AND BACK THEN, UH, WE, I CAME TO YOU AND WE DISCUSSED, UM, A FEW PROPERTIES, UH, NEAR SHOW LOW LAKE, UH, THAT WERE BEING, UH, ANNEXED FROM ONE IN TO THE OTHER.

AND TODAY, UM, WE'RE LOOKING AT THE OTHER SIDE OF THAT.

UM, AND WE'RE ASKING THAT SOME PARCELS THAT ARE CURRENTLY WITHIN THE BOUNDARIES OF THE CITY OF SHOW LOW, UH, BE MOVED INTO THE TOWN OF PINETOP LAKESIDE.

NOW, THERE IS A STATUTORY SCHEME THAT GOVERNS THIS PROCESS.

UM, PART OF THAT, UM, INVOLVES THE, THE, THE MUNICIPALITIES REACHING OUT TO THEIR CITIZENS, UH, HAVING HEARINGS OF THEIR OWN, UH, AND, UH, ADOPTING, UH, ORDINANCES, UM, UH, TO, UH, ALLOW THAT, UH, ANNEXATION AND DE ANNEXATION TO OCCUR.

UH, THAT'S OCCURRED BOTH FROM THE CITY OF SHOW LOW AND, UH, THE TOWN OF PINETOP LAKESIDE AT THIS POINT.

UM, UH, THE LAST STEP IN THE PROCESS REALLY IS FOR THE BOARD OF SUPERVISORS TO GIVE THEIR APPROVAL, UM, OF THAT, UH, ANNEXATION AND DE ANNEXATION.

AND THAT'S WHY, UH, I'M HERE TODAY.

UM, MY UNDERSTANDING IS THAT A BIG PART OF THE REASON WHY THIS IS NECESSARY, UM, IS THAT THERE ARE SOME PARCELS OF PROPERTY THAT, UM, ARE ACTUALLY WITHIN BOTH BOUNDARIES.

UH, AND SO IF THEY WERE GONNA BE DEVELOPED, UM, THE DEVELOPER WOULD HAVE TO, UH, COMPLY WITH BOTH THE REGULATORY SCHEMES OF, UH, PINETOP LAKE SITE AND THE CITY OF SHOW LOW.

UM, THAT'S NOT DESIRABLE.

UM, UH, IT'S FOR A LOT OF REASONS.

IT'S NOT JUST NOT PRACTICAL.

SO THAT'S A BIG PART OF THE REASON WHY, UH, THIS IS GOING ON BETWEEN ASHO LOW AND, UH, PINETOP LAKESIDE.

UH, BECAUSE OF THAT, UM, I'M NOT AWARE OF ANY OBJECTIONS, UH, TO, UH, UH, THE PROPOSED RESOLUTION, BUT WE'RE GOING TO ASK, AND MY RECOMMENDATION IS THAT THE BOARD OF SUPERVISORS APPROVE RESOL RESOLUTION NUMBER 40 DASH 2024, UM, AND, UH, APPROVE THE, UH, THE, UH, UH, BOUNDARY CHANGE.

B, CONSIDERATION AND ADOPTION OF RESOLUTION NUMBER 41 DASH 2024, AUTHORIZING THE COURT OF THE BOARD TO ADMINISTRATIVELY APPROVE UNIFORM VIDEO SERVICE LICENSE PURSUANT TO A RS 11 DASH 1914.

UM, I'M HERE TODAY TO, UH, RECOMMEND TO THE BOARD OF SUPERVISORS TO APPROVE RESOLUTION NUMBER 41 DASH 2024, UM, ON ITS SURFACE.

UM, THIS IS A VERY SIMPLE RESOLUTION, UH, SIMPLY AUTHORIZING THE CLERK OF THE BOARD OF SUPERVISORS TO APPROVE UNIFORM VIDEO SERVICE LICENSE AGREEMENTS, UH, UNDER, UH, A RS 11 19 14.

UM, PREVIOUSLY, HOW, UM, WE'VE HANDLED, UH, CABLE ONE IN THE PAST.

UM, AND THIS KIND OF COMES TO YOU, AND I'LL GIVE YOU SOME BACKGROUND.

NOW, THIS ACTUALLY COMES TO US BECAUSE, UH, CABLE ONE, DBA SPARK LIGHT, UM, UH, SUBMITTED AN APPLICATION TO THE COUNTY ASKING, UH, US TO APPROVE A LICENSE AGREEMENT FOR THEM.

UM, I CAN TELL YOU THAT, UM, UP UNTIL 2019, UH, LICENSE AGREEMENTS FOR, UH, CABLE COMPANIES WERE HANDLED UNDER A RS 9 5 0 6.

AND YOU MIGHT SAY, WELL, WHY IS SOMETHING THAT THE COUNTY GOVERNS IN TITLE IX? WELL, THERE ARE CERTAIN PROVISIONS IN TITLE IX THAT EXPRESSLY, UH, APPLY TO BOTH, UH, CITIES AND COUNTIES.

9 5 0 6 WAS ONE OF THOSE.

UM, AND, UH, IN 2019, THE LEGISLATURE, UH, ADOPTED A COMPREHENSIVE, UH, UH, STATUTORY SCHEME TO, UH, GOVERN CABLE COMPANIES.

AND THAT'S FOUND IN 11, UH, DASH 1901 THROUGH 11 DASH 1952.

AND INSTEAD OF JUST HAVING ONE SIMPLE STATUTE TO GOVERN IT, WE NOW HAVE, UH, A RATHER COMPREHENSIVE STATUTORY SCHEME THAT, THAT, UH, HANDLES LICENSE AGREEMENTS.

PREVIOUSLY UNDER 9 5 0 6, THE BOARD OF SUPERVISORS WOULD'VE APPROVED, UH, THAT LICENSE AGREEMENT.

IT WOULD'VE HAD ALL THE TERMS THAT NEEDED IN IT, UM, IN TERMS

OF REQUIRING, UH, THEM TO, UH, YOU KNOW, UH, UH, NOTIFY US AND, UH, REPAIR OUR ROADS, WHATEVER, WHEN, UH, THEY NEEDED TO, UH, DIG THEM UP, WHATEVER, WHEN THEY WERE INSTALLING, UH, CABLE.

UM, AT THIS POINT, UM, UH, WE CAN'T DO THAT UNDER THE NEW STATUTORY SCHEME.

UH, THE STATUTORY SCHEME EXPRESSLY FORBIDS THE BOARD OF SUPERVISORS FROM, AND YOU HAVE THE STATUTE THERE, UH, UP ON THE SCREEN, VOTING ON OR TAKING OFFICIAL ACTION REGARDING TO THE APPLICATION AFFIDAVIT, UH, NOTICE OR OTHER DOCUMENT.

SO, THE BOARD OF SUPERVISORS CAN'T DIRECTLY, UH, APPROVE A LICENSE AGREEMENT.

UH, IT HAS TO BE, UH, DELEGATED, UH, SOMEWHERE ELSE.

AND THE STATUTE DOESN'T SPECIFICALLY SAY THIS, UM, BUT THE APPLICATION IS SUPPOSED TO BE FILED WITH THE CLERK, UM, WITH THE CLERK OF THE BOARD.

AND, UH, SO I THINK BY IMPLICATION IT'S THE CLERK OF THE BOARD THAT, UH, APPROVES IT.

UH, ALTHOUGH ARGUABLY ON THE STATUTE, YOU COULD DELEGATE IT ELSEWHERE.

I THINK THAT, THAT THAT'S A, THE MOST LOGICAL PLACE TO, UH, PUT IT.

UM, I WILL TELL YOU, UM, THAT THE A, THE APPLICANT, UH, UH, JUST AS FURTHER BACKGROUND INFORMATION, THE APPLICANT DID COME TO US ASKING FOR A 10 YEAR LICENSE.

WE'RE PROBABLY THINKING AT THIS POINT WE'RE GONNA APPROVE IT FOR ONE YEAR.

UM, BUT THERE'S SOME POLICY DECISIONS THAT NEED TO BE MADE AS PART OF THAT.

AND SO WE'RE KIND OF ANALYZING THAT AND LOOKING AT IT RIGHT NOW.

UH, SO WE WILL BE COMING BACK TO YOU, AND THAT'S KIND OF WHY WE'RE GOING WITH THE, PROBABLY WITH THE ONE YEAR APPROVAL.

AND THAT'S WHAT I THINK, UH, MS. BUCKLEY WILL PROBABLY APPROVE.

UH, BUT THE REASON THAT WE'RE, WE'RE, WE'RE DOING THAT IS, UH, BEFORE WE, UH, GIVE AN EXTENDED LICENSE AGREEMENT, WE REALLY NEED TO GET, UH, UH, AN ORDINANCE OR RESOLUTION, UH, THAT'S MORE COMPREHENSIVE, UH, THAT DEALS WITH THIS BECAUSE, AND THE REASON FOR THIS IS ONE OF THE OTHER WEIRD FEATURES, UM, IN THE STATUTORY SCHEME IS THAT WE CANNOT PUT ANYTHING IN IT THAT YOU WOULD TYPICALLY PUT INTO A FRANCHISE AGREEMENT.

UM, AND THOSE, AND THAT'S WHY WE HAVE TO ADOPT THE MORE COMPREHENSIVE SCHEME BECAUSE, UH, WHAT'S ACTUALLY IN THE FRANCHISE AGREEMENT, UM, ISN'T GOING TO IT.

IT DOESN'T HAVE ANYTHING THAT WE WOULD NEED IN FROM OUR PERSPECTIVE.

AND SO, UH, THAT'S WHY, UH, WE NEED TO COME BACK PROBABLY AT A LITTLE BIT LATER TIME, UH, WITH A MORE COMPREHENSIVE SCHEME.

BUT TODAY, FOR OUR PURPOSES, ALL WE'RE DOING IS ASKING THE BOARD OF SUPERVISORS, UH, TO DELEGATE THEIR AUTHORITY TO THE CLERK OF THE BOARD, UH, TO, UH, GRANT THIS LICENSE AGREEMENT BECAUSE, UH, WE ONLY HAVE A CERTAIN, VERY LIMITED AMOUNT OF TIME TO ACT UNDER THE STATUTORY SCHEME AFTER THE APPLICATION COMES IN.

