBORING COUNTY, APACHE, UH, THAT TWO POWER PLANTS THAT ARE GONNA CLOSE.
UH, ALSO PART OF THAT, UH, IS INDUSTRY RECRUITMENT.
SO BRINGING IN NEW BUSINESSES INTO OUR REGION.
UH, AND ALSO WITHIN PRIORITY ONE IS, UH, JOB CREATION AND WORKFORCE DEVELOPMENT.
I'M GONNA TOUCH ON EACH OF THOSE INDIVIDUALLY, BUT PRIORITY TWO IS A, UH, A SET OF PRIORITIES THAT LOOKS LIKE WORKFORCE HOUSING, UH, BUILDING OUR, OUR STRATEGIC PLANNING AND DATA FOR OUR, OUR REGION, AS WELL AS, UH, BRANDY IN, UH, IN TERMS OF ECONOMIC DEVELOPMENT FOR NORTHEASTERN ARIZONA.
PRIORITY THREE LOOKS LIKE BROADBAND, AND THAT, THAT, THAT'S A, UH, LARGE PRIORITY.
AND I'LL TALK ON THOSE, UH, IN A LITTLE BIT.

SO THIS, UH, THIS ROLE OF, UH, ECONOMIC DEVELOPMENT DIRECTOR FOR NAVAJO COUNTY IS, UH, IS, HAS BEEN, UM, MOSTLY VACANT, UH, FOR, FOR, FOR SEVERAL YEARS.
IT WAS IN THE LAST SIX MONTHS THAT, UH, WE WERE ABLE TO, UM, UM, JOIN THE TEAM AND BEGIN WORKING ON THESE, UH, THESE PRIORITIES FULL-TIME.
SO I, I, I SERVE AS, UH, THE, UM, IN, IN, IN THE LAST SIX MONTHS.
IT, IT'S BEEN VERY IMPORTANT THAT I GET AROUND TO OUR MEMBERS, OUR COMMUNITIES, AND, UH, ACROSS OUR REGION TO, UH, TO ESTABLISH THOSE THAT TRUST THAT RELATIONSHIP.
SO ONCE AGAIN, I, I SAY IF ANYBODY WOULD LIKE TO, UH, TO ENGAGE WITH ME, I'D BE MORE THAN HAPPY TO, UH, TO COME WITH THEM.
BUT I WANT TO TALK ABOUT SOME OF THE, UH, PROJECTS THAT WE'VE BEEN BEGINNING TO PLANT SEEDS, UH, FOR OUR DIFFERENT PRIORITIES.
BECAUSE WHEN WE'RE LOOKING AT ECONOMIC DEVELOPMENT, THESE THINGS, IF THERE WAS A SILVER BULLET SOLUTION, IT WOULD'VE ALREADY BEEN DONE.
UM, BUT REALLY WHAT WE NEED TO DO IS WE NEED TO ENGAGE OUR COMMUNITIES IN A, UH, IN A WAY THAT THEY, THEY SEE FIT AND THAT FITS WITH THEIR COMMUNITY VALUES.
AND SO, WHEN WE WE'RE TALKING ABOUT THE, THE POWER PLANT, UM, CLOSURES OF THE COAL COMMUNITY TRANSITION,

NAVAJO COUNTY HAS ACTUALLY BEEN A, UH, A LEADING FORCE IN THE NORTHEASTERN ARIZONA.UH, WE, WE'VE PARTICIPATED IN A BRECK PROJECT.
WE'VE GOT SOME, UH, AND WHEN I SAY BRECK PROJECTS, IT'S, UH, BUILDING RESILIENT ECONOMIES AND COAL COMMUNITIES.
SO THAT'S BEEN A NATIONAL PROJECT THAT WE'VE BEEN AT THE FOREFRONT OF, AND I'LL TALK A LITTLE BIT MORE ON THAT.
WE'VE ALSO GOT SOME, UH, INDUSTRY RECRUITMENT TOOLS THAT ARE AVAILABLE NOW THAT ARE EXCELLENT FOR, UM, OUR, OUR COMMUNITIES AND OUR REGION.
AND I WANT TO TALK A LITTLE BIT ABOUT SOME OF THE WINS WE'VE HAD IN, UH, WORKFORCE DEVELOPMENT IN, UH, JOB CREATION.
I'LL ALSO TOUCH A LITTLE BIT MORE ON SOME OF THE, UH, THE PROJECTS THAT WE'VE, UH, COMPLETED FOR HOUSING, STRATEGIC PLANNING, BRANDING, AND THEN ALSO GIVE A, UH, A, A A A A NOD TO THE, UH, THE GROWING WORK THAT'S HAPPENING IN THE BROADBAND WORLD.
SO, UH, IN, IN THINKING ABOUT ECONOMIC DEVELOPMENT, YOU'VE GOTTA TAKE ALL OF THESE, THESE FACTORS INTO CONSIDERATION.
IT'S NOT JUST ONE BEFORE THE OTHER.
IT'S MANY OF THESE CONCURRENTLY.
AND THAT'S WHY WE'RE KIND OF THINKING OF THAT, THAT SEED PLANTING, UH, FOR, UH, OUR, OUR OUR DISCUSSION HERE.