UM, WE'VE, WE'VE DISCUSSED THIS PROJECT SEVERAL TIMES OVER THE PAST COUPLE YEARS, SO TODAY I THOUGHT I WOULD COVER SOME OF THE OUTCOMES THAT THE PROJECT WILL DELIVER, TOUCH ON A FEW KEY ELEMENTS, UH, OF THE BUILDING, AND THEN MOVE RIGHT INTO THE, THE BUDGET AND THE SCHEDULE.

SO, REAL QUICK TO ORIENT, UM, THE, THE YELLOW TRIANGLE THERE ON THE BOTTOM LEFT OF THE SCREEN IS THE PROJECT SITE.

THIS IS, UM, ON THE SOUTHWEST END OF TAYLOR, SOUTH OF THE TAYLOR AIRPORT.

UM, IF YOU'RE HEADED OUT OF TOWN ON PINEDALE ROAD, IT'D BE ABOUT A LITTLE MORE THAN A QUARTER MILE DOWN THE ROAD, UM, FROM K BUILDING SUPPLY.

UM, SO OUTCOMES FOR THIS PROJECT, WHILE WE'RE DOING THIS PROJECT, UM, THIS NEW FACILITY WILL CO-LOCATE ANIMAL CONTROL, ENVIRONMENTAL HEALTH, MEDICAL EXAMINER AND LAW ENFORCEMENT INTO ONE PURPOSE-BUILT FACILITY THAT WILL IMPROVE THE OPERATIONAL CAPABILITIES OF THE USERS.

UH, CURRENTLY, SOME OF THE USERS OF THESE BUILDINGS REALLY LACK A FUNCTIONAL, UH, WORKSPACE FOR THE SPECIALIZED SERVICES THAT THEY DELIVER.

NEXT, PLEASE.

UH, THIS SITE IS CENTRALLY LOCATED WITHIN THE SERVICE DELIVERY AREA WHERE THESE SERVICES ARE DEPLOYED.

AND, UH, WE'LL BE ABLE TO LEVERAGE AND UTILIZE EXISTING COUNTY OWNED PROPERTY.

UH, AFTER COMPLETION, WE'LL BE ABLE TO EXIT LEASE SPACE THAT, UM, THE HEALTH DEPARTMENT OR THE CODE ENFORCEMENT DEPARTMENT CURRENTLY OCCUPIES, AS WELL AS A REDUCTION IN CONTRACTED COOLER SPACE.

THAT'S A NECESSITY FOR THE MEDICAL EXAMINER.

UH, WE'LL ALSO PROVIDE A BIGGER OPERATIONAL SPACE FOR LAW ENFORCEMENT IN AN AREA THAT'S A HIGH POPULATION GROWTH AREA FOR OUR COUNTY.

AND THEN LASTLY, AND THEN THIS ALSO ALLOWS FOR AS A FUTURE PROJECT TO, UM, REDEVELOP THE CURRENT SHERIFF SUBSTATION DOWNTOWN.

UM, THIS WAS A NEED THAT THE BOARD IDENTIFIED EARLY ON DURING THE PLANNING STAGES OF THIS PROJECT THAT WE CURRENTLY LACK A, A MEETING AND TRAINING SPACE IN THIS AREA OF OUR COUNTY.

SO WE'LL BE ABLE TO COMPLETE A FUTURE PROJECT TO, TO BUILD THAT SPACE AND DELIVER THAT SPACE IN THE CENTRALIZED DOWNTOWN AREA OF SNOWFLAKE.

HERE'S THE, THE FLOOR PLAN AND, AND THE BUILDING ELEVATION VIEW.

THESE HAVEN'T CHANGED SINCE THE LAST UPDATE, THAT CAPITAL UPDATE THAT WE PROVIDED IN IN JULY.

IT'S A 10,393 SQUARE FOOT BUILDING.

IT'LL BE, UM, MASONRY BLOCK CONSTRUCTION.

BUT, BUT I DO WANT TO COVER ON THIS NEXT SLIDE.

UM, THERE'S TWO AREAS THAT I KIND OF WANTED WHEN WE TALK ABOUT PURPOSE BUILT FOR THIS FACILITY AND KIND OF HAVING A, A LENS ON, ON, UH, SPECIFIC DESIGNS FOR THE USERS.

I WAS GONNA HIGHLIGHT THESE, THESE AREAS OUTLINED IN BLUE AND RED ON THE NEXT SLIDE.

UM, THIS PRICE TAG IS HIGHER THAN THE ORIGINAL ESTIMATES FOR THE PROJECT.

UM, UNFORTUNATELY WE'VE SEEN, UH, IN AN ESCALATION IN CONSTRUCTION COSTS OVER THE LAST FEW YEARS.

I THINK WE'VE ALL KIND OF EXPERIENCED AND FEEL THIS IN OUR PERSONAL LIVES TOO.

I THINK ABOUT, YOU KNOW, PROJECTS I DO, HOME IMPROVEMENT PROJECTS, HOME DEPOT AND SUCH.

UM, JUST ESCALATED COSTS.

THIS PROJECT'S NO EXCEPTION TO THAT.

UM, ONE THING I DO THINK NOTEWORTHY HERE, WE, WE HAD A VERY COMPETITIVE BID PROCESS ON THIS PROJECT.

UH, WE RECEIVED FOUR BIDS.

UM, THE, THE, SO, SO VERY COMPETITIVE, LOTS OF CONTRACTOR INTEREST.

UM, THE CONTRACT THAT WE'RE RECOMMENDING FOR APPROVAL TODAY IS A, IS A LOCAL CONTRACTOR IN THE SNOWFLAKE AREA THAT, UM, THEY'RE CURRENTLY COMPLETING A LARGE NEW CONSTRUCTION PROJECT FOR THE CITY OF WINSLOW.

UM, WE'VE SPOKEN TO THEIR CITY ADMINISTRATION AND THEY'VE HAD NOTHING BUT HIGH PRAISE AND, AND GOOD REVIEWS FOR THEIR RELATIONSHIP AND THE PRODUCT THAT WAS DELIVERED TO THEM.

UM, WE, WE STILL FEEL LIKE THIS IS A GOOD INVESTMENT FOR THE COUNTY TO IMPROVE THE OPERATIONAL CAPABILITIES OF, OF THESE USERS.

SO THE FUNDING WILL COME FROM ARPA AND, AND GENERAL FUNDS.

SO HERE'S WHAT THE SCHEDULE LOOKED LIKE AS WE WORK FORWARD FROM TODAY.

SO, CONSIDERATION OF THE CONTRACT TODAY, THAT WOULD LIKELY BE AROUND A MID-NOVEMBER ANTICIPATED NOTICE TO PROCEED.

IT'S A 500 CALENDAR DAY CONTRACT, WHICH PUTS IT AT, UH, END OF MARCH, 2026 FOR THE CONTRACT COMPLETION.

TWO NOTEWORTHY THINGS HERE THAT ARE IDENTIFIED WITH THE, THOSE TWO SUPERSCRIPTS ONE AND TWO, UH, ARPA FUNDS FOR THIS PROJECT THAT THEY HAVE, THAT US TREASURY HAS REQUIREMENTS ON THOSE FUNDS THAT THE FUNDS MUST BE OBLIGATED BY THE END OF THIS CALENDAR YEAR.

IF THIS CONTRACT IS APPROVED TODAY, THAT WILL FULFILL NAVAJO COUNTY'S OBLIGATION REQUIREMENTS FOR ALL OF OUR ARPA FUNDS THAT ARE REQUIRED TO BE OBLIGATED UNDER THAT, UH, THAT REQUIREMENT.

AND THEN THE SECOND ONE THERE IS AN, ANOTHER ARPA REQUIREMENT IS THAT THE FUNDS MUST BE EXPENDED BY THE END OF THE CALENDAR YEAR 2026.

AND SO WITH OUR CONTRACT END DATE BEING THE END OF MARCH, WE WILL BE WELL AHEAD OF THAT, THAT REQUIREMENT AND THAT DEADLINE.

UM, SO WITH THAT, UM, STAFF, LIKE I SAID, STAFF FEELS LIKE THIS IS A, A, A GOOD INVESTMENT AND A GOOD OPERATIONAL, UM, IMPROVEMENT FOR THE COUNTY.

AND, UM, STAFF IS RECOMMENDING APPROVAL OF THE BASE BID PLUS ALTERNATES ONE THROUGH SEVEN.

YES, HE CAN, HE CAN STILL RUN.

UH, AND, AND I HAD A HECK OF A TIME KEEP KEEPING UP WITH HIM.

BUT THE KEY POINT THAT I WANTED TO TAKE AWAY AND TALK TO YOU ABOUT TODAY WITH, WITH, UH, WITH REGARDS TO TIM WAS THE, THE LEVEL OF RESPECT THAT HE EXTENDED TO THE INMATES THERE IN THE, IN THE JAIL AND THE, AND THE RESPECT THAT HE RE HE RECEIVED IN THE BACK, YOU KNOW, IN RETURN.

UM, THAT'S HARD.

THAT'S VERY DIFFICULT AT TIMES.

'CAUSE YOU'RE CLEAN, YOU KNOW, THEY PLAY GAMES AND THEY WANT TO GAME YOU AND THEY WANT TO CON YOU, AND THEY WANT TO, AND HE DIDN'T TOLERATE IT, AND THEY DIDN'T, THEY ALSO DIDN'T TRY TO GAME HIM BECAUSE HE HAD ESTABLISHED THIS RESPECT AND THIS RAPPORT WITH THE INMATE POPULATION IN THERE.

AND I THINK THAT WAS SOMETHING THAT, THAT, UH, IS VERY IMPORTANT.

AND THE MENTORING THAT HE DID WITH THE YOUNGER,

UH, DETENTION DEPUTIES IS TO, TO GIVE THAT, TO GIVE THAT MENTORING, THAT LEADERSHIP.

UM, I, I WOULD LIKE TO START WITH A STATEMENT, UM, THAT GRANTS ARE BENEFICIAL TO OUR COMMUNITY.

UM, GRANTS PROVIDE FINANCIAL RESOURCES FOR THE COUNTIES, PROGRAMS, SERVICES, AND PROJECT INITIATIVES.

UM, GRANTS ALSO HELP US PROMOTE BEST AND EVIDENCE-BASED PRACTICES, TEAMWORK, AND THE POSITIVE WORKING WORKING ENVIRONMENT.

UM, GRANTS ALSO GUIDE US TO PARTNER WITH COMMUNITY ORGANIZATIONS FOR CHANGE AND MAKE OUR COMMUNITY BETTER.

UM, GRANTS ARE BENEFICIAL TO OUR COMMUNITY, BUT ALSO THEY ARE CHALLENGING AND COMPLICATED.

AND THIS IS THE KIND OF SIMPLE FIGURE THAT ILLUSTRATE HOW GRANT PROCESS WORKS.

UM, INCLUDING PRE-PLANNING, DEVELOPMENT, AND MANAGEMENT.

MANY PEOPLE ARE LIKELY TO DEAL WITH GRANT TO SOME EXTENT.

AS A GRANT PROFESSIONAL, I OFTEN GET INVOLVED IN AN ENTIRE PROCESS FROM THE BEGINNING TO END.

AND WITH MY EXPERTISE AND EXPERIENCE, I SUPPORT THE COUNTY'S GRANT DEVELOPMENT AND MANAGEMENT PROJECT AND SUCCESS.

UM, THIS SLIDE PROVIDES A SUMMARY OF, UH, COUNTY'S ANNUAL PERFORMANCE IN GRANTS.

UH, IN FISCAL YEAR 2023, UM, THE COUNTY SPENT $8.1 MILLION IN FEDERAL AWARDS.

AND

IN FISCAL YEAR 2024, UM, BASED ON THE, THE BOARD MEETING MINUTES, UM, I CALCULATED, UH, UM, $13.3 MILLION IN GRANT AWARDS IN NAVAJO COUNTY.

EACH DEPARTMENT IS RESPONSIBLE FOR DEVELOPING AND MANAGING THEIR OWN GRANTS, AND THERE IS NO CENTRALIZED SYSTEM TO MONITOR THE GRANTS ACTIVITIES AND STATUS.

SO I'M, WHAT I CAN DO IS JUST SIMPLY SPEAKING ABOUT MY ONLY , UH, LIMITED EXPERIENCE, UH, UM, IN GRANTS.

AND IN THE LAST FISCAL YEAR, I WAS INVOLVED IN THE 15 GRANT DEVELOPMENT PROJECT.

UM, EIGHT GRANT AWARDS WERE MADE AND, UH, UM, APPROVED BY THE BOARD, AND SIX WERE ON THE WAY.

AND THERE WAS ONE APPLICATION DIDN'T GET APPROVED BY THE FUNDER.

SO, UM, THE 93%, THE 14 OUT OF 15, UM, PROPOSALS, UH, I WOULD SAY BEING SUCCESSFUL.

YEAH.

UM, SO, UH, AS I SAID, UH, GRANTS, SUPPORT COUNTIES, PROGRAMS AND SERVICES IN DIFFERENT AREAS, UM, FOR YOUR INFORMATION, UM, I INVITED MY COWORKERS TO SPEAK BRIEFLY ABOUT THEIR GRANT EXPERIENCE SO THAT THEY CAN HELP YOU BETTER UNDERSTAND HOW GRANTS BENEFIT NAVAJO COUNTY AND OUR COMMUNITY.

SO, I WOULD LIKE TO START WITH THE, UM, OH, I THINK YOU ARE NEXT.

MEMBERS OF THE BOARD.

UH, IN THE PAST YEAR, THE SHERIFF'S OFFICE HAS BEEN, UH, THE RECIPIENT OF A LOT OF HARD WORK AND EFFORT, UM, WORKING WITH MEMBERS, UH, AT THE COUNTY LEVEL, ESPECIALLY WITH KEN, UM, AND, AND WITH OUR OWN AGENCY TO REACH OUT AND SUBMIT APPLICATIONS AND WORK TOWARDS GETTING, UH, FUNDING FOR A LOT OF PROJECTS AND THINGS, UH, THAT YOU CAN SEE LISTED HERE ON THE BOARD.

UM, KEN SAID I HAD TO KEEP IT BRIEF, OTHERWISE I COULD PROBABLY TALK FOR 20 TO 30 MINUTES ON A LOT OF THESE THINGS, OR HAVE THE SHERIFF TALK ABOUT IT EVEN.

BUT, UM, THE FANTASTIC THING HERE IS HAVING WORKED WITH THE SHERIFF'S OFFICE FOR, FOR MANY, MANY YEARS, THIS IS SOMETHING THAT THAT'S KIND OF UNPRECEDENTED, UH, THAT WE'VE SEEN, UH, THESE KIND OF OPPORTUNITIES AVAILABLE FOR US.

AND I, I CAN PROMISE YOU GUYS THAT FROM THE SHERIFF AND FROM THE ADMINISTRATION, UH, WE'RE PUTTING THESE DOLLARS TO THE BEST USE.

UH, THERE'S A LOT OF, UH, OPPORTUNITIES THERE WHERE WE'VE GOT FUNDING FOR POSITIONS TO HELP THE JAIL, TO HELP PATROL, TO HELP OUR UNDERCOVER INVESTIGATIONS.

THERE'S EQUIPMENT COSTS THAT ARE IN THERE THAT ARE BETTERING OUR PATROL EFFORTS AND OUR UNDERCOVER, UH, DRUG INVESTIGATION EFFORTS.

UM, OUR CRIMINAL INVESTIGATION EFFORTS, UH, ARE ALL BENEFICIARIES OF, OF THIS FUNDING.

UM, OUR COMMUNICATIONS, UH, THE, THE JAIL PROGRAMS THAT ARE COMING, WE'RE SEEING OVER THE PAST YEAR OR TWO FROM THESE DOLLARS, WE'RE SEEING SOME SIGNIFICANT IMPROVEMENTS AND SAFETY UPGRADES THAT ARE TAKING PLACE, UH, FROM ALL OF THESE, UH, FUNDING SOURCES.

UH, ONE OF THE SLIDES THAT I WANTED TO TALK ABOUT, UM, WAS OUR COMMUNICATIONS.

THAT'S, THAT'S DEFINITELY MY WHEELHOUSE, UH, WITHIN THE AGENCY.

SO SOME OF THE THINGS THAT, THAT WE'VE SEEN IMPROVEMENTS WITH IS OUTFITTING ALL OF THE LOCAL POLICE DEPARTMENTS IN OUR OWN AGENCY WITH UPGRADED RADIO, UH, SYSTEMS AND CAPABILITIES.

IT, IT'S HARD TO SEE ON THAT LITTLE SLIDE, BUT THAT, THAT PICTURE ON THE LEFT OF THE NAVAJO COUNTY, UM, AERIAL PHOTOGRAPH IS SHOWING FOUR RADIO TOWERS.

UH, CURRENTLY IN 2024, THERE'S SHOWING 10.

AND THEN THE PROJECTION HERE IN THE NEXT TWO YEARS IS THAT, UH, OR I'M SORRY, THERE'S 11 THIS YEAR.

UH, THAT PROJECTION COMING UP IS GOING TO BE UP TO HOPEFULLY 16 OR 17 RADIO SITES, UM, WITHIN THE NEXT TWO YEARS THAT NOT JUST OUR AGENCY, BUT ALL LAW ENFORCEMENT AGENCIES IN THE REGION WILL BE BENEFICIARIES OF TO USE FOR PUBLIC SAFETY COMMUNICATIONS.

UM, ONE OF THE, THE BIG THINGS THAT HAS RECENTLY, UH, TAKEN PLACE THIS PAST YEAR IS THE FIBER OPTIC LINK BETWEEN OUR DISPATCH CENTER AND THE SHOW LOW POLICE DEPARTMENT DISPATCH CENTER, MAKING IT POSSIBLE FOR DISPATCHERS TO CONDUCT THEIR

DISPATCHING FROM EITHER SITE.

SO DISPATCHERS FROM SHOW LOW PD IN THE EVENT THAT THAT SITE HAS TO, UH, CLOSE OR, OR FOR ANY REASON, UH, EMERGENCIES OR SOMETHING LIKE THAT, THE SITE CAN'T BE USED.

STAFF FROM SHOW LOW PD CAN ACTUALLY COME TO HOLBROOK AND PICK UP AS IF THEIR DISPATCHING EFFORTS NEVER ENDED, AND VICE VERSA FOR NAVAJO COUNTY SHERIFF'S OFFICE TO DO THE SAME IN SHOW LOW.

AND SO THAT LINK, THAT LINK HAS, HAS BROUGHT OUR COMMUNICATION CAPABILITY, UM, TO, TO HAPPEN ANYWHERE IN THE COUNTY.

AND THEN, OF COURSE, UH, OUR FINALIZED, UH, THAT PICTURE IN THE BOTTOM RIGHT CORNER, YOU'LL SEE A FINALIZED COMMAND POST.

UM, IT'S ACTUALLY BEING USED THIS MORNING FOR A SEARCH AND RESCUE OPERATION AND THAT THING, UH, ASIDE FROM THE VEHICLES THAT WE DRIVE ON A DAY-TO-DAY BASIS, THAT THING IS USED A LOT FOR A LOT OF DIFFERENT REASONS, WHETHER IT'S, UH, SPECIAL OPERATIONS, PLANNED OPERATIONS, COUNTY EVENTS, UH, FAIRS, RODEOS, AND, AND THOSE KIND OF THINGS THAT WE WORK WITH THE TRIBAL AGENCIES ON.

UH, IT, IT'S BEEN A FANTASTIC ASSET AND RESOURCE, UH, FOR OUR AGENCY TO HAVE.

SO, THAT'S ALL I'VE GOT.

DOESN'T WANNA GO NEXT? OH, NO.

OH, OKAY.