AND, UH, THE, UH, DEVELOPER OF THIS RV PARK, UH, WE'RE TALKING ABOUT 300 SITES, UH, IN WINSLOW, HE CALLED ME AND HE SAYS, HEY, CHRIS, UH, DO YOU KNOW ANYBODY THAT DOES ECONOMIC DEVELOPMENT IN NAVAJO COUNTY? I SAYS, JOHN, I DO.
GIVE ME A COUPLE MONTHS AND I'LL BE IN THAT POSITION.
AND SO, UH, JOHN GUNDERMAN AND HIS WIFE, LAURA GUNDERMAN, ARE, HAVE BEGAN A DEVELOPMENT OF AN RV PARK, A TOURIST FOCUSED, UH, RV PARK IN WINSLOW.
SO THIS IS ACTUALLY A, WELL, PEOPLE MAY THINK, OH, RV PARK, THAT'S, UH, YOU KNOW, KIND OF
THIS IS ACTUALLY THE, THE FIRST TOURIST RV PARK BEING DEVELOPED IN WINSLOW IN 20 YEARS.
SO THIS, THIS REPRESENTS A, UH, A, A, A LARGE SHIFT IN, UH, INDUSTRY ATTRACTION.
I WANTED TO SHARE THAT WITH THE COMMUNITY.
THESE THINGS DON'T HAPPEN OVERNIGHT.
UH, BUT THESE GUYS HAVE HAD THEIR FINANCING APPROVED AND, UH, HAVE BEGUN TO, UH, TO DEVELOP THEIR SITE.
ONE OF THE THINGS THAT WE'VE DONE TO MAKE SURE THAT ALL OF OUR COMMUNITIES DON'T MISS OUT ON BUSINESS INTERESTS OR BUSINESS INQUIRIES IS WE'VE DEVELOPED A, UH, A NEW SITE THAT'S THE REAL AZ.ORG.

BUT REALLY, WHEN IT COMES DOWN TO IT, BUSINESSES WANT TO KNOW WHAT'S AVAILABLE.
WHAT ARE, WHAT ARE THE WAGES? WHAT ARE THE HOUSING? WHAT IS THE, UM, THE INDUSTRY LOOK LIKE IN THOSE COMMUNITIES? AND SO WE'VE GOT ALL THAT DOCUMENTED, BUT I THINK THE NEXT THING THAT WE NEEDED WAS WE NEEDED TO MAKE SURE THAT OUR AVAILABLE SITES ARE LISTED FOR SALE.
AND SO WE, WE'VE WORKED WITH OUR REAL AC MEMBERS TO, UH, DEVELOP AN MLS INTEGRATION.
AND SO WHAT THAT'S DONE IS IT'S TAKEN ALL THE COMMERCIAL AND INDUSTRIAL PROPERTIES THAT ARE AVAILABLE FOR EVERYWHERE FROM, FROM HOLBROOK WINSLOW TO PINETOP, ST.
JOHN'S, SNOWFLAKE, ALL OF OUR COMMUNITIES, AND HAVE THOSE ACTIVELY LISTED.
AND SO WHAT WE, WE'VE DONE ESSENTIALLY IS PUT MORE HOOKS IN THE WATER FOR THESE BUSINESSES TO SEE WHAT'S AVAILABLE WHEN IT COMES TO INDUSTRIAL, COMMERCIAL, UH, PROPERTIES AVAILABLE.
UM, ONE OF THE THINGS THAT WE'VE ALSO DONE FOR THE, UH, THE COUNTY IS, AND, AND WE'RE EXPECTING TO HEAR IT LATER THIS MONTH, IS WE APPLIED FOR A NAVAJO COUNTY WIDE BROWN FIELDS GRANT.
AND WHAT THAT DOES IS THAT'S A, UH, THAT'S A NO COST ASSESSMENT TO PRIVATE OWNERS ANYWHERE IN NAVAJO COUNTY.
DOESN'T MATTER YOUR JURISDICTION, WHETHER IT BE MUNICIPALITY OR OTHERWISE, BUT THESE BROWNFIELD GRANTS HELP THOSE SITES THAT MIGHT HAVE, UH, HISTORICAL PROBLEMS, MAYBE AN OLD GAS TANK, OR THEY HAVE SOME LEAD OR ASBESTOS REMOVAL THAT'S, UH, NECESSARY.
SO WE, WE'VE APPLIED FOR THAT, AND I, I LOOK FORWARD TO PRESENTING BACK TO THE, UH, THE BOARD ON OUR, OUR APPLICATION.
UH, ONCE, UH, WE, WE GET NOTIFICATION THIS MONTH, I WANT TO TALK A LITTLE BIT ABOUT COAL COMMUNITIES.

SO WE'VE ACTUALLY PARTNERED UP, UH, NAVAJO COUNTY HAS PARTNERED UP WITH APACHE COUNTY AND COCONINO COUNTY TO DEVELOP A REGIONAL TRANSITION STRATEGY THAT'S ALL ENCOMPASSING FOR, FOR A LANDMASS THAT'S THE SIZE OF WEST VIRGINIA.
THIS IS QUITE A BIG LIFT, BUT WHEN IT COMES TO IT, THE COUNTIES HAVE TAKEN THE, UH, THE LEAD ROLE IN, IN DEVELOPING A STRATEGY THAT INVOLVES

ALL OF OUR COMMUNITIES WHERE AND WHEN THEY WOULD LIKE.BUT MORE IMPORTANTLY, WHAT WE'VE DONE IS WE'VE BROUGHT THESE FEDERAL RESOURCES TO OUR COMMUNITIES.
SO JUST, UH, LATE LAST MONTH, WE HAD, UH, TWO FEDERAL FUNDING SUMMITS.
THESE WERE THE FIRST THAT HAPPENED, UH, THROUGHOUT THE NATION WHERE WE ACTUALLY HAD, UH, SEVEN FEDERAL PARTNERS AND, UH, SIX, UH, REGIONAL FUNDING PARTNERS THAT HAVE COME TO OUR COMMUNITIES IN ST.
JOHN'S AND ALSO JOSEPH CITY TO MEET WITH COMMUNITY PROJECT LEADERS TO MATCH UP FUNDING WITH PROJECTS.
THIS IS, THIS MAY SEEM LIKE IT'S, UH, AS SIMPLE AND IT, IT'S CONSTRUCT AND IT, IT'S DESIGNED TO BE THAT WAY, BUT IT ALSO HAS TO BE BROAD AND, UH, ADAPTIVE TO THE, UH, COMMUNITY'S NEEDS.
SO I'M HAPPY TO, UH, TO ANNOUNCE THAT WE SUCCESSFULLY, UH, UM, HAD TWO FEDERAL FUNDING SUMMITS IN OUR REGION, UH, WHEN IT COMES TO WORKFORCE AND, UH, AND JOB CREATION.
I WANT TO, UH, TO GIVE SPECIAL MENTION TO THE, UH, NORTHEASTERN ARIZONA LOCAL WORKFORCE DEVELOPMENT BOARD.
UM, SO, UH, THE, UH, UM, CHAIR, OR EXCUSE ME, NOT THE CHAIR, THE, UH, EXECUTIVE DIRECTOR JEREMY FLOWERS AND I, UH, WERE WORKING ON A, UH, GRANT.
THEY WERE RECENTLY AWARDED, UH, $400,000 TO AN ADDITIONAL $400,000 FOR LOCAL WORKFORCE DEVELOPMENT ACTIVITIES.
WE, NAVAJO COUNTY HAS ALSO BEEN A, UH, AWARDED A $25,000 GRANT, UH, FOR A GRANT WRITER TO SUPPORT THE NORTHLAND PIONEER COLLEGE IN A FORESTRY OPERATIONS TRAINING PROGRAM.
SO THAT'S A PARTNERSHIP THAT LOOKS AT ALL THE, UH, COMMUNITY COLLEGES HERE, AS WELL AS OUR, UM, OUR INDUSTRY PARTNERS AND COUNTIES.
AND, UH, AUS, UH, ECONO, UH, ECOLOGICAL POLICY, UM, OR, SORRY, ERI, ECOLOGICAL RESTORATION INSTITUTE.
SO THIS IS A PARTNERSHIP THAT WE'RE WORKING ON.