CHAIRMAN MIGHTY AND MEMBERS OF THE BOARD, THE INFORMATION THAT I'M GONNA SHARE WITH YOU TODAY ON OUR GRANTS ARE THE GRANTS THAT WE HAVE THROUGH THE CRIMINAL JUSTICE SYSTEM.

WE HAVE $1.9 MILLION IN OVERDOSE PREVENTION AND ENGAGEMENT GRANTS.

WHAT THAT MEANS IS THIS IS THE ONLY RESOURCE IN WHICH NAVAJO AND NAVAJO COUNTY THAT CONNECTS HIGH RISK DEFENDANTS TO IMMEDIATE INTERVENTION AND TREATMENT.

AS A RESULT OF THIS PROGRAM, WE'VE HAD OVER 60 GRADUATES, AND THESE INDIVIDUALS HAVE BEGUN TO BREAK THE CYCLE OF ADDICTION, AND THEY'RE THRIVING IN RETURNING TO A PRO PRODUCTIVE COMMUNITY.

ONE RECENT GRADUATE WENT INTO JAIL, ADDICTED TO METH, BUT WHEN HE GRADUATED THE PROGRAM, HE THEN BEGAN GETTING HIS ASSOCIATE'S DEGREE.

HE WORKS FOR YAVAPAI COLLEGE, AND HE PLANS ON OBTAINING HIS MASTER'S DEGREE.

HE ALSO HAS RECEIVED FULL CUSTODY OF HIS KIDS WHILE ON PROBATION, AND HE DID ALL OF THIS WITHIN A YEAR OF VENTURING OUR PROGRAMS. WE HAVE $950,000 IN A VETERAN'S TREATMENT COURT GRANT.

WE DO HAVE AN EXISTING VETERAN'S COURT.

THIS MONEY WILL ALLOW US TO EXPAND THE COURT TO PROVIDE TREATMENT, UM, SPECIALIZED TREATMENT TO PEOPLE, TO VETERANS OR MILITARY THAT COMES THROUGH THIS GRANT.

THE BENEFITS OF THIS IS THAT WE ARE ABLE TO SHARE THAT THESE VETERANS CAN SHARE EXPERIENCES AND CAMARADERIE OF THE MILITARY COMMUNITY.

WE WILL CONNECT THEM TO RESOURCES SUCH AS THE VETERANS HEALTH ADMINISTRATION AND THE VETERANS BENEFITS ADMINISTRATION, AND WE WILL ENGAGE WITH THE COMMUNITY SERVICE ORGANIZATIONS TO IMPROVE LIFE AND OUTCOMES FOR THESE INDIVIDUALS THAT PASS THROUGH THESE COURTS.

FINALLY, OUR VICTIM SERVICES GRANTS.

WE HAVE A TOTAL OF $339,000 IN GRANTS.

WE ARE THE ONLY VICTIM SERVICES AGENCY.

AND THESE GRANTS AND THESE FUNDS HELP US TO ASSIST WITH COURT ADVOCACY, CRISIS RESPONSE, EMERGENCY FINANCIAL COMPENSATION SERVICES, TEMPORARY HOUSING ASSISTANCE, AND A CONNECTION TO COUNSELING.

LAST YEAR IN NAVAJO COUNTY, VICTIM SERVICES SERVED 5,016 VICTIMS, PROVIDING OVER 70,000 SERVICES.

ONE OF THE VICTIMS THAT DID COME THROUGH OUR PROGRAM, SHE WAS 16 YEARS OLD.

SHE HAD BEEN ARRESTED.

SHE WAS A JUVENILE.

SHE HAD BEEN ARRESTED ON A WARRANT BECAUSE SHE HAD RAN AWAY WHILE SHE WAS IN CUSTODY.

SHE DISCLOSED THAT SHE WAS A SEX TRAFFICK VICTIM OUT OF MARICOPA.

AS SOON AS THAT KNOWLEDGE CAME TO MIND, THEN OUR, OUR EMERGENCY SERVICES KICKED IN.

WE ARRANGED FOR HER TO HAVE A FORENSIC INTERVIEW AND A SEXUAL ASSAULT EXAM AT OUR, OUR SHOW LOW FACILITY.

WHEN WE ARRIVED AT THE, AT THE, UH, FAC, IT WAS APPARENT TO THE STAFF THAT THE 16-YEAR-OLD VICTIM HAD BEEN BRUTALIZED.

SHE WAS COMING DOWN FROM NARCOTICS, THAT SHE HAD BEEN FORCE FED WHEN SHE WAS BEING ABDUCTED.

SHE HAD A SKIN RASH ALL OVER HER BODY.

SHE, HER MOM ABANDONED HER TO DETENTION, REFUSING TO TAKE HER BACK.

AND AT THIS POINT, THE VICTIM WAS REFUSING TO GO HOME WHERE HER TEMPORARY HOME WAS.

WE SPENT THE NEXT SEVERAL WEEKS WORKING IN COORDINATION WITH JUVENILE PROBATION, IDENTIFYING AND ARRANGING THE MEDICAL NEEDS THAT

SHE NEEDED BECAUSE THEY WERE SIGNIFICANT, AND THEY REQUIRED SPECIALIZED CARE.

AND WE ARRANGED TRANSPORT TO GET HER TO FLAGSTAFF TO THEN CONNECT WITH A HOUSING SITUATION.

WE DID OBTAIN VALUABLE DISCLOSURES FROM HER THAT WE THEN SENT TO MARICOPA COUNTY FOR INVESTIGATION.

MOST IMPORTANTLY, WE WERE ABLE TO ALSO WORK WITH THE COURTS AND DCS TO HELP MAKE SURE THE VICTIM WAS KEPT SAFE.

FINALLY, THE LESSONS THAT WE HAVE LEARNED WITH THESE GRANT PROGRAMS IS THAT FUNDERS DO HAVE FLEXIBILITY IN GRANT EXECUTION.

AND SO WE CAN DO THE GREATEST GOOD ON THE GROUND WITH A PARTNERSHIP WITH THESE FUNDERS, WHICH OUR COUNTY HAS SUCH A SIGNIFICANT, VAST GEOGRAPHIC FOOTPRINT THAT SERVICES ARE SPARSE.

AND THE BIGGEST ISSUE THAT WE HAVE, AS MOST OF US DO IN EACH ONE OF OUR AGENCIES, IS THAT CONNECTION TO THE SERVICES AND THE CRIMINAL JUSTICE GRANTS THAT WE HAVE, ALLOW THAT CONNECTION.

UH, THEY HELP US, UH, IMPROVE OUR INFRASTRUCTURE, UH, HELP US, UH, BUILD, UH, NEW INFRASTRUCTURE THAT'S NEEDED FOR, UH, GROWING COUNTY, UH, LIKE US.

SO, UH, ON YOUR SCREEN, YOU'RE LOOKING AT FEW GRANTS THAT WE WERE ABLE TO ACCOMPLISH, UH, IN LAST YEAR, YEAR AND A HALF.

UH, AND, AND, UH, BELOW IS THE TOTAL NUMBER OF THE FUNDING WE RECEIVED.

UH, IT'S AROUND A LITTLE OVER $2 MILLION, UH, LAST YEAR.

WE RECEIVED, UH, UH, BASED ON THESE GRANTS.

UH, ONE THING TO HIGHLIGHT IS ALL THESE GRANTS ARE, UH, COMPETITOR GRANTS.

THESE ARE NOT, UH, CONGRESSIONAL DIRECT SPENDING OR LEGISLATURE, UH, PORTION FUNDING GRANTS.

UH, WE ALREADY HAVE SECURED RAISE GRANT.

SO, UH, BUT RAISE GRANT CAME UP WITH A MATCH, AND OUR MATCH WAS 10%.

SO THE GOOD THING ABOUT A SMART, A SMART GRANT IS REALLY A BIG, UH, HELP FOR US.

UH, ONE OF THE ELIGIBLE CRITERIA IS THAT THIS GRANT ALLOWS US TO PAY FOR OUR MATCH.

AND THE REASON THAT'S IMPORTANT IS THAT THEN WE CAN FREE UP OUR MATCH, UH, FUNDS AND USE IT TO APPLY TOWARDS, SAY THAT THIS PROJECT TO ENHANCE THE SCOPE, EXPAND THE SCOPE, UH, MAKE IT EVEN BETTER.

SO, SO THAT'S WHY, UH, THIS GRANT HAS BEEN REALLY HELPFUL TO US.

UH, THE, THE PROJECT STARTS IN, UH, DISTRICT FOUR, BUT MAJORITY OF THE PROJECT IS IN DISTRICT FIVE.

AND, AND THIS IS REALLY IMPORTANT, UH, GRANT FOR US, IT'S A PLANNING GRANT, UH, THAT IS FOCUSING ON HOW WE CAN CONNECT OUR BUSINESS CENTER AND RECREATIONAL CENTER IN, IN, IN SOUTH COUNTY.

AND WHAT ARE THE MULTIMODAL, UH, TRANSPORTATION, UH, WAYS WHERE WE CAN LOOK TO ENHANCE, YOU KNOW, THE TRAFFIC, UH, AND, AND OUR CONNECTIVITY IN THAT CORRIDOR.

SO, SO, UH, THIS WAS ONE OF THE CRITERIA.

AND OUR COUNTY WAS VERY FIRST AMONG LOCAL GOVERNMENTS IN ARIZONA TO APPLY FOR IT, COMPETE AND, AND SECURE THIS GRANT WHEN THE GRANT CAME ONLINE.

THIS GRANT WE GOT FOR NEW DESIGN.

THIS PROJECT IS IN DISTRICT THREE, WHERE WE HAVE, UH, ONE DRAINAGE CROSSING THAT'S FAILING, AND THE OTHER, UH, BRIDGE CROSSING THAT NEEDS A LOT OF, UH, UPGRADES.

SO WE ARE UTILIZING THIS GRANT, UH, TO HELP IMPROVE OUR INFRASTRUCTURE.

UH, THIS, THIS, BOTH OF THESE PROJECTS ARE LOCATED IN OUR UNINCORPORATED AREA OF WHITE MOUNTAIN LAKES.

SO, SO THIS HAS BEEN REALLY, UH, HUGE HELP, UH, FOR OUR CIP PROGRAM.

THANKS, UH, ANOTHER GRANT.

UH, WE RECEIVED, UH, THAT THIS PROJECT IS REALLY INTERESTING PROJECT.

IT HAS TWO GRANTS, UH, AND, UH, THE FIRST GRANT IS CDBG.

UH, LAST YEAR BOARD, UH, APPROVED THIS PROJECT, UH, TO RECEIVE CDBG FUNDS.

SO A GREAT THANK YOU TO THE BOARD OF SUPERVISOR FOR SELECTING THIS PROJECT.

UH, BUT THIS GRANT WAS 200,000.

AND THE COST OF THE PROJECT WORK, AS WE KNOW, THE INFLATION HAS DRIVEN COST CONSTRUCTION COSTS, ESPECIALLY, UH, QUITE A BIT.

SO, UH, PUBLIC WORKS WAS ABLE TO APPLY AND COMPETE FOR TRANSPORTATION OR ALTERNATIVE GRANT, AND WE RECEIVED, UH, THAT AS WELL, SO THAT WE CAN APPLY TOWARDS THIS PROJECT.

UH, BOTH OF THIS GRANT DOESN'T COVER THE ENTIRE COST, BUT THEY HAVE BIG HELP.

UH, IN ADDITION TO THIS COUNTY HAS TO PUT OUR OWN MONEY, UH, TO ACCOMPLISH THIS PROJECT THAT THE ONE CHALLENGE THAT I WANT TO, UH, HIGHLIGHT HERE IS BOTH OUR FEDERAL GRANTS, BUT THEY HAVE LITTLE BIT DIFFERENT REQUIREMENTS.

COME ONE, COME FROM FEDERAL HIGHWAYS, THE OTHER, UH, THROUGH A DA AND THE OTHER COMES FROM, UH, DEPARTMENT OF HOUSING.

SO JUST, UH, AND, AND, UH, KIND OF, UH, HEADS UP FOR THE, FOR THE LEADERSHIP, UH, I WISH, SINCE THEY'RE ALL COMING FROM FEDERAL AID, I WISH THEY SHOULD HAVE AT LEAST SIMILAR MINIMUM CRITERIA.

SO HERE WE HAVE TO NAVIGATE, UH, BETWEEN THE TWO CRITERIA, YOU KNOW, WHAT WE HAVE TO DO TO MAKE SURE THAT WE ARE IN COMPLIANCE AND, AND WE ARE DOING THAT.

SO THERE'S A LOT OF STAFF WORK THAT GOES BEHIND THIS TO MAKE SURE BOTH OF THESE GRANTS, UM, WHAT WE RECEIVE, BECAUSE THERE ARE A LOT OF REPORTING REQUIREMENTS THAT WE ARE, WE ARE MAKING SURE THAT WE ARE IN COMPLIANCE WITH BOTH TYPE OF GRANTS.

SO THIS PROJECT, UH, CONSTRUCTION IS GOING TO START SOMETIME NEXT YEAR.

AND, AND THIS, THIS PROJECT IS ENTIRELY LOCATED IN DISTRICT TWO.

THE LAST ONE, UH, I HAVE FOR HERE IS THE, UH, OFF SYSTEM BRIDGE GRANT.

THIS IS THE, UH, WHEN I LOOKED AT IT OFF SYSTEM, THIS IS THE FIRST TIME NAVAJO COUNTY RECEIVED, UH, OFF SYSTEM BRIDGE GRANT.

THIS OFF SYSTEM BRIDGE IS ONLY APPLICABLE FOR LOCAL ROADS AND MINOR COLLECTOR.

ANYTHING LIKE STATE HIGHWAYS, THIS GRANT IS NOT APPLICABLE.

SO IT'S REALLY A BIG HELP FOR COUNTY LIKE US, WHERE WE HAVE A LOT OF LOCAL ROADS AND, UH, MINOR COLLECTORS WHERE THE BRIDGE INFRASTRUCTURE NEEDS SOME KIND OF UPGRADE OR IMPROVEMENT.

SO, UH, WE WERE ABLE TO SECURE THIS, THIS GRANT, UH, TO DO A SCOPING PROJECT AND 30% DESIGN BECAUSE THE BRIDGE YOU, UH, SEE ON THE TOP RIGHT, THAT WAS WHEN I LOOKED AT THE OLD REPORT THAT WAS, UH, FIRST CONSTRUCTED IN 1,901.

SO, SO IT'S, IT'S LONG TIME OVERDUE THAT WE, IT'S IN, UH, FAIR CONDITION, BUT IT'S DETERIORATING.

SO, UH, THIS GRANT HELP US TO KIND OF BE PROACTIVE AND START, UH, LOOKING AT SOME OPTIONS, HOW WE CAN RE REPLACE THIS BRIDGE AND, AND, AND MAKE IT BETTER.

SO THIS WAS A COMPETITIVE GRANT, UM, THAT THE COUNTY WAS AWARDED BEFORE MY TIME HERE.

BUT A COUPLE THINGS I WANTED TO NOTE ON THIS GRANT.

UM, TO THE COUNTY'S CREDIT, THIS WAS A CAPITAL PROJECTS FUNDS, UM, FROM THE US TREASURY THAT IS ADMINISTERED BY THE ARIZONA COMMERCE AUTHORITY.

THE STATE OF ARIZONA HAD A HUNDRED MILLION DOLLARS FOR THIS GRANT PROGRAM, AND AS YOU CAN SEE THERE, THE COUNTY WAS AWARDED 9.7 MILLION, SO NEARLY 10% OF THE, OF THE STATE'S FUNDING ALLOCATION FOR THESE FUNDS.

UH, THE, THE PROJECT BEING BUILT IS THE MIDDLE MILE PROJECT, THE COUNTYWIDE MIDDLE MILE PROJECT, UH, FOR FIBER OPTIC INFRASTRUCTURE.

TO DATE, WE'RE IN THE MIDDLE OF CONSTRUCTION, AND WE'VE RECEIVED NEARLY THREE POINT MILLION DOLLARS IN REIMBURSEMENTS ON THIS GRANT SO FAR.

UM, AND THERE HAVE JUST HIGHLIGHTED SOME OF THE BENEFITS THAT, THAT WE'VE TALKED ABOUT IN THE PAST.

YOU KNOW, THIS PROJECT WILL CERTAINLY SERVE AS AN ECONOMIC GROWTH ENGINE, UM, FOR THE COUNTY THAT, YOU KNOW, WOULDN'T BE POSSIBLE WITHOUT THESE GRANT FUNDS.

UM, IT'LL BE AN OPEN ACCESS NETWORK

THAT, UM, BE AVAILABLE ON A NON-DISCRIMINATORY BASIS.

SO IT'LL INCREASE THE COMPETITIVE SERVICE OFFERINGS IN OUR COUNTY AS WELL AS, UH, AN ARRAY OF OTHER SERVICES THERE, LIKE RELIABLE AND REDUNDANT CONNECTIONS FOR PUBLIC SAFETY.

UM, I, THE LAST THING I'D NOTE ON THIS GRANT IS YOU CAN SEE UP THERE ON THE TOP, WE HAVE A $9 MILLION MATCH ON THIS GRANT.

THOSE ARE FROM ARPA FUNDS.

SO THIS PROJECT, A $20 MILLION PROJECT IS NEARLY BEING ENTIRELY FUNDED WITH, WITH GRANT FUNDS THAT THE COUNTY HAS.

YES.

SO PUBLIC HEALTH IS LARGELY SUSTAINED BY GRANTS.

UM, IT'S OUR BREAD AND BUTTER.

WE, WE WOULD NOT BE ABLE TO DO IN MANY OF THE THINGS WE DO WITHOUT THEM.

WE HAVE DIFFERENT TYPES OF GRANTS.

UM, CURRENTLY WE HAVE 29.

THE MOST GRANTS WE'VE HAD IN OUR DEPARTMENT AT ONE TIME HAS BEEN, UM, AROUND 60.

UM, THERE'S A LOT OF WORK AND DILIGENCE THAT GOES INTO MANAGING THESE GRANTS, ENSURING ACCOUNTABILITY, MAKING SURE THAT WE MEET THE DELIVERABLES, UM, THAT WE HAVE PROPOSED.

WE WILL MEET FOR THE FUNDING.

SO RIGHT NOW, UM, THE GRANTS, RATHER THAN GO INTO ALL OF THESE, LIKE WE WOULD, WE WOULD BE HERE ALL DAY.

SO I HAVE CURRENTLY 11 DIFFERENT GRANTS IN OUR CLINICAL DIVISION, AND THOSE ARE, UM, FUNDING THAT ALLOW US TO DO THINGS LIKE, WELL, WOMEN CANCER SCREENINGS FOR WOMEN WHO ARE UNDER OR UNINSURED.

UM, PROVIDE FREE ADULT AND CHILD IMMUNIZATIONS, PROVIDE STD AND HIV COUNSELING, TESTING AND SOME TREATMENT, UH, TO DO TB TESTING, TREATMENT AND SURVEILLANCE TO CONTROL THE SPREAD OF, OF HIGHLY INFECTIOUS DISEASES IN OUR COMMUNITY.

WE HAVE TWO ENVIRONMENTAL HEALTH GRANTS.

UH, ONE OF THOSE ALLOWS US TO SUSTAIN OUR, UM, REGISTERED SANITARIAN POSITION.

AND THE OTHER IS ONE THAT WE, UM, RECEIVED LAST YEAR THAT HAS ALLOWED US TO PURSUE, UM, REACHING NATIONAL STANDARDS WITH OUR PROGRAM.

UH, THERE ARE NINE STANDARDS, AND IF YOU, UM, ACHIEVE ALL OF THOSE, THEN YOU ARE ELIGIBLE TO RECEIVE ADDITIONAL GRANT FUNDING TO TAKE THE NEXT STEP IN THAT PROCESS.

AND SO FAR, WE'VE ACHIEVED NINE OF THOSE, OR FOUR OF THOSE NINE STANDARDS IN OUR NUTRITION PROGRAM.

WE CURRENTLY HAVE ONE, IT'S OUR WIC GRANT.