SO THERE, THIS WAS KIND OF A, UH, A, A WORKSHOPPING EVENT WHERE, UH, PROJECT LEADERS WERE ABLE TO PITCH THEIR IDEAS TO FUNDERS AND THEN GET FEEDBACK ABOUT WHAT APPROPRIATE FUNDING PROGRAMS ARE AVAILABLE, UH, TO THEM.
SO THIS IS, UH, THIS KINDA JUST SHOWS SOME OF THAT, THAT WORK AND PROCESS, UH, THAT WE DID, UH, DURING THE, UH, THE FEDERAL FUNDING SUMMITS.
THE, THE LAST ITEMS, I'LL GO TO THE NEXT SLIDE THERE.
WE'VE, UH, WHEN IT COMES TO WORKFORCE HOUSING, THIS IS ALSO A BIG CHALLENGE IN TERMS OF GETTING THE DATA FOR OUR COMMUNITIES, OUR LOCAL JURISDICTIONS.
AND, AND WE'RE, I WANT TO BE REALLY CLEAR THAT, THAT THE JURISDICTIONS, THE LOCAL JURISDICTIONS, ARE IN CONTROL OF WHAT SHOULD HAPPEN IN THEIR COMMUNITIES.
THEY REFLECT THEIR COMMUNITY'S INTERESTS, THEIR COMMUNITIES' VALUES.
SO A, AS A, UH, ECONOMIC DEVELOPMENT ORGANIZATION, WE WERE ABLE TO PROVIDE THEM WITH A HOUSING NEEDS ASSESSMENT REPORT.
WE WERE ABLE TO PROVIDE THEM WITH AN ECONOMIC, UH, OVERVIEW FOR THEIR JURISDICTION, AS WELL AS A SERIES OF RESOURCES AND ACTIONS THAT THEY CAN TAKE SHOULD THEY DEEM THOSE APPROPRIATE TO INCENTIVIZE OR ENCOURAGE MORE WORKFORCE HOUSING DEVELOPMENT.
SO THAT'S A PROJECT THAT WE'VE BEEN WORKING ON FOR THE LAST SEVERAL MONTHS.
UH, WE SAY THAT IT'S COMPLETED HERE BECAUSE WE'VE BEEN ABLE TO, UH, TO LINK BACK UP WITH EVERY SINGLE JURISDICTION THAT IS, UH, ONE OF OUR MEMBERS, UH, RESPONSIBLE FOR THIS.

AND THEN THE SCHOOL DISTRICTS AND ALL THOSE THAT ARE, THAT ARE, THAT'S INVOLVED OR CONSIDERED STAKEHOLDERS, UM, FOR THIS, UM, TO FIND ALTERNATIVE INDUSTRIES FOR THE COMMUNITIES, UM, TO EXPLORE, WHICH I'M SURE THAT THEY HAVE DONE ARE CONTINUING TO DO.
AND THEN ALSO, UM, THE SUPPORT THAT WE RENDER AS FAR AS THE COUNTY GOVERNMENT TO SUPPORT THESE COMMUNITIES DURING THIS TIME OF TRANSITION.

UH, THIS MOA IN THE PAST HAS ALLOWED US TO WORK, UH, AND ASSIST AND COLLABORATE WITH THE, UH, DEPARTMENT OF TRANSPORTATION AT WHITE MOUNT AND APACHE TRIBE ON VARIOUS TRANSPORTATION RELATED PROJECTS.
SO, SO THIS IS, UH, THIS IS THE SAME MOA, UH, THAT'S IN YOUR PACKET FOR YOUR REVIEW.

SO I THINK WHEN WE THINK ABOUT THOSE TRANSPORTATION, MOA, UM, THANK YOU, UH, MANNY FOR THE WORK AND BRINGING IT TO US, UM, THAT THESE CONVERSATIONS ALLOW FOR THOSE OPPORTUNITIES FOR PARTNERSHIPS OR THESE MOAS ALLOW FOR THOSE OPPORTUNITIES FOR PARTNERSHIPS AND ALLOW FOR FUNDAMENTAL WORK TO BE, UM, PROVIDED FOR OUR COMMUNITIES IN THE WAY OF TRIBAL COMMUNITIES.
TRIBAL COMMUNITIES HAVE, UM, SEPARATE, UM, FUNDING SUPPORTS AND THE GOV.

UH, WITH THE HELP OF, UH, ROCHELLE KOPA, WE WERE ABLE TO GO BACK TO WASHINGTON DC AND I WAS ABLE TO TESTIFY BEFORE THE HOUSE OF NATURAL RESOURCES AND FEDERAL LAND SUBCOMMITTEE ON A BILL THAT WOULD, UH, CONVEY FEDERAL LAND TO NAVAJO COUNTY AND APACHE COUNTY THAT WOULD IMPACT THE CEMETERIES IN PINEDALE AS WELL AS IN ALPINE.
AND IT WAS A GREAT OPPORTUNITY TO BE ABLE TO, UH, DO THAT AND TO POSSIBLY MOVE FORWARD TO SOMETHING THAT WE WORKED ON FOR SEVERAL YEARS, TRYING TO MAKE THAT HAPPEN.