UM, THEY SERVE ON AVERAGE, UM, 2,500 TO 3000, UM, CITIZENS A MONTH WITH OUR, OUR WIC PROGRAM, WHICH PROVIDES, UM, SUPPLEMENTAL FOOD PACKAGES FOR WOMEN WHO ARE PREGNANT, UM, CHILDREN UNDER THE AGE OF FIVE AND INFANTS, UM, FOR THINGS LIKE FRUITS AND VEGETABLES AND, UM, FORMULA AND ESSENTIAL THINGS TO BE HEALTHY.

UH, THE USDA HAS A GRANT OPENING UP NEXT MONTH, UM, THAT IS A NUTRITION GRANT THAT WE INTEND TO APPLY FOR AND HOPE THAT WE WILL RECEIVE THAT IN OUR EDUCATION AND OUTREACH DIVISION.

WE CURRENTLY HAVE 10 DIFFERENT GRANTS.

UM, THOSE ALLOW US TO DO THINGS LIKE OUR FATALITY REVIEW TEAMS THAT REVIEW THE DEATHS OF, UM, CHILDREN, PEOPLE WHO DIE OF SUICIDE, AND PEOPLE WHO DIE OF OVERDOSE SO THAT WE CAN IDENTIFY THE FACTORS THAT CONTRIBUTED TO THAT AND DEVELOP PROGRAMS TO HELP REDUCE, UM, THE RISK OF THOSE REOCCURRING.

UM, OUR OPIOID GRANT ALLOWS US TO PROVIDE NARCAN DISTRIBUTION, UM, TO, UM, WORK TO DEVELOP COMMUNITY INITIATIVES AND TO PROVIDE EDUCATION, UM, THROUGHOUT OUR COMMUNITY.

WE HAVE A MENTAL HEALTH GRANT THAT ALLOWS US TO PROVIDE, UM, YOUTH AND ADULT MENTAL HEALTH FIRST AID, UM, TRAINING AND EDUCATION, AND PROVIDE COMMUNITY SUPPORT AND PROGRAMS, OUR TEEN HEALTH PROGRAM, UH, WHICH ALLOWS US TO GO INTO SCHOOLS AND TO WORK WITH YOUTH IN OTHER, UM, OUTLETS, UH, TO DO THINGS LIKE TALK TO THEM ABOUT WHAT DO HEALTHY RELATIONSHIPS LOOK LIKE, HOW DO YOU COMMUNICATE EFFECTIVELY WITH YOUR PEERS AND YOUR PARENTS, UM, TO DEVELOP SOME LIFE SKILLS AND HELP THEM, UM, WITH GOAL SETTING SO THAT THEY CAN HAVE A SUCCESSFUL FUTURE.

WE HAVE OUR TOBACCO PROGRAM, WHICH, UM, ASSISTS RESIDENTS, UM, WITH EDUCATION CESSATION INFORMATION, AND THEY HAVE, UM, DEVELOPED YOUTH COALITIONS TO HELP, UM, ADVOCATE FOR IN OUR COMMUNITY TO KEEP YOUTH FROM, UM, STARTING TO USE TOBACCO PRODUCTS.

UH, OUR INJURY PREVENTION FUNDING ALLOWS US TO DO THINGS LIKE ISSUE FREE CAR SEATS TO INCOME ELIGIBLE FAMILIES FREE PACK IN PLACE FOR FAMILIES WHO CAN'T AFFORD CRIBS SO THAT THEY HAVE A SAFE PLACE FOR THEIR BABIES TO SLEEP AND TO OFFER CPR COURSES THROUGHOUT.

UM, OUR COUNTY, WE HAVE A PUBLIC HEALTH IMPROVEMENT GRANT.

UH, THAT FUNDING ALLOWED US TO DO A VERY COMPREHENSIVE COMMUNITY HEALTH ASSESSMENT AND IMPROVEMENT PLAN, UH, LAST YEAR AND TO WORK ON MANY OF OUR PUBLIC HEALTH IMPROVEMENT INITIATIVES.

AND THEN WE HAVE A WORKFORCE DEVELOPMENT GRANT THAT IS CURRENTLY SUSTAINING A FINANCE ASSISTANT POSITION, UM, IN OUR DEPARTMENT AND HAS ALSO MADE US ELIGIBLE, UM, TO WORK WITH SOME FEDERAL AGENCIES FOR TECHNICAL ASSISTANCE,

WE'RE WRAPPING UP THE LAST FEW THINGS TODAY.

UH, PROGRAMMING THE, UM, ACCESS CONTROL DOORS.

SO THAT PROJECT IS COMPLETE.

AND THEN THERE, SO THERE'S 12 PROJECTS, AND WE JUST TOUCHED ON THREE.

THERE'S NUMEROUS OTHER PROJECTS THAT ARE COMPLETE OR IN, UM, VARIOUS STAGES.

SO I WANTED TO START BY KIND OF SUMMARIZING, UM, THE OPIOID PROBLEM IN OUR COMMUNITY.

UM, THIS IS DATA THAT CAME FROM OUR LOCAL REVIEW TEAM.

SO IN THE, IN THE GRANTS I MENTIONED, THOSE FATALITY REVIEW TEAMS, THE TEAM WHO REVIEWS OVERDOSE DEATHS, THEY DO NOT HAVE STEWARDSHIP OVER THE TRIBAL CASES.

SO THIS DATA IS ONLY RELEVANT TO NON-TRIBAL CASES OR OVERDOSES THAT HAPPENED OFF TRIBAL LAND.

SO IN 2022, THAT TEAM

REVIEWED 98, UM, DEATHS, OR 98 CASES, AND 46 OF THOSE RESULTED IN DEATH.

UM, NOW THEY, THEY REVIEWED DEATHS BY ALL TYPES OF OVERDOSES, BUT 30 OF THE 46 WERE DIRECTLY ATTRIBUTED TO, UM, OPIOID USE.

IN 2023, UH, THERE WERE 97 REPORTED OVERDOSES, 24 DEATHS, UM, AND THE NUMBER THAT WAS DIRECTLY ATTRIBUTED TO OPIOIDS, UM, THAT DATA IS STILL PENDING, UM, WITH A DHS, WE'VE NOT RECEIVED IT YET.

UM, SO IN, IN THE REVIEW TEAM, SOME OF THE COMMONALITIES THAT THEY, UM, IDENTIFIED THAT THEY'RE SEEING THAT A HIGH PERCENTAGE OF THE PEOPLE WHO DIE FROM OVERDOSES, UM, HAD, WERE THESE THINGS.

SO 85% OF THEM HAD A HISTORY OF SUBSTANCE USE DISORDER DIAGNOSIS.

85% HAD AT LEAST ONE CHRONIC DISEASE OR DIAGNOSIS.

65 HAD A, A PERCENT, HAD A HISTORY OF INCARCERATION.

62% HAD A HISTORY OF AT LEAST ONE MENTAL HEALTH DIAGNOSIS, 54 4%, A HISTORY OF ACES, WHICH IS ADVERSE CHILDHOOD EXPERIENCES, UH, 46, A HISTORY OF CHRONIC PAIN, 42%, A HISTORY OF CHRONIC ALCOHOLISM, 42%, A HISTORY OF HOMELESSNESS, AND 27% A HISTORY OF PRIOR OVERDOSES.

SO WHEN WE TALK ABOUT THOSE ADVERSE CHILDHOOD EXPERIENCES, THESE WERE THE COMMON ONES, UM, THAT CAME OUT, UM, AMONG OUR, OUR DEATHS HERE IN NAVAJO COUNTY.

AND THE ONE THAT IS, IS THE HIGHEST IS, UM, 35% OF THEM HAD A HOUSEHOLD SUBSTANCE MISUSE HISTORY.

SO I THINK THAT NOT ONLY STANDS OUT TO US AS, YOU KNOW, A CONTRIBUTING PROBLEM, BUT AN OPPORTUNITY BECAUSE IF WE CAN, UM, IMPLEMENT STRATEGIES AND PROGRAMS TO HELP BREAK THAT CYCLE IN THE HOME, WE MAY BE PROVIDING PROTECTIVE FACTORS FOR FUTURE GENERATIONS THAT WILL REDUCE THEIR RISK TO, UM, FOR TAKING SUBSTANCE MISUSE.

I'M TRYING HERE.

OKAY.

UH, SO OUT OF THOSE DEATHS, THESE, THE TEAM COMES UP WITH RECOMMENDATIONS, UM, AND THEY BREAK THAT INTO, INTO DIFFERENT SUBSETS.

AND IN THE PAST, WE'VE TAKEN THOSE RECOMMENDATIONS.

WE'VE DONE WHAT WE CAN WITH THEM.

WE HAVE NOT HAD A LOT OF FUNDING TO BE ABLE TO TAKE THEM TO A LEVEL THAT THEY WOULD HAVE SIGNIFICANT IMPACT FOR OUR COMMUNITY.

AND SO THAT'S SOMETHING THAT THE OPIOID SETTLEMENT FUNDS PROVIDE US OPPORTUNITY TO DO.

WE FINALLY HAVE SOME FUNDING THAT WE CAN IMPLEMENT, UM, SOME EVIDENCE-BASED PROVEN STRATEGIES TO IMPROVE OUTCOMES IN THE QUALITY OF LIFE FOR OUR RESIDENTS.

AND THIS HAS ALSO PROVIDED US, UM, A GREAT OPPORTUNITY TO PARTNER, UM, WITHIN OUR ORGANIZATION AND WITHIN THE COMMUNITY.

SO THIS IS SOMETHING THAT THE SHERIFF'S DEPARTMENT, THE COUNTY ATTORNEY'S OFFICE, PUBLIC HEALTH, HAVE BEEN PASSIONATE IN WORKING TOGETHER ON.

UM, IT'S SOMETHING WE'VE PARTNERED WITH OUR MUNICIPALITIES.

WE HAVE PARTNERED WITH OUR, UM, LAW ENFORCEMENT AGENCIES AND OTHER COMMUNITY PARTNERS.

SO THE PUBLIC HEALTH RECOMMENDATIONS THAT CAME OUT OF THAT WERE TO INCREASE EDUCATION AND AWARENESS OF OVERDOSE PREVENTION, UM, WITH THESE TYPES OF THINGS.

AND I WON'T GO THROUGH EVERY SINGLE ONE OF THESE, UM, OR, OR, OR WE COULD BE HERE FOR A LONG TIME.

BUT YOU CAN KIND OF SEE, UH, SOME OF THE RECOMMENDATIONS, UM, THAT ARE COMING FROM THAT TEAM BASED ON THE DATA THAT THEY GATHER FROM THOSE REVIEWS.

UM, THEY HAD RECOMMENDATIONS FOR CRISIS RESPONSE AGENCIES, AND ONE OF THOSE WAS TO U UM, ENHANCE UNIVERSAL TRAINING.

OKAY.

CRIMINAL JUSTICE RECOMMENDATIONS, AND THEN HEALTHCARE RECOMMENDATIONS FOR OUR HEALTHCARE PARTNERS.

AND YOU'LL NOTICE ON THE CRIMINAL JUSTICE ONE, THERE'S RECOMMENDATION TO IMPROVE THAT CARE COORDINATION POST-RELEASE BY PERFORMING WARM HANDOFFS, UM, TO ADDRESS SUBSTANCE USE DISORDER TREATMENT, MEDICAL CARE, AND MENTAL HEALTH SERVICES.

SO, UM, I'M EXCITED THAT, UM, A LOT OF THE PROJECTS WE RECEIVED ALIGN DIRECTLY WITH THE RECOMMENDATIONS FROM THIS TEAM.

SO, BACK WHEN THE, UM, SETTLEMENT FIRST CAME ABOUT, UM, THE COUNTY BOARD HAD, UM, DELEGATED THAT AUTHORITY TO PUBLIC HEALTH, AND WE WANTED TO DO THAT COLLABORATIVE APPROACH.

SO, UM, WE HAVE A STEERING COMMITTEE.

WE OPENED, UM, IN THE SPRING, UH, A PROCESS WHERE DIFFERENT AGENCIES COULD SUBMIT PROJECTS FOR CONSIDERATION.

AND THEN THAT TEAM REVIEWED THOSE.

SO THE VETTING PROCESS, UM, THAT WE UTILIZED AND MADE SURE THAT THE PROJECTS THAT CAME IN, UM, LINED UP WITH THESE THINGS THAT, THAT THEY ALIGNED WITH OUR GOAL, UM, IN NAVAJO COUNTY TO IDENTIFY AND REMOVE BARRIERS THAT LIMIT POSITIVE AND HEALTHY PREVENTION AND RECOVERY IN OUR COMMUNITIES.

THAT THEY MET THE GUIDING PRINCIPLES OF THE FUNDING THAT THEY HAD A DIRECTLY TO THE OPIOID EPIDEMIC.

THEY

WERE EVIDENCE-BASED PROJECT DESIGNS, AND THEY COULD PROVE THAT TO US.

THEY FELL WITHIN AT LEAST ONE OF THE NINE JOHN HOPKINS RECOMMENDED CORE STRATEGY AREAS, THAT IT WAS AN AFFORDABLE PROJECT THAT THEY WERE ABLE TO SUSTAIN, UH, PROVE SUSTAINABILITY ONCE THE FUNDING THEY RECEIVED FROM THIS ENDED, AND THAT THE PROJECT COMPLETION TIMEFRAME WAS REASONABLE AND INCLUDED, UM, REALISTIC DEADLINES.

SO, A FUNDING OF THE SUMMARY, CAN YOU CLICK IT ONE MORE TIME? 'CAUSE ONE OF THOSE IS GONNA THERE.

UM, SO OUR, THE ALLOCATION BREAKDOWN THAT CAME FROM THE SETTLEMENT IS THAT NAVAJO COUNTY WOULD RECEIVE 70.3% OF THOSE FUNDS.

THE CITY OF SHOW LOW 9.39, CITY OF WINSLOW, 6.19, PINETOP LAKESIDE, 4.75, HOLBROOK 3.75, SNOWFLAKE 2.94, AND TAYLOR 2.68.

AND IT STIPULATES IN THE AGREEMENT THAT THEY HAVE TO BE USED ON PUBLIC HEALTH, UM, STRATEGIES.

MANY OF OUR MUNICIPALITIES WERE UNFAMILIAR AND UNCOMFORTABLE WITH PUBLIC HEALTH STRATEGIES, AND FOR THE SMALL PERCENTAGE OF MONEY THAT THEY WOULD RECEIVE, THEY, UM, OPTED TO KEEP THEIR MONEY WITH THE COUNTY, HAVE THE COUNTY, UM, VET PROJECTS, AND, UM, ALLOCATE FUNDING TO THINGS THAT REACHED A LARGE, UM, PERCENT OF OUR POPULATION, AND THAT WE WOULD MANAGE AND DISTRIBUTE THOSE FUNDS FOR THEM AND HANDLE THE REPORTING FOR THEM.

SO OUR DEPOSIT HISTORY TO DATE, TO DATE IN FISCAL YEAR, UH, 23, WE, WE RECEIVED JUST UNDER A HALF A MILLION.

UM, FISCAL YEAR 23, WE'VE RECEIVED, UM, 1 MILLION 119, 653 80 2 CENTS.

UM, WE, THESE ARE, UM, UNIQUE FUNDS IN THAT THEY ARE INTEREST BEARING ACCOUNTS.

SO THAT'S BEEN SOME BENEFIT TO US AND OUR RESIDENTS BECAUSE WE'VE BEEN ABLE TO EARN SOME INTEREST ON THAT, THAT WE CAN THEN TAKE THAT AND FURTHER INVEST IN THESE TYPES OF PROJECTS.

UM, AND THEN OUR YEAR TO DATE ALLOCATION IS, UM, A LITTLE OVER 1.1 AND A HALF MILLION.

SO THERE ARE SOME THINGS, SOME UNKNOWNS ABOUT THE FUTURE OF THIS FUNDING, UM, AS THERE ARE STILL LAWSUITS, UM, WITH THIS DIFFERENT PHARMACEUTICAL COMPANIES PENDING.

UM, AND SO WE KNOW THAT, AND WE KNOW THAT, UM, ADDITIONAL, UM, NOTICES WILL BE COMING.

WE KNOW THAT SOME OF THESE COMPANIES NEGOTIATED IN THEIR SETTLEMENTS TO PAY OUT WITH NALOXONE, UM, PRODUCT INSTEAD OF DOLLARS.

UM, SO FAR, NAVAJO COUNTY'S RECEIVED 2,500 DOSES FROM THAT, THAT WE HAVE, UM, BEEN DISTRIBUTING THROUGHOUT OUR COMMUNITY.

UM, IT, WE KNOW THAT WE HAVE OPPORTUNITY TO FUND ALL OF THE PROJECTS I'M BRINGING FOR YOU TODAY, UM, THAT MET THE QUALIFYING CON, UH, CRITERIA, AND THAT WE HAVE AN OPPORTUNITY TO PROBABLY FUND ADDITIONAL PROJECTS IN THE FUTURE.

UH, SO JUST KIND OF WANTED TO GIVE YOU A SUMMARY OF THOSE SIX PROJECTS.

WE RECEIVED NINE PROJECT, UM, PROPOSALS TOTAL.

THE TEAM FELT THREE OF THEM DID NOT MEET THE CRITERIA, UM, IN ONE OR MORE WAYS.

AND WE HAVE NOTIFIED THOSE, UM, THREE AGENCIES THAT THEY DIDN'T MEET THE CRITERIA.

UH, BUT WE WOULD LIKE TO PROPOSE TO YOU TODAY TO, UM, CONSIDER, UM, APPROVING FUNDING THESE PROJECTS.

SO OUR NAVAJO COUNTY SHERIFF'S OFFICE, UM, SUBMITTED A PROJECT FOR PEER-BASED REENTRY PROJECTS SERVICES.

UM, THE, THE PURPOSE OF THIS, IT'S, UH, A PEER-BASED RECOVERY PROGRAM THAT ALLOWS, UM, PROVISION OF RECOVERY ORIENTED SERVICES IN CUSTODY WITH LIMITED RESOURCES, UM, USING PEER-BASED COUNSELORS.

SO EVIDENCE PROVES THAT IF SOMEONE HAS A PEER, SOMEONE WHO'S IN RECOVERY AND WHO HAS BEEN THROUGH THIS THEMSELVES, WALKING THEM THROUGH, UM, THEY ARE FAR MORE LIKELY TO BE SUCCESSFUL IN THEIR RECOVERY.

UM, THE TOTAL COST OF THIS PROJECT IS 756,000, UM, WITH, UH, UM, A MILLION DOLLAR INVESTMENT UPFRONT.

THE SHERIFF'S DEPARTMENT HAS GRANT FUNDS TO LEVERAGE WITH THIS FROM OTHER SOURCES, AND THEY ARE ASKING FOR 125,000 ANNUALLY FOR THE NEXT THREE YEARS, UM, TO BE ALLOCATED TOWARDS THIS PROJECT TO LEVERAGE WITH THOSE, UM, FUNDS THAT THEY HAVE.

PUBLIC HEALTH, UM, HA SUBMITTED A NALOXONE DISTRIBUTION AND DATA COLLECTION PROJECT, UH, WITH THE PURPOSE TO DEVELOP AND MAINTAIN DATA COLLECTION AND DISSEMINATION TOOLS, UH, THAT WOULD PROVIDE US WITH THE ABILITY TO COLLECT EVEN MORE LOCAL DATA, REAL TIME DATA SO THAT WE CAN MAKE REAL TIME DECISIONS AND TO EXPAND OUR CURRENT OPIOID PROGRAMS AND WORK SO THAT WE CAN MAXIMIZE OUR GOALS AND OBJECTIVES, UM, AND TO BETTER ENGAGE WITH OUR COMMUNITY HEALTH IMPROVEMENT PLAN.

UM, SUBSTANCE USE DISORDER WORK GROUP, UM, THEY ARE REQUESTING AN ANNUAL CONTRIBUTION OF A HUNDRED THOUSAND DOLLARS FOR THE NEXT THREE YEARS.

AND THEY ARE LEVERAGING THAT WITH GRANT FUNDINGS, UM, THAT THEY ALREADY HAVE, UM, AND PROVE SUSTAINABILITY FOR THAT.

UH, THE COUNTY ATTORNEY'S OFFICE HELD A TOWN HALL, UM, BACK IN THE SPRING, AND THEY

ARE ASKING FOR, UM, $2,500 TO HELP REIMBURSE REIMBURSE FOR THAT EVENT.

UH, THE PURPOSE WAS TO GATHER COMMUNITY AND STAKEHOLDER INPUT TO BETTER IDENTIFY LOCAL OPIOID ISSUES AND NEEDS SO THAT WE WERE GETTING THE VOICE OF ALL OF OUR COMMUNITY, NOT JUST WHAT WE THINK THE PROBLEM IS.

UM, AND THE INFORMATION GATHERED, UM, IS BEING TAKEN INTO CONSIDERATION AS WE, UM, DEVELOP MITIGATION MEASURES TO ADDRESS THIS EPIDEMIC.

UM, THE FOURTH ONE WAS, UH, AN ORGANIZATION CALLED HBA NURSERY WHO PRESENTED A TREATMENT AND WRAPAROUND SERVICES PROJECT.

THIS IS AN INPATIENT, UM, FACILITY IN THE VALLEY.

UH, THE PURPOSE OF THEIR PROJECT IS TO UTILIZE A TRAUMA INFORMED LENS APPROACH TO IMPROVE SOCIAL DETERMINANTS OF HEALTH.

UM, AND THIS IS A PROVEN PROGRAM THEY HAVE IN THE VALLEY, AND THEY'RE WANTING REQUESTING FUNDING SO THAT THEY CAN BRING THOSE SERVICES TO US HERE IN NAVAJO COUNTY.

AND WHAT THEY DO IS, UH, FOR INFANTS WHO ARE BORN EXPOSED TO, UM, TO DRUGS AND WITHDRAW, THEY TRANSPORT THEM TO THEIR FACILITY.

MOM AND DAD AND CAREGIVERS GET TO STAY THERE IN THE FACILITY WITH THEM WHILE THE BABY WITHDRAWS, AND THEY DO WRAPAROUND SERVICES WITH THAT FAMILY THROUGHOUT THAT PROCESS.

AND THEIR OUTCOMES WERE PHENOMENAL.

UM, AS FAR AS PARENTS MAINTAINING THEIR, UM, SOBRIETY AND INFANTS HAVING BETTER OUTCOMES, UM, BECAUSE THEY, THEY WERE RECEIVING THAT SUPPORT.

THEY ALSO, UM, REQUESTED OPIOID SETTLEMENT FUNDING FROM MOJAVE AND YAVAPAI COUNTY, UM, WHICH THEY RECEIVED.

UM, AND THEY'RE LOOKING TO BUILD A WHOLE NORTHERN, UM, ARIZONA MODEL.

UM, AND THEY'RE REQUESTING A ONE-TIME, $50,000 CONTRIBUTION FROM THESE FUNDS.

UH, THE NEXUS DRUG COALITION PREVENTION AND AWARENESS PROJECT PRESENTED AT A PROPOSAL TO EXPAND YOUTH PREVENTION CURRICULUM AND EDUCATION THAT THEY ARE ALREADY SUCCESSFULLY PROVIDING IN SCHOOLS, BUT THEY'RE WANTING TO MOVE THAT FURTHER INTO NORTHERN, UM, NAVAJO COUNTY.

UM, AND THEY ARE REQUESTING A ONE-TIME CONTRIBUTION OF 50,000 THAT THEY INTEND TO LEVERAGE WITH GRANT FUNDS THAT THEY, UM, ALREADY HAVE.

AND THEN OUR FINAL PROJECT PROPOSAL WAS FROM THE SHOW, LOW POLICE DEPARTMENT, 9 1 1 DISPATCHER, UM, CENTER FOR TRAINING AND EQUIPMENT.

UM, THEY, UM, ACTUALLY SERVE AS OUR 9 1 1 DISPATCHER FOR A LARGE PORTION OF OUR NON-TRIBAL, UM, PORTION OF NAVAJO COUNTY.

SO IT WOULD BENEFIT, UM, A, A BROAD PORTION OF OUR POPULATION.

THEIR REQUEST IS TO PURCHASE, UM, EQUIPMENT AND TECHNOLOGY THAT WOULD ALLOW THEM TO EXPAND 9 1 1 SERVICES IN A WAY THAT SPECIFICALLY TARGETED THE NEEDS, UM, OF THOSE EXPERIENCING OVERDOSES.

SO TO SEND THEIR 9 1 1 DISPATCHERS TO TRA TO RECEIVE CERTIFICATIONS WHERE IF THEY ARE ON THE PHONE WITH SOMEONE EXPERIENCING AN OVERDOSE, THEY KNOW JUST HOW TO WALK THEM THROUGH THAT, UM, SITUATION TO BE MORE SUCCESSFUL.

AND THEN SOME ADDITIONAL TECHNOLOGY THAT THEY WOULD NEED TO, UM, IMPLEMENT THOSE PROGRAMS. THEY ARE ASKING FOR A ONE-TIME CONTRIBUTION OF 23,550, AND THEY INTEND TO SUSTAIN THE PROJECT, UM, BY THEY'VE BUILT THAT INTO THEIR BUDGET MOVING FORWARD TO SUSTAIN IT.

SO OUR, I DO YOU HAVE ANY QUESTIONS? ANY QUESTIONS FOR MEMBERS OF THE BOARD? UM, SO THEY NOTED WITH THE COUNTY GOING THROUGH WITH THE ASSESSOR AND RECORDER'S OFFICE, UM, WHO HELPED TO BRING THIS TO OUR ATTENTION, THAT, THAT THE NAME CHANGE HAD NOT OCCURRED ON ANY OF OUR RECORDS WITH THE RECORDER, WITH THE ASSESSOR'S MAP, WITH THOSE TYPES OF RECORDS THERE.

SO THIS PROJECT, WE'RE SITTING ABOUT FOUR MILES TO THE SOUTHWEST OF JOSEPH CITY, TOTALING EIGHT PARCELS, APPROXIMATELY 7,119 ACRES.

IT IS ZONED A GENERAL AND IT IS OWNED BY THE AZTEC LANDING CATTLE COMPANY AS WELL AS AZTEC EAST JEFFERS.

THIS PROJECT IS GOING TO CONSIST OF THE SOLAR MODULES AND THE RACKING SYSTEMS. THEY WILL BE CABLING TO CONVERT THE PANEL FROM DC TO AC AND THEN ADDITIONAL COLLECTOR CABLING FOR CONNECTIONS TO THE GEN TIE LINE.

THEY WILL HAVE A BATTERY ENERGY STORAGE SYSTEM WITH THE POTENTIAL TO STORE AN ADDITIONAL 450 MEGAWATTS OF ELECTRICITY.

THEY ARE PLANNING ON BUILDING AN OPERATIONS AND MAINTENANCE BUILDING WITH THE ASSOCIATED PARKING AND LAY DOWN AREAS THAT COME WITH THAT.

THERE WILL BE A STORAGE WAREHOUSE AND THERE WILL BE SIX FOOT CHAIN LINK FENCING SURROUNDING THE FACILITY INFRASTRUCTURE.

THEY ARE PLANNING ON DOING NEW INTERNAL FACILITY ACCESS ROADS AND THOSE WILL BE APPROXIMATELY 15 TO 25 FEET WIDE.

HERE'S OUR VICINITY MAP, KIND OF SHOWN WHERE WE ARE IN THE AREA.

UH, ABOUT FOUR OR SO MILES FROM THE HEART OF JOSEPH CITY THERE TO THE NORTHEAST.

COMING TO OUR ANALYSIS PORTION HERE, UH, THEY HAVE INDICATED THAT THEY MEET A NUMBER OF GOALS IN THEIR, UH, LAND USE ELEMENT AS WELL AS THE COMPREHENSIVE PLAN.

THEY WORK TO IDENTIFY IF THERE ARE ANY CULTURAL RESOURCES IN THE AREA, AND THEY HAVE A PLAN ON WHAT TO DO, UM, IF THEY SHOULD ENCOUNTER THEM.

THEY'VE COMPLETED SURVEYS TO ASSESS THE WILDLIFE AND HABITAT RESOURCES WITHIN THE SUBJECT PROPERTIES, AND THERE SHOULD BE MINIMAL IMPACT TO THE WILDLIFE OR PROTECTED SPECIES WITHIN THAT AREA.

THEY DO HAVE APPROPRIATE ACCESS TO THESE PARCELS WITH ROUTES COMING OFF OF TERRITORIAL ROAD AND MCCAW ROAD.

UH, PUBLIC WORKS WILL REVIEW THEIR PLANS TO ENSURE, UM, PROPER AND SAFE ACCESS TO THE PROJECT.

UM, IT IS LOCATED IN A RURAL AREA, WHICH OUR COMPREHENSIVE PLAN RECOMMENDS THAT RESOURCE SPECIFIC INDUSTRIES SHOULD BE LOCATED IN.

UM, STILL HAS ACCESS COMING OFF THOSE TWO ROADS TERRITORIAL IN MCLA.

UH, WE DO ENCOURAGE INSTANCES OF INFILL CAPITALIZING ON EXISTING INFRASTRUCTURE.

UM, AND THIS AIMS TO USE THAT EXISTING CHOA POWER PLANT SUBSTATION.

AND YET, UM, THERE WERE THREE VOTE CENTERS THAT HAD NOBODY TURN IN, UH, AN ELECTION, UH, REPORT AT THE END OF THE EVENING.

UM, WE HAVE NO IDEA WHERE THOSE CHAIN OF CUSTODY BALLOTS WENT.

I DON'T EVEN KNOW.

I KNOW THAT THEY WERE, UM, IT WAS, UH, THE VOTE CENTER LOAN, LOW MOUNTAIN RIVA DICON, AND MAYBE KAYA, THEY DIDN'T EVEN TURN IN AN INSPECTION BALLOT, UH, REPORT.
